GENERAL INFORMATION
2013 Mersin XVIIth Mediterranean Games
The Mediterranean Games are sports competitions organized every four years among the athletes of
the NOCs representing the Countries in the Mediterranean Basin. These competitions are organized
with the aim of contributing to the social and cultural approachment among the public of
Mediterranean Countries. The Mediterranean Games are based on the Olympic rules, and the
competitions are completed within the period not exceeding 13 days.
The host city of the 2013 Mersin XVIIth Mediterranean Games, Mersin will host thousands of athletes
in 28 sports from 24 Countries. While a period of intense preparation is being experienced in Mersin
where the competitions in 24 sports will be held in 2013 Mersin XVIIth Mediterranean Games, the
preparations continue also in Adana, which will host 4 sports.
The organization will take place at 52 venues in total, as 16 of them for trainings, 15 for the
competitions, 17 for the competitions and training, 3 for warming up and one for the opening and
closing.

Mersin
Mersin is located in the Mediterranean Region of Southern Turkey. The population is 1 million 647
thousand 899 people according to the census of 2010 and it has approximately 16 thousand square
kilometres surface area.
Mersin makes important contributions with its own dynamics to Turkey's important initiatives in
every area; it has important potential in tourism as well as commerce and economics. Providing
important gains to the different cultures that it hosted; today, Mersin comes through the second fast
urbanization process. Development of Mersin continues at a great pace with its modern port, free
zone and all the commercial and industrial organizations carrying its own unique value.
Large number of ancient sites, 321 kilometres coastal strip, its green nature with citrus gardens
smelling beautiful in each different season and with rooted cultural events, Mersin provides
potentially important contributions to culture and tourism of Turkey.
The Tırmıl Hill in the east and the Yumuktepe Mounds in the west mark the boundaries of city centre.
These mounds prove that there had been a settlement in Neolithic and Chalcolithic periods in this
area long before the establishment of the Mersin.
Known history of this region is connected to Luvi, Kizzuwatna, Hittite, Asur and Babylon Kingdoms
histories. The region dominated by Hittite, Urartu, Asur, Babylon, Lydia, Persian, Seleukos and Roman
Empire.
In the period from 7th century to the Ottoman conquer; Arabians, Abbasi, Egyptian Tulunoğulları,
Seljuklians, Mogols, the crusaders, Memluks, Ramazanoğulları and Karamanoğulları had taken control
of the region.
From the 16th century onwards, Mersin and its neighbourhood were added to the Ottoman land.
Mersin is located in one of the most fertile lands of Turkey, in Çukurova Region, and stands out with
features such as green plains, wide valleys, blue rivers and lakes, mountain chains, historical caves
and contains different physical structure.

Climate
Weather Conditions for Adana and Mersin in June
Mediterranean climate prevails in Mersin and Adana. The summers are hot and humid; the winters
are mild and rainy. Mean yearly temperature is 18.7 °C and January-February is the coldest period.
Temperature in Adana and Mersin reaches the maximum threshold in July and August.
Daily Mean Temperature and Humidity
Both cities are located in one of the hottest region of Turkey where hot and humid weather in the
summer time prevail. Daily mean temperature and humidity data recorded in Mersin and Adana for
years during the second half of June are displayed in the Figure 1 below. Daily mean temperatures
for Mersin and Adana in June are recorded as 26,11 °C and 26,55 °C, respectively. For the last eleven
years, the highest humidity proportion recorded during the second half of the June is 87% in Mersin
and 85,7% in Adana.

The organizing committee for this sport shall be composed of a Competition Manager and a Venue Manager, who will be in charge of the smooth execution of the competition, together with the Competition Support Unit.

4. COMPETITIONS, DATES AND VENUES
4.1. Competitions
The Volleyball competitions of the 2013 Mersin XVIIth Mediterranean Games will include Tournaments for Men and Women.
4.2. Dates and Venues
The Women’s tournament will take place from Saturday, 22 June 2013 to Saturday, 29 June 2013 at the Toroslar Sports Hall (Mersin). The Men’s tournament will take place from Saturday, 22 June 2013 to Friday, 28 June 2013, at the Mersin University Hall No:2 in Yenişehir (Mersin).
5. CONDITIONS UNDER WHICH COMPETITIONS WILL BE HELD
Volleyball tournaments will take place on condition that at least six (6) Countries for Men and six (6) Countries for Women register to participate in the events no later than the deadline for the entries by number registration.
If the number of entries received by 19 March 2013 (24.00 hrs GMT+2) is lower than the above-mentioned number, the Chairman of the ICMG Technical Commission or his representative assisted by one (1) or two (2) members of such commission appointed by the President of ICMG and in the presence of Sports Director of OCMG 2013 will withdraw the events not fulfilling the requested minimum quota. This will be made in Mersin on 7 May 2013 (24.00 hrs GMT+2).
Immediately following this date, the OCMG 2013 will notify the related National Olympic Committees (NOCs), by fax or e-mail, on the possible cancellation of the tournaments.
Once confirmed, the competitions will be held and winners will be awarded with medals, regardless of the actual number of participating teams.
6. COMPETITION RULES
Volleyball Tournaments will take place in accordance with the FIVB (International Volleyball Federation) regulations in force as of 1 January 2013, excluding the special dispensations by the ICMG.
Any case not covered by the aforesaid rules will be decided as follows:
General cases will be settled in accordance with the ICMG regulations.
Technical cases will be settled in accordance with the FIVB regulations.
7.TECHNICAL ORGANIZATION
The TVF (Turkish Volleyball Federation) supervised by the Technical Delegate of the FIVB, will be responsible for the technical organization and management of the Volleyball Tournaments to be held within the scope of 2013 Mersin XVIIth Mediterranean Games.
7.1. Special Provisions for holding the tournament
Any dispute possible to occur before or during the Tournament will be settled by the Competition Manager according to the ICMG and FIVB regulation in force as of 1 January 2013, excluding the special dispensations by the ICMG.

Further details regarding the organization of the Volleyball competititons shall be clarified once the official number of participating teams are defined.
7.2. Rounds
-Tournament with six (6) teams
The teams will be organized in a single group: each team will play every other team. The teams ranking first and second at the end of the first round, will play in the finals. The teams ranking third and fourth at the end of the first round, will play for third and fourth place.
-Tournament with seven (7) to ten (10) teams
The teams will be divided into two (2) groups, A and B: In each group, each team will have match with every other team so as to determine the ranking. Break days shall be determined depending on the actual number of Teams competing in the tournament. The teams ranking first and second at the end of the first round, will play in the semi-final and finals. The teams ranking third and fourth at the end of the first round, will play for 5th/8th places.
-Semi-finals
The two (2) teams ranking best in each round will meet as follows:

-Finals
The finals will be played as follows:
• The winners of the two semi-finals will play for first and second place.
• The losers of the two semi-finals will play for third and fourthplace.
Matches to play for 5th place onward (to 8th place) may be organized based on the number of participants.
-Tournament with eleven (11) teams
The teams will be divided into three (3) groups: A, B and C. Group A will include three (3) teams and Group B and C will be made up of four (4) teams each. In each group, each team will play with every other team to decide ranking for that group. The first two (2) teams of group A and the top three (3) teams in group B and C will proceed to the following round. Each round will be played according to the round-robin system: each team will play every other team once.
-Quarter Finals
The first two (2) teams in group A and the top three (3) teams from groups B and C will play as follows.

7.3. Random draw and Composition of Rounds
According to the number of Countries to be registered for the Volleyball Tournaments no later than Tuesday, 19 March 2013 (24.00 h, GMT+2), the Competition Manager will finalize the organization of the two Tournaments.
The random draw for the composition of the rounds will take place in accordance with ICMG regulations no later than 7 May 2013 (24.00 hrs, GMT+2).
Previous results of the below-mentioned organizations shall be taken into consideration for the random draw.
1. Mediterranean games
2. Olympic Games
3. World Championship
The Committee for random draw will be composed of the following members:
Chairman of the ICMG Technical Committee or a proxy;
FIVB Technical Delegate;
The OCMG 2013 Sports Director or a proxy.
In order to obtain well-balanced rounds, the Committee for the random draw shall take into consideration the levels and value of participating teams, specifically in terms of the ranking obtained in the last edition of the Mediterranean Games in Pescara, in addition to the information acquired by the Technical Committee for determining the top seeds.
The random draw is accessible to the representatives of the participating countries, press and public.

7.4. Rights and Responsibilities of the Organisers
According to the FIVB regulations, the Organizing Country has the right to choose the dates and matches (first or second) for the rounds, in addition to the daily time tables for the competitions.
The OCMG 2013 Competition Management team has the right to change the competition time table, submitting the related amendments to the FIVB Technical Delegate for approval.
In such a case, the teams involved will be notified 24 hours before the competition.
Teams playing the last match of the day may not play the first match of the following day.
7.5. Ranking system
Ranking shall be determined in accordance with the FIVB technical regulations. If more than one team totals the same score, the ratio of points won and points lost will be used to determine the ranking.
If the teams are still tied, the ratio of sets won and lost will be taken into consideration, and if the tie still exists, the results obtained through the matches played against one another by the teams involved, will be taken into consideration.
7.6. Statistical system
The evaluation, information and monitoring of competition results shall be carried out through the official FIVB statistical system, VIS (Volleyball Information System). At the end of each match, the teams will receive the individual and team statistics and at the end of the day, all teams, officials and referees will receive the daily technical bulletin including all the information on the competition, in accordance with the FIVB regulations.
8. COMPETITION VENUES AND EQUIPMENT
The Volleyball Tournaments of the 2013 Mersin XVIIth Mediterranean Games will take place at the following venues:
WOMEN
• The Toroslar Sports Hall, approximately 15.6 km (20 minutes) from the Mediterranean Village
(MV1/MV2), with a capacity for 1000 spectators.
MEN
• The MEU 2nd Hall in “Yenişehir” (Mersin) approximately 1 km (2 minutes) from the Mediterranean Village, with a capacity for 500 spectators. (MV1/MV2).
8.1. Competition area
The court areas will be in accordance with the sizes and characteristics required by the FIVB regulations.
8.2. Equipment
The official balls to be used in the competition will comply with the FIVB rules and regulations.
For warm-up prior to the matches, organizers will provide each team with twelve (12) balls identical in brand and model to those to be used in the competition, as well as two carts in each playing court.

All sports and technical equipment used for the Volleyball Tournament and training will be in accordance with FIVB regulations in force as of 1 January 2013, excluding the special dispensations by the ICMG.
8.3. Changing Rooms
Separate changing rooms for men and women will be available with showers, toilets and massage tables.
At competition and training venues, the teams will be provided with bottled non-carbonated mineral water and ice-machines.
8.4 Mixed Zone and Press Conference Room
Accredited media will be allowed to conduct short interviews in the Mixed Zone immediately after competitions. Athletes must leave the competition area via the Mixed Zone and they are requested to cooperate so as to answer the questions.
At the end of each match, the OCMG 2013 officials to be in charge of the press, will escort the athletes to the Press Conference Room.
9. TRAINING
9.1. Training Venues
Training facilities will be available to teams according to a training schedule to be drawn up by the OCMG 2013 Competition Management: a list of these facilities will be provided to the teams upon their arrival in Mersin.
In addition to the official Tournament venues, the competition management shall provide teams with other venues for team training. The courts will be in compliance with the FIVB regulations. Training session for Women will be held at “ Tourism and Hotel High School”. Men’s training session will be held at “ İçel Anatolian High School”.
The Organizing Committee will provide the teams with twelve (12) balls of the same brand and model as the tournament balls and two (2) trolleys for each training court. The training venues shall also be equipped with changing rooms and showers for each team.
9.2. Procedures for scheduling training sessions
For each participating team, the Competition management will schedule a daily 60-minute (minimum) training session at one of the designated venues. Each team will also be allocated 90-minutes familiarisation session at the competition venue, one day before the Tournament.
The training sessions schedule will be sent to the participating NOCs upon the entries by number form to be submitted no later than 19 March 2013. The NOCs are requested to confirm their training sessions in due time. All training sessions that are not confirmed by the participating NOCs will be offered to the other teams.
During the technical meetings to be held on 21 June 2013 (for Women and Men) the NOCs will submit their booking requests for training sessions to the Competition Management so as to be able to define and schedule an official timetable.
All NOCs must confirm their training session bookings during the Technical Meeting. Cancelled sessions will be offered to the other participating teams.

As a general rule, the Competition Manager will take into account all booking requests submitted and shall assign training sessions following a turnover criterion.
Extra training session shall be allocated, if necessary.
10. ELIGIBILITY
All NOCs of the ICMG member Countries whose Federations are FIVB members, are entitled to
participate in the Volleyball Tournaments of the 2013 Mersin XVIIth Mediterranean Games.
Players must be nationals of the Country stated in the preliminary registration and shall comply with the ICMG and FIVB rules and regulations.
Each NOC may register one (1) team in each tournament (both for Men and Women). Each Volleyball team includes a maximum of twelve (12) players. The maximum number of team officials authorized to access the playing field include four (4) in total, two (2) coaches and one (1) physio-therapists and one (1) physician (FIVB-accredited).
11. ENTRIES
The Delegations entry system is linked to the General Accreditation System. The OCMG 2013 entry system is based upon a document downloadable from the website: www.mersin2013.gov.tr
Each NOC will receive a set code and password to access the document which is available in two languages (English and French).
On-line accreditation and sports entries system allowing the registration of a list of sports entries which, duly signed, must also be sent by fax or e-mail to the OCMG 2013, before the deadline hereafter indicated.
11.1. Preliminary entries
The preliminary entries forms to be issued by each participating NOC must be submitted to the OCMG 2013, no later than 10 November 2012 (24.00 hrs GMT+2).
11.2. Entries by number
The entries by number forms to be issued by each participating NOC must be submitted to the OCMG 2013, no later than Tuesday 19 March 2013 (24.00 hrs GMT+2).
11.3. Entries by name (Long List)
The entries by name forms to be issued by each participating NOC must be submitted to the OCMG 2013, no later than Friday, 19 April 2013 (h 24.00 GMT+2).
11.4. Final Entries by Name (Short List)
The final entries by name form (short list), to be issued by each participating NOC must be submitted to the OCMG 2013 no later than 5 June 2013 (24.00 hrs GMT +2).
11.5. Entries confirmation
Moreover, upon the arrival of the Chief de Mission to Mersin, hopefully two days before the arrival of the Delegation, there will be a D.R.M. (Definitive Registration Meeting) with the Organizing Committee in order to discuss certain issues and meet the requirements (general rules, administrative issues, Village and other accommodation, transport, training time table, sports entries confirmations, accreditations, rate-card payments, financials, etc.).

Specific forms will be delivered to each Mission Chief, in due time, to confirm the entries during the D.R.M.
Confirmation for a further participating athlete can also be communicated to the OCMG 2013 sports management, for extraordinary circumstance, at the latest during the Technical Meeting as per section 12 of this regulation.
12. TECHNICAL MEETING
Technical Meeting for Man and Women will take place at the Mediterranean Village International Zone on Friday, 21 June 2013 (10.30 hrs).
The organization of technical meetings will be in compliance with the FIVB regulations and under the supervision of the FIVB Technical Delegate.
The below-mentioned officials shall take part in this meeting:
• FIVB Technical Delegate;
A member of the ICMG Technical Committee;
• Team Leaders (one for each country);
• Judges and Referees;
• Head Coaches (one per team);
• Team Physicians (one per team);
• OCMG 2013 Competition Manager of the Volleyball Tournament.
OCMG 2013 Venue Managers
12.1 Preliminary / Inquiry meeting
Before the Technical Meeting, a preliminary meeting will be held at the Mediterranean Village, upon the arrival of teams. It is mandatory for Team Leaders, Head Coaches and Physicians to attend the meeting. Every attendee must hold the below-mentined materials:
- Final entry form for the team;
- Passport of each player;
- FIVB genetic certification (M-3);
- Physician’s FIVB accreditation;
- Uniforms of the Team Captain (3 colours) and
- Uniforms of the Libero.
In order to be accredited, all players must fullfil the FIVB eligibility requirements.
13. MEDICAL SERVICES
During the 2013 Mersin XVIIth Mediterranean Games, medical services will be available in the
Mediterranean Village and at all the competition and training venues for all accredited athletes and
their officials.
a. Mediterranean Village
The Mediterranean Village Medical Centre will provide the residents with the below-listed medical
services.

Polyclinics, Laboratory and Diagnostic Imagining
Emergency service (24 hours)
Ambulance service (24 hours)
A Medical Guide detailing the medical services will be available to the participating delegations
during the Games.
b. Competition and Training Venues
Competition Venues: Medical teams consisting of MDs and paramedics will be available in all
competition venues.
Training Venues: First aid medical team will be available during the training sessions.
An ambulance service (present or on-call) will be available at all competition and training venues.
13.1. Anti-Doping Services
Doping control tests will be conducted during, and/or prior to the Games, by the Anti-Doping
Commission of Turkish National Olympic Committee, under the responsibility of the ICMG Medical
Commission in collaboration with the OCMG 2013 Health Department (Anti-Doping Unit) and in
accordance with the ICMG, IOC, FIVB and WADA rules and regulations.
All athletes selected for doping control test will receive a written notification and the procedure for
doping control will subsequently start.
Any athlete who refuses to undergo doping control test or who has positive results will be
disqualified from the competition and sanctioned in accordance with the ICMG and FIVB rules and
WADA Anti-Doping Code.
Detailed information regarding controls will also be provided in Anti-Doping Guide and it will be
distributed to the participating NOCs.
14. JURY AND JUDGES
14.1 Referees
The Refereeing Delegation for the Volleyball Tournaments of the 2013 Mersin XVIIth Mediterranean Games shall be composed as follows:
Two (2) referees appointed by the FIVB;
One (1) international referee for Men category and one (1) international referee for Women
category from each participating Country.
Four (4) reserve referees appointed by the TVF.
Scorers and Line judges will be appointed by the TVF. The Refereeing Delegate appointed by the FIVB will be in charge of appointing all other referees.
Names of the referees to be designated by NOCs will be indicated on the entries by name form.

14.2. Appeals Committee
Every match will take place under the supervision of an Appeals Committee, whose composition will be determined by the FIVB Technical Director. The main functions of the committee are stated below:
Guarantee the enforcement of regulations for international competitions;
Carry out the random draws for the athletes to be subjected to anti-doping tests;
Receive complaints.
In accordance with the technical regulations of the trials for each sport scheduled in the 2013 Mersin XVIIth Mediterranean Games program, an International Appeals Committees shall be established that is responsible for the review of all official protests lodged.
In the event that the Technical Delegate is not the President of the Appeals Committee, the International Federation shall appoint, among the international officials present at the competitions and through the Technical Delegate, the President of the Appeals Committee.
Excluding the special dispensations by the International Federation, the Appeals Committee shall generally be composed of:
One (1) President,
Two (2) members selected among six (6) qualified officials chosen from the list of representatives of the participating Countries.
This list will be communicated by the Technical Delegate during the Technical Meeting.
In the event of a complaint, the members of the Committee cannot be of the same nationality as the person(s) filing the complaint.
15. COMPLAINTS
Complaints and appeals will be reviewed in accordance with the FIVB International Regulations.
Initially, the Technical Committee shall pronounce on lodged complaints. Following this procedure, the Appeals Committee shall decide on the appeals.
Every complaint in the official match report must be lodged in written and in French, English or Arabic no later than 30 minutes after the end of the match in question, accompanied by a cash deposit and in accordance with FIVB regulations.
If the complaint is accepted, the deposit will be refunded. Otherwise it will be acquired by the OCMG 2013.
16. SPORTS UNIFORMS
16.1. Uniforms for the Athletes
Players taking part in the Volleyball Tournaments of 2013 Mersin XVIIth Mediterranean Games must wear uniforms that comply with FIVB regulations.
Each team must have three (3) sets of uniforms of contrasting colours (light and dark). The colours must be submitted and confirmed during the registration.
Players shall wear shirts numbered from 1 to 18. The numbers for players must match with those on the uniforms and the number indicated on the registration form.

Players must wear the same number throughout the competition.
The Libero: the Libero player must wear a uniform of a different and clearly contrasting colour with respect to the uniforms of the rest of the team. The jersey may also be different, but it must, in any case, be numbered like the jerseys of other team members.
For each match, the choice of colours must be communicated in written in the daily Technical Bulletin.
No commercial trademark shall appear on any uniform, accessories and clothing worn or used by the athletes, other than that of the Manufacturer’s labels, provided that they are not displayed for advertising purposes, in accordance with ICMG and FIVB regulations.
These rules regarding commercial trademarks on uniforms shall also apply to the award ceremonies.
16.2 Uniforms of Referees
International referees must wear the FIVB uniform throughout tournament.
17. AWARDS
The award ceremonies will take place at the end of the final of each Tournament.
Medals and diplomas
In accordance with ICMG regulations, the following awards shall be assigned:
First prize A gold medal and a diploma for each player of the first-ranked team.
Second prize A silver medal and a diploma for each player of the second-ranked team.
Third prize A bronze medal and a diploma for each player of the third-ranked team.
Fourth to eighth place Players of the teams placing fourth, fifth, sixth, seventh and eighth will receive a diploma.
18. TIME TABLE
Time Table will be available after drawing of lots and be communicated to the NOCs.
19. TECHNICAL OFFICES FOR THE COMPETITION
Two offices will provide specific information on the Volleyball competition: the first one will be located at the competititon venue, and the second one at the Sports Information Centre in the Mediterranean Village.
These Offices will provide information on competition times, training sessions, transportation, list of players and results. The two Offices will also provide technical information as issued by the FIVB and by OCMG 2013.

20. APPROVAL OF THE REGULATIONS
In case of disagreement on the interpretation of these regulations, the French version shall prevail.
These regulations were approved by the President of the Technical Committee and ICMG on 7 September 2012.
