AS soon as he assumed position as the new City Mayor of Naga, Mayor Nelson Legacion first ensured that the city’s home— the City Hall— comprised of many and varied local government offices, will be manned by competent and capable officers and workers whom will be his reliable partners in the efficient delivery of services to the people.

C ONTINUING the legacy of good governance started by his predecessors, Mayor Legacion introduced a new city brand under his administration, the ‘Naga Na!’.

‘Naga Na!’ branding aims to make Naga City more than just a location on the map but a destination for tourists to patronize— a marketing tool to create a brand identifier that will set Naga apart and allow the city to compete with other places for people, resources and business.

The brand is symbolized with the letter ‘N’ with two circle dots atop that stands for ‘Naga’. The circle dots atop the ‘N’ structure create the illusion of the connection of two people that typify two groups or institutions— depicting the partnership and the shared responsibility of the government and the people in working hand-in-hand to advance the city’s development goals.

The ‘N’ logo likewise shows a smile that gives a picture of the city moniker, ‘An Maogmang Lugar’ and ‘Naga SMILES to the World’.

The green and blue colors of the brand signify the Narra tree from which the name ‘Naga’ is derived, as well as

IN addition to his initial step of putting the house in order, Mayor Legacion established a Community Relations Office through Executive Order No. 2019-027. The new office initiated the conduct of programs and activities that brought the local government services of the city closer to the people. One of which is the conduct of community meetings in the different barangays of Naga with Mayor Legacion himself doing and leading the rounds and meeting people personally to hear directly from them their concerns and needs.

The program has brought a lot of residents thankful for the immediate response and easy access to the city’s officials, particularly the mayor, that paved the way for them to easily voice out their needs and concerns.

Illustrated in an italicized manner, the ‘N’ logo demonstrates the resiliency and dynamism of the city in moving toward the realization of its goals.

In the total sense of the brand, ‘Naga Na’ is an invitation to have Naga as the place to be in many aspects (e.g. food travel, education, leisure, getaways, exploration, business investments, etc.)

The brand is accompanied by the slogan, ‘Nalalaoman, Nasasarigan, Nangangataman’ that indicates the administration’s main thrusts of a being a dependable, reliable and caring local government, anchored with the city’s vision and mission.

AccessibleCity Hall

I NTRODUCING a new character of the city government that is more accessible and open to the citizens, Mayor Son set to hold office at the Naga City People’s Hall every first and third Mondays of every month, from 8:00 am onwards, together with the heads of offices and departments in the social services cluster that includes the City Health Office, City Population and Nutrition Office, City Social Welfare and Development Office, City Civil Registrar’s Office, City Agriculture’s Office, City Environment and Natural Resources Office, Housing Settlements and Development Office, and City Legal Office, among others.

The activity aims to make a one-stop-shop of the offices and departments of the City Government that are involve in providing social services and be able to respond directly to the needs of the concerned citizens.

Later on, the activity was brought to the barangays where Mayor Legacion conducts Barangay People’s Day, drawing even nearer to the people in the community and allowing even greater access for the citizens to lay down their needs.

T HE local government finally resolved the urgent problem of the city on the dumping and disposal of the city’s wastes with the closure of the 50-year old Balatas Open Dumpsite. The resolution of the problem ended the stench coming from the mountain-pile of waste that has long been plaguing the nearby barangays, and eventually improved the city’s air quality.

To ensure that wastes are properly handled in the dumpsite, thick layers of 10-inch compacted clay and silt, loam soil were used to cover the piles of garbage. These were secured with layers of coco nets or coco fiber, which were topped with half-meter layer of top soil again.

At present, a 500-square meter area of the dumpsite now holds 1,500 native trees after it has been utilized as a tree-planting site during the launch of Mayor Legacion’s brainchild program on re-greening, the Forest-in-Our Midst (FOM) program that envisions green, mini-forests inside Naga’s urban areas.

O NE of the notable works that Mayor Nelson Legacion achieves in his 100 days in office is the operationalization of the city’s much-vaunted multimillion-peso sanitary landfill (SLF).

The facility, now temporarily operating on first phase since August 14, this year, has been providing the Nagueños with the most common method of organized waste disposal and garbage management purposes which include processing of waste materials (sorting and recycling).

Initially, the city government had spent P230-M for the SLF. Around P120-M more will be spent for its 2nd phase equipment such as the Materials Recovery Facility gears, P40-M; bulldozer and pay-loader, P80-M.

“The establishment of

sanitary landfill allows the city to manage well the disposal of our garbage as it also leads us to a much better option of converting our residual waste into energy,” says Maria Regina Buenaobra, a resident of Barangay Calauag.

Burying of garbage like what is required in sanitary landfills can produce energy and can be obtained by the conversion of landfill gas. The waste products of sanitary

landfills can be used as direct fuel for combustion or indirectly they can be processed into another fuel.

A waste-to-energy plant is a waste management facility that combusts wastes to produce electricity.

The Committee on Environment and Energy in the Sangguniang Panlungsod chaired by City Councilor Salvador del Castillo is mulling over the possibility of setting up a waste-to-energy (WTE) facility in a 4-ha lot in Barangay San Isidro where the SLF is situated.

The exploratory talks on WTE facility began after Del Castillo along with city councilors Joselito Del Rosario and Mila Raquid-Arroyo, and Engr. Joel Martin, Solid Waste Management Office head, arrived in September this year from an official business in New York where they had a meeting with leaders and technicians of Agripower Industries, a leading producer and supplier of Waste-to-Energy facilities in New York.

Agripower’s WTE facility,

which costs around P250-M, has the capacity to accommodate 25 tons of garbage per hour while the city produces an average of 90 tons of garbage per day.

A MILESTONE in the current environmental programs, Naga is the first in the country to launch the “Forest-in-Our-Midst” program which thrives on its goal of creating “mini-forests” within highly urbanized and residential communities in Naga.Launching his ‘brainchild’ program at the former Balatas Open Dumpsite area, together with Mr. Alec Santos, Arts, Culture and Tourism Office (ACTO) Head and Focal Person, Mayor Legacion aims to promote urban forestry as well as to revitalize Naga as a greener city.

Distinguishing itself from ‘ordinary’ tree-planting activities, the program prides itself on being a “forest-planting” and “forest-growing” project, shifting its focus away from the usual tree-planting sites in and around the Mt. Isarog areas, rather, it is to build “mini-forests” among subdivisions, housing sites, public and private schools and institutions within the city.

City plastic ordinance

E NVISIONING A PROGRESSIVE, eco-friendly city in the near future, Mayor Legacion signed Executive Order No. 2019-026, banning the use of non-biodegradable plastics and polystyrene in all city government-led events and meetings.

The directive mandates catering service providers for official city events to utilize eco-friendly alternatives in the transportation, packaging and serving of food, while providing corresponding consequences for non-compliance.

Since its implementation last July 8, the move resulted to the frequent use of glass plates, paper cups, and porcelain utensils in food servings, thus, becoming a common sight in the conduct of meetings and events of city government offices.

To ensure steadfast support and implementation amongst employees, part of the executive order includes incentives which encourages local offices to introduce their own cost-effective mechanisms and policies in promoting eco-friendly alternatives to the use of harmful plastics.

Taking the lead towards lesser plastic drive in the city, the directive served as a precursor to the implementation of the plastic regulatory ordinance currently in the works.

The ordinance, authored by City Councilor Atty. Salvador Del Castillo, mandates the prohibition of the use of plastic bags on dry goods, and its regulation on wet goods, among others.

the LGU, specifically the PSO, last August 19, 2019, for their active role in implementing the mandate. Operations are still ongoing, with plans to extend road clearing towards different barangays within the city.

SURPLUS SOIL ORDINANCE

Hitting two birds with one stone, Mayor Legacion also signed the Executive Order 2019-032, declaring excess or surplus soil excavated from government projects within Naga City as public property, while establishing limits and provisions regarding its hauling and usage. Taking effect immediately, the executive order saves millions of pesos through proper utilization of excess soil as earth fills, as well as minimizing heavy traffic and inconvenience caused by excess soil deposits.

F OLLOWING the presidential directive to clear road obstructions in the country under DILG’s Memorandum Circular 2019-121, Mayor Nelson Legacion signed the Executive Order 2019-035 forming the LGU Road Network Development and Clearing Task Group, assigned to spearhead the local road clearing operations in the city within the duration of sixty (60) days.

The Naga City Public Safety Office (currently headed by Mr. Renne Gumba) led the Road Clearing Task Force composed of the PNP, DPWH, LTO, HPG, and CASURECO. The assembled team complied with the regulation which includes clearing sidewalks, relocating ambulant vendors, demolishing public and private permanent structures, as well as enforcing towing of illegally parked vehicles which impedes the public’s right of way.

Prior to fully implementing road clearing operations, Mayor Legacion personally convenes affected individuals, especially vendors, intending to fully inform as well as provide notice about the said ruling. More than 100 vendors affected were relocated to the riverside, as well as the second and third floors of the Naga City People’s Mall.

Drainage masterplan: Solving the city ooding

V ISITING different communities as part of his daily walks, Mayor Legacion witnessed stagnant canals and clogged waterways in the urban areas that has been a part of daily struggle of the neighborhood particularly during the rainy season, thus the need for a comprehensive drainage masterplan that will help solve the problem on city flooding. This long-term solution is now being crafted by the City Engineer’s Office (CEO) under Mayor Legacion’s administration.

However, to provide a stop-gap solution to flooding problems affecting low-lying areas of the urban district, the city government already procured an additional de-clogging machine that is now largely helping CEO and CENRO in their drain cleaning operations.

Meanwhile, the de-clogging of canals of CEO has been going on in the affected communities of the city.

E NSURING maximum protection and promoting citizens’ welfare, an addition of eight (8) CCTV cameras were installed reinforcing public security.Situated in the areas with heightened public activity,

surrounding the traditional commercial hub of the Central Business District I (Centro), the recent addition aims to promote crime deterrence and crime solution through its ongoing 24/7 surveillance, as well as further guaranteed performance through its upgraded features, such as higher resolution and quality performance.

The newly-installed equipment allows wider coverage, thus providing more areas to be covered and more efficient assistance in police investigations involving vehicular and roadside accidents, petty crimes, and lost item cases. As of July 2019, CCTV recordings provided by the LGU-Naga’s Central Communications Center (COMCEN) aided thirty-five cases in conducting investigations.

Moreover, fortifying its goal of increasing safer spaces within the city is its recent addition of 76 streetlights spanning fifteen barangays, as well as repairing and upgrading existing bulbs to support in impeding crime rates happening especially during late nights.

Ensuring that the less-privileged members of the community also secure a house of their own, Mayor Legacion helped expedite the process in the availing of housing grants and titles.

His speedy action on requests and other letters led to increased number of beneficiaries helped and assisted.

In the first 100 days of his term, 19 families— 4 in Uswag Balatas; 2 in Green Valley, Pacol; 8 in Palmera Village II, Cararayan

Housing SolutionsSalunguigui; 2 in St. Claire, Concepcion Pequeña; 2 in Sy Cong Jui, Mabolo; and 1 in Liberty Village, San Rafael, Cararayan, were resettled while an additional of 20 additional families were benefitted with housing grants at Gawad Kalinga (GK) Maogma Village, Balatas, Naga City.

In addition, 56 beneficiary-families were granted assistance on housing materials, and 99 land titles were registered and granted at Canda Home Owners Association at Concepcion Pequeña.


The local government was also able to issue 10 Deeds of Absolute Sale on various Urban Poor Sites.

Moreover, the city government has finalized agreement with the Department of Environment and Natural Resources (DENR) for the titling of three (3) relocation sites in Sagrada Familia Subdivision Project, Sta. Cruz Calayan On-Site Project, and Sto. Niño Relocation Project with 154 family-beneficiaries.

The city’s agreement with Social Housing Finance Corporation (SHFC) also led to reduced monthly amortization of 7 urban poor sites consisting of 438 family beneficiaries, which greatly helped subsidized their loans.

Aside from the housing beneficiaries, the local government also helped casual city employees to avail of housing loan thru Pag-IBIG financing— the Johnville housing project that was started during the term of former City Mayor John Bongat. This was continued, and under Mayor Legacion’s first 100 days in office, more employees of the city government, totaling to 124 since then, were allotted with the housing units.

To cap it all, the problem long endured by the city government on the Road Right of Way (ROW) at Balatas Urban Poor was addressed and widened from 6 meters to 10 meters.


S ET to cultivate the city’s local digital start-up ecosystem and be at par with technological evolutions in the new era of digitization, the city established a Digital Innovation Hub (DIH) situated at the Jesse M. Robredo Coliseum.

The city’s vision of having a Digital Innovation Hub (DIH) since started during the incumbency of then City Mayor John Bongat and is realized during the term of Mayor Legacion this year.

DIH aims to promote local start-ups and assist the hundreds of online Bicolano workers who are currently based in the city by way of providing incubation facilities, business services, funding, trainings and mentoring to budding technology enterprises, and even students, who are working on cutting-edge technology and intend to fully-develop and commercialize their senior projects, in partnership with DICT.

N AGA CITY launched the Technology Empowerment for Education, Employment, Entrepreneurs, and Economic Development (Tech4Ed) project as part of the Naga City Library Preservation, Reading Innovation, ICT, Digitization, and Education project (PRIDE) that aims to maximize the use of technology for education, among others.

Tech4Ed center, situated at the Raul S. Roco-Naga City Public Library, comes with equipment package consisting of Desktop equipment with e-learning contents as anchored with its goal to provide ICT-enabled services.

The e- center is designed to allow for the less fortunate sectors of the community in particular, who are not privileged enough to own even a piece of gadget, the access to digital content and services that offer relevant, thematic contents on education, employment, and entrepreneurship that are all geared towards the improvement of their quality of life.

Set to serve the unserved and the underserved, Tech4Ed is designed to help them realize this betterment thru engagement to endless possibilities and opportunities that they can find online.


PRIORITIZING the comfort, convenience, and safety of every Bicolano passenger, Mayor Legacion together with Bicol Central Station (BCS) Manager Mr. Roderick Reforsado, spearheaded the three-phase modernization program of the Bicol Central Station beginning with the installation of its Bus Operating System and Display System, which displays the transportation routes of provincial buses going outside of the Bicol Region. Going further, an Online Booking service was also launched allowing commuters to book their transportation in advance, anytime and anywhere. Completing the upgrade is its recent addition of three self-booking kiosks providing easier access for consumers to buy tickets for buses headed towards Metro Manila.

Final touches to the revamp includes its installation of three free charging stations, as well as additional seats in the departure areas of local bus trips.

It’s a move going beyond the ‘extra’ mile.

Internet Accessibility: Free Public WiFi

IN behalf of the City Government of Naga, Mayor Son already signed the Memorandum of Agreement (MOA) with the Department of Information and Communications Technology (DICT), as well as with Globe Telecom, for the Free WiFi for All-Free Public Internet Access, and GoWiFi, respectively.The program envisions to provide free internet access to public places such as public schools, libraries, hospitals, rural health units, police stations, state universities and colleges, public transport terminals, seaports, airports, city plazas, government offices, public markets, and the city coliseum.

The move aims to cater to the internet needs in the community, as well as to hasten economic, social and educational opportunities, among others, through the use of information and communications technology and eventually help in community development.


New inrmary Laboratory

E VERYDAY, city ambulances took a total average of four (4) rounds going to downtown business districts from the upland barangays of Naga to transport patients to different city hospitals for needed medical assistance.

To help patients residing in these far-flung communities which include the barangays of Pacol, Carolina, and Panicuason who are needing medical laboratory services reduce costs, the city government deemed it better to have a laboratory and X-Ray room that will cater readily to their health needs, thus the establishment of a laboratory and X-Ray room that will be housed at the Our Lady of Lourdes Infirmary (OLLI).

The laboratory had already been constructed and the city government is now only waiting for the needed equipment for the full operation of the facility.

With its full operation soon, the city government sees it as a big help to patients especially for those who may suffer from vehicle accidents in the area, with its favorable location that will allow for immediate application of needed medical treatment.

Among the services that may be availed in the new laboratory include Complete Blood Count (CBC), fecalysis, and urinalysis procedures, among others.


T O help improve health services of the city-owned hospital, the Naga City Hospital (NCH), 13 new personnel— three (3) doctors and 10 nurses, were augmented to their existing personnel.

The additional personnel caused the introduction of new services being offered at the hospital, including the operation of the diabetic clinic, the run of hearing tests, and the conduct of health education during consultations.

Moreover, the augmentation of personnel supported the 24-hour operation of NCH that allowed it to cater to more patients and render better services for the public.

RESPONDING on a World Bank study which reveals that “sanitation is often a neglected aspect of development in developing countries, like the Philippines,” the Sangguniang Panlungsod enacted ordinance 2019-051 also known as The Public Toilets Ordinance of Naga City.

The study, which was conducted in 2008 under the Economics of Sanitation Initiative (ESI) in 4 countries, namely, Cambodia, Indonesia, the Philippines, and Vietnam, also stated that “the total number of tourists choosing a country for their holiday is partially related to the general sanitary conditions of the country.”

Public toilets for male, female, and LGBTQ+ to be constructed

The report also said that “public toilets are important for many Filipinos as a largely daytime necessity, but these were shown to be of inadequate quality and insufficient in number. Many public toilets in the Philippines are not clean, and do not have the basic necessities such as running water (for flushing and handwashing), toilet paper, soap, and hand towels.

The ordinance, Mayor Legacion said, wishes to give practical solution to the problem by way of constructing specific number of comfort rooms in public areas designed to cater to specific users.

A provision in the ordinance’s section 3 said that each toilet facility shall have three sets of comfort rooms: one for male persons, one for females, and one for the members of LGBTQ (+) including persons with disabilities or with special needs.


More classrooms, more scholarsTHE NEED FOR ADDITIONAL LEARNING SPACES

I N his first day as the newly-sworn head of the city, Mayor Nelson Legacion personally inspected several public schools in the city. Upon observing increasing demand for more learning spaces in the city in his initial visit, construction of additional and temporary learning spaces in Cararayan National High School, Don Manuel Abella Elementary School as well as Pacol Elementary School were prioritized.

Offering long-term solutions, Mayor Legacion plans to establish

additional public primary and secondary schools to ensure quality education. The Naga City School Board approved the resolution granting Mayor Legacion to establish negotiations for the purchase of the lot where the Sta. Cruz National High School will soon be constructed, while bidding for earthfill materials that will be used for the site is now ongoing.

Under his tenure, Mayor Legacion hopes to launch 4-5 secondary schools, as well as one elementary school initially planned to be situated in Yabo.

AMENDED TERTIARY SCHOLARSHIP ORDINANCE

Achieving greater lengths in education, the amended Tertiary Scholarship Ordinance has increased the initial allocated budget of thirteen million to eighteen million pesos effective for the whole school year, while incorporating scholarship grants for legible members of the Persons-With-Disabilities (PWD) and Solo Parents sector, beneficiaries from the Sanggawadan program, as well as children of former and incumbent barangay officials.

The bigger apportioned fund resulted to an increase in the number of beneficiaries, from 650 city scholars to now more than 900 beneficiaries who can now avail quality education for free.

1ST JESSE M. ROBREDO NATIONAL SWIM CUP

Paying tribute towards one of the city’s most beloved leaders, as well as inspiring local swimmers to chase the Olympic dream, the first-ever Jesse M. Robredo National Swim Cup was launched last August 17-18, 2019 at the Naga City Civic Center.

Pioneering with the belief that talent comes from proper support, more than 200 swimmers hailing from 20 swim clubs, with ages ranging from 7-15 years old, from different parts of the country competed in different swimming events such as freestyle, butterfly, breast stroke and back stroke.

With its goals of producing more champions in the future, proceeds raised from the event will serve as a seed fund aiding dreams for young swimmers and local athletes in the city.

1ST NELSON S. LEGACION BASKETBALL CUP

Conducted last July 6-7, 2019 at the JMR Coliseum, the first-ever Mayor Nelson S. Legacion Basketball Cup was participated by the Ateneo Golden Knights, NCF Tigers, Cam Sur Express and FEU Tamaraws, aiming to unite local school communities through sports.

Proceeds made from the said competition were allocated for the school supplies of its beneficiaries coming from Triangulo Elementary School, Tabuco Central School, Mabulo Elementary School and Sabang Elementary School.

Received with warm response, organizers hopes to include more schools and universities to participate in its future run.

Naga City Mayor Jesse Robredo, and the People’s Budget introduced under Mayor John Bongat’s administration.

In the Policy Forum on Development during the 3rd Asia Regional Meeting in Kathmandu, Nepal where Mayor Legacion was invited to speak, he presented said best practices to which the European Commission expressed interest of replication to other regions.

Mayor Legacion initially attended the the 5th Asian Mayors Forum 2019 held at the United Nations Convention Center (UNCC) in Bangkok, Thailand, where he first presented the said programs before other mayors of different municipalities and cities in the Southeast Asia who also presented their respective programs that are anchored with the Sustainable Development Goals (SDGs).

It was then that Mayor Legacion was invited to speak in the EU Policy Forum on Development during the 3rd Asia Regional Meeting in Kathmandu, Nepal.

RECOGNIZING the vital role that Job Order (JO) and Contract-of-Service (COS) employees of City Hall play in the efficient delivery of services in the local government, Mayor Legacion initiated the move to increase the monthly salary that they are receiving to compensate their invaluable service and help also in their financial needs.

With their monthly remuneration amounting to P 6, 550.00 every month, an additional of P1,000.00 was added to the compensation being received by each of the 370 JO and COS employees of City Hall since the start of Mayor Legacion’s term in the month of July— a big help being considered by the hardworking employees of the city government.

Salary Adjustment for City Hall Job Order and Contract-of-Service employees

WITH the new legal team on board the local government, city issues particularly on road Right-of-Way (ROW) that caused further troubles to some city government projects, were decisively addressed. The acquisition of the 2-hectare Palmera II Village project in Cararayan, for one, has been pending for the last two years and now has been resolved with the help of the City Legal Office.

These also include the Calauag-San Felipe and the Balatas-Naga City Science High School (NCSHS) road links, as well as the Almeda-Mabulo Bypass Road that seeks to reduce congestion in the city roads.

The negotiations with regards to road right of way that resulted positively, greatly aid in the implementation of the priority infrastructure projects identified by the city government which were already approved by the Sangguniang Panlungsod (SP) in the updated Local Development Investment Program (LDIP) and the Annual Investment Program (AIP) for 2020.

T HE oneness of the city councilors remains the enabling factor for them to achieve significant results of their respective legislative advocacy and undertakings. In sessions, each of them feels the ease of playing the role of a devil’s advocate, sometimes expressing belligerent opinions to test the strength of a colleague’s opposing argument.

Their unity and candor in work is clearly visible also in situations where the minds at the August Body have to come together to support the local chief executive’s development agenda whose administration encourages strong participation from the people and collaboration with co-workers.

Result: important legislations are achieved and the city administration’s pledge of service and commitment to the Nagueño – Reliable, Dependable, Caring – is nurtured.

“While we are working together as a team, we shall be firm in ensuring that we will not falter to honor our legal mandate to serve the best interest of the Nagueño,” says Vice Mayor Cecilia V. De Asis.

She said that every member of the city council is seeing to it that every program and project is satisfactorily implemented within the framework of good governance. “As lawmakers, we are committed to help in propelling the city’s socio-economic growth and development,” the vice mayor said.

Aside from their legislative roles, all the 12 councilors and the vice mayor are holding oversight functions that allow them to work closely with the executive branch by taking the responsibility to ensure appropriate enforcement of the ordinances, review the relevance/effectiveness of the measures, and be able to determine if there are provisions in ordinances that need amendment.

Right at the birth of the 13th Sangguniang Panlungsod on June 30, 2019, the councilors were given time to present their individual to-do things in detail to form part the city’s legislative agenda. The activity was aimed to synergize their legislative plans with those that the executive department has committed to achieve.

It is through the Executive-Legislative Agenda (ELA) formulation meeting that the city dads discussed legislative issues and concerns with the city’s chief executive along with the department heads and chiefs of offices.

Being able to perform greater endeavor with their “working-together” habit, the legislative-executive teamwork can effectively pursue approaches that will address the city’s socioeconomic issues and concerns, conduct appropriate consultations with public and private sectors in the achievement of pro-people programs, and expeditious delivery of results-oriented actions and public service. The first 100 days of the 13th Sangguniang Panlungsod (June 30 – October 8, 2019) allows the city’s lawmakers to conduct 12 regular sessions wherein they were able to enact 28 significant ordinances, 10 of them are classified as lifeline measures on public health, social development, public safety, good governance, environment, and transport.

They deliberated also on scores of propositions from which 162 resolutions were adopted, 22 of them are significant resolutions that serve as mechanisms to further enhance and expedite the implementation of programs and projects under the areas of good governance, environment and sanitation, youth development, urban development, tourism, and manpower development.

Included in their remarkable achievements is the conduct of 32 joint committee hearings on appropriations, blue ribbon and administrative cases, consumers’ protection, environment and energy, games and amusement, health and nutrition, investment, trade, industry and economic enterprise, land use, laws, ordinances, and reorganization, market affairs, peace and order and public safety, people empowerment, housing and settlements, and transport.
