The trend which saw the average share of domestic reper-toire in Europe jump from 33.9 to 41.6 percent between1991 and 1997 (according to IFPI figures published twoweeks ago) was pretty much predictable, and must havebeen a surprise only to the deaf and blind.

For years, European artists have tried to escape fromthe dominance of Anglo-American repertoire, first bycopying this music, then by making it their own (it's fas-cinating that genres such as rap have become so pro-foundly embedded into French and German creativity).

As local music became more available, consumersreacted positively and started to support their domesticartists. Radio stations jumped on the bandwagon, andlabels were smart enough to understand the transitionthe markets were experiencing, and not to run against it.

Mind you, all this is not as obvious as it now sounds.

You may remember that the attitude of majors in the1970s-and the early '80s-was that their affiliates weremostly there to market the so-called "international" (i.e.Anglo-American) repertoire.

In the mid -'80s, just as there was a new generation ofartists coming to maturity, so there was a new generationof record company executives who understood the evolu-tion of their markets and were able to convince their mas-ters in Tokyo, New York or London that the only way for-ward was to invest in local talent.

The result is the birth of a buoyant music scene. Itmakes the European market more complex to deal with,but the benefit is more local creativity, more cross -borderactivity, and more original music.

And what it says aboutEuropean consumers is that beingpart of a massive jigsaw -in -the -making called Europe is notincompatible with the expressionof a cultural identity expressedfirst and foremost in the supportof domestic talent. Quite arefreshing thought, actually.

STOCKHOLM - Sweden's commercialradio sector is continuing to gainground, according to third quarter fig-ures published by official ratings bodyRUAB.

Compared to the previous quarter(Q2 '98) the daily reach of publicbroadcaster Sveriges Radio (SR) hasdeclined from 57.1 to 54.4 percent,while commercial radio is up from31.2 to 31.7 percent.

The figures show that radio listeningas a whole was down, with the mediumreaching 79.1 percent of the Swedishpopulation (aged 9-79 years) on an aver-age day, compared to 80.7 percent theprevious quarter.

SR's network of full -service local sta-tions, P4, suffered a 2.1 percent declinein daily reach to 36.6 percent, whileCHR station P3 also lost audience,down from 14.9 to 13.9 percent quarter -on -quarter.

In Stockholm, 13 out of the 15 sta-tions surveyed lost audience, reflectingthe overall fall in radio listening. Themain exception was the resurgence ofMTG's CHR/dance formatted Power HitRadio, which benefited from its recent

switch to a more pop -based format clos-er to that of main rival Energy.

The capital's market leader, SRlocal service P5 Radio Stockholm, con-tinued its year -long downward trend inlistening, but its audience is stillalmost double that of Energy, itsbiggest commercial competitor.Meanwhile Klassiska Hits, flipped byowners SBS from AC/gold to classicrock last year, has also seen its dailyreach fall, although its weekly cumula-tive audience has increased.

Wagram Musique shapes upby Renzi Bouton

PARIS - Following its August 26takeover by investment companyWagram Equity Partners, StephanBourdoiseau is the new CEO ofWagram Musique, the company pre-viously known as Arcade France.

Formerly Arcade France's finan-cial and administrative director,Bourdoiseau has taken a five percentstake himself in the new company,which is 75 percent owned byWagram and 20 percent by its previ-ous owners, Netherlands -basedWegener Arcade (M&M, August 8).

According to Bourdoiseau: "ArcadeFrance was losing money and that'sthe reason why Wegener Arcade hassold the whole French operationalstructure, in order to focus on anartist development strategy." Thus,Arcade Music Group -owned Frenchlabels Wotre and Flarenasch willremain part of the Dutch group.

Bourdoiseau says there will be no

lay-offs among the former ArcadeFrance's 75 staff, and no distributionor licensing contracts will be broken.

"I've been with the company fortwo and a half years, and I under-stand the problems of the formerstructure and how to solve them,"says the new CEO, who predicts thatWagram Musique "will be profitableby 1999, without any need for freshcapital."

With a turnover of almost Ffr240million($38m) in 1997, WagramMusique is the largest fully-fledgedindependent label/distributor inFrance. But, warns Bourdoiseau, "Wewill stop the heavy investments [inartists] previously decided upon byArcade in order to develop their ros-ter very quickly."

Instead, the company is poised tocreate a new label to develop its ownartist roster more slowly. "The ques-tion is how to manage this companywith an acceptable level of risk,"maintains Bourdoiseau.

Q: Will EISIMusicNet's new jointventure with Tower Records, tolaunch their European onlineretail service later this year, ruleyou out of similar collaborationswith other retailers?A: No, it's not an exclusive situation.We're not a retailer, we're providing aservice to retailers, and they sharesuppliers all the time. There's a wholearray of services we can supply, withwhat we think is the most sophisticat-ed software package on the Net. TheTower website [set to contain over600,000 music titles] will containextensive biogs, reviews, a vast collec-tion of stuff. Tower are a funky bunch.

Q: Do you detect that the industry,and consumers, are losing some oftheir nervousness about the Internet?A: The development in America hasbeen vast on every level. In the U.K.

and Europe, it's still a 'gadget' fascina-tion, but most 'things that are big inAmerica catch on here. We want tobuild [online retailing] not justthrough PCs but through television.Not everyone's got a PC or an Internetconnection, and as it becomes morehousehold -oriented, the difference willbe dramatic. As far as the industry [isconcerned], I don't think anyone has aproblem with retail sales via theInternet. It's another shop window.What's making people sit back are thegrey areas, specifically downloadingmusic online, because there's very lit-tle regulation of that.

Q: How have you set about build-ing the MusicNet database?A: We deal with 55 or 60 different sup-pliers in Europe, whether it's a majorrecord company setup or Joe Schmo inSouthend-on-Sea that's got a special-ist country import service. The ordersare fulfilled locally-if we get an orderfrom Brazil, it gets supplied fromBrazil-so there's less postage costsand shorter delivery times. Most poptitles will be delivered in two to fourdays, but if it's a hard -to -get item thatsomeone's been looking for for 10years, I don't think they're going tomind waiting another 21-28 days.

Q: And you're not missing runninga record company?A: I'm not missing the midweeks.Internet's killed the video star, andyou can quote me.

PARIS - AC network Europe 2 isaiming to bring more of what itcalls "rhythmic soul" to the Frenchairwaves, following a decision tofocus mainly on music by (orinspired by) black artists.

"We have decided to givepriority to black music andto remove the pop and rock,"confirms programming man-ager Nicolas Du Roy, "but wewon't be changing our targetaudience of 25 to 34 year olds-it's a logical evolution, nota' revolution."

Core Europe 2 artists will nowbe James Brown, Marvin Gaye andBob Marley from the '70s, MichaelJackson and George Michael from the'80s, and Jamiroquai, Des'ree and MCSolaar from the '90s. "The new soul,the new funk, the new disco, all thesegenres interest us, and Eagle -EyeCherry will be about the limit of who twe will play from the rock arena,"says Du Roy.

Following extensive focus groupresearch amongst the network's tar-get audience, the Europe 2 program-mer claims that during the nextdecade "interest in rock and pop will

A further reason for the network'srepositioning is to differentiate itselfmore clearly from AC rival RTL2,which specialises in soft rock.Observes Du Roy: "The audience isswitching more and more between dif-ferent stations, so it wants to recog-nise a speciality, a musical colour, acoherence in the sound."

Radio Contact plans its Familyby Marc Maes

BRUSSELS - Belgian commercialradio group Radio Contact is set tolaunch its new 25 -station AC/goldFamilyradio network in Flanders onSeptember 14.

Originally conceived as a Flemishversion of Contact's highly successfuloldies network Radio Contact Gold inFrench-speaking southern Belgium,the format has been broadened for thenorth to attract a wider, family -ori-ented audience.

"In Flanders, the pure gold format

was too narrow," explains RudyDierckx, network development man-ager for Familyradio and the existingRadio Contact CHR network.

However, Dierckx maintains thatFamilyradio will not merely be animitation of Radio 2, the regionalisedpublic AC/talk network run byFlemish public broadcaster VRT.

"We will be sticking to musicradio-you can hardly say that Radio 2is a music station," says Dierckx."Familyradio will be the ideal comple-ment to the [younger] RadioContact format."

Danny De Bruyn, who will take onproduct management duties for thetwo networks, says the Familyradioconcept "will sound very commercial,"but will consist of dayparts and indi-vidual programmes, in contrast toRadio Contact's continuous stream ofmusic programming.

The launch of Familyradio, whichwill be supported by a TV campaignon VTM and VT4 in addition to ads inFlemish printed media, will increasethe combined number of RadioContact -affiliated stations in Belgiumto more than 80 by the end of the year.

Sweden's Pop is deadby Keith Foster

groacuoLm - Denniz Pop, one ofSweden's foremost producers and one ofthe creative brains behind the Swedishpop export explosion of the '90s, hasdied at the age of 35.

Pop, real name Dag Volle, passedaway in a Stockholm hospital on August30 after contracting cancer towards theend of last year.

Denni7 Pop started his career as aDJ and helped to form the record labelSwemix, where he and his partner MaxMartin began to write material. Theyproduced a string of hits for a number ofborder -breaking Swedish artists,including Ace of Base, Robyn, Dr Alban

and E -Type. Pop also worked with inter-national names such as MichaelJackson and the Backstreet Boys.

The two Swemix producers receiveda special Swedish Grammy thisFebruary to honour their work, butDenniz Pop himself was already too sickto be able to collect the award. He him-self shunned the media spotlight, say-ing that the knowledge that millions ofpeople were dancing to his work some-where was reward enough.

Sanji Tandan, managing director ofWarner Music Sweden (for whomDenniz Pop produced tracks for PapaDee), says: "We have all lost an excep-tionally good friend. I have known himever since he was a DJ, and he was a

wonderful person. We will miss DagVolk, the human being, and we will ofcourse miss Denniz Pop, the producer.Even though he always had lots ofthings to do, it was always possible tocall him. He was always available andalways curious. He was an open-mind-ed human being."

EMUPolar Studios: Sweden's "legend" hits 20The term "legend," perhapstoo freely conferred in themusic business, sometimesindicates recognition of agreatness past its peak. ButPolar Studios, celebrating 20years of history -makingrecording in a former cinemaon the waterfront of centralStockholm, can lay legitimateclaim to legendary status, andremains fully active on theSwedish, European and inter-national recording scene, asKeith Foster discovers.

Legends abound in the popularmusic industry. Artists, bands,songwriters-even the occasion-al manager-are offered theaccolade. But the recording stu-

dios achieving such status are very fewand very select. In the U.S., SunStudios' part in Elvis Presley's careerattracts rock music pilgrims. InBritain, no pop history tour would becomplete without a visit to AbbeyRoad, scene of the Beatles' prolific cre-ativity.

In Sweden, a musical sitewhich can hold its own in thiscompany celebrates its 20th.anniversary this year. PolarStudios, Stockholm's home ofpop recording, attracts like Sunand Abbey Road its fair shareof awed visitors, although thereare as yet no organised tours.

And, like Sun and Abbey Road, it hasits links to one of the most successfulacts in pop history: in this case, Abba.

Born of needThe major difference is that, inPolar's case, the band actually creat-ed the studio. Benny Andersson andBjorn Ulvaeus, Abba's musical dri-ving force, decided together withmanager Stig Anderson and producerMikael B. Tretow to build their ownfull-scale recording studio. Tretow

explains why. "The motive, quite sim-ply," he says "was time. We had mas-sive problems finding enough studiotime in Sweden. We went aroundfrom studio to studio, but there wereonly three in Stockholm that weregood enough, and there was neverany tithe available for us. So, ratherthan go abroad, we decided the easi-est thing was to make our own."

Concept of spaceApart from the cutting -edge equipment,the very size of the old cinema made thePolar Studios special. "We had so muchspace," says Tretow, who worked withstudio designer Tom Headley. "Wearranged the studios in the shape of ahand-held fan, which helped us to pro-duce different atmospheres. Orchestrasof up to fifty musicians could play there.

Really, Polar was an El Dorado formusicians. Nothing was missing."

Tretow's ideas were put intopractice by Leif Mases, an engi-neer who has worked with namessuch as Jeff Beck and LennartOstlund. Now, twenty years on,Ostlund is still at Polar. In fact,for many people he is synony-mous with Polar Studios. As engi-

neer, producer or co -producer he hascontributed to some 300 albums andsingles releases.

"Of the three titles, I like co -pro-ducer best," Ostlund explains. "Itmeans you don't have all the respon-sibility on your shoulders, but at thesame time there's more chance tointroduce your own ideas than ifyou're simply the engineer."

In fact, of allthe equipment I wanted to buy, theonly thing Benny and Bjorn objectedto was a Solid State Logic mixer board.

For most top artists around theworld, the idea of working in a studiooutside Britain or the States, particu-larly if it didn't boast the external bene-fits of some tropical island, was unusu-al, to say the least. But that didn't stopthem packing their guitars and headingfor chilly Stockholm. Led Zeppelin wereone of the first bands to use Polar whenthey recorded In Thru The Out Door, assinger Robert Plant has since recalled."Normally a regimental attitude has tobe taken in the studio, but with Abba'sstudio it was very easy-going, and thewhole series of rooms beckoned for youto play good stuff and dictated themood, along with the Swedish beer."Led Zeppelin were followed at Polar byinternational names such as Genesis,Joan Armatrading and, morerecently, the Rolling Stones and theBackstreet Boys.

Forward LookingYet although Polar Studios has aplace in history, it's not historyjust yet. Ingmar Bergman, man-aging director of record companyPolar Music AB, says the continu-al regeneration of the studios istheir biggest asset. "You gettrends with studios, just like withadvertising agencies," he says."They become the 'in' place torecord for a while, then fade away.But Polar Studios have kept upwith developments over the years,and here they're still number one.I think one major reason for thatis that Lennart Ostlund, who hasbeen there from the start, ishappy to bring in new, young engi-neers. He's not surrounded by a bunchof veterans who think they know howthings 'should' be done."

"Lennart is one of the verybest engineers/producers in the busi-ness," says Warner Music Sweden MDSanji Tandan. "Polar Studios have agreat sound and ambience, but it's thequality of the people that's crucial."

Put this kind of praise to LennartOstlund himself and he will wave itaside and say something about "teameffort," but one area he is proud of isthe all-round service Polar provides."We have service technicians on handto fix things that go wrong.Something like that can be veryimportant. Artists are stretchingthemselves to the limit when theycome here to record, and they enjoy

tioned in the Polar Studios story isStig Anderson, Abba's late mentor andmanager. Gunnar Petri, managingdirector of the Swedish performingrights society STIM, says Anderson'sinitiative was a cornerstone of theSwedish music industry. "Our exportsare so successful nowadays, and a lotof that is down to Stig Anderson, whocreated a well of professional talent.Polar Studios were a central part ofthat development. It was like the[Swedish tennis star] Bjorn Borg syn-drome: suddenly people were awarethat Sweden could produce worldclass talent."

August 26. "So far we have release commit-ments in the other Nordic countries," saysBMG-Ariola exploitation manager Mikkel

Bagger, "but haven't begun strategies for out-side those territories yet. We want the albumand video to be out, and to establish a story totell, so that when we're asked 'What do thecharts look like? What are the figures?,' andthe other usual questions, we will have some-thing to present."

Henderson, signed to BMG worldwide, hit themusic scene in 1989 with Ray Dee Ohh, sharingfrontline vocal duties with another female, andthe group turned out a string of hits until its 1991breakup. Her first solo outing, Cinemataztic(1995), won her high critical acclaim, and shesecured a clutch of Dansk Grammy Awards thatyear. But what was undeniably the record of theyear in Denmark met with only a lukewarmreception outside Scandinavia.

Metamorphing moves her on from themainstream pop arrangements of the debutalbum, into a more experimental musicalworld with new instrumentation and produc-tion techniques. Henderson was deeplyinvolved in the production process, teamingwith Englishman Robin Taylor -Firth (former-ly of Olive) for seven tracks on the new set,with Peter Biker, a Dane, on two more, and onanother with The Fleshquartet, a Swedish

It was nearly threeyears in the making,but Capricorn's debutalbum Lost InJellywood (ProudlyRecordings/Holland)

was worth thewait. Its artfulmixture of real

instruments and tech-nology has produced a dynamic, no-nonsensemusic which bridges the gap between rock anddance. Currently getting good support fromalternative programmers, L.I.J. will be cate-gorised as bigbeat, although it patently doesnot sound like anything by the ChemicalBrothers, Fatboy Slim, Bentley Rhythm Ace oreven Monkey Mafia.

Neither, ironically, does it sound anythinglike 20 Hz, the R&S-released club track whichput Capricorn on the underground map in1995/6. While 20 Hz buzzed and fizzed withmid -90s trippiness, Lost In Jellywood is analtogether denser experience. Shot throughwith creepy vocal samples, distorted guitarsand hip hop rhythms, this is groovy, cinemat-

ic music with attitude. "I was so busy withother projects [including producing Dutchrock/dance act Soylent Green plus remixingfor Doop and Art Of Trance] that the recordtook longer than expected," says the under-stated Hans Weekhout, a.k.a. Capricorn. "Theupside of that was that the sound becamemore intricately bound up with moods, whichhelped the music to develop and deepen. AndI progressed a lot as a programmer."

While Weekhout was locked in his studio fin-ishing the album late last year, R&S released awell-timed, profile -enhancing collection of newmixes of 20 Hz. Although the track has not over-ly troubled the mainstream charts, it has nev-ertheless sold close to 50,000 copies in Europe,and the extra 500,000 compilation units shiftedmake it a fairly substantial underground hit.

With L.I.J. just out in Benelux and theU.K. (on Sperm Records), Weekhout will betaking it to the people after the summer. "TheCapricorn show is going on the road with aguitarist and a drummer, and me mixing thesequencers," he says. "We'll be performing atthe Heineken Crossover Festival inAmsterdam in October, then there's a tour ofthe U.K. in the autumn, followed by severalEuropean dates."

FOREVER CHANGESBased around a Bessie Jones sample and wah-wah guitars, thelatest single from the ever-changing Moby, Honey (Mute/UK), isa low bpm grinder with a grungy breakbeat. The "hands in theair" chorus is mutant gospel complete with background emoting,handclaps and clanky piano. Different and wickedly addictive.

DISCO CHRISTMASThe choice of a sublime old skool funk groove by Marseille duoMike 303 on Saint Syluestre (Versatile/France) recalls the cur-rent mega -hit by Stardust, but there the similarity ends. WhereStardust takes off into a vocal refrain, S.S. sticks to its guns andgoes for the hips. Strictly dancefloor and, as is so often the casewith Versatile, very classy.

BIG BEERNow that the summer is over, the process of trying to narrowdown the likely "summer hits" can begin. A strong candidate,thanks to its chart and club performance in Spain throughoutJuly and August, is Blue 4 U's Happy World (BMG/Dancenet/Spain). The track spent five weeks topping the singleschart, and still benefits from huge TV exposure thanks to its usein a campaign by local brewer Estrella Damm

Meanwhile the other, darker side of Spain's music markethas conferred on the song the dubious honour of spawning 18cover versions. The standard practice is that, when compilationlicenses are not available, labels rapidly resort to producingtheir own-often inferior-version. "It's areflection of the track's ability to sell compi-lations," says Dancenet's head of promotionSergio Delgado. "But when you hear majorradio stations playing covers, you knowthe situation is out of control."

The track is now released in Germany,Austria, Belgium and Finland with Asia andSouth America likely to follow. "We're goingfor the same demographic as Aqua," saysDelgado. "The results here have been good(60,000 compilations sold), and the uptakeby Spain's commercial discos has beenexcellent. In between the TV spots, theclubs and the radio, most holidaymakershave heard the track a lot."

kind of recording regime, never mind maintain heralbum career to such a high standard. Her third longplayer (not counting the almost mythical, unreleasedbut much -bootlegged debut she attempted beforeTuesday Night Music Club) continues her uninter-rupted upward creative curve. Opening single MyFavorite Mistake typifies Crow's rare knack for com-bining inventive songcraft, quality musicianship anda catchy tune. She produces herself, as on 1996'sSheryl Crow, and recorded the set chiefly at her ownGlobe Studios in New York which give the record itsname. There's more autobiography in the lyrics thistime, and some confident experimentation with aug-mented instrumentation: the Stones-ish There GoesThe Neighborhood sports some soulful horns, andthere's something of an Eastern feel on Riuerwide,which was the working title of the album. The mostnewsworthy track, and an undoubted highlight, isMississippi, which Bob Dylan wrote and recorded for

last year's Time Out Of Mind but did not use, andoffered to Crow instead. The song has an endearinglyfolky feel and a catchy synthesiser motif which sug-gest Dylan's.days as a writer of hit singles are farfrom done. The Globe Sessions may not contain anAll I Wanna Do, and Crow is not due to tour with itin Europe until the new year, but this is a maturealbum with plenty of momentum of its own.

Lead singer Steve Hogarth, whoreplaced former singer Fish in 1989, and his band -mates deliver some convincing material which wouldfit into specialised AC rock show programming. InEurope, distribution of the album is handled by edelfor the G/S/A territories, France and Italy, Dureco forHolland and Belgium, Mastertrax for Spain andMNW for Scandinavia. As head of music for both CLT-UFA's RTL 2 (soft AC) and FunRadio (CHR), 33 year -old ChristianLefebvre has become one of the mostinfluental programmers in France.Yet he remains one of the most low -profile figures in the industry, prefer-ring to work discreetly rather thancourting personal publicity.

Lefebvre says achieving the rightmusical output for each station iseased by the fact that their formats are not miles apart."They are quite complementary. Fun targets the 15-25sand RTL2 the 25-35s, and both are rock -oriented. RTL2has a very precise format-soft rock-which leaves littleleeway, while Fun is more open, more pluralist, and at thesame time is the station of a generation."

RTL2 adopted its current name and format more thanthree years ago when CLT acquired M40, at that time aCHR Top 40 outlet. Lefebvre, who was programming M40,stayed at RTL2. "When we started RTL2, a lot of peoplewere sceptical," he says. "We decided to concentrate on avery specific soft rock format, finding us a niche on thecrowded FM band."

Dance hits and Frenchmusic are not ruled out. "Wehave to play the music thatfits a generation," Lefebvreexplains. He studies youthtrends and goes to concertsabout twice a week. "It's agood way to spot what's goingon. For me, it's a barometer,

but not the only one." For example, Fun was the first nation-al network to play French rock group Louise Attaque, justone month after Lefebvre's arrival at the station.

For Lefebvre, research is crucial. "We have around 30people working in our research department for both RTL2 and Fun," he says. "We also pay attention to the labels'priorities, because if they are very involved with an artistand really pushing with marketing and promotion, wetake that into account when playlisting." He stressesradio must not "be at the service of record companies."But, he adds, "when our roads cross, it is interesting todevelop things together."

Today, Lefebvre says labels understand what drivesRTL2 and Fun. He believes that "both stations areinescapable [for labels] with adult and youth targets, froma programming and a promotional viewpoint. We can cre-ate [promotional] synergies between the stations, even ifthey are very different."

It's not only Eros and Zucchero who can breakthe Italian language barrier. Now Nek has to beadded to that list. The Italian singer, alreadysuccessful outside Italy with his previous singleLaura Non C'E (WEA), which reached number10 in the Border Breakers Chart in June, scoresagain with Se lo Non Avessi Te (WEA) at number45 in the European Radio Top 50, his first visitto that chart. Despite the fact that the song isentirely sung in Italian, it's receiving a consider-able amount of airplay in Switzerland and Ger-many, and is also this week's Roadrunner, thefastest -climbing track in the Border Breakerschart. In addition, Nek'slatest album In Due,currently at number 34in the Eurochart Top 100Albums, is doing wellsaleswise in Italy andthe G/S/A territories.

Rainer Gruhn, musicdirector at the GermanAC/News commercialoutlet Radio Hundert 6in Berlin, is an admirer:"It's a wonderful song," Nekhe enthuses, "especiallyfor the period between summertime and autumn.It seems like there is a revival of Italian music.In the '80s we used to play much more Italianacts like Al Bano and Romina Power, but sincethen it's been only Eros Ramazzotti."

Radio Hundert 6 is currently the third mostlistened to station in Berlin. Because it is pro-grammed with a mixture of news, sport andmusic, Gruhn can schedule only seven songs anhour. The title Se Io Non Avessi Te translatessafely to If I Didn't Have You, but in any caseGruhn is not too worried about lyrical contentinterfering with the news output. "It's not feasi-ble to translate all the lyrics," he says. "Moreimportant than the language is the quality ofthe song. For instance, I even used to playFrank Zappa."

Back to the airplay charts, the Spice Girlsenjoy their third week at the top with Viva For-ever (Virgin). They must be looking anxiously overtheir shoulders at the greatest chart points gainerthis week, Millennium by Robbie Williams(Chrysalis) at number 5, which even climbed tonumber one in the regional airplay chart for Scan-dinavia (as the Major Market Airplay sectionshows), despite not being released yet.

Highest new entry this week is God Is A DJ(Cheeky/Zomba) by dance/pop crossover act Faith-less at number 43. Outside their home territory ofthe U.K., the single is beginning to show in theNetherlands and Scandinavia, and the video ispopular on music channels. Further on, we find anew entry at 46 for the U.K.'s youngest R&B trio,Cleopatra. Their third single, a cover of the wellknown '70s Jackson Five hit I Want You Back(WEA), receives airplay in the U.K., Denmarkand Switzerland, and is already a hit on musicTV. At 50, Courtney Love's rock band Hole comesin with Celebrity Skin (Geffen), due to attentionfrom various alternative and public broadcastersacross Europe.

Finally, bubbling under this week are WhatCan I Do by The Corrs (Lava/Atlantic), BootieCall by All Saints (London), Love Unlimited byFun Lovin' Criminals (Chrysalis), Zora Sourit byCeline Dion (Epic/Columbia) and To The MoonAnd Back by Savage Garden (Columbia).

Albertini goes even further by sug-gesting that some proposals in thereport "are as far [removed] as possiblefrom the basics of our business." Heconsiders that one of the main reasonsfor this is that "SNEP has not beenassociated with this report."

Albertini considers that there was"a deliberate intention" to avoid hav-ing record company executives on thecommission. Therefore, the SNEPpresident argues, "there was no one

who had the slightest knowledge ofhow the music business is run, how itworks, who sells what to whom, andso on."

Albertini claims that the commis-sion has consequently been ill-informed, and some of the measures itproposes could result in the exact oppo-site of what was intended. For exam-ple, Albertini says that if TV advertis-ing of records is banned, as the com-mission suggests, "it will result in a 20percent drop in the market."

"I understand the cultural concernof the commission," says Albertini, "and

Albertini, who is also chief execu-tive of Sony Music France, maintainsthat "SNEP and its members areready to contribute to a debate on thefuture of the industry and on ques-tions of, general interest," but he isnot sure that the commission hasbeen the best method of achievingthat debate.

One key territory where main-stream stations have yet to embracethe track is France, where the Manicsare mainly receiving airtime on special-ist formats such as Paris -based rockstation Oui FM. But that station's headof music programming Jean -PatrickLaurent thinks the new single "has allthe ingredients for being a potential hitin France."

With such a warm reception fromradio, Epic is confident of a belatedEuropean sales breakthrough for theManics, after seven years of U.K. chartsingles and the landmark domestic suc-cess of their 1996 album EverythingMust Go, which sold 1.1 million copiesin Britain and brought the band two1997 Brit Awards. Jon Fowler, directorof U.K international at Sony Music,confidently announces: "We'll ship more

ing the shortfall in the band's Europeanstatus. "We didn't perform as a regionin Europe last time," he admits. "Wehad huge airplay on [lead single] ADesign For Life, but it didn't convertinto sales." Fowler reveals that Every-thing Must Go sold less than 20,000copies in Germany, some 10,000 in theNetherlands and "five to six thousandapiece" in Italy, Spain and France.

"I've been fairly open with our Euro-pean affiliates," he continues. "I don'tthink they reacted to how importantthe band was becoming, and they didn'tkeep as faithful [to the project] as theBritish company did. We were all huge-ly disappointed."

This time, Epic is enjoying moreEuropean access to the band: with noU.S. release on the horizon (the Manicshave left Epic U.S. and a new deal isunder negotiation), a more coherentEuropean plot has already included twopromotional trips and a warm-up gig inCopenhagen; a third promo outing wasdue to begin on September 7.

After their appearance on theVerve's August 29 bill at Slane Castle,Dublin, the Manics' begin British dateson September 15, followed by the Euro-pean tour in October and November,then a larger U.K arena itinerary inDecember. "There'll definitely be foursingles off this album to take usthrough to next summer," says Fowler,"when I want them to be playing theEuropean festivals."

The lack of dedicated music TV pro-gramming has long been a major com-plaint of the Spanish music industry.One recent attempt to start a broadTV music outlet was Sogecable's year -old Mas Musica, which closed downthe same day as 40TV's launch.

"40TV is much more than just areplacement for Mas Mrisica," claimsMerino. "That channel lacked thesynergies that Prisa can offerthrough its ownership of both SERand Sogecable."

Merino stresses that "maximumattention will be given to [Spanish]domestic product as a priority, butthere will be international input too.Domestic input will increase asartists and labels make more andbetter videos, which are still scarcein the Spanish market."

40TV director Jorge Flor, whooversaw programming at Mas Mdsi-ca, says that, apart from the broadermusic mix, the new channel will be"aesthetically superior with muchmore advanced graphics," and thepresenters will be well-known DJstaken from SER's five nationalradio networks.

Outside forms partof a greatest hits compilation album to be releasedby Sony later in the year.

The management team at Oslo's AC/gold"Classic Hits" station Radio Classic wants toextend the station to the cities of Bergen,Stavanger and Trondheim. A source at the com-mercial broadcaster says, "so far it's only a vision,but we have already made contact with the own-ers of [local] stations in those cities."

PolyGram Disques president Pascal Negre isplanning to -send a strongly -worded letter to a num-ber of radio stations in France concerning the prac-tice of asking artists to record promotional jinglesfor stations. Negre apparently is planning to askstations to cease this practice, as he thinks they are"using" the artists to help promote themselves.

Presenters at Radio Contact's new Family -radio network in northern Belgium (see story,page 6) will include Ben Van Praag, MarcHuylebroeck and Marc D'Hollander. Lutricia McNeal, signed to Arcadein Sweden for most European territo-ries, has found a new Sony -affiliatedlabel -home in the U.S. at EpicRecords, following the closure ofMariah Carey's Crave Re-cords. In an interview withM&M's Kai Lofthus to be

screened on Norway's TV2,McNeal says she was "disap-pointed" with Crave, whichshe says failed to promoteher properly.
