CERTIFICATIONA major industry review intohealth and safety qualifications inthe UAE has called on theexpertise of an IOSH branch tohelp with its development. Thereview is examining thequalification framework, whichranges from a Level 3 certificateup to a Level 6 diploma.Members of the institution’s

UAE branch are working with theAbu Dhabi Vocational Educationand Training Institute (ADVETI)and the UAE NationalQualifications Authority (NQA) onthe development of the NationalEHS (environment, health andsafety) Framework. Two branchmeetings, one in Abu Dhabi andthe other in Dubai, have providedmembers with the opportunity totake part in the review.At the meetings, they were

provided with an overview of theframework development andhow it relates to others aroundthe world before being asked toexamine the occupationalprofiles for an environmental andoccupational health inspector.

EMERGENCY RESPONSEMore than a dozen training providers from asfar as the UK, Netherlands and Brunei toAustralia, Abu Dhabi and the US have signedup to become champions of the DigitalStandards Integration, an industryprogramme to create regulated, consistentonline safety and training Standards withworld-class credibility and compliance.Companies including Maersk Training,

IFAP, MTC International, ERGT Australia,STC-KNRM Offshore Safety, AIS Group, ShellRoberts, M&A Safety Services, Petans, BastionTechnologies, GTSC, Yassine Marine Services,Survival Systems India and Megamas Trainingwill all contribute to the creation, testing andpilot of the digital integration ahead of itslaunch later this year.An integral part of ensuring the new digital

standard is robust, practical and fit for

purpose, the training providers will beinvolved in shaping the knowledge andlearning elements that will transfer from thecurrent standard into the digital version.Some training providers will also make theirfacilities available for filming live sequencesthat will be incorporated into the digitalelements of the BOSIET course.The Digital Standards Integration project is

spearheaded by OPITO.

Throughliaison with the 24/7 ControlCentre companies can gainassistance in dealing with anydifficulties that may occur andresponding to incidents. Throughthe BSOC, the Iraqi SecurityForces can be called upon tosupport subscribers in emergencysituations.Botan Osman, managing

CYBER SECURITYSANS Institute, which specialisesin information security training,will host a set of instructor-ledclassroom trainings in Riyadhfrom 6-11 May 2017 with the aimto arm organisations in theKingdom with the knowledgeand skills needed to prevent andmitigate the impact of cyber-attacks. Each of four courses atSANS Riyadh prepares studentsto take the associated globallyrenowned GIAC certificationexams.“SANS Riyadh 2017” will

feature four courses, coveringcyber security essentials as well asin-depth hands-on trainings onthe key topics of network forensicsand analytics, hacker tools andtechniques, and penetrationtesting and ethical hacking. “Cyber security is a hot topic

in Saudi Arabia as the countryhas been the epicentre ofmultiple large-scale politicallyand financially motivatedattacks,” explained Ned Baltagi,managing director, Middle Eastand Africa, at SANS.

ROAD SAFETYThe Dubai Roads and Transport Authority(RTA) has opened the Vehicles Safety ServiceCenter at JAFZA. The centre provides theservices of installing remote monitoringdevices for detecting faults of heavy vehicles,which have completed more than 20 years inservice. About 300 trucks have been fittedwith the service during last February. Thisproject is implemented in support of theSmart City initiative of the Dubai

government. It conforms to the strategicobjectives of Dubai and the RTA aimed atimproving the traffic safety and road securityby reducing accidents of heavy vehicles. The service is intended to classify the risks

posed by vehicles, drivers and transportcompanies with the aim of easing the burdenon compliant parties and applying a morerigorous approach to defaulters. It will also reduce the frequency of stopping

compliant vehicles on roads for on-road

inspections according to the risk rating givenusing the information generated by thetechnical inspection and vehicles safety system. This will contribute to improving the safety

of vehicles and traffic and curbing accidentsby enhancing the monitoring regime,improving the environmental sustainabilityand offering new government services. Suchservices have to be enabled via smart devicesconfigured with electronic systems and linkedwith the smart monitoring centre of the RTA.

ROAD SAFETYThe 2017 edition of the annualBE SAFE SOHAR event tookplace at the end of March incollaboration with the RoyalSociety for the Prevention ofAccidents (ROSPA), LifelineHospital, TRISTAR, SoharInstitute for Management andTechnology, Public Authority forCivil Defence and Ambulance,Abdul Aziz and Brothers LLC,Ministry of Manpower and theRoyal Oman Police. “This year’s BE SAFE event

was bigger and better than ever,”said Suwaid Al Shamaisi,

executive manager CorporateAffairs at SOHAR Port andFreezone, which organised the event. “A three-day exhibition of

specialised, international safetyequipment at our SOHAR HQbuilding was the focal point for awide variety of events thattargeted stakeholders from rightacross our tenant industries.”With investments of US$26bn

What are the main safetychallenges in marinepersonnel transfer, and howis Reflex Marine addressingthese?The subject of personnel

transfer offshore is sometimesmade excessively complicated.Essentially, it means gettingpeople to and from work. Thereare two predominant ways oftransporting people offshore – airtransfer by helicopter, and marinetransfer, where the main optionsare gangway or crane transfer.The most important safetychallenges in offshore personneltransfer are related to weatherand sea conditions. We addressthose issues through the designand engineering of our carriers. We started by comprehensively

reviewing crane transferoperations, using data sourcedfrom operators and publicsources. Analysis of these data, to

understand the root cause ofincidents (so that we coulddesign a product that couldreduce and mitigate those risks)confirmed the four key risksassociated with crane transfer ofpeople – falling out; injurycaused by side or lateral impact;injury caused by vertical impact;and injury or drowning if theunit falls in the water. Reflex Marine’s designers and

engineers adopted methodologiessimilar to those used to evaluatethe safety performance of motorvehicles and assess the risk ofinjury. Immersion was a lower order

risk, but still viewed as importantfor passenger reassurance. Thecarrier was hence designed tofloat and self-right in all loadconditions. Vessel motion, cranespeeds, sea states and the impacton the human body were amongthe criteria assessed. Reflex

Marine also developed a rigoroustesting and verification programto confirm that these objectiveshad been met.

What are the main benefits ofyour products ?By subjecting our carriers toscrupulous testing programmesreferencing biomechanical studiescarried out by automotive crash testexperts, we ensure that ourproducts help operators transfertheir people offshore in a very safe,simple and cost-effective way. Wehave a very affordable product foroil and gas and marine companies.The cost of buying one of ourproducts is minimal compared toother costs they incur in theiroffshore operations. In the past eight years we have

had no reported incidents ofpeople being hurt or injuredwhen using our products. Youoften read about helicopter

While helicopters arecomfortable and convenient fortransferring personnel offshore,they’re also very expensive; andwhen something goes wrong,because of the complexity of thehelicopter operation, it can govery wrong. Personnel transfer bycrane takes just a couple ofminutes, so the risk time is shortcompared to using a helicopter,which helps with mitigating risks.Being a simple method oftransfer it is also more easilycontrolled. Sometimes companiestend to overcomplicate matters -it is often better both in the shortterm and in the long run to usesomething which is very safe, easyto use, comfortable and cost-effective. Companies whichoperate offshore have so manyexpenses and face constantpressure to cut costs. We offer asolution where you don’t have tocompromise on safety to have acost-effective way of movingpeople back and forth.

How important is the MiddleEast to your global businessand how do you viewprospects in the region?For over 20 years Reflex Marinehas been providing safe accesssolutions to the offshoreindustries. Our first market wasoffshore oil and gas, but we arenow supporting clients in otheroffshore sectors, like merchantmarine, LNG, tanker industry,also offshore civil engineering,navy and coast guard. The importance the Middle

East plays in all those offshoreindustry sectors is undisputedand obvious, so it is no surprisethat this region has a pivotal rolein our activities. We’ve beensupporting offshore companies inthe Middle East for more than 10

years now. Last year it becameclear that we needed to have alocal presence in the region to beable to work more closely withgrowing number of companiesthat were looking for our supportand expertise. I relocated to AbuDhabi in March 2016. I travelfrequently throughout the region,meeting offshore operatingcompanies and making sure we atReflex Marine understand theiroperations, challenges and needs.We work with these companieson assessing risks and definingthe best crew transfer option forthem, even if it sometimes meansgoing with a different product orcrew transfer solution. There is aclear and growing demand forour products, whether as a firstoption for personnel transfer orfor contingency. The region’snational oil and gas companies inparticular recognise the benefitsof our products, and we areworking with them and withtheir subcontractors to help putin place safe and cost efficientcrew logistics plans.

What are your plans fordeveloping your business inthe region?While we’ve been working in theMiddle East for more than 10years, this last year when we havehad a physical presence has beenthe true game changer for us andit’s been a very good year. Now itis much easier to meetcompanies, understand how theywork, what are their challengesand their needs. We have grownnot only in understanding themarket, but also in terms ofadvising companies on choosingtheir transfer method. Weconnected with many clients butalso with regulatory bodies,gaining an understanding on

what drives offshore safety andefficiency decisions in the region.Once you understand thedecision-making process it’s

much easier to offer a solution ina way that people can understandand take on board. I coulddescribe these last few months asa steep learning curve and anetworking whirlwind! Theimportance of meeting peopleface to face and giving them yourmost valuable commodity – yourtime and attention – has neverbeen more important. Same goesfor “think global, act local”approach. Learn, adapt and focushas been my mantra over the lastyear and I very much enjoy theexperience and the work we do. Our focus will continue to be

on NOCs, but we will also look toexpand our business withinternational oil companies andtheir subcontractors. Being ableto respond quickly and being ableto transfer our knowledge andapply it in the right way made ahuge difference in the way howwe interact and work with ourclients. There is a sense of aprofound collaboration and truston both sides.

What has been yourexperience of doing businessin the Middle East?

When we first entered the MiddleEast I am not sure we appreciatedas much as we should have thedifference in mindset and in theway things are done. A ll too often the permitand lockout processesrequired for

maintenance activities areregarded as wasteful expenditureof time and resources. In somecases, this attitude stems from alegislative compliance focus. “Weneed to get our plant up andrunning as soon as possible, andregulations compel us to fill inthese forms and get them signedby this manager, and thencounter-signed by that specialistwho is never in his office…” Thebureaucracy gets in the way ofour understanding of the truevalue being sought.

If we express the value requiredfrom the permit to work (PTW)process as “ensure the safety of all

personnel involved inmaintenance activities”, we canapply value stream mappingtechniques to identify inefficiencyand disorganisation throughoutthe workflow. Removing steps inthe process that fail to add valueis a method proven over decadesin a range of settings. Let’s take abrief tour of some of the classicwastes associated with permit andlockout processes.

WaitingFrequently, PTW systems are notdesigned to actively facilitatevisibility of work in progress.Information is dispersed acrossmultiple permit books, or limitedto inaccessible permit issueoffices. This means that

dependencies between tasks arenot clear, and neither is thepotential to introduce additionalhazards through unplanned workgroup interactions.

A lack of visibility on thecurrent state of permits increasesthe risk of lockout officers beingunprepared for lockout requestsand contractors having to wait forsections of plant to be made safe.

Defects and over-processingIt is important that organisationsunderstand the waste associatedwith lockout requests that are notaccurate. Obviously, it is criticalthat all sources of potentialenergy are isolated and lockedout – after all, this is the purposeof the process! However, there issignificant cost in includingunnecessary lockout points:consider the steps required toidentify, isolate, lock and tag, testfor dead, de-isolate and check therunning state of each lockoutpoint. Ultimately, the wastedeffort impacts on safety, with agreater propensity for personnelto rush through long lists ofredundant lockouts.

Ideally, these scenarios are bestengineered out of the system withwell-designed process/coveringlockouts. Additionally,standardisation of task and job-specific lockout proceduresensures that the correct lockoutsare identified forimplementation.

Similarly, many of the formsthat we require personnel tocomplete are rife with informationthat is not relevant to the task athand. The requirement forauditable permit documentationmeans that each element needs tobe checked or scored out. Staticforms waste time and frustratepeople who are trying to focus ongetting a job done safely.

Over-production and excessinventoryPTW and lockout are integral toshutdown planning. Maintenanceshutdowns are massivelyexpensive exercises, typicallyincurring large contractor andmaterial bills as well as theopportunity cost of lostproduction. Failing to prepare thePTW and lockouts for ashutdown job, or doing so fortasks that don’t get performed inthe shutdown window, is a majorwaste. Preparing for jobs thatdon’t get done can be thought ofas building work-in-progressinventory whose value isimmediately written off at theend of the shutdown. Not only istime squandered on the task notperformed, but scarce skills arediluted from the critical tasks thatare finally performed.

It is important for theperformance of the PTW andlockout processes to be reviewedin detail following a shutdown toidentify waste, and for this

learning to be built into future plans.

Driving operational excellenceBuilding PTW and lockoutsystems around Adapt IT’sIntelliPERMIT, organisations areable to significantly reduce wastefrom the PTW and lockoutprocesses. Permits are streamlinedto include only the relevanthazards and controls – reducingthe scope for defects and focusingpersonnel on the informationrelevant to the task at hand. Bycollating the previously disparatepermits and certificates into asingle work pack, authority iscorrectly delegated, and waitingtime is reduced. This hazard-centric approach similarly ensuresthat processes only include thecertificates and controls requiredfor the particular task underconsideration. Should either thecontent of the permit forms orthe workflow process requiremodification, these improvementscan be rapidly implemented while

retaining the appropriatecontrols.

The metrics provided by thesystem on preparation, waitingand tool time are a valuableplanning resource for futureshutdowns. Measuring thevelocity of permit processing andtime to isolate equipment on thecritical path of a shutdownmeans that the performancebenchmarks can be established.

By building more responsiveand relevant processes, weincrease engagement of personnelas they can more clearly see howeach step in the processcontributes towards a sharedvalue: the safety of themselvesand their colleagues. Eliminatingwaste allows the participants tounderstand their role in theprocess and to concentrate ontheir primary objectives. Finally,the safety systems we implementneed to encourage improvedcommunication between people,rather than a narrow focus oncompliance. �

Manufacturing, Oil and Gas, Health Care,Petrochemicals, Food Industry, and OtherApplications: Global Industry Perspective,Comprehensive Analysis, Size, Share, Growth,Segment, Trends and Forecast, 2016 – 2022.” It states that the global personal protective

equipment market market in 2016 was valuedat around US$39.37bn. It is expected to bevalued at over US$57bn globally by the year2022, growing at a CAGR of 6.4 per centbetween 2017 and 2022. According to Zion, “An increasing number of

organisations worldwide are now becomingproactive regarding employee health and safety.Technological innovation and shiftingconsumer preference towards protectiveequipment are driving the market of personalprotective equipment. Increasing foreigninvestments, high industry growth, andstringent safety regulations can augment thedemand for personal protective equipmentworldwide. However, pricing pressures andincreasing commoditisation of products canimpact the growth of the market.”

LEGISLATIONThe European Commission hasproposed to replace EuropeanUnion directives governing thesafety of personal protectiveequipment and cablewaysinstallation by directly applicableregulations. This means 56 pagesof national legislation, piling up tohundreds of pages, will bescrapped, streamlining thebusiness between the nation states.The proposal will help ensure thatproducts marketed as safeguardingthe user against certain risks – e.g."this product protects against heatof up to 100°C" – fulfil theirclaims. The two regulationsproposed cover a very wide range

of products designed for bothconsumers and professionals,including bicycle helmets andcable cars.If passed, the new legislation

may well lead the global safety levelsand minimum standards formanufacturers and companiesacross the world. T he Middle East’s safetyrecord has come a longway in the past decade.

However, 48 per cent ofoccupational injuries in SaudiArabia happen in theconstruction industry. With the number of safety

regulations in Dubai, forexample, it can often be difficultto know what equipment issuitable for each application.Many contractors go by theEuropean EN standards, such asEN471 visibility standard. In theconstruction sector, footcrushings from dropped objectscan be a real concern for sitemanagers and workers alike, soadhering to the EN ISO 2345:2005 standards protects workersto a minimum 200 joules impactresistance and a 15KNcompression test. Standards likethis help protect workers and savemoney and time in high-pressuresectors such as construction.

Examples of guard protectioncan been seen in HYTEST Safetyfootwear, who introduced themetatarsal guard. Along withguarding a crucial part of thefoot, the HYSTEST Super-guardX moves with the wearer,providing protection without

compromising comfort. Brands such as Scruffs, which

have recently been added to theRS Components range, includesafety features for otherapplications. The Grind S3 ratedboot includes a GORE-TEXlaminate, steel toe and compositemidsole, while the Cheviot,another S3 rated boot, has analuminium toe, lowering itsweight, making it moreappropriate for those who walkand move around move. Smart Trade Shop are offering

its own protective footwear in aneasy-to-read user guide on avariety of styles, including smartshoes for supervising engineerswho have to visit sites whichrequire protective footwear to beworn. For example, GreenTriangle indicates that it is a class1 toe cap with puncture resistantsole; Yellow Triangle is a class 2toe cap with puncture resistantsole; White Square indicateselectrical protection. There are some boots which

are crucial to the wearer and their

colleagues’ safety because of thematerial of the outsole. TheCommander-X5 outsole isresistant to chemicals, oil, gas,slipping, marking, and contains anylon shank for added support.While this seems like a verycapable boot, it may not besuitable for all applications. TheKEEN Davenport is a medium-duty workboot, but is 100 percent metal free, making it safer insome technical, electrical andmagnetic environments. Lehigh’s Quick collection has

been specifically designed forprotection against electricalhazards. Again, dependent on theapplication, these may be theboots for you. The Quickcollection also benefits fromfeaturing four distinctive styles,from a smart, composite-toeoption, to a steel-toed option fora heavy equipment environment. Having these options can

protect workers from onsitehazerds, but it can be critical toensure that the correct footwearis being worn, otherwise,protection against chemicals orelectrical shocks can becompromised, or be non-existent.It is advisable to go use theEuropean standards for safetyclohting to ensure that theproduct you are purchasing isindeed correct for the job. �

Q atar has not had theeasiest of times in thepress when it comes to

health and safety issues, especiallyon sites being developed for the2022 FIFA World Cup. Whileofficials are always keen to playdown any fuss, a series ofincidents and accidents in recentyears underscores the importanceof the matter – and, tragically,some key failings.Most recently, a British man

died after falling off a suspendedplatform while working on theKhalifa International Stadium. Itwas only the latest occurrencethat has troubled health andsafety watchdogs, includingAmnesty International, which lastyear raised the alarm aboutconditions for workersrefurbishing the stadium. It hasaccused Qatar of using forcedlabour and follows previousreports in 2015 of some 1,200workers who had diedconstructing buildings for theWorld Cup.

Making headway Things may be changing for thebetter, however. Ethical tradeconsultancy Impactt Limitedrecently conducted a study on theimplementation of Workers’Welfare Standards (WWS) forQatar’s big sports sites. It wasappointed last year by theSupreme Committee for Delivery& Legacy (SC) – the body set up

to deliver the World Cupinfrastructure – as an externalcompliance monitor trackingcontractors and subcontractorsinvolved in the big stadiumprojects. The SC is also workingwith Building and WoodWorkers’ International (BWI),the international trade unionconfederation, to monitor andreport on health and safety,specifically on sites – itannounced the first jointinspections on 2022 projects withthe SC in February.In an April report, Impactt says

the SC has made a “considerableeffort” in developing its standardsand putting in place newmonitoring systems as part of the

overall journey to raise workingconditions and improve healthand safety. Its findings were basedon a nine-month research periodin which it looked at three maincontractors and seven sub-contractors involved in Qatar’ssports infrastructure roll-out.

Regional challengeEnsuring labour standards in theMiddle East is never easy,however. The region’s reliance onmigrant workers from poorercountries means there is a highrisk of labour abuses, accordingto Impactt. Laws are often not incompliance with InternationalLabour Organisation (ILO)Conventions.

“It is unsurprising thereforethat researchers and campaignershave identified significant abusesat many of the high profileconstruction sites across theregion, including in Qatar, and inrelation to workers ontournament projects,” theconsultancy notes. Concerns have focused on

diverse areas and abuses rangingfrom recruitment fees, employersretaining workers’ passports oridentity documents, contractsubstitution, late payment ofwages, differential wagesdepending on nationality of theworker, and poor working andliving conditions.Qatar itself has responded,

taking the matter seriously. In2013, the SC published aWorkers’ Charter to protect thehealth, safety and security ofworkers, followed a year later bythe publication of the WWS.Then, in 2016, it published anupdated version of the WWS,now mandatory for contractorsworking on SC projects.

Progress, not perfectThe Impactt report also detailsany non-compliances, and thesteps taken to address these areas.It found relatively high levels ofcompliance in contracts andadministration, end of serviceprocedures, health and safetymanagement, and managementof workers’ personal documents,living and transportation. “Thereis solid progress, but not yetperfection,” it notes. The lowest levels of compliance

were recorded in due diligence,recruitment policies to ensurefair treatment, and completion ofsome aspects of workerinduction. Low compliance wasalso seen in complex areas such asworker representation, treatment

of workers, disciplinaryprocedures and grievancemechanisms. Unsurprisingly, itadds, subcontractors furtherdown the chain tend to havemore severe and numerous issuesthan the main contractors.

Industry solutions Industry is also responding,offering solutions geared toeasing some of Qatar’s challenges.In some cases, these are drawingon state-of-the-art technology toaid workers’ safety and comfort. Tech provider Qatar Mobility

Innovations Centre in Doharecently unveiled a new productthat puts real-time and historicalinformation on weather, airquality and radiation in the handsof those who need it most – datathat could boost the safety oflabourers at work on project sites.Heat and humidity informationcan alert staff to potentiallyhazardous conditions, thecompany says. QMIC chiefexecutive Dr Adnan Abu-Dayyasays the new product is a tool insupporting the safety of labourers.“It involves all the stakeholders

right from decision makers to endusers,” he was quoted as saying inthe Gulf Times newspaperrecently. “It will show the worldthat we are doing our part to helpthe labourers. Hopefully, it willenhance the welfare of a greatsection of the population.”

Protective headgearAnother innovative product is acooled helmet designed anddeveloped by researchers in Qatarthat has the potential tosignificantly reduce the skintemperature of constructionworkers by up to 10 degreescentigrade. It could allow forsafer and more comfortableworking conditions in the hotsummer months, reckonscientists working on the newsystem at Qatar University. Largeorders for the solar-poweredhelmet have already been placed

to distribute among workers."This type of body-based

cooling technology has been usedbefore in US sports for trainingpurposes in hot states, but wehave now developed thisinnovative solution for theconstruction sector and webelieve it has the potential torevolutionise the constructionindustry in hotter areas of theworld,” says Dr Saud Abdul-AzizAbdul-Ghani, Professor at theCollege of Engineering at QatarUniversity.The concept uses a solar-

powered fan to blow air over acooled material at the top of thehelmet, which then comes downover the front of the person’s faceto provide a cooler micro-climatefor the worker. As Qatar prepares itself forthe 2022 FIFA WorldCup Qatar and in order

to meet its Qatar National Vision(QNV) 2030, the country isinvesting heavily in developinginfrastructure and constructionprojects, with more thanUS$220bn to be invested in newroads, stadiums, facilities, andnumerous major projectsincluding hotels, leisure, andrecreation in the planning orconstruction phase.According to Ventures Onsite

reports, Qatar is the fastestgrowing construction market inthe GCC. The country’s 2017budget has been receivedfavourably by constructioncompanies and experts alike andhence the construction sector isestimated to peak in H1 2017.Construction would account for45 per cent of investmentbetween 2015 and 2018. Thebudget has also paved the way foran increase in constructionactivities on various projects,which will lead to higherallocations for major projectsduring the coming fiscal years.

The investment plan of US$13bnfor the current year will impactpositively on the constructionsector.
