Although a Green Paper on copyright law reform, published in February last year, when Norman Tebbit was Secretary of State for Trade and Industry, recommend- ed a royalty on blank tape as com- pensation for private copying, it is known that the new Secretary of State, Leon Brittan, believes that home taping should be legalized and free of charge. The British copyright communi- ty is stepping up its fight to win recognition for the justice of a Hennesey home taping royalty and still hopes that such a provision will be includ- ed in the final draft of the White Paper due to be published at the end of this month. However, given the stormy waters through which the Thatcher Government has been sailing re- cently, there is considerable ap- prehension that Britten will put po- litical expediency before consider- ations of social justice and equity. To date there are no less than 4000 official pri- vate stations in Italy employing around 100.000 people. Italy is in- deed the country in Europe where the growth of private stations was the most explosive these last few years. The convention welcomed 56 Italian radios who joined in a non- stop 24 hour broadcast with inter- national radios joining in the & Lidia Bonguardo celebration. These included Radio Caroline, Radio Cilena from San- tiago, Chile. and incorporated an interview in Paris with the political exiles from Radio Solidarnosc from Poland (which is no longer allowed to broadcast). A prominent guest at the convention was the minister of communications, Antonio Gava, who promised that by July 1987 an act would be passed regulating the Italian radio frequencies. All hopes are set for that date as the current radio situation in Italy is up till now rather chaotic and uncertain. After more than 20 years of long -wave broadcasting, France's fourleading independent commercialradio stations have been given thego-ahead to transmit on FM. To date thereare no less than 4000 official pri-vate stations in Italy employingaround 100.000 people. Italy is in-deed the country in Europe wherethe growth of private stations wasthe most explosive these last fewyears.

FRANCEWith an almost static Top 10 and Jean -Jacques Goldman still at no 1 the only signifi-cant move is the jump of Andrea's l'm A Lover,the Italian production on Baby Records,moving from 19 to 8. The Dress You Up singleis now also gaining impact in the Frenchmarket and it is this week's biggest moverfrom 41 to 22.

We learnt with regret of the sudden deathof Daniel Balavoine in a helicopter accidenttogether with Thierry Sabine, the organizer ofthe Paris- Dakar rally. The news just reachedus before this magazine went to print.

BELGIUMProbably due to the lack of new releases, theBelgian top 10 is very static and the only nota-ble change is the move from 11 to 8 by theDutch singer Rob de NO with his inspired Al-les Wat Ademt. Outside the top 10 moves forthe Italian production I'm A Lover by Andreaand Swiss act Double move up one place(who are by the way not a four piece band aserroneously mentioned in the first issue of thisyear; just two guys appearing as a four pieceband on all their publicity shots. Sorry Mar-gerita!). Whitney Houston is taking Belgiumby storm. Her Saving All My Love For You is inits third week already up to no. 19. Highestnew entry at 32 for the Motown pasticheChain Reaction by Diana Ross.

ITALYAs mentioned before, Arcadia enjoys its big-gest popularity in Italy where both single andalbum are no. 1. Both Take On Me and theduet between Cocciante and Mina (the samesong in a French version with FabienneThibeault is charted in France) remain steadyin the top 3 and the first notable change in thetop 10 is the jump of the new Den Harrow sin-gle Bad Boy on Baby Records (5-10). Two

more Italian productions hit the top 10 includ-ing Lorella Uccarini (Sugar Sugar on Poly-gram) and Via Verdi with Diamond, the latterone of our Euro-crossover tips for severalweeks.

SPAINOnly one local production is charted in theSpanish top 10, Sergio & Estibaliz, with theirCantinero De Cuba at 5. Stevie Wonder sticksat no. 1 followed by Madonna's Groove andModern Talking's Cheri. Other establishednames in the top 10 include Progaganda, Eu-rythmics (Angel), Tina Turner (Hero), CockRobin and Simple Minds. Spain is also one ofthe very few countries which seems to be veryfond of the Anglo-American formation Katrina& The Waves: Que Te Quiero at no. 10.

DENMARKDomestic product occupies the top 3 and theNorwegians A -Ha remain at 4. The destiny iscertainly hers, Jennifer Rush has the biggestmoving single this week with Power Of Lovejumping from 19 to 7. Other movers includeWham! (Last Christmas), Nik Kershaw, Shakin'Stevens (Merry Christmas) and Nikita. Newentries for Sting (Russians), the Eurovisionsong contest winners of 1984, The Herrey'swith their new single Candy Girl, Sun City andDionne And Friends.

SWEDENWith a move from 6 to 1 Lionel Richie is thisweek Sweden's best selling single and SayYou Say Me replaces the Take On Me single atthe no. 1 spot. Jennifer Rush is destined forpower, she moves from 11 to 5 and anothergood move includes Starship (9-17). Highestnew entry for Pernilta Wahliren, her singleLove On You comes in at 13 and is a goodcandidate for Euro-Crossover

Marti Jones - Unsophisticated Time (A&M)Ohio based singer/songwriter who could beestablished as a new talent this year. Her DonDixon produced album shows a very matureartist with some very strong song material.Her voice is rather restrained but with muchconviction. Highlights include (If I Could) WalkAway, Show And Tell and Talk To Me. Shemight come on a Euro-promo tour later thisyear.

Big Sound Authority - An Inward Revolution (MCA)This London based band made their debut onPaul Weller's Respond label. Their debut al-bum for MCA is a blend of funk and soulbacked up with a full -power brass section.Greg Walsh (of Heaven 17 fame) produced allthe tracks with some additional productionsby Robin Millar and Tony Visconti. Try MovingHeaven And Earth, Soulrhan and Be True ToYourself,

Renaud - Mistral Gagnant (Virgin France)The French singer currently causing quite astir in England with his satirical song on Mar-gareth Thatcher, entitled Miss Maggie (seealso page 3). Despite the French lyrics (formany a hindrance) the music on this album iscontemporary and wortwhile to check. Popand rock balads and medium -paced material.Best tracks include Baby Sitting Blues MistralGagnant and Ci rest Mon Pote.

BARBRA BACKAlthou h the first o the EuropeanHot 100 Albums hardly show any change,there is however a really high entry at 31. Afterthe relatively low entries of the last few weeks(the Sun City album at 27 was the highest en-try in a period of 8 weeks!), the new BarbraStreisand LP finally ends this rather staticsituation and it could be a prelude of thingsto come.

The Broadway Album consists of 12

Broadway classics that she selected togetherwith the couple Alan and Marilyn Bergman. Areturn to the musical stage where she beganin musicals like I Can Get It For You Wholesaleand Funny Girl. A high quality album withhighlights like Somewhere from Westside Sto-ry produced by David Foster and a strong sin-gle candidate, If 1 Loved You from Carouseland 2 George and Ira Gershwin tracks fromPorgy And Bess.

Feargal Sharkey has this week's fastestmoving album and his Dave Stewartproduced LP is in its third week up to no. 19

Hol-land and Switzerland. Although the UK stillshows no reaction to the new Alan ParsonsProject album Stereotomy, the album nowmoves up to 27 due to good positions in Ger-many, Belgium, and Holland and new entriesin Sweden and Denmark.

Two RCA acts have finally entered the Hot100 Albums, Mr. Mister (new at 63) and Star -ship at 68. After having established them-selves in the Singles Hot 100, their AORsounds have proved to be very suitable for theGerman market. EMI/Electrola in Hamburg

has another album -selling act under theirwings with Erste Allgemeine Verunsicherungnew at 54 in the Hot 100 and so far charted inGermany and Austria. The company earlierhad successes with Herbert Groenemeyer'sBochem, one of the longest charted albums inthe Hot 100 which crossed the 1.3 millionmark and is on its way to triple platinum. OtherEMI successes include double platinum al-bums for Bap and gold for the exciting live actWolf Maahn.

Of the newly released albums this week,two deserve to be specially mentioned. Ban-gles released their second album DifferentLight and the album is a modest continuationof last year's All Over The Place. The PaisleyUnderground feel of their debut is streamlinedtowards a softer and more melodic soundprobably making them easier to digest for ra-dio. Not the overwhelming qualities of their(European) debut but containing enoughhighlights to make it an Album Of The Week.Try the acoustic Following, the Jules Shearwritten track If She Knew What She Wants andobviously the Prince written singleMonday.

Marti Jones is a new talent from Ohio andanother definite album tip for this week (seereview on page 11). Watch out for the newStones album set for a February 21 release,1 ntitled Dirty Work. The classic track HarlemShuffle will be released as the new single afew weeks earlier. The album was producedby Steve Lillywhite and the Glimmer Twins andrecorded in Pathe Marconi studios in Paris. Ahost of well-known names have given their co-operation

Well I finally got to clearing up the Christmascards and tinsel from the office desk, andfound where the computer was, so that set methinking about sending yet another funpacked column. Of course everyone in the UKis placing their bets on who will have the num-ber One selling single this Christmas, but untilthen, I suppose I should give you some cur-rent news to precede the last chart of 1986.

On the UK TV front, No 73 has returned fora new series, and starting in a couple of weekswill be the Saturday Live series (a mixture ofmusic and comedy). There will be a new popshow for Channel Four hosted by Radio Onejock Dixie Peach, and produced by wellknown Record Producer Tony Visconti. Alsoback with us for a new series is BBC Televi-sions No Limit. Comedy programme Spittin'Image returned for a new series recently witha funny poke at Max Headroom, and a veryfunny spoof on the "We Are The World"record, making lighthearted fun of BobGeldof.

Old news now, but for our friends in Eu-rope, you may be interested to hear that Ge-orge Michael was at a club in London recently,when the DJ made a rude comment aboutGeorges' young lady. A fight began, and Ge-orge ended up with a black eye. Rememberthat great band The Motors, well one half ofthe band Nick Garvey has joined Polydorrecords as an A&R man. I wonder if that hasanything to do with with Polydor MD RichardOgden, who some years ago used to managethat same band.

A concert given by Sting went off with alarge bang recently, so much so, that it had tobe cancelled at the last minute. A fuse boxblew out seconds before Sting was due onstage, by which time it was too late to repair.The man himself went on stage to tell the au-dience what had happened, and played three

songs on acoustic guitar.There are rumours of a new Pirate radio

ship called Stereo 531 about to start broad-casting to the UK & Europe. No further detailsavailable at the moment. However a few legitradio people doubt if the station will get on air.More news as I have it.

Well known American record producerBobby Eli, has been in London for the pastcouple of weeks, checking out the English ta-lent. He is currently producing a Polydor actcalled BIG SUPREME, and will be workingwith The Lewis Sisters for RIVA records too.Bobby found a little time to guest on the SteveWalsh show at BBC radio London too.

Although it was a couple of weeks backnow, it was very sad to hear of the deaths ofboth Ricky Nelson, whose records I alwaysliked to hear (of course I was too young toremember them first time around), and alsothe sad loss of Phil Lynott. Phil was raring togo, and had lots of new songs ready to record.I personally felt that the daily newspapers hada field day, talking about his drugs problemmore than the legacy of good music that hehas left us.

And finally, I noticed a letter written to oneof the daily newspapers here in London re-cently, which complained about the lyricalcontent of the number one record by WhitneyHouston. The young lady thought it was terri-ble that someone should sing about the vir-tues of adultery, and making love to someoneelses husband. Well all I can say to that ladyis that there must be about 500,000 peoplewho are doing it in the UK, and well over I mil-lion in the USA, what else could have madethat song so successful. Bye for now...

Hello, hope you all had a wonderful start to1986, not too much booze I hope? Guess I

can start right away without worrying aboutthose who are still suffering from a huge NewYear hangover. Now I have to say somethingwhich has bugged me for a while. It's aboutthe winners of the Great Prize Of Holland. Thenext few days the papers were full of it, espe-cially with those remarks about the Winner be-ing a Hard rock band. Well, yeah GIN ONTHE ROX are but even so, the last thing theyneed is the national press putting them down.But as long as I can remember there's alwaysbeen that tendency in music journalism tocontinually discredit that music style, by judg-ing the musicians by the length of their hair-

cuts. I mean, this particular band won out of154 contestors and that should mean some-thing. Alright- I've spat my poison now, let'sget back to the subject of the festival. In myhumble opinion it sounds like a very goodidea for other countries too, to give their newbut still unknown talents the chance to stepforward. And there is no doubt about it what-soever that there is a lot of undiscovered talenteverywhere. On to the new releases etc. *

Actually there isn't much to report currentlyas things seem to be pretty quiet, but thatcould well be the silence just before the bigstorm! * There's a lot of touring going on. Forexample MOTLEY CRUE are on the road fora while covering Germany, France Switzer-land, Britain and Italy * Also touring Europeis Texan VVonderboy, CHARLIE SEXTONwhose debut album created quite a buzz, andobviously I'll write a concert review *

Only a short while from now lies therelease of a new PETER FRAMPTON album,titled Premonition. Produced by himself andPETE SOLLEY. A UK and European tour isplanned * MAZARAT1 had just released theirselftitled debut album on the Paisley ParkLabel. DAVID Z. and BROWN MARK (both ofPRINCE) produced and arranged the LP,aswell as writing all the tracks, except one whichcame out of the pen of His Purple Badnesshimself * December saw the release of adebut album by GARRIE & THE ROOSTERStitled Hunt Ya Down, led by former COCKSPARRER mainman GARRIE LAMMIN. Themusic can best be described as Stones -like.Apparently it's already doing well in France* For a bit of Metal here: out now are thealbums by ANTIX, Get Up, Get Happy,produced by DON DOKKEN; STARZ: Live InCanada; VIGLIANTS: Run For Cover, a minialbum; SMASHED GLADYS, selftitled debutalbum from these New York Glamrockers,produced by MARK DEARNLEY. SUPERTRAMP-TIUSupertramp undertook a major European tourwhich started last week in France. The firstParis date was sold out in 6 hours and two ex-tra ones were added. It is the first time that theband without Roger Hodgson embarks onsuch a huge tour; in January the band willplay in France (11 dates) and Spain (5 dates).February the band will visit France again (8dates) as well as Holland, Belgium, Switzer-land (one show each) and Germany (9 dates).From March 1st the band will play one gig inZurich, two in Munich, one in Stuttgart andend at the Royal Albert Hall in London. Datesfor Scandinavia and Italy are pending.

RENAUD'S SATIRICAL SONGANGER FROM THATCHER SUPPORTERS

by MikeThe controversy surroundingFrench singer Renaud's satiricalsong, on which Eurotipsheet wrotelast week, is still continuing. It

makes rather scurrilous fun of Bri-tain's Prime Minister, MargaretThatcher, and has caused a stormof protest in the British media andprompted at least one Conserva-tive MP to call for a ban on therecord.

The song, Miss Maggie, is onthe album Mistral Gagnant,released by the French affiliate ofBritain's Virgin record company. Inan accompanying video, present-day Britain is depicted as a land ofpolice charges, riots, football hooli-gans and mass unemployment.

What have incensed Thatchersupporters are the highly impolitesentiments expressed in the song.Renaud sings: "No woman on thisplanet could ever be as stupid,

Hennesseyvain or dishonest as her brother -apart, perhaps, from Mrs Thatch-er. There are no women hooli-gans, imbeciles or murderers,even in Great Britain - apart, ofcourse, from Mrs Thatcher." Andthe concluding verse runs: "If I

could stay on this earth as a dog,I would use Mrs Thatcher as mydaily lamppost."

The song has had widespreadtelevision, radio and press cover-age in the UK and in interviewswith the British media, Renaud hasinsisted that the purpose of thesong was not to upset the Britishbut to amuse the French.

The record seems to be amus-ing the French fairly effectively be-cause it has sold more than500,000 copies since its releaseon December 3rd. Virgin havenow released the Thatcher songas a single.

Despite all FM band upto 104 MHz being fully occupiedby private stations and state net-works, the French broadcastauthorities have found space forthe four stations through a dealwith the country's armed forces,which have previously had exclu-sive use of the 104 - 108 MHzwavelengths, and have given them

slots on the 104.3 and 104.7 fre-quencies as well as allocatingsome 30 towns and cities withintheir present spheres of influence -RTL and Europe I in NorthernFrance, RMC and Sud-Radio in theSouth.

Delight with the decision togive them access to FM has beentempered for the four stations bysome dissatisfaction with the de-tails of the agreement. RMC, for in-stance, had sought an FM alloca-tion in Paris itself, while RTL waskeen to extend its activities intoSouthern France, but both re-quests have, for the time being atleast, been refused. The four willalso have to decide between them-selves who is to serve cities suchas Grenoble, Bordeaux andClermont-Ferrand which fall on thegeographical dividing line be-tween north and south.

BPI director general John Dea-con said that if the new CopyrightBill does not include provision forcompensation in respect of hometaping it will tilt the balance ofcopyright protection "into thepockets of the Japanese and othermanufacturers of tape recordersarid blank tapes."

"Legalising private copyingwithout a levy on tapes", Deaconsaid in a "Daily Telegraph" inter-view, January 8th, "must inevita-bly have a knock -on effect - notonly as a potentially inviting signalto large-scale piracy and counter-feiters, but also to those who havenow acquired, or may in the futureacquire, means of abusingcopyright and patents held byother originators in otherindustries."

And Gillian Davies, deputydirector general of the IFPI, says:"It will be an absolute disgrace ifthe British Government declines tohonour its copyright obligationsunder the Berne Convention andfails to include provision for a

1985 was a year of expansion and exciting new developments for Westwood One and the comingyear promises to be equally as successful. Probably the major landmark for Westwood One wasthe official take-over last month of the Mutual Broadcasting System (as written about in Eurotipsheetin a previous issue). The Mutual acquisition has increased Westwood One's output as far as news,talk and feature programming goes, and the merged forces of Westwood One and Mutual can nowbe heard on more than half of all licensed radio stations in the United States.

Westwood One is this year carrying on in thesame vein as formerly, though with increasingvariety in programming. In addition to theregular Superstar Concert Series and the PopConcert Series featuring some of the top per-formers, Westwood One is this year introduc-ing a new sportlight special. A monthly hourlong magazine format highlighting two tothree artists each month with words, musicand insight into the artist themselves as well asconcert material recorded by Westwood. Theartists appearing this month are Billy Idol,Zapp and Sheila E.

A monthly hour long programme, LiveFrom The Apollo, will be instigated in whichthe audience will be taken live to the legen-dary Apollo theatre in New York for a perfor-mance from one of the reigning stars in blackand urban music. The first artist to feature this

month will be Eugene Wilda.Robert Plant last week launched the 1986

season of Westwood's Superstar Concert Ser-ies with some memorable music from his post -Zeppelin solo career. Included during the 90minute performance were selections fromPlant's three solo LPs (Pictures At 11, PrincipleOf Moments and Shaken n' Stirred). In subse-quent weeks, the series will feature exclusiveperformances by such outstanding artists asSupertramp (currently touring in Europe), DanFogelberg, INXS, Nils Lofgren, Nick Lowe, DelFuegos, Luther Vandross, The Tempta-tions/Four Tops.

Numerous interviews are also beingplanned including Christopher Cross, AnneMurray, Tom Petty, Rush, Ray Parker Jr., TheIsley Brothers, Sheila E. and James Taylor.

AMERICAN CHRISTIAN COUNTDOWNPROMOTING EVANGELIC POP

The "American Christian Countdown" is theoldest and largest Top 20 CCM (Contem-porary Christian Music) weekly countdownsyndication in the world. It runs from coast tocoast in the USA as well as world-wide on"HCJB" in Quito, Ecuador and on "DX" WorldRadio Network. The syndicator is now seek-ing to add several top music stations in Eu-rope. Most of the stations that are beingserved by "American Cristian Countdown"have pop/rock/hit formats,

The "American Christian Countdown" isexpanding in several fields. They have an-nounced the completion of negotiations withthe "International Broadcasting Network".This adds an additional 85 satellite radio sta-tions to the "ACC" unwired for the weekly "Top20" world-wide weekend ContemporaryChristian Music hits syndication.

The syndicator has launched "Chartline",a toll -free, 24 hour service providing weekly

chart information to the Contemporary Christi-an music industry. The phone line will offerpre-recorded messages updated weekly, list-ing the top 20 Christian songs and Top 10Gospel songs.

In the USA the market of Christian Con-temporary Music is fast growing and someEvangelic Pop groups are even turningtowards Heavy Metal as part of their inspira-tion and looks. One of the most succesfulband of this rather unusual mix of Christian lyr-ics and HM is the US band Stryper. BRMB SWITCHINGTO REGIONAL CHARTSTo reflect the distinct variations in musical tastein England, the Birmingham based stationBRMB has recently begun to employ regionalcharts to compile their playlists. Instead of thenational network charts, which are taken fromretail shops all over the country, BRMB hasnow followed the lead taken by Capital andMetro (Newcastle), who all use their own localcharts. The marketing and research bureauMRIB, compiles the regional as well as thenetwork charts.

Luke Crampton of MRIB sees definite pos-sibilities for the future of regional charts. He re-marks that "for those individual radio stationswhich require it, we take out local sales withinthe region that is applicable to their audiencereach. The information is available for everyregion and it seems likely that a lot of other ra-dio stations will follow the same course asCapital, BRMB and Metro". The informationfor the BRMB area, the West -Midlands, isbased on 30 charts retail shops.

Robin Valk, head of music BRMB, notessome real differences with "local bands likeUB40, Prefab Sprout who do much bettercompared to the national charts. WhereasPrefab Sprout reached number 20 in the na-tional charts, they were number 10 in ourWest -Midlands charts".

Moskwa TV is a disco -cult project, set up by Frankfurter Talla. Post -doom industrial electro beats and a remarkable voice (reminiscent of Cy Curnin, of Fixx fame) sup-porting it.

The Monroes - Cheerio (EMI) U.K.publ. Sweden Music, tel. (Sweden) 8-143020. Master owner: EMI UK, tel. 1-4864488.This Bob Sergeant produced single has topped the Norwegian charts for one and a half monthand was 11 in Sweden. The Norwegian duo, signed to EMI UK, are picking up good responsesoutside Scandinavia with this typical MOB ballad with some very strong and commercialcommunity -singing on the end. Album sold 280.000 copies so far, which is more than any otherNorwegian act has sold before (including A -Hal). Publishing available outside Scandinavia.

Album just entered Swiss charts this week and a major cam-paign in '86 for the rest of Europe will follow. Watch out for it.

But the Nor-wegians have played their trumps very well astheir follow-up The Sun Always Shines On TV,jumps right before the Take On Me single at 6only in its second week. Saleswise, A -Ha is do-ing equally well, they remain on top of the Hot100 and the TV single is one of the fastestmovers this week (20-39). While in the Hot 100it is striking to see the Sting single Russiansmoving further up to no. 2. Although Stingreached high levels of success with his album,this is his first European Top 10 single and sofar charted in 7 markets. The American AORband Mr. Mister also collect their first Europe-an Top 10 hit with Broken Wings moving in its4th week up to no. 6 (from 14). Dire Straitshave yet another hit single taken from theirBrothers In Arms album and the good-natured and danceable Walk Of Life (with itsSir Douglas Quintet inspired organ ditty) mak-ing an enormous jump from 57 to 16 only inits second week. Mark Hollis and his friendsfollow right after with the good selling singleLife's What You Make It (17-47). Their secondalbum entitled The Colour Of Spring will beout mid -February.

As anticipated in last week's issue, Euryth-mics have this week the highest entry in theHot 100 with It's Alright entering at 51.

A lot of European radios report good reac-tions to the Ruby Turner single If You'reReady; this new Jive signing gives an excitingnew twist to the old Edwin Hawkins Singersclassic and this gospel tinged dance song isthe highest new entry this week in the Europe-an Airplay Top 50 (new at 32). Almost simul-taniously Jive Records released the new BillyOcean single, the theme to the Jewel Of TheNile movie, When The Going Gets Tough,another major addition on many European ra-dio stations.

Austrian rapper Falco is currently no. 1 inGermany with the melodramatic song Jeanny,and although the rapping style is still featuredit is however a departure from his earlierworks. The single is charted in GAS -countries

(currently no. 61 in the Hot 100) and also getsconsiderable airplay in Europe and is a fastmover this week with its jump from 36 to 28.

Slowly the first good singles of 1986 arebeing released. Bangles, the sunny quartetfrom California have come up with a Prince -written new single called Manic Monday, lessraucous than on their last year's Europeandebut All Over The Place. This new polishedapproach could lead however to better accep-tance on radio level. Survivor have a guaran-teed hit in their hands with Burning Heart, thetheme to the heavyweight soundtrack RockyIV (which seems likely to yield another Euro-pean hit in some weeks to come, JamesBrown's Living In America).
