It’s hard to believe it’s time for the annual Frisco Farmer’s Market! It’s opening day this Saturday starting at 8am at Frisco Square, and they even have a Jazz band set to play from 9-11am. Get ready for the next 22 weeks of fresh fruits, vegetables and more. You can read more below about the Frisco Noon Lions Club’s largest annual fundraiser.

The Frisco Farmers Market was created at the request of Frisco residents to bring fresh produce and handmade goods into our home town.  Frisco Square provides location.  Frisco Noon Lions Club provides the volunteers.  This event runs for 22 weeks starting this Saturday from 8am-1pm or until sellout. Bring the family and enjoy the live Jazz Band this Saturday from 9am-11am.

The market is located on the corner of Coleman Boulevard and Frisco Square Boulevard across from City Hall and the Library. Local growers offer juicy melons, peaches, vine-ripened tomatoes, fresh corn on the cob and lots more. Frisco Humane Society will be holding their second annual Spring Yard Sale at Advantage Storage on Legacy Drive.

Donations will be accepted through May 5th.

The FISD Council of PTAs is hosting Frisco Schools Spirit Night with the Frisco RoughRiders on Thursday, June 4th.  The game starts at 7:00 p.m. Be sure and arrive early as there will be player autographs and judging for the most spirited school, loudest school, and school with the largest attendance.  Gunstream Elementary Honor Choir will be performing for the opening of the game and the RoughRiders are giving away a RoughRiders ball cap to tickets purchased from FISD schools. * Actually, it is a judging and exhibition of Japanese Fish called Koi.

Koi is the Japanese word for Carp. Nishikigoi, another often used term, means fancy or brocaded carp. Yes, these beautifully colored and patterned fish are descendents of the common river carp which is found all over the world. However, the specimens you will see at our show have been selectively bred in Japan for more than 200 years, evolving into the beautiful varieties that you see today. Some of the koi grow to over 3 feet in length!

In our Koi show you will see all of the more popular varieties and some of the more unique varieties. The "big three" are Kohaku, a white koi with a red pattern; Sanke, a white koi with red and black pattern; and Showa, a black koi with red and white pattern. Among these big three, you will also find Tancho versions which have only one red marking, a single red crown on its head, similar to the Tancho Crane - so highly revered in Japan.

Koi shows are held all over the world. There are small club shows like ours for the Dallas area, or larger regional or international shows that attract thousands of fish. Although many people consider them beauty pageants, the purpose of a koi show is to have your fish judged against fish in the same variety (and size) to see which more closely match the "ideal". Some of the judging criteria used are shape or conformation, skin quality and luster, and overall balance of pattern and color. Prizes are awarded in all categories. There are several official bodies that provide specifically trained judges to officiate these shows.

There will be Retail booths, Garden displays, raffles, auctions, kids and family activities and Vendors from all parts of the country and our local Frisco community providing information on Water Gardening, Koi Ponds and caring for Koi fish - called "Living Jewels".

NEW – Angelman Syndrome Foundation’s DFW Area Walk-A-Thon:

The Angelman Syndrome Foundation's D/FW Area Walk-A-Thon is set for Saturday, May 16, 2009 in the Heritage Lakes neighborhood. The community parks and cabana area is located at 3949 Village Blvd, Frisco. Breakfast and Check-In begins at 8 am and the Walk is set for 10 am. Join us for food, music, fun and more surprises. Located at 6811 Oak Street, just north of Third and Main Street, in Frisco, the clinic provides acute health care for uninsured children who live or attend school in Frisco, Celina, Prosper and Little Elm. The clinic is a nonprofit organization that relies on volunteers to staff and run the operation. Recently, they moved into a new building and plan to expand their hours of operation to accommodate more patients.

“We would like to establish a group of lawn care volunteers who could come every week to ten days and mow and edge the lawn,” says Cathy Reynolds, Board President. “Since we do not yet have our own equipment, we will have to ask volunteer groups to bring their own at first. But we hope to be able to acquire some soon.”

The clinic can always use your help. Volunteer opportunities range from preparing small packets of crayons and coloring books for young patients in the waiting room, to lawn care, special events, donations and becoming a health care provider with the clinic.

Due to the Texas UIL’s decision to suspend all academic and athletic activities until May 11, 2009, Frisco ISD has cancelled all events at their facilities which attract a large number of people from different communities. NEW – Children’s Chorus of Collin County Spring Concert and Auditions:

NEW – Second Annual Spring Fling in Frisco Announced:

The Journey Church of Frisco will host the second annual Spring Fling family event on Sunday, May 3rd from 1:00PM to 4:00PM at Falcon Fields park in the Grayhawk neighborhood of Frisco (next to Boals Elementary School). This fun-filled afternoon will feature a giant bounce house, arts and crafts for children, food, carnival games and a petting zoo. This year's event will benefit Hope's Door Women's Shelter of Dallas, a full-service shelter and counseling center for families affected by domestic violence. NEW – Landscape Design/Detail (Late April – Early May):

By: Glenn Everett Kopanski, United States Navy (Ret) For this period there are several things I wanted to touch on with a few ideas to take into consideration. I also have a few plants that are new that you may want to consider a little further down in this week's letter. My first issue is pruning in the Summer. This is very important and I cannot stress enough to ensure you know what you are doing before using a lopper or pruning sheer. In the summer you can prune the following: 1.) Tree branches that have dead wood can be pruned back to the trunk or split on the branch. 2.) Young foliage plants that have bloomed can be cut back by early summer to encourage new growth. 3.) After seasonal growth by late May you can prune branches to slow growth down or to dwarf any further growth in the summer months. 4.) Pruning to control height when plants have reached their desired size. 5.) Trees that bleed such as Maples and birches, bleeding meaning sap. Other than those listed I would hold off

any major pruning until late Fall. Reason being is bug/insect infestation possibilities this summer. Ants can eat a tree from the inside out as can termites, bores even worse. Trees/Shrubs that are affected with those insects can cause that to fall or tip over and in some cases split in half during high winds or T-storms. I want to introduce a few new plants that can most likely be purchased at any nursery. My first selection is:1.) Thundercloud Sedum - Tall perennial grows 12in tall and wide – Needs well-drained soil - Full Sun to Light shade2.) Sweet Joanne Beardtongue - Perennial - 24in tall and wide - Blooms into the hot summer months - Soil is well-drained - Full Sun. Those are two new plants that are just beautiful, both seem to attract hummingbirds. One thing that I recommend also is to De-Head all of your perennials as well as some annuals. After each bloom ensure you cut the dead flower off or pinch them, know this is time consuming but it will ensure you encourage any further summer blooms. Once a plant has bloomed it can just lay dormant, pinching or cutting those heads off will ensure the plant is stimulated to produce further blooms. I highly recommend all homeowner's add color into their gardens, it makes a huge difference in appearance and for you it is self enjoyment to look at it as well as people passing by.

One project that is fun for family's to consider is building birdhouses. It is relatively easy. If you do decide to do this ensure what size house to build as that will attract different size birds like robins and sparrows. Blue Jays nest in large trees and cardinals like to nest in pine trees to be hidden more. Our large krackels and crows seem to love Bradford Pears in North Texas. I hate to say this but if you are in new constructed homes and want to plant a Bradford Pear tree I strongly encourage you to plant it in front or way back in your backyard as those birds will build nest in this tree and many of them, problem is the constant noise, so consider that if you want one of these trees before it gets too big to remove.

Okay, now for my weekly Tree/Shrub & flower of the week.Tree of the week: Mexican Fan Palm - Fast growing, easy to maintain - This is a tall slender Palm – Adapts to a wide range of soils and climates and does well in N. Texas - Grows to 80ft tall Spread 20ft in width at full age. Shrub of the week: Japanese Holly - This shrub can be mistaken for a Boxwood but a great plant for low lying areas of the garden - Requires an acidy type soil so this one can be planted most anywhere - Many varieties of this pick - full growth to 2ft tall - spread 2ft in width Flower of the week: Corn flower - Easy to grow but is an annual - Colors vary from white/pink/purple or lavender with an underlay of deep green foliage -  Thrives in full sun and can survive in poor soil conditions - No Hgt/spread noted on this pick. Though we are due to get some heavy rainfall this week it is wise for all to stay on conservation levels. Watering lawns once a week is more than enough and may be warranted in future water restrictions anyway, so best to remember "less is best" I always encourage all to remember when it comes to constant drought conditions we get in this area. When rain is forecast it would require sprinkler systems to be taken off auto and back to manual. Many grasses will show a tint of yellow if watered too much. As far as gardens watering by hose is best as the water gets to its source. Sprinkler systems just cannot put out enough water to save plants in our heat so watering by hose can save half the usage a sprinkler system puts out. Keeping Frisco trash free keeps our city unique and throwing cigarette butts out the window not only adds excess trash on our streets but can be dangerous for grassfires. All of that is just for info so we can live in a nice city and be proud of it. I am available if you need any information so please contact me at my email address: [email protected]. NEW – Lone Star High School Facility Considered to Expand WHS capacity:

The Frisco ISD Board of Trustees listened to a presentation by Dr. Mike Farish , principal of Wakeland High School, at the April 20 meeting, concerning Wakeland's projected enrollment in the coming fall. Farish, along with a committee of Wakeland educators and newly named Lone Star Principal Karen Kraft,  are proposing the possible utilization of Lone Star High School, rather than bringing in several double portables to meet the needs of students. Portables are expensive to construct and lease. In addition the portables do not ease overcrowding in common spaces such as the cafeteria. The proposed plan would use available space at Lone Star without opening the entire building. The plan will work to minimize movement of students and staff and utility costs.  The current proposal only involves 9th grade students. Classes will be scheduled in blocks. For example a student might have first period athletics and a second period core subject and a lunch period at Lone Star on an A day and shuttle back to Wakeland

that afternoon. The next B day the student would have athletics and another core subject and lunch before returning to Wakeland. All freshman would still have classes at Wakeland, and some would spend part of their day at Lone Star. The plan prevents loss of opportunity for electives, fine arts, or athletic classes. NEW – Wakeland Lady Wolverine Golf Team Goes to State:

“Who says we can't play in 4A?!"

That is the new slogan created by the Wakeland Lady Wolverine golf team after they pulled through at Regionals to qualify for its third straight state tournament. This is the first year of Wakeland competing at the 4A level.

The Lady Wolverines won the District 9-4A competition and entered the Regional II 4A competition in 8th place out of 14 teams. At the end of day one Highland Park was in the lead and the Lady Wolverines had a 12-stroke advantage over Rockwall High School. It was a battle until the very end on the second day with the Lady Wolverines placing 2nd beating Rockwall High School by a single stroke. Outside of the physical demands of the second round there was also a large mental and emotional battle to secure 2nd place to advance to state.

In addition to the Lady Wolverines advancing to state, Centennial sophomore Krisha Fadullon, will be making her second consecutive state appearance.

The Lady Wolverines and Krisha will not only be proudly representing their respective schools but the City of Frisco. Please wish them all the best of luck!

The Class 4A state tournament will be held May 11-12 at Jimmy Clay GC in Austin.

NEW – Liberty Students Honored by Rotary Club:

Each month the Frisco Rotary Club that meets at noon honors outstanding Frisco Independent School District seniors for their accomplishments and achievements.

On Thursday, April 16, Rotarians recognized Liberty High School students Melissa Beaver and Andrew Tran.

Melissa is the daughter of Richard and Jill Beaver. She is National Honor Society president and is also involved in Business Professionals of America, Student Congress, and the Superintendent’s Student Advisory Council. She has also been volleyball manager and a part of newspaper staff. She is a National Merit Commended scholar, an AP Scholar, and is ranked second in her class. She works at the Frisco Athletic Center in the Fun Club, volunteers through the Frisco Education Foundation, and is active in Young Life. Melissa will attend the University of Texas and will be enrolled in the Business Honors Program.

Andrew is the son of Lam and Trinh Tran. He is involved in National Honor Society, orchestra, RockSchool, and is also a National Merit Commended scholar and an AP scholar. He has qualified for Nationals in the USA Swimming Short Course and also volunteers at swim meets. Andrew will attend the University of Texas in Austin and will major in Biochemistry.

NEW – One-Room School House to be Open for Tour:

Saturday May 2, 2009 marks the one year anniversary of the Frisco Heritage Museum and surrounding historical village. This is an excellent time to bring out your families and tour the museum and the historical buildings – particularly the replica of a one-room school house, which Frisco Retired Teachers Association and Frisco ISD have assisted in finding era-appropriate furnishings and supplies. Former FISD Coordinator of Library Services Catherine Fowler has spearheaded the one-room school house project.

The Frisco Heritage Association is hosting guests from the Collin County Historical Commission that day and will be giving tours that are also open to the public at  1 p.m. The school, the log cabin, the church, depot and blacksmith shop will all be open. The two historical homes are unavailable because they are currently under renovation.

The museum is celebrating that day with cake and pop corn. It is also beginning an oral history project that invites Frisco families to record for posterity their family history and how they came to Frisco. The project is based on the KERA’s “Inbox” project and the National Oral History project called Storycorps. See www.Friscomuseum.com for more information.

The center is open for free during the day on May 2 and docents and volunteers will be available to answer questions.

Many FISD students have toured the museum with their classes this year but the outside buildings were not open as part of those tours at the time.

NEW - Frisco Reminds Residents To Practice 'Basic, Good Hygiene'; City Steps Up Efforts To Sanitize Public Facilities; Weekend Events At City Owned Venues Continue As Scheduled:

Denton County health officials report one confirmed case of H1N1 influenza. At this time, there are no confirmed cases in Collin County.

The City of Frisco reminds residents and visitors to practice 'basic, good hygiene' when visiting places where large numbers of people gather.

"We want to remind folks to practice the same good old fashioned hygiene they have for years," said Chief Mack Borchardt, who is also Frisco's Emergency Management Coordinator. "Stay home if you're sick, use the crook of your elbow to cover your mouth when you cough or sneeze, and wash or sanitize your hands frequently."

The City of Frisco is also stepping up sanitizing efforts at its facilities including, but not limited to, the Frisco Athletic Center, the Senior Center @ Frisco Square, Frisco Fire Safety Town, Municipal Court, Frisco Heritage Museum, City Hall and the Frisco Public Library. City staff is also taking the same proactive measures at restrooms and concession stands at city parks. At this time, all city facilities are maintaining regularly scheduled hours of operation.

Since opening in October 2007, the Frisco Athletic Center (FAC) has provided dispensers with 'sanitizing wipes' for patrons' use to 'wipe down' exercise equipment. FAC staff reminds patrons to continue that practice. Staff is increasing its cleaning schedule at the FAC. Hand sanitizer 'pumps' are also being distributed throughout city facilities frequented by the public. Library staff is stepping up the sanitizing of its computers. Staff is also posting a 'hygiene flier' -- produced by the Texas Department of State Health Services - throughout city facilities.

Pizza Hut Park and Dr Pepper Ballpark will provide additional hand washing stations and

hand sanitizers for the public's convenience this weekend. At this time, games and special events at each venue will continue as scheduled.

The City of Frisco continues to monitor the situation and is in daily contact with local, county and state health experts and officials. The City of Frisco is also communicating with local school and hospital officials. The city is also communicating with management of sports and entertainment venues, which accommodate large crowds.

NEW - Local Officials Heighten Surveillance in Response to Swine Flu Threat:

FISD is in contact with local health officials in Collin and Denton Counties as they all work to monitor swine influenza and to protect our citizens. At present, there are no confirmed or probable cases in Collin or Denton Counties. Surveillance measures have been heightened and all are working closely with area physicians and hospitals, as well as national and state health agencies.

In addition, FISD has increased custodial staffing to enhance infection control efforts; the transportation department is also enhancing infection control measures. FISD nurses are working with families to increase awareness and to enhance education efforts on hand-washing and coughing protocols. Our nurses will be sending students home with the flu-like symptoms of fever, vomiting and diarrhea and will be suggesting that they see their family physician. We will also be enforcing the school health guidelines (found in the student handbooks) regarding return to school.

If you're worried about the flurry of news on pandemics, epidemics, and public health emergencies, here are some key facts provided by the U.S. Centers for Disease Control and Prevention to help you understand how swine flu is spread and what you can do to prevent infection. Current updates on the spread of swine flu are available at www.cdc.gov/swineflu/key_facts.htm.

What is swine flu? Swine flu is a respiratory disease normally found in pigs and caused by type A influenza viruses. While outbreaks of this type of flu are common in pigs, human cases of swine flu do happen. In the past, reports of human swine flu have been rare—approximately one infection every one to two years in the U.S. From December 2005 through February 2009, only 12 cases of human infection were documented.

How is it spread? Humans with direct exposure to pigs are those most commonly infected with swine flu. Yet, human-to-human spread of swine flu viruses have been documented, however it's not known how easily the spread occurs. Just as the common flu is passed along, swine flu is thought to be spread by coughing, sneezing, or touching something with the viruses on it.

If infected, a person may be able to infect another person one day before symptoms develop and up to seven or more days after becoming sick. Thus, a person is able to

pass the flu on before they know they are sick. Those with swine flu should be considered potentially contagious as long as they are demonstrating symptoms and up to seven days longer from the onset of their illness. Children might be contagious for longer periods of time.

Can I catch swine flu from eating pork? No. The CDC says that swine flu viruses are not transmitted by food. Properly cooking pork to an internal temperature of 160°F kills all bacteria and viruses.

What are the symptoms of swine flu? Symptoms of swine flu are similar to those of a regular flu: fever and chills, sore throat, cough, headache, body aches, and fatigue. Diarrhea and vomiting can also be present. Without a specific lab test, it is impossible to know whether you may be suffering from swine flu or another flu strain.

What precautionary measures should I take? The same everyday precautions that you take to prevent other contagious viruses should be used to protect yourself against swine flu:

Wash your hands often with soap and water. Alcohol-based hand cleaners work well too. Do not touch surfaces that might be contaminated. Avoid contact with sick people. Try to stay in good general health with plenty of sleep, exercise, and a nutritious diet.

What should you do if you think you are sick with swine flu? Contact your health care professional, inform them of your symptoms, and ask whether you should be tested for swine flu. Be prepared to give details on how long you've been feeling ill and about any recent travels. Your health care provider will determine whether influenza testing or treatment is needed. If you feel sick, but are not sure what illness you may have, stay home until you have been diagnosed properly to avoid spreading any infection.

Watch for these symptoms in children. Seek emergency medical care if your child experiences any of the following warning signs:

Fever with a rash Dehydration Fast breathing Bluish skin coloration Slow to wake or sluggish interaction Flu-like symptoms improve, but then return and cough worsens Severe irritability

For adults, emergency medical care is needed if you experience these warning signs:

Difficulty breathing Dizziness Confusion Severe or persistent vomiting Pain/pressure in the chest or stomach

Remember that the symptoms for swine flu are almost identical to those you might experience with the regular flu. Only your doctor can give you the correct diagnosis.

Are there medicines effective in treating swine flu in humans? The swine flu responds to the use of oseltamivir (Tamiflu) or zanamivir (Relenza) for those infected. For treatment, these antiviral drugs work best if started soon after getting sick (within 2 days of symptoms).

The northbound exit ramps to Panther Creek Parkway and County Road 24 in Frisco will be closed from 7 to 9:30 a.m. on Saturday, May 2.

The temporary closure is needed to accommodate hundreds of participants for the Bike MS: SAM'S CLUB Ride 2009. Riders will travel from Frisco to Texas Motor Speedway in Fort Worth. Motorists can also expect delays at the northbound intersection of the DNT and U.S. 380 during this time.

NEW - Toll Bridge Project 90% Complete:

The Lewisville Lake Toll Bridge (LLTB) project is moving closer to completion now that the final large pieces of the arch have been installed.  Staff and contractors are now working to complete the next steps in the LLTB project, such as placing the steel runners that provide the base support for the decking, finishing the deck placement, installing the steel pieces that will connect the two arches, and stringing the cables between the arches and the base.

The 360-foot long steel tied arch is located near the center of the bridge, where the 8-foot thick bridge sits 52 feet above the Lewisville Lake spillway elevation. The lighted, semicircular arch is tied together 58 feet above bridge traffic, spanning all four lanes of the bridge. The top of the arch soars more than 100 feet above the lake surface. The arch is comprised of weathering steel that has a galvanized surface to prevent corrosion, adding to the bridge’s durability.

Installation of the arch began in late December 2008 when the first corner piece was set in place. All four corner pieces were in place by late January 2009 and the arch ribs began to take shape in March 2009. The bridge is expected to open to traffic in August 2009.

The NTTA is responsible for the design, construction and operation of the toll bridge. Upon completion, the LLTB corridor will open a new east-west connection between Interstate Highway 35E and the Dallas North Tollway, transforming Denton County’s infrastructure and providing more mobility options for area residents.

NEW – Capitol Steps from State Representative Ken Paxton:

Supplemental Spending BillI, along with my legislative colleagues from the Texas Conservative Coalition, have consistently called for fiscal restraint in the face of the current economic crisis.  Yesterday, the House of Representatives adopted our recommendations by passing a supplemental appropriations bill (HB 4586) that achieved vital goals without spending any money from the Rainy Day Fund (the Economic Stabilization Fund). By carefully targeting our use of stimulus money, we have passed a supplemental spending bill that funds textbooks and hurricane relief, which includes funding for the University of Texas Medical Branch at Galveston, while preserving the Economic Stabilization Fund in the event that we have a real deficit in the next biennium because of the economic climate.   I have urged responsible spending since the 81st Legislature began in January.  Specifically, my colleagues in the Texas Conservative Coalition and I have repeatedly called for:  *      Preserving the Economic Stabilization Fund (also known as the Rainy Day Fund); *      Using stimulus funds for strictly one-time expenditures that will not permanently grow government; *      Using stimulus funds to purchase textbooks, instructional materials and technology for public schools. 

Each of our recommendations is achieved by the Supplemental Appropriations Bill passed by the House. While the primary budget debate remains, the House has heard our message that Texas must not and cannot follow the failed spending practices of the federal government and California.

Local Option Transportation Tax ProposalOne of the most hotly-debated topics in Austin this legislative session is the local option transportation tax proposal (SB 855).  This legislation, which recently passed in the Texas Senate and is currently being heard in the House Transportation Committee, would authorize local governments to host an election to create new taxes and fees and increase existing taxes in order to fund certain transportation projects, including commuter rail.  Currently, cities have the option to levy up to two cents in local sales tax in order to fund city projects and services, one cent of which may be specifically designated for transportation or community and economic development.  This revenue is in addition to the money that cities collect through property taxes.     Last legislative session, a bill was signed into law that would allow economic and community development dollars to be used for transportation-related projects.  This bill was passed in order to give cities more flexibility with the revenue they collect.   However, some Austin lawmakers argue that flexibility is not enough, and that cities should have the opportunity to raise more money from taxpayers to fund additional city

projects.  Opponents of this proposal, however, are concerned about the increase and creation of new taxes at a time when families are struggling as a result of the recent downturn in our economy.   SB 855 outlines a number of tax options for regions across Texas, including the Dallas / Fort Worth Metroplex (which includes Collin County), Austin, San Antonio and El Paso, as well as the counties of McLennan, Coryell, Cameron and Nueces.  The following is a list of funding options currently listed in House Bill 855:  A property tax increase; A county motor fuels tax up to an additional 10 cents per gallon (this is in addition to the current state and federal gas taxes); An increase in the vehicle renewal registration fee up to $60 more a year; A parking regulation and management fee up to $2 per car per day for public parking lots owned by counties and municipalities; An annual vehicle emissions fee up to $15 per vehicle per year; Doubling of the driver's license renewal fee; and A registration fee up to $250 for people moving into the region.

 Rather than raising or creating taxes to fund transportation projects, I believe we should first stop the diversion of gas tax funds.  The state is not responsibly spending funds currently raised from transportation- related taxes and fees. Therefore, I have authored HJR 89, which will ensure that the gas tax is used for public highway construction.  Also, I believe we should institute transparency in government so that voters can hold their elected officials accountable for how their tax dollars are spent.  Transparency leads to efficiency.  In order to accomplish this, I have authored HB 2743, which will require counties to post an electronic registry of their county expenditure online, just as Collin County currently does.   Increasing taxes is not the solution.  Rather, we should focus on spending existing dollars more efficiently in order to meet our state's rapidly-growing need to better mobilize its citizens.
