We will move now to item 10 and there's an update on the [ Indiscernible ] couple of things and going to go if you background material on the [ Indiscernible ] program it had a number of people here different industries that would like to speak towards this program. We also are going to explain to the public what will happen on the 11th and 12th with the shift in how we set them up for public display. I'm going to ask you as part of that [ Indiscernible ] it's a celebration of Marine life and marine habitat so we like to do is make the 11th and 12 also free to the public for the park animal Science Center that day's everyone can enjoy will talk about how are going to move people around. I want to point out because I think I owe it to this consul and the previous councils [ Indiscernible ] this will discussion that started a long time ago but

really slow down over the years was June 17 [ Indiscernible - multiple speakers ] >> [ Indiscernible ] us to leave and there's a significant number of people I know we removed a couple of the items that we have to vote on or nominate [ Indiscernible ] there's a large number still I'm just saying . I was just trying to get the work part of it out before we do the extradition spun part. We do want to move this along as drastically as we can. June 17, 2010 just remind everyone we actually down some of you remember was actually a suggested ban of 73 species that was going to be [ Indiscernible ] you couldn't fish accept the deeper water for those species we were fearful that the only place left to fish [ Indiscernible ] would be the riff system and now the [ Indiscernible ] that did not come to fruition -- did not come forward but the fact is we was scared. I asked the Council at this time to embark on a program [ Indiscernible ] to try and [ Indiscernible ] we talked about that summer through July and August 2010 all the way until November 2010 we figured that went by the wayside you come back again but we decided that we wanted to go further and asked the Council make a re-sister the [ Indiscernible ] the Council not approved all these unanimously 70 [ Indiscernible ] what we knew we could do start a program where we got clean materials you across and was to actually transport them and also put them on the reef site we also believe it was the ultimate recycling program and I can say is the only program I've ever worked on in my entire career were ahead no naysayer there were a few people that weren't sure but no naysayer. Those discussions can have continued on the reprogram in 2012 all the way to the discussions in 2016. Where did that leave us? We went from [ Indiscernible ] to 100 50 come on 134 of those were reconstructed [ Indiscernible ] 13 still ships [ Indiscernible - muffled dialogue ] except for the one barge these were all old places that Schmidt placements [ Indiscernible ] our recites are approximately at half an acre each in size and require no maintenance repair 74 acres of artificial reefs strategically located across 300 square miles of continental shelf where there are no natural reef habitats. That is important because [ Indiscernible ] what doesn't. The flagger Avenue [ Indiscernible ] recites are the only nearshore artificial reefs in Northeast Florida. So that the whole experiment we have going on that's really cool. [ Indiscernible ] counties in another of the southeast United states the cleaner habitat building program for Marine life. The Volusia County artificial reefs system has been featured in [ Indiscernible ] magazines Halifax sports fishing club [ Indiscernible ] newsletter and numerous social media websites. From an ecological standpoint still ships [ Indiscernible ] the week after 12 November make excellent diving and fishing site [ Indiscernible ] iPhone trial structures that are tracked large fish through the water column pick still ships create localized microcurrent's and [ Indiscernible ] which in tracks high migratory [ Indiscernible ] predator species such as [ Indiscernible ] barracuda [ Indiscernible ] dolphin Manta rays, sea turtles. The reefs are good for our turtles. [ Indiscernible - muffled dialogue ] for a multitude of species such as [ Indiscernible ] from an economic standpoint which is another elements that the Council looked at that is statewide studies have determined that for every dollar tested an artificial reconstruction you get $138 [ Indiscernible ] when you look at the recreational votes in the fishing industry just efficient line alone in the hooks [ Indiscernible ] there's a lot of

money being spent. Artificial reefs provide fishing habitat much closer to shore and this was the big thing I think for the fiction industry allows for a half-day charter deep-sea fishing the strips a fuel and allow for future today also for a lot of able the don't have large boats they can go out and eat the fish on calm days with insider land. Scuba diving are now common fate [ Indiscernible - muffled dialogue ] one thing I will tell you that unsolicited gone $35,000 already and donations what I'm going to suggest the Council is that we create a fund and put all these donations [ Indiscernible ] the people donating money into a fund to acquire other ships is a become available. With that I'm going to ask Mr. Nolan to come forward talk about the system and then Katie Stark will talk about what were going to do on the 11th and 12th and I know you have some people in the audience want to speak to these issues.

If you got anything to add [ Indiscernible ] you pretty much covered it all. Thank you stooge need thank you chairman Kelly Denny's members of condo I'm Joe Nolan [ Indiscernible ] I'm delighted to be here today to share with you not only an update on the overall artificial Ray system but the leadership initiative that you all authorize just a couple of month ago sink to large steel vessels one of which was graciously provided to us and donated to us by the U.S. customs and border protection agency was here today so that we can recognize this donation to our reef program. As Mr. Dineen just explained I want to make you aware that the evolution County three system has put you on the map and I'm getting phone calls from around the southeastern U.S. from counties and communities state and federal agents is asking how did you do this. This is an incredible habitat and Marine industry support program whereby we are building fishing infrastructure if you will for the boating fishing diving and Marine industry and my first response is always visionary leadership from you from the Volusia County Council because without your support and you all looking ahead and looking at this program is a low-cost way to build fisheries habitats and support the Marine industries it wouldn't happen. There are many counties that don't have artificial reefs programs that they have [ Indiscernible ] they have boating but they just don't have that visionary leadership so thank you on behalf of the boating and Marine industries for this not only this recent initiative but everything you've done in the past because it's been innovative. It's been very unique. We built artificial reefs with donated concrete materials that we get for nothing and we can credit ourselves with the state for recycling that huge amount of tonnage that doesn't wind up in the landfill but winds up on the seabed on federally permitted reef construction areas and crows life so it's really an exciting program and thank you again. I won't go to much further than that except to mention a couple of your unique initiatives and that includes the nearshore artificial reefs that you all supported a couple of years ago when County manager delete Dineen challenge the Council and us to build the words best artificial reef system and we try to think of innovative things that we could do differently and we are now the only county in Northeast Florida that has artificial reefs located within one mile of the beach and that slows locations are [ Indiscernible ] and new Smyrna Beach in this envelope here. Those are the only nearshore artificial reefs in the Atlantic Ocean between Cape Canaveral and Cape

Hatteras the these are great fishing spots. There very close to the inlet just a couple of miles out in a few miles north so [ Indiscernible ] Fishman's mom's that the kids can go out and feel safe and make a quick run 10 minutes down to the flagger reef and have a quality deep-sea fishing experience. This was only with your authorization approval and or visionary leadership. Thank you so much for that. I want to mention one thing we are going to put morning glories out on these reefs we are not the Florida Keys but we are going to try his best we can pick that will make it even more safe and actually for small boat anglers and actually create surface habitat for pelagic species like Kingfish and triple Palin Cody a highly sought after species that a lot of people like to eat. That something that you will have done that visionary and that's just a quick look at schematic of a morning buoy. The latest initiative is really what we want to talk about today and update you want and that's the latest dilemma -- Lee Philomena a 150 foot steel vessel again that was donated by the U.S. customs and border protection agency after it was season the Miami River with illegal contraband on board in the customs service notified the state and the state made everyone around all the communities and reef programs throughout Florida aware that this vessel was available and you all authorize the manager to move forward with this and accept this donation for artificial rethink in the U.S. customs service is very happy that they could take this vessel out of the illegal activities and now create marine habitat and fishing habitat with it. We also acquired a small tug at the same time in the Miami River that had sat idle for about 10 years and that it was offered to us by the same yard that had the lady Philomena temporarily lowered and other corn teed and it was your directive to move forward with that so we will think both of these large steel ships on recites number 12 Southwest about nine miles off of [ Indiscernible ] inlet about a 20 to 30 minutes run on a typical outboard and and about 80 feet of water and it will make an incredible marine habitat and artificial fishing reef location and supports the Marine industries. A number of folks are here today that we want to recognize but first I want to recognize [ Indiscernible ] with our community information division was going to go over a public open house event that we think is going to be really exciting for people to visit the ships and see them close up because it's very unique and interesting people may want to visit the.

Before you move on I just want to say [ Indiscernible ].

That one right there. Here's what -- this is what we have Volusia County that nobody else does. We have the river, we have the ocean. We have an inlet. We have violence and we are creating a guaranteed access and availability for our citizens and so many uses within so many domains. If you want to [ Indiscernible ] I go during the week but good a disappearing island the proximity like you have to take one boat to get here than go over there and take a barge get somewhere else if you've ever been on vacation anywhere else we live here and just that one site always amazes me that we don't actually we've got a lighthouse [ Indiscernible ] lighthouse point if you just condensed everything

that was available to her natural environment that we are protecting yet enhancing is just -- it's amazing when you think about every time I go out there depending on the venue [ Indiscernible ] I live here to slow down long enough see how great it is but that's probably one of our best marketing things that we have [ Indiscernible ] I don't think that exists anywhere else I'm aware of. Take a look at that look at the access. That's just my comment.

Good morning Kate Sparks marketing specialist [ Indiscernible ] I am here this morning to tell you about this exciting event we've been working with [ Indiscernible ] closely on. It will take place the weekend of November 11 and 12th and were calling it [ Indiscernible ] a celebration of her in life and have a tights that's really what this is all about. We will have informational booths set up County groups [ Indiscernible ] Marine science Center launcher Volusia explore Volusia and green Volusia human resources [ Indiscernible ] as well as many other groups.

You said human resources because were going to [ Indiscernible ] were going to have a booth there about all the jobs that are available working for Volusia County's we will have an employment booth there.

We will also have representation from other community groups including U.S. immigration and customs enforcement customs and border protection the coastal conservation Association health expert fishing club and many more pick than pending approval [ Indiscernible ] Marine science Center and the light has poor park we will have a shuttle that will run to both of those locations as well as [ Indiscernible ] and for additional parking.

I have also talked to [ Indiscernible ] they're going to provide whatever help we need and whatever assistance [ Indiscernible ].

We will have light refreshments and acute giveaway item for everyone that attends but the main attraction is really the lady the lemon him -- Philomena and the tug [ Indiscernible ] people will actually be able to climb on board the lady Philomena [ Indiscernible ] educate people they'll actually be able to leave their mark we have markers the people can sign the inside of the boat and leave their mark before we sink them with the reef system. At this point I'm going to bring Joe back up to introduce some of our community partners to you all. Thank you.

If we could go back to the PowerPoint just so the public understands we have made this [ Indiscernible ] they're going to be guided tours the shows you the inside of the ship [ Indiscernible ] designed are specifically designed for fish and is just go the because on the top say they don't trap turtles. We are going to really set this up and we spent time putting some additional reps [ Indiscernible ] there will be guided tours the people want to bring their kids there can but the guided tours will be safe we will have plenty people there will have people stationed so you should not be afraid to go on but if you bring small children you have to be able

to keep them by hand but I think people will find this pretty fascinating.

Excuse me I did want to clarify that this was all discussed with [ Indiscernible ] that same day they are having their really really big Veterans Day ceremony in [ Indiscernible ] lighthouse Park which starts at 10:00 so I just want to make sure there's not going to be problems with parking. I already talked to them about parking [ Indiscernible ] we are going to have plenty people. Also I talked specific we to the manager into the chief they are excited because they think that they will get people that came for the veterans thing to go over there and they'll make it a really big day and vice versa.

Good morning counsel by name is Chad Maccabee special projects court nadir at the Marine science Center. The Marine science Center we are very happy to be involved in this project. A couple of things that the Marine science Center does the artificial reef project is that we educate the public about the benefits and ecological impact of artificial reefs and also we done a scientific analysis of the data from decades of diverse surveys that have been conducted on the reef. As we have talked about artificial reef Street habitats is well documented and how do we know this? It's from these decades of surveys that we looked at and what of the neat things that we see about these artificial reefs that we can imply to the lady Philomena is that steel whole ships provide upwelling where ocean currents that run across the bottom floor hit the still whole ships in the actually cause these nutrients into the water column and the still whole ships attract a certain type of species [ Indiscernible ] like barracudas and king macros these recreational and commercial important species. This is how this new artificial reef is going to be a benefit for our program. Is also very popular with divers. When you look at the economic value of these artificial reefs this is going to be another great place where divers can come and explore this program. One of the neat things about looking at different artificial reef designs is that some artificial reefs have benefits that others do not for instance steel hull ships with the open cargo bay don't really provide the complexity that some of our concrete materials and artificial reefs provide. Talking to Joe about this and also with the artificial reef manager of date we look into trying to add complexity to the steel hull ships and this is where we came up with the idea to add these reef pyramids into the cargo bay of the ship so when you see these three pyramids we hope that these [ Indiscernible ] invite and attract the smaller species of fish that these reef pyramids were provide them a place to hide and that should

help increase the species diversity of these steel hull ships . We are very excited about this and we are very excited to get down there and do some more surveys and see if this new design that is innovative in Florida will take hold and hold to the scientific theory.

Thank you very much we have a close partnership with the Marine science Center for the Marine education and Marine economic standpoint of the help guide our program that the photograph of the inside of the cargo bay of the lady Philomena 150 foot still whole vessel replace this is the only state that I'm aware of and replace some prefab artificial reef concrete structures [ Indiscernible ] and we've actually got them welded down to the DAC in the cargo bay and that is going to increase the service area and the complexity the reef habitat within the cargo bay. The state is really excited about this they are off the charts just about what's going to grow on those [ Indiscernible ] and the still whole Milliken comparative analysis of the ecological impact. This is an interesting -- very interesting approach or something again that you all I hope realize this is one-of-a-kind that your approved here or this is visionary leadership in a very unique initiative. Kate thank you very much for that. We are going to let the public onto the ship and we are spacing it up believe me the [ Indiscernible ] bridge group under the direction of Judy Grimm and their bridge folks the welders the bridge operations and manager Jeff Borden and his welding guy Jason the welding wizard are on the ship now building stairs and spacing it all up and rail wherever needs to be and making certain it's [ Indiscernible ] it taped off and we will carefully guide people through the ship. It's very unique it's been completely cleaned it guided but was these it had everything on it people were living on it right? What had to be completely cleaned and gutted of wiring any paneling or water installation -- insulation, hydraulic fluid fuels and other toxic substances were scaled out under pressure steam pick this is what you have to do for ocean disposal. An incredible amount of effort when in their with our Marine contractor [ Indiscernible ] its clean vessel and it's ready for referring and it's very unique. We are doing this because this will be a rare time for people especially kids and families to see something -- you just don't get a chance to see.

into that chamber and some red and eater off the side has a way to get out all the time and this is something important that the state imparted to us that we need to make sure the circular -- sea turtle will never get trapped or any other man -- animal will ever get trapped. I needed to move forward to recognize some people let me share something with you that it's incredible and I am internally honored and humbled at the private unsolicited support that is been provided to this particular project the ship briefing project not number one the U.S. customs and border protection stewards thank you very much for making the ship available and I want to invite them up here to speak and say some good words. >>

Good morning I'm John Lindsay said on her coastal conservation Association [ Indiscernible ] the grassroots organization [ Indiscernible ] for recreational anglers habitat effort to help enhance a bring resources like to thank Joe Nolan for his efforts on this because it's truly an awesome progress project. There so many aspects of this artificial reef program that are beneficial to Volusia County. I can tell you that the Volusia [ Indiscernible ] natural reef program or the natural reef areas are 15 to 17 miles out so this provides relief on those natural areas for recreational anglers standpoint. In addition to that it's also great for kids early were talking about the rim system and taking up [ Indiscernible ] and things like that and teaching our children to be stewards of our Marine resources so this is a great example of a way to get [ Indiscernible ] because these reefs are one mile to nine miles is realistic to take a six-year-old on have to trip compared to a full day so wanted to thank you all for the opportunity forward to partnering with you on this.

I just wanted to add on behalf of the coastal conservation Association international habitat program the building conservation trust we are donating $25,000 to the project and we are extremely happy to be part of this. We do this work all over the state and I can tell you right now Volusia County Joe Nolan and the Volusia County staff are just a well oiled machine what they're doing is incredible they know what they're doing their very professional with what they do and they've been extremely accommodating to helping us through the whole process so we're just proud to be a part of it.

I do not know if Mr. Martin peters is here today. I don't think Mr. peters could make it the director of government communications with Yamaha but they donated as to step off of CCAs and in coordination with CCAs donations and thank you so much you all for making that connection. Yamaha provided $5000 check for this project. That was unprecedented for the reef program and amazing to me. Thank

Good afternoon. Thank you. Some of you I've met before my name is Randy Beardsley and the president of the Halifax sportfishing club located in [ Indiscernible ] Florida actually this August we celebrated our 50th anniversary [ Indiscernible ] I do at one point recognize are some Board of Directors were here which I will just name Jesse Jones he is our tournament director, Dave Bryden Bach, will Evans he's our vice president. I have Dave Bryden Bach is our treasurer, I also have Fred Parikh he is our hospitality director is one of the most important. I also have Heather and Jim share. Heather is our -- the head of our system fish to program which is the reprogram support which I will detail a little bit. Also Jim share his her former tournament director and also Thing [ Indiscernible ] one of our leading lady anglers who served as everything in our club is one of our -- been with the club for over 20 years. That I mentioned everybody? Yes. Part of this program I do want to thank Mr. Dineen also Joe Nolan we organized with the chart the middle part here in the top there's honestly better charts that we have all the artificial reefs systems plus we went out the local target captain and we have done the chart probably another 50, 60 sites for anglers in the county so this just shows if you look at all the red dots stars those are a lot of the fishing spots that are further out for different [ Indiscernible ] and so forth of course the green is the natural reef system and we added different sites to its which on the back when you see all this has the cornets [ Indiscernible ] the date which typically would find there and how big the relief is little more detail for anglers how it supports our club Heather Scheer works with actually another organization here [ Indiscernible ] see spirit our kids program we take out children they go through our program also with [ Indiscernible ] the Science Center they go through different programs that we have where we teach children about safety be aquaculture and so forth. We do reward them and take them out on the [ Indiscernible ] which is located in Thompson lead for half a day trip did I think this year three trips we took out roughly 40 to 50 children and their parents out [ Indiscernible ] we took them out and we come back we did three different scripts with your support 50 did approve [ Indiscernible ] we developed this chart and we provided to the

public [ Indiscernible ] it helps with our program we also put on a special reef fishing tournament have deficient one of the artificial reefs systems some of the largest fish in our tournaments were cods Jim share one of our directors cut a 63 pound king macro the largest in Thompson Lynn several years in the tournament and then will Evans or vice president his son got about a 60 pound Wahoo which was on [ Indiscernible ] they do come in this time of year things are closer [ Indiscernible ] come in a little closer to report. Also the charts helped us with other activities [ Indiscernible ] we will be updating it's actually Joe did -- the charts that are available to the public currently on hours we will be updating shows on here 14 and 15 which is a nearshore reef one mile out will be updating those along with the sinking of the lady Philomena and the tugboats we will be updating all of those and we are also going to be adding little bit more to [ Indiscernible ] and [ Indiscernible ] area to the south. Good morning I am Tom [ Indiscernible ] and I am the president of the [ Indiscernible ] for small let me tell you how honored I am to be able to [ Indiscernible ] and how prepared I am [ Indiscernible ] I did get my [ Indiscernible ] [ Laughter ] Real quick I want to thank the Council for your four sightedness of importance of the artificial Reese for Volusia County what it means to the county that you we couldn't do it [ Indiscernible ] Volusia County reef research [ Indiscernible ] is been in existence for over 30 years while anybody can go out and look at see was on the ships [ Indiscernible ] take videos and things like that not everybody has the training and we try to provide. When we first started have professionals come in and give us training for five weeks think such as [ Indiscernible ] got to know the direction of the occurrence you got to know what the composition is on the bottom you will go to know what the penetration is things like this you don't want to draw [ Indiscernible ] you want to be able to have things like that one of the other more important things that we do also the field of the ecology can see what's below the surface [ Indiscernible ] our divers [ Indiscernible ] you would on the you see something [ Indiscernible ] entangle our wildlife out there [ Indiscernible ] I'm probably not going to take up my whole three minutes but once again I did want you to know that we appreciate you [ Indiscernible ] Mr. Nolan the coastal division and the thought got to say. I came to Melissa County as a teenager fell in love with it raise my family here had no intentions on leaving because of the best program in the world and I think you need to [ Indiscernible ] you need

to bring the public awareness which are doing said think the future of this program is dependent upon that. You want to have it continuing our to see my kids going here for many many years to come have the opportunities to see what it is it's going on the bottom here [ Indiscernible ] when this thing hits the bottom [ Indiscernible ] the amazing things that I have seen on these racks over the years I hope that you get the contagious enthusiasm that I feel the ecosystems are unbelievable. You take an eyesore from the boatyard hits the bottom it comes the most beautiful breathtaking thing you can imagine on the bottom. If any of you need help in that area come see us we be happy to [ Indiscernible ] I'm so happy to see this thing going down the hatch help everybody comes to see this thing because one hits the bottom it's under the divers -- it's only for divers to see it and a lot of times it's out of sight out of mind. The future of this incredible program that you guys have #this is the opportunity I think you want to get the public behind you for this is like I said this is a template for every coastal community they need to open up their ecosystems to this. This is an incredible thing and I hope everyone of you got an opportunity at some point to get out there and see some of this stuff. It is incredible I have manta ray swimming with me on the [ Indiscernible ] now for several weeks this summer. I've had whale sharks swimming around the Achilles star [ Indiscernible ] all over the place [ Indiscernible ] it's incredible. It is absolutely beautiful. Granted we don't have the water clarity of South Florida but I think that nutrients rich water that we have here just going to make it that much better. We get our nice water from time to time and is just a beautiful thing to see down there. You don't have to travel the world to see some of the stuff that other people do travel the world to see. You can go right off our beach and find most of it. Most people are unaware of that. I really appreciate the opportunity to speak to you all and I hope I see you all in the future. Thank you.

We really needed to get big enough now are you have all the site and the beauty of this is that there's no longer competition between the divers and fishermen there's so much habitat and they just keep building more. Next relates to the conflict resolution procedures that you undertaken with the city of Daytona Beach Shores. The statute provides that a joint meeting of the governing bodies is to take place within 50 days of the time they received your resolution, however, we extended the time for the managers to meet my three weeks or so to accommodate the Shores and have just one meeting. After that date the manager or the city's attorney or both are gone for the next three weeks because thanks giving is one of those weeks. We need to have some dates in December that would be amenable to the counsel and perhaps to the Shores we can suggest a meeting date perhaps I don't know if you would care to do it on a Friday. We were going to do at the second Thursday in December we had thought about trying to do it next week late in the day because we anticipated to be a fairly short agenda or the following Friday morning the 17th but those don't work if are no other reason than because Mr. [ Indiscernible ] will be available. There's also -- this looks like a jigsaw puzzle [ Indiscernible ] we have 10 dice advertise -- days advertised. If you could express your preference for days then we will try to ordinate with [ Indiscernible ] and see if they can match up. Last week I was in Baltimore for the smart transit conference up there is two days it was fantastic and it is amazing what is going on in transportation. If you got an hour I will tell you about it. Yesterday was [ Indiscernible ] workshop where they are doing a very good job of ignoring us. I'm trying to get those amendments up there wanting to open this thing up to other things to discuss but [ Indiscernible ] wants to make sure they get seven years of funding [ Indiscernible ] they are losing four years. There seems to be a difference between what we are requesting and what they are trying to do. I'm contemplating having a conversation with Dan and Jim [ Indiscernible ] it's just going on and on and I just want to get it over with. So that's pretty much --

If I can add something to that Mr. [ Indiscernible ] and that is the 19th, think about this is very frustrating [ Indiscernible ] is going to be a tough discussion with them over a long period of time. The one thing that we have already told them I think we have to watch clockwise -- we told them that this wasn't -- we did not get a full funding grant agreement in place by January 1, 2019 time is done, it's up, it's gone you can't make it work. [ Indiscernible ] and I talked about everything that he can do. I think if he moves forward one thing I think he and I talked about that would be good is I think that if we send them correspondence should have all your names on it so they have no take that all seven councilmembers are serious about this and number two I think we have a window that if we can try and try and try if by January 1, 2019 we do not get this resolved one way or the other [ Indiscernible ] I think you've run out of time [ Indiscernible ] we

pull that and I think at that point our whole strategy might have to change. Am I saying that right Mr. Patterson?

First and foremost I wanted to give my condolences to the Myrtle Beach Police Department and the Volusia County law enforcement [ Indiscernible ] as many of you haven't heard they had an officer that was killed in a traffic crash recently so I definitely wanted to do that. There has been -- I've gotten quite a few citizens that of reached out reference Bicentennial Park [ Indiscernible ] they've been seeing some clearing of brush there so I wanted to make note that the county is holding a meeting Tuesday night November 7 at 6 PM and it will be at Bicentennial Park so any residence and went to come and voice their opinions about any changes that are going on out there they can certainly feel free to come and do that. If you cannot attend that meeting feel free to email me [ Indiscernible ] in your opinion will be recognized.

Is that relative to what the expansion of the dog park?

I had one individual at the very beginning of the year even before I think [ Indiscernible ] that was complaining about what was proposed to be done, complaining about [ Indiscernible ] might be there and then the [ Indiscernible ] project was stopped

I will give a very quick one or two sentence explanation but it's 2014 [ Indiscernible ] there was a public meeting up there and the public requested [ Indiscernible ] and they've gone two of those things done year-by-year with the budgeting --

Who held a public meeting?

The county. [ Indiscernible - multiple speakers ] expanding the area for the large dogs to run in the dog park now it pierced be public opinion that no one wants anything disturbed and they do not wanted expanded so I've talked with Tim Bailey at length and Chris with land management. At the public up there does not want that to be done then we will certainly --

I wouldn't say if they don't want it will do it because they're not the ones [ Indiscernible - multiple speakers ]

Here's what we have to do the Council and 60 made the final decision the improve the shelter they were going to go -- build the approved the

business place for the ADA and everyone agreed at that point that they wanted because they cannot keep the turf alive there's two small for the dogs was to expanded in this with fear when they had enough money -- is a maintenance thing now it's not like 10 grant to go out there was and they start cutting it now is got complaints. Team is meeting with them [ Indiscernible ] Ms. post is going to go out there inherent people have to say if they all of a sudden now have change their opinion and we will have to bring it back to the Council and get direction on what you want us to do.

The whole reason it's being done was that of -- with what the public requested at that time. If public opinion has changed [ Indiscernible - multiple speakers ] >> If they change their mind than any to bring it back to you and get some direction on what you would like.

There was one woman the complained about the changed and she's part of the one that's organized [ Indiscernible ] is all I'm saying.

Tim followed on everything on gopher tortoises and all of that so any of those arguments are not true.

All of the environmental stuff -- we went point by point with FW see, every I was dotted every he was crossed. The meeting is being held so that any question [ Indiscernible - multiple speakers ]

None of us a speaking for the Council and if it comes back to us it will be up to us to decide I don't want them to be misled that we may not do it just because they don't want.

At this point all were doing is -- Tim is doing this and I think it's appropriate [ Indiscernible ] she's just hearing what they say we just trying to understand is it one or two people into the understand what we are doing and once Tim explains it all it might be okay now we understand he shows them all the environmental stuff. If we think we are going to run into a problem we plan on bring it back to the Council.

My point with that was just that to ensure that the public understood that the reason it was being done was because that was the public requested that time.

Also, the next meeting in November 16th I will not be here for that meeting. [ Indiscernible ] is having their legislative conference and I'm looking forward to attending that. [ Indiscernible ] I also wanted to point out the Daytona regional Chamber of Commerce has there annual [ Indiscernible ] board storage and social advisors and I think it's really important to highlight them because as [ Indiscernible ] was saying earlier that [ Indiscernible ] Volusia County are small business and he needs to support those [ Indiscernible ] so kudos to them. That's all I have.

I have no comments other than when we set our calendars every year at the beginning of the year we lighted up with the board Association accounting with the meeting and I will tell you that has been a stumbling block in the past. One of the reasons we opted out of the Florida Association accounting couple years back because there meetings coincide with counsel meetings which is her immediate responsibility some just going to leave that one to sit right there.

I think that fits in with one of the things that I'm going to propose is that we have a brainstorming sharing ideas, sharing thoughts with each other we can't talk to each other let each other know and if we take a couple hours [ Indiscernible ] I know you thought we are going to be doing the same thing [ Indiscernible ] I would like to do that share ideas, share thoughts if you are on one page and six others are not on the same page I'm on think we need to bring those things out and kind of put them aside, whatever it is [ Indiscernible ] to attend the national Council Association or a State Council meeting I think is a pretty tough call. I would never miss a city commission meeting or a Florida [ Indiscernible ] we would just our meetings and times if we can't go we can't go and if we can't adjust our meetings to coincide I think that there's something Thursday we need to look at would like to have [ Indiscernible ] Sheraton be open we were going what were going to do.

I would like to say Mr. chair the reason that I thought it was important to go was being on the board of that and also being a policy leader on one of the committees that it was important. The reason I am on those is not just to be on them the reason I am on them is to help to advocate for Volusia County statewide and I know that the other councilmembers to that in their own ways maybe not associated with that for advocating but that is one of the ways that I do that and having those state roles that do advocate for Volusia County that do get us out there I thought was very important. Again this being a legislative conference I thought it was important.

Okay and I think that something that we all need to talk about something the Council had before and I'll share with you some other point time and make that decision. One of the reasons I opted not to be on a board was if it interfered with the city meeting I didn't do it and you did the same thing so.

I was the president of the Volusia [ Indiscernible ] and on the board of the state and I would not allow it to conflict with my counsel meetings. I'm also involved in West Florida's Association and I chose not to go.

Let's look at that if we need to revisit policy and priorities and I think we can do that at that time. I will make my comments? We can get out before 1:00.

Yesterday Jim judge and I attended a hurricane recount at the University of Central Florida as a replacement for Dr. Jim Gray I believe the [ Indiscernible ] state hurricane expert known all over his replacement was there he wasn't there but there was a great recap the Region 5 director or assistant director for FEMA was there as well as people from insurance industry and so forth and actually we shared with the roundtable maybe 20 people discussing so we've got the share thoughts. FEMA even made a note one of the things that I commented on was on the trash removal why can't they do a hybrid of what they requiring now and allow the blending of the pickups we don't have to go through their [ Indiscernible ] which is time-consuming and he made a note of it and how far that goes I don't know but nobody told him we discussed other issues that will be about eight or 10 like papers it will be written which we will all get copies of a recap of the meeting the sharing of ideas when went well what didn't go well and I think you'll be surprised what others feel from all over Central Florida about the effects of the hurricane and the follow-up. >> I can give you an update that was of October 17. The [Indiscernible] hurricane Matthew is around $25 million , that still outstanding. We've got some of the funds have been obligated which allows to go down and we've gone down about five-$600. We put in our request to drawdown from the state. That may take anywhere from three-, five weeks before we see that money in our coffers delivered to us. I've heard some municipalities have gotten some amount. Some of those were requested have been put in last April. I'm not going to say that so long is going to take us to get ours. Even promise from the state they've stepped up that part of the process of once it's obligated, once we've requested a reimbursement that they will -- they have a 2 to 3 week turnaround

Are we just now requesting?

Yes, because the funds were not available to us until FEMA put the stamp of approval on it. That's what's been taking so long is getting it through the FEMA pipeline.

What we discussed this letter but will you start developing a very simple flowchart and how this works?

We can do that.

I want to do that and I would tell you why because there's another thing that ties into it. This ties into my confidence level in the spring like May or June to be able to tell you about our goal to go to zero by November 1.

I've got to see something start to come from FEMA. I want to feel more comfortable that we are going to get paid.

Your comfort level and do what's owed us as proactive approach this counsel needs to take which is our position in the arena that we are in and I intend to do so because been that it's not just comfortable, it's my recommendation to actually pay off potential debt. I want to make sure that I've got money coming in and I'm starting to get concerned that this is over a year later and we still are getting nowhere.

FEMA started prior to the season $25 billion in debt. They were in the red $25 billion. They are concerned that the House and Senate are not going to fund them. This doesn't count where we are from this season's hurricane -- Harvey, Irma and the rest of them you are talking about billions of dollars and you still have the billions of dollars of claims from Matthew that have not been paid. There they are stuck $25 billion short.

You've touched on what I've always been afraid of. That is I think that that is so big on their part and they're not even touched. Harvey, the fires in California the stuff in Puerto Rico, I'm very worried about getting paid. Not just when.

I think I don't like to worry because worry [Indiscernible] I think it's to be concerned over getting paid. Don't worry about it's. Don't worry about it. We are either going to get paid or we are not.

I'm still wondering if there's a hurricane Sandy if Ed they've got their money.

That one is still open too. There's still bills owed on that.

They just close bridges in New Jersey [Indiscernible-Faint audio].

They are good to be aware and that's one of the reasons that coastal communities have been asked to maintain the reserve of about 25% of their annual general fund budget and we don't. We cannot go we struggle to get what we have. I was surprised to learn that the money had not been approved -- been approved but one section of FEMA but the money had not been sent because they don't have it. I think that's what the holdup is.
