“The amygdala and the nucleus accumbens were the parts of the brain where the abnormalities were most prevalent. These two regions of the brain are responsible for processing emotions, making decisions and motivation.

Damage to these parts of the brain often yield some types of mental illness such as anxiety disorders, paranoia, bi-polar condition and depression, and Breiter argues that this is the part of the brain that, “you do not want to mess with.”

PART II

Ward was killed Aug. 9 when a car driven by Stewart, the three-time NASCAR Sprint Cup champion, struck and killed him during a dirt-track race at Canandaigua Motorsports Park. The 20-year-old Ward had exited his car after a crash and walked toward Stewart's moving car on the track. Ward died of blunt force trauma.

Ontario County District Attorney Michael Tantillo looked at the evidence and could have brought charges or dropped the case himself, but he said last week that the matter would be decided by the grand jury.

Tantillo said at a press conference Wednesday that toxicology results showed Ward had enough marijuana in his system to be impaired.

This is a strong testimony for the Florida voters on the impact of judgment by someone under the influence of Marihuana. 23

VOTE “NO” ON MARIJUANAFormer Florida Supreme Court justices are calling on all Floridians to protect the Florida’s Constitution by

voting “NO” on Amendment 2.

Raul G. Cantero IIIKenneth B. Bell

They are offering 5 reasons to vote “NO” on Amendment 2:

25

Page 26: Vote no to marijuana english 10.4.14

Former justices outline their reasons to vote NO on Amendment 2

“First, the amendment is so broadly cast and vague, it will open the door to the general use of marijuana, not to carefully regulated medical use of a drug for those truly suffering.”

Voters don’t have the time to read the full text of the amendment of its impact and are mislead on election day.

“Third, Amendment 2, creates a right to use marijuana coupled with the right of privacy for medical marijuana users, without regard to age.”

“This could be construed to allow minors to obtain marijuana for purported medical reasons without the knowledge or consent of their parents.

“Fourth, Amendment 2 creates a role of medical marijuana “caregiver.” “There is only one requirement to be a caregiver – be at least 21.”

“Amendment 2 requires no medical expertise, training or background checks for caregivers, who would have authority to provide marijuana to multiple individuals. This caregiver provision could be used as a legal shield to protect drug dealers from prosecution.”

Fourth, Continuation

“Florida Department of Health estimates that if the Amendment 2 passes, there will be approximately 250,000 caregivers and nearly 180,000 pot shops that would dispense marijuana in the State of Florida.”

“This calls into questions the state’s ability to adequately regulate the distribution of marijuana, since it would not be obtained from traditional pharmacies, but from shops run by the marijuana industry.”

“Fifth, if Amendment 2 is approved, it would be almost impossible to fix its many flaws because it would be enshrined in the Constitution, rather than being a general law that can be changed or improved as needed to respond to inevitable problems.”
