Weekly Briefing #14104: New Procedures for Obtaining VPK COE

All VPK Programs (Title I, Fee-Supported, and Head Start) must collect Certificates of Eligibility (COEs) for all four-year-olds.

COE numbers must be entered into ISIS to complete the student’s registration.

COEs, regardless of the prek program, must be sent to the Office of Early Childhood Programs throughout the school year starting in February 2014.

When a child changes schools, the parent must get a new COE and transfer form in order for the district to receive the continued VPK funding.

Notify parents that new COE takes 48 hours to obtain, therefore do not withdraw the student until parent has the required documents for the transfer.

VPK must adhere to School Board Policy 5200 - Attendance as with all K-12 students.

On July 1, 2013, the Early Learning Coalition became the agency that generates the COE. Child Development Services (CDS) is no longer responsible for providing the COE to parents.

Parents may obtain the COE by going online at www.vpkhelp.org or by visiting the three new centers staffed by the Coalition.

The COE number may contain 5 to 16 digits. Both the online-generated COE and the version done manually are acceptable.

Children may be registered only if they have a letter of acceptance to the Head Start (HS) or Early Head Start (EHS) program from Miami-Dade County Public Schools.

VPK COEs are required for all HS four-year-old children who turn 4 years of age on or before September 1, 2014.

Three-year-olds enrolled in the Head Start/Early Head Start Program do not require a COE.

Four-year-old Head Start children must be registered using the Pre-K Program code “B”.

Three-year-old Head Start children must be registered using the Pre-K Program code “G”.

Children ages 0-3 years old participating in the Early Head Start Program must be registered using the Pre-K Program code “H”.

Early Head Start children transitioning into Head Start during the school year will remain with the “H” code for the remainder of the school year. Their code will change to “G” when they begin Head Start the following school year.

Student attendance is reported daily utilizing the district’s Electronic Gradebook and the ChildPlus System.

Children in a half-day program are registered at

the school they attend in the morning (home school).

The afternoon school is documented as the shared

school. For students requiring Special Education (SPED)

transportation, the morning school is responsible for requesting transportation upon the child’s registration.

For All Prek Programs Enrolling children into the VPK Program without a

Certificate of Eligibility. No COE number in ISIS. Not completing the State required Child Attendance and

Parental Choice Certificate (Long Form) on a monthly basis is a non-compliance matter with the Early Learning Coalition (ELC) and jeopardizes VPK funds. Coalition staff members will request this form when your school is audited. The Long Form must be kept in a designated place in the main office.

For Title I Programs

Placing staff members’ children in your Title I program that do not reside in your attendance zone is a federal audit exception.

For Head Start Programs

Enrolling/placing children without HS/EHS acceptance letter/documentation.

Terminating Head Start children from the program without authorization is a violation of Head Start regulations.

For Fee-Supported Programs

Allowing students to attend the enrichment program without parent payments prior to the beginning of each service period.
