    What is VTS?

    First introduced in 1948 at the port of Liverpool,today is regulated by reg. 12 of chapter V ofSOLAS.

    A service implemented by a CompetentAuthority, designed to improve the safety and

    efficiency of vessel traffic and to protect theenvironment.

    The service has the capability to interact withthe traffic and to respond to traffic situationsdeveloping in the VTS area.

    What is the objective of VTS?

    The purpose of VTS is to improve:

    the safety and efficiency of navigation,

    Safety of life at sea and

    the protection of the marine environment

    and/or the adjacent shore area, worksites andoffshore installations from possible adverseeffects of maritime traffic.

    Different type of VTS

    Port VTS is mainly concerned with vesseltraffic to and from a port or harbour or

    harbours

    Coastal VTS is mainly concerned withvessel traffic passing through the area.

    River VTS is mainly concerned with trafficnavigating in the river

    What are Benefits of VTS?

    The benefits of implementing a VTS arethat it allows:

    Identification and monitoring of vessels,Strategic planning of vessel movements and

    provision of navigational information andassistance.

    It can also assist in prevention of pollution

    and co-ordination of pollution response. It acts as deterrent to Pirates and

    Terrorists

    Efficiency of VTS

    The efficiency of a VTS will depend on thereliability and continuity of communications

    and on the ability to provide good andunambiguous information.

    The quality of accident preventionmeasures will depend on the system'scapability of detecting a developing

    dangerous situation and on the ability togive timely warning of such dangers.

    Services of VTS

    VTS should provide service as follows:

    The information service by broadcasting

    information at fixed times and intervals or whendeemed necessary by the VTS or at the requestof a vessel, and may include:

    reports on the position, identity and intentions of other traffic;

    waterway conditions;

    weather;

    hazards; or any other factors that may influence thevessel's transit.

    Services of VTS

    A navigational assistance serviceto assist on-board navigational decision-making in difficultnavigational or meteorological circumstances or

    in case of defects or deficiencies. This service is normally rendered at the request

    of a vessel or by the VTS when deemed

    necessary. A traffic organization serviceis a service toprevent the development of dangerous vesseltraffic situations by planning and managing oftraffic movements and to provide for the safeand efficient movement of vessel traffic withinthe VTS area.

    Legality of VTS

    In any VTS message directed to a vessel orvessels it should be made clear whether themessage contains information, advice, warning,

    or an instruction. The liability element of an accident following

    compliance with VTS guidance is an important

    consideration which can only be decided on acase-by-case basis in accordance with nationallaw.

    Consequently, a VTS authority should take intoaccount the legal implications in the event of ashipping accident where VTS operators mayhave failed to carry out their duty competently.

    Regulatory Regime of VTS

    Vessel Traffic Services (VTS) to be developedby the Ministry of Shipping in consultation with

    Directorate General of Shipping, DirectorateGeneral of Light House and Light Ships (DGLL),concerned Port and Coastal State Authorities.

    The monitoring and enforcement shall be byPort Authority within Port limits and other watersas per the notification of the Ministry of Shipping.

    The VTS shall conform to the provisions ofRegulation 12 of Chapter V SOLAS 1974 asamended;

    Conclusion

    The importance of Navigation Safety, Maritimesecurity, Environment Protection is increasingday by day. With increased maritime traffic and

    incidents threatening marine security and safetyoccurring every now and then.

    The VTS system providing port management,

    surveillance, safety and guidance for vesselsarriving and leaving the port, reduces thechances of accidents.

    The VTS initiative taken by GMB, Kandla PortTrust and DGLL thus seamlessly takes care ofconcerns such as ever increasing traffic at theports, risk of accidents, highly volatile areas,

    security concerns, oil spills etc.

    Conclusion

    The VTS has only covered 800Kms, theremaining 6700Kms is yet to be covered

    Rivers and Inland Waterways have just aboutstarted thinking about the RIS.

    The DGLL maintains 181 lighthouses that are

    placed around the coast and are likely to beused as AIS network Hubs with Radars installedthat will cover the surveillance of the entireIndian Coast.

    Hopefully in times to come we shall have thecomplete coast, the Major ports and NW-1 uptoFarakka covered by VTS manned by competent

    operators and the navigation will be safer andour coastline secure and pollution free.
