2005 is a year for milestones in the CDMA wireless industry: it marks the tenth anniversary of the first commercialcdmaOne™ launch and the fifth anniversary of the first commercial CDMA2000® deployment.

In addition, the Americas Congress also celebrates its tenth year in 2005. On behalf of the CDMA Development Group(CDG) and the Institute for International Research (IIR), I am pleased to announce that the 3G CDMA Americas Congresswill take place on September 12-14, 2005, at the Miami Beach Convention Center.

The Americas Congress has grown to become one of the industry’s most respected annual events, capturing broaderattendance every year, increased media attention, greater support from leading wireless companies, and an exposition of thetop infrastructure, handset, test equipment, and component manufacturers, content and application providers, and relatedsystems and services vendors.

We have developed a great agenda and many of the leading operators, equipment vendors, analysts, application developers,and content providers will share their perspectives on the outlook and new directions for 3G CDMA and the wirelessmarketplace in the Americas. The 3G CDMA Americas Congress is delighted towelcome the Honorable Michael K. Powell, Chairman ofthe Federal Communications Commission from 2001-2005, as a special guest speaker.

Mr. Powell’s speech will offer a glimpse into the future,clarifying the world of bewildering technological changeand articulating how changes in media, music telephony,and wireless are transforming how we work, play andcare for our citizens.

The Digital Revolution Who could have imagined that the whole of human communication could bereduced to an alphabet of two: zero and one? Digitalization is revolutionizing ourworld, putting much greater power into the hands of people. Newspapers havepersonal technology sections; consumer electronics gadgets top consumer wishlists for holidays and birthdays; and words like "WIFI," "broadband" and "instantmessaging" have entered the cultural lexicon as reflections of how rootedinnovative technologies are becoming in our lives. The march of technology isrelentless: in the near future you will watch videos on your cell phone, programyour television from the internet, and make unlimited phone calls from virtuallyany electronic device anywhere anytime. As well, the coming generation ofyoungsters will provide us with the very first generation of children who grew upin an entirely digital age. How will this affect the way they process informationfrom previous generations? What does raising a generation of children literally"plugged-in" from birth mean for education and learning, for parenting, for theworkforce, for society and for the future?

The Honorable Michael K. Powell served as Chairman of the FederalCommunications Commission at a time of revolutionary change in technologyand communications. He was appointed by President Clinton in 1997 and wasdesignated Chairman by President Bush in 2001.

As Chairman, Mr. Powell created the right regulatory conditions to stimulate thedeployment of powerful technologies that put more power in the hands of the

people. He clearly saw the importance of the rise of digital technologies and theimpact they would have on our lives, from health care to education. AsChairman, he focused on initiatives that encouraged market-driven solutions thatpromoted consumer interests and drove innovative approaches to gettingbroadband technology out to people—such as broadband over power lines, WiFiHotspots, Cable broadband and DSL. These competitive alternatives expandedaffordable broadband options to all Americans and helped narrow the digitaldivide. From campaigning for the right to keep your phone number whenswitching wireless carriers, to fighting to block unwanted telemarketing calls witha Do-Not-Call list, to cautiously policing the airwaves of indecency, Mr. Powellput consumers on the forefront in this exciting and dynamic marketplace.

Chairman Powell previously served as the Chief of Staff of the Antitrust Divisionin the Department of Justice. In that capacity, he advised the Assistant AttorneyGeneral on substantive antitrust matters and managed the division.

Before joining the Antitrust Division, Mr. Powell was an associate in the law firmof O’Melveny (“O-MELL-van-ee”) & Myers, and just prior to joining the firmclerked for the Honorable Harry T. Edwards, Chief Judge of the United StatesCourt of Appeals for the District of Columbia Circuit.

Before starting his legal career, Mr. Powell served as a policy advisor to Secretaryof Defense, Richard B. Cheney. In addition, his experience includes militaryservice as an armored cavalry officer in the United States Army. While on duty,Mr. Powell was seriously injured in a training accident and—after spending a yearin the hospital—was retired from service.

Mr. Powell graduated in 1985 from the College of William and Mary with adegree in Government. He earned his J.D. from Georgetown University LawCenter.

Mr. Powell currently serves on the Board of Visitors of both the College of Williamand Mary and the Georgetown University Law Center. He is currently servingthree months as a Senior Fellow of the Communications and Society Program ofthe Aspen Institute.
