• Develop Design Control Document (DCD)
• DCD is developed by Nuclear Design and is based on final design details
• DCD is reviewed by regulator and receives Design Certification, plant design
can now be referenced for operating permit
• Utility submits a Combined Operating License (COL) application
• COL contains site and utility specific information, also references approved
DCD for nuclear design.
• COL is approved by regulator and receives permission to construct and
operate plant.
• Utility must submit completion of Inspection, Test Analyses Acceptance Criteria
(ITAAC) process to demonstrate plant as described in DCD is what was
constructed.

U.S. Licensing Process
The DCD is used:
1.In the U.S., the DCD is a single step Licensing document
for the 10 CFR Part 52 licensing process;
2.Or, as input for Preliminary Safety Analysis Report (PSAR)
or Final Safety Analysis Report (FSAR), in a 10 CFR Part
50 licensing process;
The China licensing is a two step process using the DCD as

UK GDA Update RI Closure
• On the 27th June 2011, ONR officially closed the
Regulatory Issue (RI). The RI raised in February 2010
was in connection with the design related to the
proposed “steel-concrete-steel” construction design for
certain key structures within the Nuclear Island.
Accordingly the regulators required Westinghouse to
provide appropriate evidence to demonstrate that the
strength and durability of these structures was
adequately justified.
• The closure of the RI signals a significant step towards
a Design Acceptance Confirmation and provides
confidence to potential customers looking at the
AP1000 design as a technology choice in the UK.

On 14th July 2011 ONR published their Quarterly Report for
the period between 1st April and 30th June 2011.
The report officially stated ONRs intent to award interim
Design Acceptance Confirmation (iDAC) and interim
Statement of Design Acceptability (iSODA) by the end of
2011, subject to agreed Resolution Plans.
The report goes on to state that both Requesting Parties
have completed a large amount of the technical questions
raised by ONR. From this process ONR state that, “we have
not identified any showstoppers and we now are left with a
set of GDA Issues that need to be addressed before we
would provide a Design Acceptance Confirmation”.

– Found during routine preventive maintenance (72 Hour Shutdown
Limiting Condition for Operation (LCO))
– Found galled Wear Rings
– Utility requested and was granted Enforcement Discretion for 36
more hours.
– Additional difficulties in repair caused a forced shutdown.

– Foreign Material in Mechanical Governor hydraulics
– Additional repairs to governor took longer than a day to complete.
– Both units were shutdown until repairs were complete
