INTRODUCTION

This Lodgebook is the culmination of the efforts of the Lodge Officers of Wachtschu Mawachpo – Lodge 559, Class of 2010 along with the many persons who helped our lodge by providing information, helped in the production of this Lodgebook.

This Lodgebook is developed in electronic format, to be available in CD’s and eventually in web-based downloads, to facilitate printing in 8 ½” by 11” page in loose leaf form. These formats were selected because it would allow for easy update and amendment of the Lodgebook without requiring the entire book to be reprinted each year. Each new Ordeal Member will be provided with a Lodgebook as a part of his ordeal fee and those already members of the Order of Arrow may obtain a copy at any authorized OA function or download a copy from designated council website(s).

As revisions are made to the book, they will be available though council website(s) or shall be mailed, without charge, to each member in good standing with the lodge, i.e., meaning that he has his dues paid up and is on the current mailing list of the lodge. If a member of the lodge has not paid his dues in the previous year, he may obtain the current revisions back to his last one by paying his current dues and one dollar for the previous revisions.

The lodge executive committee encourages you encourages you to read your Lodgebook, insert the revision pages as they are delivered to you. We especially hope that you will look at the calendar of events and attend as many as you are able. We hope that you will find many uses for this book and will bring it to each lodge and chapter meeting.

We also encourage you to let us know of any mistakes, omissions, or erroneous material that this Lodgebook will be of use and importance to you in your work with your chapter and your lodge and hope to see it in your possession at all lodge and chapter functions.

I do hereby promise, on my honor as a Scout, that I will always and faithfully observe and preserve the traditions of the Order of the Arrow, Wimachtendienk Wingolauchsik Witahemui. . . . I will always regard the ties of brotherhood in the Order of the Arrow as lasting, and will seek to preserve a cheerful spirit, even in the midst of irksome tasks and weighty responsibilities, and will endeavor, so far as in my power lies, to be unselfish in service and devotion to the welfare of others.

1. We want to be a Quality Lodge every year as a minimum standard for our lodge.

2. We desire to publish the Oak Leaf at least quarterly and to update the Lodge Handbook annually.

3. We want to publish a “Where to go Camping Book” and keep it current on a year to year basis.

4. We want to see an increase of at least 50 percent in the retention of all new Ordeal Members in each succeeding year.

5. We desire to see an increase in Ordeal Members who go through the Brotherhood Ceremony.

6. To be more aware of the need of our participation in our own troops as a leader and role model for younger Scouts.

7. Realize that we have the responsibility to promote camping including not only Camp Orr, but individual troop, district, and council camping.

The Council (Westark Area Council) was originally organized July 1920. The territory at that time included only the city of Fort Smith and the name of council was “Fort Smith Council”.

Early in 1922, the Council territory was extended to include the city of Van Buren. The Council then became known as the “Fort Smith – Van Buren Council”.

The territory remained unchanged for 5 years until the Council re– registered in January 1927. At that time, the Council was extended to include all of Crawford and Sebastian Counties, together with that portion of Franklin County south of the Arkansas River. The Council’s name remained unchanged.

In December 1928, the Council took over 13 additional counties which included the Counties of Polk, Pope, and Scott and the 10 counties which had previously constituted the “Ozark Council” in the northwest part of the state of Arkansas. (The counties were as follows: Benton, Washington, Carroll, Boone, Madison, Newton, Franklin [north half], Johnson, Logan, and Yell).

The Council was re– registered in 1929 under the name of the “Northwest Arkansas Council”. This was changed at re– registration time in 1930 to the “Fort Smith Area Council”. Since the time of the Council’s re– registration in 1937, the Council has been known as the “Westark Area Council”; but, on June 23, 1947, the Council was incorporated in the State of Arkansas and from that date to present has been known as the “Westark Area Council, Inc., Boy Scouts of America”.

In January 1955 Mena and Polk Counties were transferred to the Caddo Council in Texarkana, Arkansas.

Pope County, which formerly had been in this council transferred to the Quapaw Area Council in 1953 then came back and became a part of the Westark Area Council in January 1957.

Fulton County transferred to Eastern Arkansas Area Council on August 1, 1965. This transfer included on pack, one troop, and 34 boys.

The Westark Area Council today consists of the following counties: Crawford, Sebastian, Scott, Benton, Madison, Washington, Franklin, Logan, Johnson, Pope, Yell, Baxter, Boone, Carroll, Izard, Marion, Newton, and Searcy.

A campaign for the building of a new Boy Scout camp was conducted in 1953– 54. Lad for the camp was purchased and developed and Camp Orr has been in use since 1955.

The Scout Service Center, 1401 Old Greenwood Road (formerly known as 1401 South 31st Street, was built in 1963.

The State Legislature passed a Bill on March 1973, permitting the Westark Area Council to purchase 2,842 acres of Booneville Sanatorium land for future camp development. The drive to develop this land was begun in the fall of 1975 and completed in May 1976. Construction of the camp, now known as Rogers Scout Reservation, started in the spring of 1976.

Wachtschu Mawachpo Lodge 559, Lodge of the Mountain Treasure, began in 1963. The first Lodge Chapters were Butterfield, Northwest, Ozark, and Magazine Mountain. The first Lodge Chief was Don Ford of Fayetteville. The first Lay Advisor was Harry Martens, and the Professional Advisor was Bill Baird, both of Harrison. The chapters at this time were large for a young lodge. Butterfield Trail had 20 members with Barry Coplin of Fort Smith as Chapter Chief. Northwest had 36 members with Dick Ford as Chapter Chief. Ozark had 25 members and Marshall Smith was serving as Chapter Chief. And Magazine Mountain had 23 members with Don King serving as its Chapter Chief. The first Ordeal was large for a young lodge. One hundred twenty– two new members were inducted. Magazine Mountain had 32 candidates, Northwest had 39, Ozark 33, and Butterfield Trail had 28. The Northwest Chapter changed its name to Uark, and then at a later date, changed it again to Razorback as it is presently known. The Lodge has progressed greatly through the years, and hopefully will continue to do so in the future.

THE VIGIL HONORTHE VIGIL HONORTHE VIGIL HONORTHE VIGIL HONOR

Eligibility for the Vigil Honor shall be in accordance with the Order of the Arrow Handbook and the Guide to Officers and Advisers.

Candidates for the Vigil Honor shall be selected by the Vigil Nominating Committee which shall be composed of no less than five and nor more than ten youth Lodge members younger than 21 years of age and the committee chairman, who shall have no vote. Effort shall be made to have at least one representative from each chapter but no more than three shall be permitted from any one chapter. Arrowmen selected for service on this committee should have a good knowledge of those eligible for the Vigil Honor, they should be active at the Lodge level, and be a member in good standing of the Lodge. The chairman and committee members are usually Vigil Honor members; however, any youth member of the lodge may serve on the committee, provided that he is not eligible to receive the Vigil Honor. Inasmuch as the Vigil Honor does not connote a separate membership or grouping, it is inappropriate for the nominating committee to be “a committee of the whole” involving all or substantially all Vigil Honor members of the lodge. Nor is the Vigil Honor nomination process to be one in which the Vigil Honor members of the lodge, as a group, determine who is sele cted.

The Vigil Nominating Committee members and chairman will be appointed by the Lodge Chief after consultation with the Lodge Advisor. The chairman and members must be approved by the Lodge Adviser and the Scout Executive. The terms of office for the chairman and the committee members shall be one year and begin and end with each Lodge year.

The Lodge Chief shall be responsible for making prior arrangements for an adequate meeting place for the committee. The Lodge Secretary shall be responsible for the Lodge Chief for providing the Committee with all necessary materials. The Vigil Nominating Committee shall meet in closed door sessions as required to do its work.

1. Meet the requirements as outlined in the Order of the Arrow Handbook and be “active” in the Lodge.

2. The term “active” shall be defined as follows: the candidate should have attended at least five of the following events in each of the previous two years – a) Lodge Ordeal, b) Lodge Fellowship, c) Section Conclave, d) Workday Brotherhood Ceremony, e) Lodge Banquet and Business Meeting, f) 75% of all Chapter’s events, or g) served as a Lodge or Section Officer.

3. Adults will be considered for the Vigil Honor only if the quota of Vigil nominations has not been met after all youth Brotherhood members have been reviewed, nominated, and voted on.

4. Show true dedication, interest, and deep concern in the Lodge through consistent participation in the Lodge.

5. The Vigil Honor is a high mark of distinction and recognition reserved for those Arrowmen who, by reason of exceptional service, personal effort, and unselfish interest, have made distinguished contributions beyond the immediate responsibilities of their position or office to one or more of the following: Their Lodge, the Order of the Arrow, Scouting, or their Scout camp. Under no circumstances should tenure in Scouting or the Order of the Arrow be considered a reason enough for a Vigil Honor recommendation.

Before Vigil nominations, the chairman will read the rules and make sure all members of the committee understand them.

Two elections will be held, both in the same manner. First, all the members younger than age 21 who have been Brotherhood member for two years or more will be considered. Next, all the adults will be considered.

All eligible names are put in front of the committee (i.e. chalkboard).

One by one, without discussion, the names are considered for nomination. If no one person wishes to nominate a name, that name is taken from the list. Note: It only take one member of the Committee to keep a name on the list.

When the list is narrowed, discussion is carried out for each name. After the discussion, a vote is taken. A vote of two-thirds majority by the nominating committee is required for nomination. If, after the first voting, the list of those nominated exceeds the Vigil quota, another discussion and vote should be taken to narrow the list. If the list is less than the quota, THEN AND ONLY then should adults be considered. Note: A member of the committee is limited only by his own discretion as to how many votes he casts.

If, after all the voting, a simple majority of the committee members think that there is a major problem with the list, (example: If, after one election, there is a need to reconsider one of the names nominated or not nominated, this may be done.) the procedure can be redone at any during this election process. This may be done because the Vigil Honor is not to be taken lightly and every precaution should be taken to insure the worthiness of those nominated.

Voting by this method minimizes competition. Committee members only must decide whether or not they will vote for a person, not for whom they will cast a specific number of votes. This also allows the number of the quota to be kept secret until after the voting.

Lastly, if the list exceeds the quota, then and only then may one Arrowman be compared to another as to worthiness. It would be better, however, for the committee members to review the discretion they used in voting.

The Wachtschu Mawachpo Arrowman of the Year Award is given annually to a youth and adult who most exemplifies what Scouting is all about. It may or may not be presented each year depending on whether or not any are worthy of this award. The persons selected for this award should demonstrate high standards of leadership, service, and life in the Order of the Arrow. There is no special age, rank, or Brotherhood requirements required to be awarded this honor. The award shall consist of the Order of the Arrow Wall Plaque No. G6380 engraved as follows:

The founders’ award consists of a 2½” bronze medallion standing on a walnut base. A brass plate is engraved with the recipient’s name and attached to the walnut base. A certificate which is suitable for framing is also provided.

Lodge 559559559559 may petition the National Order of the Arrow Committee to present two awards each year. These awards may be presented to any qualified Brotherhood or Vigil Honor member. If the Lodge petitions for two awards, one must be presented to a youth member under 21 years of age. All petitions must be made on Founders’ Award Petition number 21-137 which may be obtained from the National Executive Secretary. Petitions must be submitted at least six weeks prior to the date of presentation.

This award is the highest honor which may be given at lodge level and is a nationally recognized award in the order of the Arrow. It should be given only to those whose service to our lodge has been well above and beyond the normal level of service expected of an Arrowman from our lodge. Nominations for this award may be made by the Executive committee, Lodge Advisor, Chapter Lay Advisors, or Lodge professional Advisor. This award does not need to be given if there is no one eligible or worthy in any particular year.

ARTICLE I

MISSION

The mission of the lodge is to achieve the purpose of the Order of the Arrow as an integral part of the Boy Scouts of America in the council through positive youth leadership under the guidance of selected capable adults.

ARTICLE II NAME AND AFFILIATION

SECTION A. Name and affiliation of lodge. The lodge shall be known as Wachtschu Mawachpo Lodge, Lodge Number 559, Westark Area Council No. 16, Boy Scouts of America, and shall be under the supervision of the council camping or Boy Scout committee and the administrative authority of the Scout executive.

ARTICLE III INSIGNIA

SECTION A. The totem of the lodge shall be that of the White Oak Tree.

SECTION B. Lodge Pocket patches may be purchased, without restriction, by any active member, except that a member may not buy pocket patches of higher honor than his current OA honor. An Order of the Arrow membership card must be presented before any purchase is made.

SECTION C. The standard Lodge neckerchief shall be one approved by the Lodge Executive Committee.

1. Each member may purchase only one official lodge neckerchief that is not to be traded or resold. By returning a damaged neckerchief, a member may purchase a new neckerchief.

2. Lodge neckerchiefs may be worn by a lodge member at his option when in uniform.

SECTION D. In order to be eligible to wear the Wachtschu Mawachpo Lodge pocket patch and neckerchief, an arrowman must be a registered Scout, or Scouter and an active member of the Wachtschu Mawachpo Lodge. If a member fails to pay his dues or he chooses to withdraw his membership, he is not allowed to wear the pocket patch, neckerchief, or sash.

ARTICLE IV LODGE DIVISION AND ASSOCIATION

SECTION A. This lodge shall be divided into chapters according to respective functioning districts of the council. Each chapter shall come under the supervision of the related respective district’s Scout Executive(s). There shall be four chapters in Wachtschu Mawachpo Lodge and they are named: Butterfield Trail, Magazine Mountain, Ozark, and Razorback.

ARTICLE V ELECTION TO MEMBERSHIP

SECTION A. The requirements for membership in this lodge are as stated in the current printing of the Order of the Arrow Handbook and the Order of the Arrow Guide for Officers and Advisers.

SECTION B. The procedure for the Ordeal shall be as stated in the current printing of the Order of the Arrow Handbook and the Guide to Inductions.

SECTION C. Each chapter shall hold its own unit elections, with the Chapter Unit Election Committee in charge. All elections must be cleared through the Unit Elections Committee.

ARTCLE VI. OFFICERS

SECTION A. The officer of the lodge shall be Lodge Chief, Lodge Vice– Chiefs(s), Lodge Secretary and Lodge Treasurer. The number of vice chiefs are to be determined by the Lodge Executive Committee prior to the elections. The elected officer must be registered in Scouting in good standing in the lodge and under 21 years of age for their entire term of office.

SECTION B. The officers of each chapter shall be Chapter Chief, Chapter Vice– Chief(s), and any other positions needed as determined by the Chapter. These elected officers must be registered in Scouting in good standing in the lodge and under 21 years of age for their entire term of office.

SECTION C. The term of lodge officers shall be January 1 through December 31. The length of chapter officer terms is to be decided at the discretion of the chapter.

with National OA Policies.

SECTION E. The lodge executive committee shall be composed of the elected lodge officers, immediate past Lodge Chief, Lodge Operating Committee chairmen, Lodge Adviser, another member of the council camping or Boy Scout committee, Chapter Chiefs, Chapter Advisers (where applicable), Scout Executive, and Lodge Staff Adviser.

SECTION F. Voting members of the committee will be the Lodge Officers and only one vote per chapter. Only those under 21 years of age may vote.

SECTION G. Vacancy in a Lodge Office shall be filled by the Lodge Executive Committee.

SECTION H. The Lodge Adviser shall be appointed annually by the Scout Executive. Chapter Advisers shall be appointed annually by the Scout Executive in consultation with the Lodge Adviser and the District Camping Committee.

SECTION I. The Lodge Chief shall appoint such operational committees as may be required from time to time with approval of the Lodge Executive Committee; all chairmen shall be under 21 years of age for the entire term of office.

SECTION J. The Chapter Chief(s) shall appoint such operational committees as may be required from time to time with approval of the Chapter Executive Committee; all chairmen shall be under 21 years of age for the entire term of office.

ARTICLE VII LODGE MEETING

SECTION A. The lodge shall schedule Lodge events as needed and determined by the Executive Committee. These events shall include a Lodge Banquet, at least one Lodge Fellowship, Lodge Election, and other events as may be required.

SECTION B. The Executive Committee of the Lodge shall hold at least four meetings a year.

SECTION C. Special meetings of the Executive Committee of the Lodge may be called by the Lodge Chief with the approval of the Scout Executive or by the Scout

Executive.

SECTION D. Each meeting of the Lodge shall be opened with the obligation of the Order of the Arrow.

SECTION E. Members of the Order, 21 years of age or over, shall have no vote in any decisions of the Lodge.

ARTICLE VIII

DUES

SECTION A. The induction fee will be determined by the Executive Committee and is payable at the time of induction. For such fee, each new Ordeal member shall receive: a membership card, an Order of the Arrow sash, an Order of the Arrow Handbook, a Wachtschu Mawachpo pocket patch, and one Lodgebook.

SECTION B. Dues of the Lodge shall be collected by the Lodge Treasurer in the amount of $8.00. Dues must be paid during January of each new year.

SECTION C. In the development of the Lodge Annual Budget, funds will be made available for chapter mailings, activities, and service projects. The Chapter must gain approval of the Chapter Adviser and the Lodge Secretary and Lodge Treasurer before incurring expenses. All approved bills will be paid by the Council Office up to the amount of $100.00 annually.

SECTION D. Finances. All Order of the Arrow funds shall be handled through the council service center and go through all normal council accounting procedures.

SECTION E. Inactive members may be restored to active current status by paying the current dues.

ARTICLE IX BROTHERHOOD AND VIGIL HONOR MEMBERSHIP

SECTION A. Brotherhood membership. Completion of Brotherhood membership shall be in accordance with the requirements in the current printing of the Order of the Arrow Handbook and the Order of the Arrow Guide for Officers and Advisers.

SECTION B. The Vigil Honor. Attainment of the Vigil Honor shall be in accordance with the requirements in the current printing of the Order of the Arrow Handbook and

ARTICLE X AMMENDMENTS TO THE RULES

SECTION A. These rules shall be subject to amendment at the regular or special meeting of this lodge provided such amendments have been submitted in writing to the Lodge Executive Committee and Scout Executive at least one month prior to such meeting and due notice has meeting and due notice has been sent out to all active members at least 10 days prior to such meeting.

SECTION B. A two– thirds vote of the members present shall be required.

SECTION C. The rules of the Lodge must be in substantial agreement with the principles found in the present and any future Order of the Arrow Handbook, and in the event that any substantial conflict is discovered, suitable action to modify the existing rules of this Lodge should be taken by the Lodge Executive Committee.
