1. Introduction

1.1 This Consultation Statement has been prepared in support of the Waddesdon Parish

Neighbourhood Plan (2013 to 2033) in accordance with the obligations of the Neighbourhood

Planning Regulations 2012. The legal basis of this Statement is provided by Section 15 (2) of

part 5 of the 2012 Neighbourhood Planning Regulations, which requires that a consultation

statement should:

Contain details of the persons and bodies that were consulted about the proposed

Neighbourhood Development Plan;

Explain how they were consulted;

Summarise the main issues and concerns raised by the persons consulted; and

Describe how those issues and concerns have been considered and, where relevant

addressed in the proposed neighbourhood development plan.

1.2 At an open meeting at Waddesdon Village Hall on 28th January 2015, more than 100

attendees voted, almost unanimously, in favour of producing a Neighbourhood Plan.

Following this meeting, Waddesdon Parish Council applied to designate the Parish of

Waddesdon as a Neighbourhood Area under Regulation 5 of the Neighbourhood Planning

(General Regulations) 2012 on 19 February 2015. The designation was confirmed on 1 April

2015 and is included at Appendix A.

1.3 It was considered that the Parish boundary would form a logical boundary for the designation

of the Neighbourhood Area, which includes Waddesdon Manor and its gardens. Given that

the village of Waddesdon is the only sustainable settlement in the Parish, many of the policies

in the Plan relate to the area in and around the village.

1.4 A Steering Group, reporting into the Parish Council, was established at another public

meeting on 5th May 2015. The Steering Group comprised a variety of members of the local

community including local residents, representatives of the Parish Council, Waddesdon

Manor and Waddesdon Estate. The representatives of Waddesdon Estate withdrew from the

Steering Group in May 2016 as they wished to promote sites through the AVDC Local Plan

process. They remained a consultee, together with other local landowners.

2. The consultation process

2.1 The consultation process undertaken by the Steering Group in support of the preparation of a

Neighbourhood Plan for Waddesdon has sought to engage with the local community and all

relevant consultees as fully as possible and in accordance with the obligations of the

Neighbourhood Planning Regulations 2012. (Please note that this Consultation Statement

does not address the Regulation 16 consultation undertaken by AVDC, or the subsequent

independent Examination, of the Submission version of the Plan.)

2.2 Regular updates have been provided on the Plan process and a series of events have been

held to share information with consultees and secure feedback in order to help in the

preparation of a Plan that reflects community views. The key engagement events during the

two-year process of preparing the Plan comprise:

An initial consultation in July 2015 with the community, including public events to help

understand community priorities in preparing the Plan.

An informal consultation in June / July 2016 with the community including a public

exhibition to share draft ideas for the Plan.

A Regulation 14 consultation on the Pre Submission Plan held from December 2016 to

February 2017.

2.3 The consultees relevant to the Neighbourhood Plan process were identified at the outset of

the consultation process. A list of consultee organisations is provided at Appendix B and the

main groups are summarised below:

Local businesses in Waddesdon

Local landowners and / or developers

Local schools and services

Local sports and community groups

AVDC and other statutory consultees

2.4 The main channels of communication used to notify consultees about consultation events

and provide general updates on the progress of the Neighbourhood Plan were:

Timeline and summary of engagement process

January 2015 to June 2015 – starting the Plan process

2.5 A public meeting was held at Waddesdon Village Hall to discuss the progression of a

Neighbourhood Plan. It was overwhelmingly agreed to progress a plan and the Parish Council

subsequently made an application for a Neighbourhood Area designation which was

approved on 1 April. A further public meeting was held in May 2015 at which the Steering

Group was established. A website and Facebook page specific to the Neighbourhood Plan

were launched a month later.

July 2015 – initial community engagement

2.6 Initial public consultation events to promote the Neighbourhood Plan, gauge local interest

and understand priorities for the local community in shaping the Plan were held in July 2015.

Two public events were held, the first at the Methodist Hall on High Street in the centre of

Waddesdon, and the second at a stall at the popular ‘Waddesdon Weekender’ annual village

fete, held at Waddesdon Cricket Club. Displays of maps and information regarding the

environment, traffic, heritage, local economy and housing were exhibited, and information

was available about neighbourhood planning. An initial questionnaire for people to complete

was distributed to all homes and businesses in the village to accompany these events. A copy

of the questionnaire can be found at Appendix C. An accompanying leaflet can be found at

Appendix D.

August 2015 to February 2016

2.7 Following initial feedback, the Steering Group, through a competitive tender, engaged a

project manager and planning expert (rCOH Limited) to assist with the process of preparing

the Neighbourhood Plan. Policy issues, as well as potential development sites, were

considered by the Steering Group during the second half of 2015 at regular meetings.

2.8 On 10th December 2015, the Steering Group, joined by members of Waddesdon Parish

Council and Waddesdon’s County and District Councillor Paul Irwin, held a Vision Workshop

led by Neil Homer, rCOH’s Planning Director. The 3-hour workshop provided a valuable

opportunity to discuss Waddesdon in a planning context and what does and doesn’t work

well in the village. The output from this Workshop was a detailed action plan for completing

the Submission Plan, as well as suggestions for objectives and policy ideas in a Vision Paper. A

copy of the Vision Paper can be found at Appendix E.

2.9 Sub-groups were subsequently established to draft policies in the areas of traffic and parking,

green spaces, facilities, heritage and Waddesdon Manor/the Waddesdon Estate. In addition,

the housing sub-group completed an assessment of all sites promoted to AVDC in the HELAA

(Housing and Economic Land Availability Assessment), as well as other possible sites, for their

suitability for housing development.

March to May 2016 – Engaging landowners and developers

2.10 In March 2016, the Steering Group approached landowners, developers and consultants

relating to sites being promoted to AVDC in the Council’s Housing and Economic Land

Availability Assessment (HELAA) to attend individual meetings with the Steering Group during

April. A sample copy of the invitation can be found at Appendix F. The purpose of these

meetings was for the Steering Group to understand the aspirations and intentions for their

site(s), as well as the status of ownership and deliverability. The output from these

discussions provided clear guidance on which site(s) would be available for development

during the period of the Neighbourhood Plan.

May to July 2016 – Informal community engagement on draft Plan ideas

2.11 Following meetings with landowners, the Steering Group embarked on a more detailed

period of consultation with members of the Parish. Beginning in May, the consultation was

widely promoted throughout the village with notices on the Neighbourhood Plan website and

Facebook page and in the Waddesdon Newsletter. Personal invitations were issued to key

stakeholders (including landowners and developers), and posters (see Appendix G) were

erected together with a banner in the centre of the village (see Appendix H). Leaflets (see

Appendix I) were distributed at popular locations throughout the village, such as the coffee

shop and doctors’ surgery. A media release was issued (see Appendix J) which was published

in the Bucks Herald. The Chairman of the Steering Group was interviewed on local radio

station Mix 96.

2.12 The consultation ran from 20th June 2016 to 10th July 2016, and villagers were invited to

attend one of three events with the aim of understanding the Steering Group’s work to date.

The first event of the consultation was an exhibition held at Waddesdon Village Hall on 23rd

June 2016, the same day of the ‘Brexit’ referendum vote, which yielded a high level of

interest from village residents (who were voting at the Methodist Hall opposite). Exhibition

Boards (see Appendix K) were available to view and an accompanying questionnaire (see

Appendix L) was provided to all visitors. Members of the Steering Group were on hand to

answer questions and discuss issues of interest and concern.

2.13 Once again, the exhibition took place at a stand at the annual Waddesdon Weekender village

fete on 3rd July 2016, and a final event was held on 7th July 2016 at The Lion Public House in

the evening (from 6pm to 10pm).

2.14 The exhibition boards and questionnaire were also made available on the Waddesdon Plan

website to help maximise participation.

August 2016 to November 2016 – Preparing the Pre Submission Plan

2.15 Following compilation of the informal consultation results, the Steering Group worked to

produce a Pre Submission version of the Plan. This was prepared between September and

November 2016.

December 2016 to February 2017 – Pre Submission consultation (Regulation 14)

2.16 The Pre Submission consultation commenced on 5 December 2016. It was decided to extend

the length of the consultation from the statutory six-week period to a 10-week period ending

10 February 2017 to take account of the Christmas break.

2.17 Letters were issued to the Statutory Consultees, a list of which is included in Appendix B.

Banners were erected in the centre of the village and at the eastern entrance to the village

adjacent to the A41. Leaflets (see Appendix M) and posters (see Appendix N) were distributed

and displayed around the village. A media release was issued to the local press and radio (see

Appendix O). Letters were also issued to other individual consultees such as landowners or

their agents.

2.18 A public exhibition of the draft plan was held at the Methodist Hall between 12pm and 9pm

on 6 December. A copy of the exhibition boards can be found at Appendix P. A copy of the

accompanying questionnaire can be found at Appendix Q.

2.19 The Pre Submission Plan and questionnaire were made available on the Neighbourhood Plan

website and hard copies of the Plan were made available in the coffee shop and doctor’s

surgery.

February to May 2017 – Finalising the Submission draft of the Plan

2.20 Following the end of consultation on the Pre Submission Plan all comments have been

considered and a Regulation 14 Report has been produced (see Appendix R). The

Neighbourhood Plan has been revised in response to the consultation feedback, as set out in

Section 4 of this report.

3. Consultation feedback

3.1 The various public consultation exercises on the emerging Waddesdon Neighbourhood Plan

raised a series of issues that have been considered by the Neighbourhood Plan Steering

Group in the evolution of the draft Plan.

3.2 This section of the Consultation Statement summarises the level of participation and the

quantitative response to the closed questions set out in each consultation phase. This is then

followed by a summary of the qualitative responses and comments provided by respondents

at each stage of the process.

3.3 The changes made to the Draft Neighbourhood Plan in response to the quantitative and

qualitative feedback is then provided in Section 4 of the Statement.

Initial Consultation: July 2015

3.4 The July 2015 Initial Consultation provided the first opportunity for the Waddesdon

community to provide their views on the issues that would help shape the Neighbourhood

Plan and its policies.

3.5 88 questionnaires were completed. An Initial Consultation Report was prepared that provides

a comprehensive summary of the feedback from the questionnaires. A copy of this report is

provided in Appendix S. The broad themes arising from the Initial Consultation were as

follows:

The rural atmosphere, easy access to the countryside and Waddesdon Manor were

highly important aspects enjoyed.

Future housing development, HS2, traffic and parking were the most prominent

concerns.

Additional car parking was considered the most important new village facility that should

be provided, followed by new local shops and then indoor and outdoor leisure facilities.

Most responses considered current public transport provision, public rights of way and

cycle routes could be improved.

The location and number of new homes in the village, alongside additional infrastructure,

were the most important issues in relation to considering future housing.

An overwhelming majority of responses said that the Neighbourhood Plan should be site-

specific, i.e. allocate site(s) in the Parish for development.

3.6 The responses received and emerging themes were used to help shape the vision and

objectives of the Neighbourhood Plan. In particular, the Initial Consultation highlighted the

overwhelming desire by members of the community to have a site-specific Neighbourhood

Plan (two-thirds in favour).

Vision Workshop: December 2015

3.7 A Vision Workshop was held on 10 December 2015 with representatives of Waddesdon

Parish Council, a local AVDC District Councillor and the Neighbourhood Plan Steering Group.

The Workshop reflected on the feedback from the Initial Consultation and made

recommendations to help shape the direction of the Plan. The recommendations related to:

The key objectives and land use planning policy scope of the Neighbourhood Plan

Further community engagement activities and evidence analysis

The project plan through to the submission of the Neighbourhood Plan

3.8 The Workshop made a series of observations about what works well and what does not work

well in the village and considered opportunities and ideas for consideration in the formation

of draft policies. A series of key objectives, policy ideas and action plan were then

recommended.

3.9 A January 2016 Vision Paper is enclosed at Appendix E that provides a comprehensive

overview of the areas covered in the Workshop.

Landowner Meetings: April - May 2016

3.10 In April and May 2016, meetings were held separately with representatives of Waddesdon

Estate, Arnold White Estates, and Oxford Diocesan Board of Finance, the

landowners/developers who had expressed an interest in engaging with the Steering Group.

In these meetings, the Steering Group presented information regarding the Plan process.

3.11 Waddesdon Estate indicated that they had no plans to develop their land within the Parish,

other than the Golden Mede development. Arnold White Estates presented their proposals

for a 650 home garden village to the northwest of Waddesdon, together with a bypass. The

Oxford Diocesan Board of Finance indicated that they had no plans to develop their sites,

other than those sites included in the aforementioned garden village.

Informal Consultation: June – July 2016

3.12 Further work was undertaken on the Plan in early 2016 following the Vision Workshop, which

led into the Informal Consultation in Summer 2016.

3.13 Over 300 people attended three consultation events, and the Steering Group received 185

responses via the Comments Form. There were three discrete responses obtained from local

businesses.

3.14 Most responses were completed in hard copy, with 13 on-line forms submitted. The results,

compiled in the Waddesdon Neighbourhood Plan Informal Consultation Report of August

2016 in Appendix T, showed strong village support for the alternatives proposed in the

exhibition. In particular, 84% of responses were ‘yes’ to the following question: “Are we right

to conclude that these objectives suggest we should look for development on the eastern

side of the village?”

3.15 The August 2016 Informal Consultation Comments Form questions and responses are set out

in Table 1 below. (Note: percentage totals may not add up to 100% due to rounding.)

3.16 The following broad conclusions emerged following the Informal Consultation:

There was very strong support for the approach to housing numbers, the mix of

objectives and the conclusion that new development should be located on the eastern

side of the village.

Specifically, the former allotments site and potential redevelopment of the layby were

deemed to offer good ways potentially to grow the village.

Of the 33% who actively suggested other HELAA sites, 14% of total respondents

suggested WAD006 and 11% suggested WAD011. These two sites are the sites proposed

in the Neighbourhood Plan.

Land adjacent to the football pitch was considered most preferable for new car parking

(79%), closely followed by land opposite the surgery (74%) and land to the rear of the

Village Hall (69%).

81% of responses favoured protecting employment sites, with 79% supporting a policy to

restrict the change of use of buildings currently used for shops and services.

66% would like to see the Police Station retained as a community facility when no longer

required by Thames Valley Police; with 94% supporting the protection and enhancement

of existing community facilities.

There was a split response to the need for additional recreation and/or sporting facilities.

Strong support was expressed for policies strengthening planning requirements within

and adjacent to the Conservation Area, and for buildings of local note outside the

Conservation Area to be afforded the same protection.

There was very strong support for Neighbourhood Plan policies that protect important

highlighted views and designate identified ‘local green spaces’.

85% of respondents said that enhancement of public rights of way should be a priority.

3.17 Question 20 of the Comments Form elicited 92 responses. Suggestions such as an alternative

vehicular route into Waddesdon Manor and better communication with the village were the

most common areas of note.

3.18 The significant level of response to the Informal Consultation, coupled with the clear direction

provided by respondents on the key considerations, provided a strong mandate for the

development of the Neighbourhood Plan policies that formed the basis for the Regulation 14

Public Consultation of the draft Pre Submission Plan.

Regulation 14 Public Consultation: November 2016 – February 2017

3.19 The Regulation 14 Public Consultation asked how respondents felt about the draft Pre

Submission Plan overall, in addition to seeking views on the specific Plan policies WAD001 to

WAD014.

3.20 Figure 1illustrates the breakdown of the 58 responses to the question, “How do you feel

overall about the Pre Submission Neighbourhood Plan?”

3.21 In respect of feedback on specific policies, respondents were asked to state ‘Agree’,

‘Disagree’ or ‘Neither’ to each. Table 2 summarises the breakdown of the 58 responses to

3.22 The qualitative feedback received from the comments forms is set out in Appendix U. The

response to the Regulation 14 Consultation confirms that the vast majority of respondents

both support the Plan overall and each of the 14 policies.

3.23 The following individual institutions, landowners and public bodies provided a separate

written response to the Regulation 14 Consultation:

3.24 The relevant issues raised in these representations have been acknowledged in the

Regulation 14 Report. A letter was received from the Diocese of Oxford confirming the

availability of the land required to deliver Policy WAD2 (see Appendix V).

3.25 The Neighbourhood Plan has evolved to reflect the broad direction provided at each stage of

public consultation. The feedback to the Regulation 14 Public Consultation has provided a

strong endorsement of the Pre Submission Neighbourhood Plan by the local community.

3.26 Since the closure of the Regulation 14 Consultation the Steering Group has further reviewed

the Neighbourhood Plan to take account of the feedback received and the continued

emergence of the Vale of Aylesbury Local Plan.

3.27 An analysis of the consultation responses and associated changes to the Plan policies is set

out in the Regulation 14 Report (February 2017), which is provided at Appendix R. The Report

reviews the representations made by some statutory consultees – including AVDC – and local

developers and landowners. It then makes recommendations for minor modifications to the

Neighbourhood Plan for its submission.

4. Response to feedback and revisions to the Neighbourhood Plan

4.1 The response to the main issues arising from the Regulation 14 Consultation are summarised

in the Regulation 14 Report at Appendix R. Further clarification on the changes to the

Neighbourhood Plan are provided below.

Policy WAD1

4.2 The wording of this policy has been amended to allow for appropriate infill development and

to ensure that wording relating to development outside the settlement boundary is in line

with the NPPF.

Policy WAD2

4.3 The Policies Maps have been amended to omit HELAA site WAD011 from the allocation in

response to comments from AVDC relating to landscape impact. The capacity of the site is

now considered to be 75 units.

Policy WAD3

4.4 The wording of the policy in respect of affordable housing has been updated to reflect the

AVDC policy position.

Policy WAD4

4.5 This policy has been updated to clarify that any supporting infrastructure is in relation to the

tourism offer of Waddesdon Manor, and to support rural employment, and any associated

increases in traffic.

Policy WAD5

4.6 No changes to the policy of substance.

Policy WAD6

4.7 This has been reworded to be consistent with the NPPF and Policy WAD5, particularly in

relation to marketing.

Policy WAD7

4.8 Wording has been added in relation to replacement facilities in response to comments from

AVDC.

Policy WAD8

4.9 Minor amendments have been made to the policy.

Policy WAD9

4.10 The policy wording has been simplified, particularly in relation to the setting of the

Conservation Area.

Policy WAD10

4.11 The policy wording has been simplified, particularly in relation to views.

Policy WAD11

4.12 The policy wording has been updated to be consistent with the NPPF.

Policy WAD12

4.13 Parking opposite the surgery has been removed in response to consultation feedback. The

policy wording has been simplified, and has been revised to better define the impact on the

Conservation Area from proposals for parking on front gardens.

Policy WAD13

4.14 The policy wording has been amended to be more consistent with the NPPF, positively

support new open space and seek opportunities for connection to existing green spaces.

Policy WAD14

4.15 The policy wording has been strengthened in relation to resisting the development of Local

Green Spaces.

5. OTHER MATTERS

5.1 The supporting text in the Plan has been amended as necessary to reflect the changes to the

policies. It has also been updated as necessary, to reflect matters such as the latest position

with the Vale of Aylesbury Local Plan.

5.2 Comments were made by Arnold White Estates (AWE) that their proposals for a new village

to the north west of Waddesdon should have been explicitly considered within the

Neighbourhood Plan consultation. The land in question was considered in the informal

consultation but the AWE proposals were not considered specifically as they were strategic in

nature and did not form part of the draft VALP; thus, they were considered to be outside the

scope of this Plan.

5.3 The evidence for the Neighbourhood Plan has been updated to include a Basic Conditions

Statement and this Consultation Statement, as well as the following updated documents:

SA/SEA, Local Green Spaces Report, and Site Assessment Report.
