Interoperability Across Facilities

Interoperability 1: RHU to PHO-based E-FHSIS

Traditional process: manual M reports to manual Q reports to FHSIS at PHO/CHO to PHO, program coordinators, regional FHSIS office

Challenges: 1. Speed of relaying the reports vis-à-vis feedback

mechanism2. Quality and completeness3. Data Accessibility

Interoperability 1: RHU to PHO-based E-FHSIS

Electronic data submission using 3G is one of the main and core justifications why WAH was created.

For electronic data submission to work, we need: 1. Extraction2. Transformation3. Load

ETL is the general set of processes when relaying one electronic data from one source to another system

Page 6: Wah interoperability aoperez

Interoperability Across Facilities

Extraction

1. Presence and/or absence of data to relayed2. Raw (atomic data) versus Derived data (going through

computations3. Static (does not or takes time to change) versus

dynamic (constantly changing)4. Level of granularity of extraction

Transformation

1. There should be a 1-1 correspondence between source and receiving systems

2. Syntax – how does a transformed data would look like?3. Semantics – what does each data set mean? (i.e. coding,

format, 0 versus blank)4. A data dictionary must be in place and used as a guide in

transforming the report5. Transformation will also cover the type of file format to be

produced

Load1. To electronically upload data sets in standard file format to

the receiving system (i.e. consolidator, data warehouse)2. Source ET’d Data Sets Network / Sneakernet

Receiving System3. In the local context, there are many forms of health data

sources (i.e. manual, semi-electronic, EMRs, registries)4. The receiving system of FHSIS data sets are: a. stand-alone EFHSIS system (NEC + CHD3) b. online EFHSIS system (internal DOH TWG)
