I. Executive Summary

Introduction

• The project will lead to technological advancement and innovation by demonstrating the impact of an integrated suite of pre-commercial energy efficiency (EE) technologies in a large, existing, retail building located within a disadvantaged community.

• The project will include three categories of advanced EE solutions: heating, ventilating, air-conditioning, and refrigerating (HVAC/R); lighting; and integrated system and building level controls.

• The project will identify energy/water savings opportunities, implement these strategies with an M&V plan, recommend successful strategies to be implemented in other Walmart Supercenters

Primary Goals and Objectives

• To overcome barriers to broad adoption of innovative energy-saving pre-commercial technologies for existing commercial buildings in order to benefit Investor-Owned Utility (IOU) ratepayers and to help California achieve its aggressive emissions EE related objectives at the lowest possible cost. The project directly addresses the GFO requirements by demonstrating and deploying an integrated suite of pre-commercial HVAC/R, lighting, and controls technologies in an existing non-residential building to quantify their EE, DR, and economic benefits. The project will also go beyond the GFO requirements by evaluating how the technology package affects human comfort, operational efficiency, water consumption, and maintenance costs.

• Demonstrate the ability of pre-commercial EE technologies to deliver deep (>20%) electric energy savings in a big-box (retail plus grocery) environment;

• Demonstrate the cost and demand reduction value propositions associated with the installation of an integrated technology package consisting of pre-commercial technologies; and

• Develop the technical documentation and other supporting materials necessary to catalyze the development of utility rebates and incentives for, and market adoption of, the demonstrated

pre-commercial EE technologies.

II. Existing Site Conditions

The Walmart Supercenter (Store #2292), located at 1275 N. Azusa Avenue, Covina, CA 91722, was built in 1997. The 134,733-square foot, one-story building sits between the I-210 and I-10 freeways in Los Angeles County, just south of the town Azusa, as seen in Figure 1. The region sits in California Climate Zone 9.

This particular Walmart Supercenter includes standard retail space, grocery sales including a Deli and a Bakery, an Auto Care Center, a Photo Center, a Pharmacy, a Vision Center, a Garden Center and hosts a McDonalds restaurant. The main retail section of the store is open seven days per week from 6 a.m. to 12 a.m. and each of the different departments have various operating hours as described in the Building Schedule’s section below. This site is served electric utility through Southern California Edison (SCE), natural gas through the Southern California Gas Company (SoCalGas) and water through a utility to be determined.

The original store was constructed in 1997 as a standard Walmart and has since been renovated to a Supercenter in 2010 which added the grocery section of the store including the Deli and Bakery. Prior to this renovation, a 500kW-AC solar photovoltaic (PV) system was installed in 2007, as seen in Figure 2 below, to help reduce electric consumption from the grid.

Description of Existing Building Systems

Building and Equipment Schedules

• Business Schedule – The main retail space and grocery section of the store is open year-round, seven days per week from 6 a.m. – 12 a.m. The store is only closed for business from Christmas Eve at 6 p.m. and reopens to the public the day after Christmas, December 26th at 6 a.m. for a total of 6,546 business hours per year. Below are the operating hours for the main retail space and each department within the store.

o Store Hours: Mon – Sun 6 a.m. – 12 a.m. o Bakery Hours: Mon – Sun 6 a.m. – 8 p.m. o Deli Hours: Mon – Sun 10 a.m. – 8 p.m. o Auto Care Center Hours: Mon – Sat 7 a.m. – 7 p.m.; Sun 7 a.m. – 6 p.m. o Pharmacy Hours: Mon – Fri 9 a.m. – 9 p.m.; Sat 9 a.m. – 7 p.m.; Sun 10 a.m. – 6 p.m. o Photo Center Hours: Mon – Sun 6 a.m. – 12 a.m. o Vision Center Hours: Mon – Fri 9a.m. – 9 p.m.; Sat 9 a.m. – 6 p.m.; Sun Closed

• Occupancy Schedule – The store is occupied year-round by employees and customers during main business hours (Mon – Sun 6 a.m. – 12 a.m.) and occupied by overnight staff only during other hours. The store is completely unoccupied from Christmas Eve at 6 p.m. till midnight of December 26th when overnight staff returns from the holiday break. Generally, occupancy

increases during store business hours with both employees and customers present and the occupancy of each individual department aligns with the business schedule for each department, as mentioned above.

According to the Lakeisha White, Covina Store Manager, there are approximately 100 - 120 employees working during store hours with an estimated increase to about 200 employees during the holidays. As for patrons, there are about 4,000 - 5,000 people that visit the store each weekday and about 6,000 - 8,000 on each weekend day. During the holidays there is an increase in customers visiting by about 2,000 per day.

• Interior Lighting Schedule – The interior lights in the main retail space remain on 24/7 to accommodate normal business hours and the overnight crew who perform maintenance and restocking duties during non-business hours. Lights within employee offices and breakrooms are controlled via manual switches and left on a majority of the day. Perimeter spaces such as the Deli, Bakery, Vision Center, Auto Center and McDonalds are turned off during non-business hours (12 a.m. – 6 a.m.). It should be noted that case lighting for some coolers will dim after a set time of inactivity from when they were last opened.

• Outdoor Lighting Schedule – It is unknown at this time how the exterior lights are being controlled and is suspected to be operating off of a photocell sensor on the roof of the building. Exterior wallpacks were off during both site visits except for a short period of time when they turned on when a dark cloud passed.

• HVAC/R Schedule – HVAC rooftop units and refrigeration compressor stacks operate based on a call for heating or cooling within that space as sensed by local temperature sensors tied to the EMS. It does not seem apparent that these units are on any sort of time based schedule and currently operate to meet a specific temperature setpoint on a 24/7 basis due to the continuous occupancy of the building.

Building Envelope

• Roof – There is a steel constructed roof that is covered with a layer of rigid insulation and a reflective membrane on top that serves as a cool roof. This all sits under the solar PV system and mechanical HVAC equipment. The PV panels cover about 60% of the roof’s surface area.

• Wall – A cinderblock construction makes up the walls of the store with insulation and drywall on the interior of the conditioned space areas.

• Windows – The store has no windows except for the front entrance vestibule, however very little natural light infiltrates the store through a series of 3’x6’ windows and glass doors. This is standard for ‘big-box’ type stores.

• Store Entrances/Loading Docks – The main entrance vestibule sits on the north-east corner of the building and is made up of a series of windows and two sets of motion activated, double sliding glass doors. Various fire exits are found throughout the space but are rarely opened. The store’s loading dock is located on the south-east corner of the building with three truck bays that receive deliveries throughout the day. Loading dock doors are kept closed when there are no active deliveries.

Indoor Lighting

• Entrance Vestibule – The main entrance to the store is illuminated with ten 1’x8’ linear fluorescent fixtures using four 48” 32WT8 lamps (Typ 1). Surrounding windows and glass doors provide a large amount of natural light during the day in this space.

• Main Sales Floor – The lighting on the main sales floor is mostly comprised of about 872 surface-mount, 1’x8’ linear fluorescent fixtures using four 48” 32WT8 lamps (Typ 1). These fixtures utilize two 4’ fixtures wired together with a single, electronic ballast. These fixtures are mounted to the steel beams in the ceiling and run in contiguous rows from the front of the store to the back as seen in the Figure 3 below.

In addition to these large rows of lights, ninety-five of these same fixtures (Typ 1) are being

used around the perimeter of the main sales floor for lighting along the walls. Also illuminating

the front wall are fifty-five of a 4’ one-lamp F54T5 high output wall wash fixture (Typ 53B).

Specialty lighting can be found above the front produce section and electronics counter which

utilizes a suspended busway to power several 70W metal halide spotlights (Typ 57A). There are

six of these lamps above the electronics counter and thirty-six lamps above the produce as

seen in the Figure 4 below.

• Deli/Bakery – Behind the Deli and Bakery counters, thirty-three 2’x4’ recessed troffer fixtures provide the main lighting for the area using two F32WT8 linear fluorescent lamps per fixture (Typ 10). In addition, a series of LED pendants and downlights (Type 58A and 68A) help to illuminate the front counter space of both areas along with various fixtures within the coolers and freezers. Figure 5 below shows the various existing fixtures at the deli counter.

• Stockroom – A series of fixtures, similar to those on the main sales floor, provide light for the back stockroom in the two main aisles and loading dock area. About thirty-six surface-mount, 1’x8’ linear fluorescent fixtures using four 48” 32WT8 lamps (Typ 1) are present in this space.

• Rear Office – Several employee-occupied areas in the rear of the building including storage, a janitor closet, a fixture room and hallways utilize the common surface-mount, 1’x8’ 4-lamp F32T8 linear fluorescent fixtures (Typ 1) for lighting. Other spaces labeled Marketing Manager, Alcove, Training Room and Breakroom use a 2’x4’ recessed troffer fluorescent fixture with two F32T8 lamps per fixture (Typ 10). It should be noted that these fixtures are using 277-volt power.

• Auto Center – This space consists of an inside customer service and waiting area as well as a six-car service garage. The lighting within the indoor space is made up of about thirteen 2’x4’ recessed troffer fixtures that use four F32T8 lamps (Typ TBD) as well as four of the common 1’x8’ 4-lamp surface mount fixtures (Typ 1). Eight more of these 1’x8’ linear fixtures (Typ 1) are installed in the service garage to provide a majority of the lighting within this space.

• Pharmacy – Located in the center of the main sales floor, this space uses thirteen of the 2’x4’ two-lamp F32T8 recessed troffer fixtures (Typ 10) for lighting in the main work area as well as five one-lamp T5, 4’ recessed linear fixtures (Typ TBD) above the counter for additional lighting. It should be noted that all lighting in this area uses 277-volt power.

• Vision Center – This space contains several types of fixtures for both functional and decorative lighting. The main sales area uses eight 2’x2’ recessed parabolic troffers with two F32T8 U-lamps (Typ 52) along with twelve hanging glass pendant decorative fixtures using an 18W pin-based CFL lamp (Typ 51). To illuminate the display cases along the wall, fourteen recessed 4’ wall wash fixtures use F54T5 high output lamps (Typ 53) and thirteen shelf-mounted 4’ uplight fixtures are installed on top of the display cases using the same T5HO lamps (Typ 54). The varieties of fixtures within the Vision Center sales area can be seen in Figure 6 below.

The office and exam rooms for the Vision Center use a different set of fixtures than the sales

area. Thirteen 2’x4’ two-lamp F32T8 recessed troffer fixtures (Typ 10) and four recessed

downlights use 90W halogen lamps (Typ 24) for lighting within the exam rooms. It should be

noted that certain fixtures in the Vision Center use 277-volt power.

• McDonalds – This space is owned and operated by the tenant. The lighting in this space consists

mainly of 1’x4’ recessed fluorescent fixtures utilizing three or four F32T8 lamps per fixture (Typ

F2, F2a, F3, F4, F4a). Above certain food stations, a 1’x4’ fluorescent 2-lamp fixture is used as

well as several pendant downlights in the dining area using two 13W CFL lamps each.

• Managers Office – This small office space includes the Counting and Cash room and utilizes

seven 2’x4’ two-lamp F32T8 recessed troffer fixtures (Typ 10) and two 1’x8’ linear fluorescent

fixtures with four 48” 32WT8 lamps (Typ 1) for lighting.

• Restrooms – Both sets of restrooms in the front and rear of the store utilize 1’x4’ recessed

troffer fixtures with two F32T8 lamps per fixture (Typ 8). Ten fixtures provide lighting for each of

the front restrooms and four fixtures provide lighting in each of the rear restrooms.

• Customer Service/Photo Lab – This space utilizes a single fixture type to provide lighting which is

the 2’x4’ two-lamp F32T8 recessed troffer fixture (Typ 10). Twenty-six of these make up the

lighting for this part of the store as seen in Figure 7 below.

Outdoor Lighting

• Parking Pole Lights – There are eleven multi-lamp parking pole lights in the main parking lot area of the building and another four single-lamp pole lights serving the east exit road.

• Exterior Wall Packs – A series of about twenty-four LED lighting wall packs exist around the exterior of the building to provide security lighting during night hours. It should be noted that some wall packs were on in shaded areas of the building during our visit.

Mechanical Systems

• Heating, Ventilation & Air Conditioning (HVAC) System – There are total of twenty-seven Lennox packaged rooftop units (RTU), varying in capacity, that provide heating and cooling to the conditioned spaces within the building. These units range in size from 3 to 20 Tons and are ducted throughout the ceiling to a specific area and utilize electric for air conditioning needs and natural gas for heating needs. Temperature sensors throughout these spaces measure temperature and send heating/cooling call signals to a central Energy Management System (EMS) located in a central Walmart operations facility. There are eight 20-Ton units that serve the main Sales Floor, Checkout Lanes and the Stockroom. Five 10-Ton units serve the Main Entrance, Garden Sales area, the Deli and Tenant spaces. There are eight 5-Ton RTUs that serve the front Customer Service area, the Deli and Bakery, the Auto Center and a portion of the Rear Offices, Hallways and Restrooms. The remaining six RTUs have a cooling capacity of 3-Tons, serve the Vision Center, Tenant Spaces, the Front Offices. The complete list of these units can be found in the Appendix, HVAC Mechanical Schedule.

Two Air Handling Units (AHU) are located above the produce section of the building and have a cooling capacity of 25-Tons each. These units provide cooling for the space surrounding the Deli, Bakery, Produce and refrigerated aisles on the east side of the store. Four gas-fired space heaters currently serve the Auto Center’s heating needs during the colder months. It is unknown as to how often these units run each year.

• Exhaust Hoods/Fans – There are three CaptiveAire exhaust hood and fan systems within the Deli that help to provide proper ventilation for the deli fryers, rotisserie and pizza oven. The fryer and rotisserie hoods are paired with a 3/4-HP exhaust fan, 1,425-CFM and 1,075-CFM respectively rated. The exhaust fan associated with the pizza oven is a 1/2-HP, rated at 900-CFM. A fourth CaptiveAire exhaust hood system serves the mini rotating rack oven in the Bakery which utilizes a 1/3-HP motor, rated at 750-CFM. These hoods are ducted through the roof of the building and exhausted outside.

In addition to the four exhaust fans associated with hoods, there are five more fans that serve specific spaces throughout the building. A series of PennBarry and Cook exhaust fans are installed to ventilate the Front Restrooms, front electrical room (EDC2), the Pharmacy Toilet, Family Restroom and the Vision Center using rooftop centrifugal fans. These fans range from 125-CFM to 1,275-CFM and the complete list of these units can be found in the Appendix, Exhaust Hood and Fan System Schedule.

• Refrigeration System – A series of six refrigeration systems, labeled System A through F, serve cooling needs for the produce cooler, the grocery cooler, the grocery freezer, the dairy cooler and all open refrigerated shelving within the grocery and produce section of the store. Systems B, C, and D are served by three Hussman vertical scroll racks located in the front electrical room near the entrance of the building. A second set of vertical scroll racks, A, E and F, are located in the Stockroom, adjacent to the dairy cooler. Six air-cooled fan packages serve as condensers for these refrigeration systems and are located on the roof along with the other mechanical HVAC equipment. The condensers are installed within a short distance above each set of racks, three in the north-east corner and three in the south-east corner of the roof. Walmart has provided detailed drawings and schedules to show which refrigeration system serves which end-use.

Plug Loads

• Office Equipment – There are several offices within this store as well as an employee training center that use several desktop computers and monitors. Both smaller and larger copier/printers are used for various office functions throughout the day.

• Stockroom Equipment – Equipment that is used in the stockroom which charges via a standard wall outlet are one walk-behind palate jack and one mini, single person ‘cherry picker’. It is unknown as to how often these are charged and their specific plug load draw. Other stockroom equipment includes barcode scanners that staff utilize for keeping track of inventory and product location. These are charged via a charging bank that is plugged into a standard outlet.

• Miscellaneous Plug Loads – There are many different plug loads throughout the main retail space including drink fridges, demonstration electronics, illuminated product cases, an ice

freezer near checkout lanes and other various plug loads. These loads are not separately powered and use standard wall outlets served by various, mixed local panels.

Electrical System

• Electrical Service – The building receives electric service from SoCal Edison where it enters the

site through the main electrical panel located on the east side of the building, adjacent to the

loading docks. A 3,000-Amp, 480/277-Volt service feeds a series of twenty-six sub-panels from

the utility transformer that is located outside the south-east corner of the building where the

old main switch gear used to be located. During the installation of the solar PV system in 2007,

these major components were moved to the new meter cage adjacent to the loading docks

which also hosts the 800-Amp disconnect and Satcon inverters for the paired PV system. There

are two main electrical rooms located within the building with one being at the rear of the

Stockroom which houses a majority of the old panels and circuits and the second electrical room

is next to the front entrance on the north-east corner which houses the electrical distribution

for the added grocery section, the deli and bakery.

One main leg of the electrical service distribution serves the old main switch gear, “MSWB”,

which feeds transformers and panels that have various loads such as lighting, plug loads and

miscellaneous equipment. A Square D PowerLogic energy meter was witnessed during the site

walk which is assumed to be monitoring the total electric consumption of the building. Two of

the other main legs of distribution serve the compressor racks mentioned in the Refrigeration

System section of this report as well as various loads associated with the new grocery, deli and

bakery sections of the building. Below is a picture of the electrical room located in the rear of

the Stockroom which houses the old main switch gear, “MSWB”, and several panels.

Building Energy Management System

• Energy Management System (EMS) – A sophisticated energy management controller is installed at this site and operates from a central Walmart operations facility. It is known that this system controls the HVAC and refrigeration equipment through several data points that can be provided upon request. This information will be used to help shape a calibrated energy model of the facility and verify certain end-use operating parameters and setpoints. There is minimal historical data at the time of this report and efforts have begun to start collecting necessary data to serve this study.

Energy Profile

This Walmart Supercenter site consumed about 12,987,322 kBtu of energy in 2017, consisting of about 3,458,799 kWh in electricity and 11,859 therms of natural gas. This information is based on monthly consumption data provided by Walmart. Electricity accounts for about 90% of the store’s energy consumption with the annual peaks being in the summer months. Conversely, the store uses natural gas for space heating and hot water heating, with annual peaks occurring in the winter months when demand for space heating is greatest. This can be seen in Figure 9 below.

At the time of this report, monthly consumption data for both electric and natural gas were provided for 2015 through 2017 for a more historical perspective. The electric energy consumed from year to year seems to be somewhat consistent with some seasonal variation and peaks in the summer months as mentioned above. The natural gas consumed at the site from year to year is also fairly consistent with large swings between winter and summer months. There were a few spikes on consumption in the months of November and December in 2015 and January in 2016 which could be attributed to weather. These year to year consumption profiles can be seen in Figure 10 and 11 below.

A Letter of Authorization (LOA) was sent to each utility serving this site for release of interval data for both electric and natural gas consumption to understand the energy profile on a more granular scale. Billing information has also been requested to get a better understanding of costs associated with energy. Production data for the solar PV system has also been requested from the PPA provider to understand the impact on the electrical profile and the amount of kWh generated by the system. Due to extended wait times for utilities to respond to data requests, this granular analysis of consumption data was not completed for this report.

Another aspect of this project is water consumption which was also provided on a monthly basis for 2015 through 2017. It shows that the site consumed over 1,916,500 gallons in 2017 which was a slight increase from the previous two years. The consumption, in gallons, for each year can be seen in Figure 12 below as well as the monthly usage for each utility, broken out month by month for the baseline year of 2017 in Table 1.

Benchmarking

Benchmarking offers a quick way to compare buildings of similar types and function. Buildings are normalized by comparing the annual energy use (electricity and gas or other fuel) on a “per square foot” basis as energy use intensity (EUI). EUI information enables the development of a square footage index, which is then compared to similar buildings to identify the potential for greater energy and operational savings. Comparative Energy Use Intensity

The EUI established from the energy consumption data provided can be compared year to year for this site. Typically this metric is used to compare similar facilities as well as national averages that are calculated by the Commercial Buildings Energy Conumption Survey (CBECS), however there will need to be a discussion as to what facilities to compare this to. Considering this store is a mixed use space (retail, grocery, etc.), an appropriate breakout of square-footage per use type must be established to accurately compare this facilities energy consumption to others. As seen in Figure 12 below and in the table above, the EUI for Walmart, Covina in 2017 was 96.4-kBtu/sqft. This is compared to a rating of 96.0 in 2016 and 97.4 in 2015.
