The Regular Meeting of the Wanaque Board of Education w as held on
Tuesday, July 21, 2015, at 7:00 pm, in the Haskell Elementary School Gymnasium, Haskell, New
Jersey.

Ms. Michelle Hauer – Earned a Bachelor’s Degree from William Paterson University. Michelle
w ill be joining the 5 th grade team at Haskell School.
Mrs. Danielle Cierech – Mrs. Cierech w ill be joining us as the new school secretary for
Wanaque School.
Ms. Kathleen McGinley – Earned a Bachelor’s Degree from of Loyola University. Kathleen
w ill be joining the middle school team over at Wanaque as the LAL teacher.

The roof ing project is w ell underw ay over at Wanaque School. Thus far, the w eather has
been cooperat ing w ith the schedule of complet ion.
Teacher Evaluat ion Summary: The NJDOE recently released data from their f irst year of
teacher evaluat ions. Beginning w ith the 2013-2014 school year teachers are now scored in
four categories:
Highly Effect ive
Effect ive
Part ially Effect ive
Ineffect ive
The data compiled is based on 3 specif ic areas to compile a Summative Rating
Teacher Pract ice score
SGPs – achievement scores only for teachers of Math and LAL in grades 3 -8
SGOs
An analysis of the data for our district revealed that for the 2013-2014 school year 87% of
the teachers fell w ithin the category of Highly Effect ive or Effect ive and 13% of the
teachers fell w ithin the Part ially Effect ive range.
Although the data is incomplete for the 2014-2015 school year, I can conf ident ly say that
our teachers have w orked extremely hard to ref ine their implementat ion of the protocols
w ithin the Marzano Model. Raw data indicates that 99% of our teachers fell w ithin the
Highly Effect ive and Effect ive categories and 1% fell w ithin the Part ially Effect ive category.
We are w ait ing to obtain SGP information from the state in order to f inalize the scores for
Grades 3-8 teachers of Math and LAL.
IV. Presentation – Di Cara, Rubino Architect ’s Presentat ion on Feasibility Study
V. Public Comment
Mrs. Sebilia stated she is trying to keep an open mind, Would like to know what the class
sizes w ould be for opt ion 4, is concerned about the traff ic and transportat ion cost. Mr. Di
Cara explained the range is betw een 16-21 for opt ion 4. Mr. Barnhardt w anted everyone to
know the district current ly pays approximately $230,000. a year to bus students betw een
Haskell and Wanaque.
Mrs. Kennedy asked about the cost comparison betw een the opt ions and w here the money
w ould come from. Mr. Di Cara stated opt ion 1 w ould need one classroom w hich w ould cost
approximately $400,00-$500,000 and at the absolute bare minimum option 4 w ould cost
approximately $200,000.-$300,000. Mr. Barnhardt said the funds w ould come from the
operat ing budget.
Mr. Maiello stated the state has raised the required square footage per student and that the
exist ing science labs have been grandfathered. He w anted the board to know bussing
comes w ith many problems and in the long run it may be more cost eff icient to add a room
on. Mr. Barnhardt made it clear w e are not here to discuss transportat ion today because the
traff ic study has not been conducted yet but assured everyone all opt ions w ill be discussed
before any decisions are made.

Mrs. Spear wanted to let us know her research show s children in K-8 schools outperform
those in a middle school.
Mr. Velante stated K-8 schools are ant iquated and w ould like to know how long it w ould
take to bring this to fruit ion if approved. Mr. Di Cara said it w ould take 1 year to start
building and 2 years unt il complete.
Mr. Macarium asked if Haskell and Wanaque have separate budgets, w hat are the projected
numbers from the new developments and how many students are in each grade this year.
Mr. Barnhardt explained we have 1 budget for the district . Ms. Cardiello responded w ith the
numbers for each building.
Mr. Kohn explained that is a former school administrator and fully supports education. He
asked if w e had inquired about using St. Francis, perhaps housing K-1 grades there.
Mr. Hall w anted to know if the study has come back from LRHS guidance. Mr. Barnhardt
said the piliminary results are show ing we are behind in Science and World Language.
Mrs. Padovano suggested housing the aut ist ic students at St. Francis. Ms. Cardiello
explained the state w ould never approve that.
Ms. Jordan had 3 children go through the district, 2 at Wanaque and 1 at Haskell. She said
it w as diff icult to get children to school w hen they are attending dif ferent schools. They are
all very successful now but not having science labs w as a hindrance for them w hen they got
to the high school.
Mrs. Giardina believes in having K-8 schools. There are many posit ives having dif ferent ages
in one building, Enrollment w as higher than the demographic study show ed, w as this the
case for the last ten years?
Mr. Hurd is a Social Studies Teacher and believes science labs are very important and would
like to know how much it w ould cost and how long it w ould take to build. Mr. Di Cara
stated it would be approximately $350,000. and w ould be complete over a summer break.
Mr. Maiello asked if redistrict ing w ould affect our Tit le I status. Ms. Imbasciani stated it is
based on a census therefore, it w ould not.
Mrs. McManus w anted to know w hy the Integrated Pre K program w as added to Haskell.
Ms. Cardiello explained integrated Pre K is mandated and Wanaque could not house both
Haskell and Wanaque Pre K any longer.
Mrs. Severs w ould like to know what has changed since the 2008 feasibility study that w as
done. People are scared w ith all the scenarios and numbers that are being discussed. Mr.
Barnhardt explained w e have a new complex that w as built in tow n and 3 more going in that
is w hy w e are doing our due diligence to make sure our facilit ies are being used properly and
are using our money the most eff icient w ay. Mr. Di Cara explained they are presently the
study now so they can get valuable input from the community before moving forw ard.
Mrs. Bosenberg asked for an clarif icat ion on opt ion 4. Mr. Di Cara explained no addit ions
w ere needed, you can move in and use immediately. If science labs were to be added that
could be done in the space w e have. Mrs. Bosenberg w anted to know if w e have qualif ied
staff to use science labs and w hat would the plan be for the YMCA being that parents get
mult iple child discounts now . Ms. Cardiello stated that w e do have teachers w ho are
qualif ied. Nothing has been discussed but all factors w ill have to be considered.

VI. Executive Session
Motion to adjourn into Executive session made by Ms. Imbasciani and seconded by Mr.
Strobel at 8:41 pm to discuss a Personnel issue under attorney/client privieldge. Mr. Sinclair
made a motion to close Executive session and Mr. McFarlane seconded the motion at 8:58.

2. WHEREAS, Nancy Di Bartolo School Business Administrator/Board Secretary possesses a
qualif ied purchasing agent (QPA) cert if icate;
WHEREAS, the Governor, in consultat ion w ith the State Treasurer and pursuant to N.J.S.A.
18A:18A-3 (b), on July 1 , 2015 has increased the bid threshold amount for school districts
w ith purchasing agents w ho possess qualif ied purchasing agent cert if icates, from $36,000
to $40,000;
NOW, THEREFORE BE IT RESOLVED that the Wanaque Board of Education, pursuant to
N.J.S.A. 18A:18A-3 (a) and N.J.A.C. 5:34-5.4, establishes and sets the bid threshold
amount of $40,000 for the board of education, and further authorizes Nancy Di Bartolo to
aw ard contracts, in full accordance w ith N.J.S.A. 18A:18A-3 (a), for those purchases that do
not exceed in the aggregate of the new ly established bid threshold amount.

XIV. Public Comment –
Mr. Maiello congratulated Mr. Barnhardt for the handling of the meeting.
Mrs. Kennedy received the achieve NJ results and w ould like to better understand the
dif ference in the schools evaluat ion and why the teachers are moved. Ms. Cardiello
responded the data is not factual, 12 teachers received 87%. With any new evaluat ion
system there w ill be grow ing pains but administrat ion have all at tended training and
have passed the test.
Mr. Velante congratulated Mrs. Demetriou said it is a “ Win, Win” outcome. We have an
outstanding staff and w ishes the young teachers w ould be given a learning curve.
Mrs. Maiello asked w hat the student enrollment w as for 2014/2015 and how many of
those students graduated. Ms. Cardiello said w e had approximately 973 students and
