• Read the handout titled “Constitutional Convention”• Then, come up with your own compromises in the boxes listed• 8 minutes• During this time, I will assign states

• In a few minutes, the delegates from each state will cast a vote for on the issues of representation and slavery• You will use the chart on the next slide to record your 1790 census data • Then, you will complete the worksheet titled “_________________”• 10 minutes• Focus especially on the last part, which you will present to the convention.

Constitutional Convention
• The time has come for a vote. I will need a George Washington to preside over the convention (mark the votes – must write neatly)• Each state will have one of its delegates present the vote. You must• Stand• Speak clearly• When not speaking, respect those who are• Keep phones away
• You must fill in the information on your own tally sheet as students present their responses
Compromise: Representation
• The Great Compromise• Settled the representation conflict• Delegates created a 2 house (bicameral) legislature
• One house based upon population (House of Reps)• A second house based upon equal votes per state (the United
States Senate)
Compromise: The Slavery Issue•The Three Fifths Compromise: settles the Slavery Issue•3 out of 5 slaves would be counted for
both representation and taxation
Conflict: The Trade Issue
• Southern delegates did not want an export or import tax (tariff).• Northern delegates favored a tax on imports to help northern industries
grow. This could hurt the South• Compromise: Congress was given the power to tax imports, but not
exportsThe South needed slavery for plantation labor. The North feared slave
populations would be to high.Compromise- The importation of slaves would end 20 years from the
ratification of the Constitution
Compromise: Federalists vs. Anti-federalists • Federalists agree to add a Bill of Rights to the new
Constitution• The Addition of the BOR allowed Anti-Feds to agree
to ratify the new Constitution• The Constitution was ratified in 1789
