Kimberly Wile by the Warren Local School District Board of Education.
Members of the public are invited to provide input to the Board on the issue of Rodney
Rauch, Barb Schafer, and Kimberly Wile re-employment in the District following his/her
retirement. Speakers are limited to five (5) minutes each, and all public comment will be
closed after thirty (30) minutes.

a. Minutes of the April 20, 2015 Regular Meeting.
b. Payment of bills for April 2015 as presented: in the amount of $2,132,214.66.
c. Financial Reports for April 2015 as presented: Investment Balances and Rate of Return,
Financial Report by Fund/SCC, Revenue Account Summary, All Checks dated between
April 1 and April 30, 2015 and Appropriation Account Summary.
d. Investment Record in the amount of $1,421.14. This was deposited in the Permanent
Improvement Fund as Investment Earnings during the month of April 2015.
e. Ohio School Boards Association Workers’ Compensation Group Rating Program. This program
is approved with Comp Management as the third party administrator. The enrollment fee is
$1,735. The estimated premium is $66,299.

f. Increase elementary/middle school student lunch price from $2.00 to $2.10 and high school
student lunch price from $2.25 to $2.35 to comply with Section 205 of the 2010 Child Nutrition
Reauthorization Act: Equity in School Lunch Pricing.
g. Increase elementary/middle school student breakfast price from $.60 to $.85 and high school
student breakfast price from $1.00 to $1.25.
h. Authorize to advertise for bids for dairy products for the 2015-2016 school year.
i. Participate in the Student Work Program through Washington County Department of Job and
Family Services from May 28 through August 31, 2015.
j. To authorize the Treasurer to enter into a contract for natural gas supply with Interstate Gas
Supply (IGS Energy) for a _____-year period. Price is to be $________ per burner tip Mcf.
k. Five Year Forecast as presented.

RESOLUTION
DECLARING URGENT NECESSITY, WAIVING COMPETITIVE BIDDING, AND
AUTHORIZING CONTRACT FOR BARLOW-VINCENT ELEMENTARY SCHOOL PROJECT
WHEREAS, the Superintendent recommends that the Board declare an urgent necessity, waive
competitive bidding, and authorize him to enter into a construction contract for the additions and renovations
to the Barlow-Vincent Elementary School to convert the building to a middle school in order to complete the
work before the beginning of the 2015/2016 school year.
Rationale:
1. Plans have been prepared to convert the Barlow-Vincent Elementary School building to a middle
school facility for use beginning with the 2015/2016 school year (the “Project”), which will provide
enhanced learning environment for the District’s students.
2. The Board previously retained Johnson Controls through the State cooperative purchasing program
to perform mechanical, electrical and plumbing work on the building, and that work is underway.
3. In order to complete the work before the beginning of the school year in August 2015, the
Superintendent recommends that the Board exercise its authority under ORC Section 3313.46 to
determine an urgent necessity exists, waive competitive bidding, and authorize the Superintendent to
contract with the a qualified contractor that can perform the work in the timeline specified, based
upon cost proposals received for the specified work.
4. JBA Architects, P.C. prepared drawings and specifications for the Project, and working with the
Superintendent, solicited pricing from qualified contractors to perform the work. Three contractors
met with the Architect and Superintendent to review the Project requirements and initial price quotes
were due on April 15, 2015. That date was extended to provide additional time for the companies to
review their pricing quotes for the work. Once received, the pricing will be reviewed and further
discussions may be had with one or more of the contractors to determine which is the best contractor
to perform the work, with price being considered but not the determining factor.
5. The estimated construction cost for the specified work is $4,500,000.
NOW, THEREFORE, BE IT RESOLVED based upon the information provided and pursuant to
the authority given in Ohio Revised Code Section 3313.46, the Board determines that an urgent
necessity exists with respect to the additions and renovations to the Barlow-Vincent Elementary
School to create a new middle school facility, which will better serve the educational needs of District
students, beginning in August 2015 for the 2015/2016 school year.
BE IT FURTHER RESOLVED the Board waives competitive bidding and authorizes the
Superintendent and Treasurer to contract with the contractor determined best able to perform the
specified work and meet the needs of the Board as long as the cost for the work will not exceed the
estimated construction cost by more than 10% in order for the work to begin as soon as possible and
to be completed by mid-August 2015 before the scheduled beginning of the 2015/2016 school year.

RESOLUTION
AUTHORIZING 2015/2016 MEMBERSHIP IN OHIO HIGH SCHOOL
ATHLETIC ASSOCIATION
WHEREAS, Warren Local School District of 220 Sweetapple Road, Vincent, Washington
County, Ohio has satisfied all the requirements for membership in the Ohio High School Athletic
Association, a voluntary unincorporated association not-for-profit; and
WHEREAS, the Board of Education/Governing Board (“Board”) and its Administration desire
for the schools with one or more grades at the 7-12 grade level under their jurisdiction to be voluntary
members of the OHSAA;
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF EDUCATION/
GOVERNING BOARD that all schools listed on the reverse side of this card (Warren High School and
Warren Middle School) do hereby voluntarily renew their membership in the OHSAA and that in doing
so, the Constitution and Bylaws of the OHSAA are hereby adopted by this Board as and for its own
minimum student-athlete eligibility requirements. Notwithstanding the foregoing, the Board does reserve
the right to raise the student-athlete eligibility standards as the Board deems appropriate for the schools
and students under its jurisdiction; and
BE IT FURTHER RESOLVED that the schools under this Board’s jurisdiction agree to
conduct their athletic programs in accordance with the Constitution, Bylaws, Regulations, interpretations
and decisions of the OHSAA and to cooperate fully and timely with the commissioner’s Office of the
OHSAA in all matters related to the interscholastic athletic programs of the schools. Furthermore, the
schools under this Board’s jurisdiction; shall be the primary enforcers of the OHSAA Constitution,
Bylaws and Sports Regulations and the interpretations and rulings rendered by the Commissioner’s
Office. The administrative heads of these schools understand that failure to discharge the duty of primary
enforcement may result in fines, removal from tournaments, suspension from membership and/or other
such penalties as prescribed in Bylaw 11.

RESOLUTION
A RESOLUTION APPROVING A WRITTEN POST-ISSUANCE
COMPLIANCE POLICY IN CONNECTION WITH THE
ISSUANCE OF TAX-EXEMPT AND TAX-PREFERRED
OBLIGATIONS BY THE SCHOOL DISTRICT
WHEREAS, the School District has previously issued, or intends to issue in the future, bonds and
other obligations for the purpose of financing various capital improvements in the School District; and
WHEREAS, such obligations were issued, or will be issued as, tax-exempt and tax-preferred
obligations (collectively, the "Obligations") under the Internal Revenue Code of 1986, as amended; and
WHEREAS, in connection with the issuance of the Obligations, it is advised that the Board have
a formal written policy outlining the policies and procedures necessary to promote compliance with federal
income tax and securities laws, as well as the requirements set forth in the documents for each issue of
Obligations; and
WHEREAS, the Board desires to formally approve a written policy outlining such policies and
procedures;
NOW THEREFORE, BE IT RESOLVED by the Board of Education of the Warren Local School
District, Washington and Athens Counties, Ohio, that:
Section 1 Approval of Written Post-Issuance Compliance Policy. The Board hereby
approves a written post issuance compliance policy (the "Policy") in connection with the issuance of the
Obligations of the School District. On behalf of the Board, the Treasurer is hereby authorized to execute
the Policy, which Policy shall be in the form attached hereto as Exhibit A. The Treasurer is also hereby
authorized to execute any other documents necessary in connection with the Policy. The Treasurer's
execution of such documents shall be conclusive evidence of the Board's approval of such documents.
Section 2 Open Meeting. It is hereby found and determined that all formal actions of the
Board concerning and relating to the adoption of this Resolution were adopted in an open meeting of the
Board, and that all deliberations of the Board and of any of its committees that resulted in such formal
action were in meetings open to the public in compliance with all legal requirements, including Section
121.22 of the Ohio Revised Code.

PUBLIC PARTICIPATION AT BOARD MEETINGS
All meetings of the Board and Board-appointed committees are open to the public.
In order for the Board to fulfill its obligation to complete the planned agenda in an effective and efficient fashion, a maximum of 30
minutes of public participation may be permitted at each meeting.
Each person addressing the Board will give his name and address. If several people wish to speak, each person is allotted three minutes
until the total time of 30 minutes is used. During that period, no person may speak twice until all who desire to speak have had the opportunity to do so. Persons desiring more time should follow the procedure of the Board to be placed on the regular agenda. The period
of public participation may be extended by a vote of the majority of the Board, present and voting.
Agendas will be made available on-line or by request. The section on the agenda for public participation will be marked with an asterisk.
