Vehicle parking:• Park off the roadway and in your driveway. On street parking inhibits our trucks from clearing the streets. • If you live on a cul-de-sac, parking on the street makes snow removal almost impossible. • If you live on a designated snow emergency route, you may not park on the street once a snow emergency hasbeen declared.

General Removal of Snow:• Do not throw or blow the snow that you remove from your driveway or sidewalks back into the street. Thisslows the snow removal process and you could be subject to a fine.

Driveways – Some suggestions for shoveling driveways are:• Wait until all plowing operations have ceased before attempting to clear your driveway.• If you clear your driveway before plowing operations are completed, leave the last 6 feet unshoveled.

Above all, please be patient. Snow plows push snow, they don’t eat it! Our primarygoal is to clear the streets for safe and accessible passage by all; we will move all snowto the curb line so YES your driveway will be plowed in, please review the drawingabove to minimize your frustration and aggravation. AGAIN the roadway being clearedis our NUMBER 1 priority. Our employees need time to do their job properly. Pleasekeep in mind that our employees also require rest breaks to ensure everyone’s safety.We do our very best to insure timely operations but we do have 60 lane miles ofroadway to address with a small crew.

Be aware that your mailbox is in the Township right-of-way and may be subjected to tremendous weight of thrownor piled snow. The Township is not responsible for mailboxes damaged by thrown snow, so to minimize this typeof damage, check to see that your mailbox, the post, and the box mounting are in good condition and do not extendinto the street.

If there is an immediate or urgent problem, you can contact the Township and leave your contact information,address, and the nature of your problem. The Public Works Department will respond in a timely and efficient mannerto rectify the situation. If there is an emergency problem for the police or fire company, dial 9-1-1.

We celebrate Washington and all the men and women of the revolution who fought forour independence with the 5th Pennsylvania Regiment encampment and other reenactors

that engage in skirmishes and representations of colonial life. We will again have 18th centurymusic, blacksmithing, spinning, woodworking, 18th century children’s toys and games, puppet

shows, folk painting, powder horn making, quilting, embroidery and other activities.

Warwick Township is making winter storm management preparations for dedicated roads to assure thehighest level of service to our residents. The following is our general snow and ice removal policy for theTownship. The policy may be adjusted to address unique situations or state of emergency designations.

To serve you better, we need your cooperation with all facets of winter storm management. We ask you toreview our policy and the additional information provided here. If you have any further questions, pleaseemail them to [email protected].

The Township’s primary objective is to make the roads under its jurisdiction as safe as reasonably possibleunder the circumstances for the traveling public. This means plowed and passable edge to edge. To minimizedamage to equipment, plow blades are not set to scrape the road bare.

We once again will be applying a brine solution to critical road surfaces prior to the first snowflake, ONLYwhen conditions are optimal for this type of application. These roadways will be selected in a manner whichbest recognizes the need to ensure safety in critical areas such as higher traffic volume areas, slopes andsharp curves. By doing this we hope to inhibit snow adhesion to roads. Ideally, we will have time to reach allof the critical areas as well as a large portion of dedicated Township roads.

The Township does not mobilize its snow removal forces for its plowing operations until a minimum of 3 ‘of snow is on the ground. Icing conditions are addressed using different criteria. Designated snow emergencyroutes will be the first areas salted and plowed within the Township, followed by collector roads, maindevelopment streets, and cul-de-sacs. For the initial plowing sequence, drivers are instructed to make onepass in each direction on the street and one pass in and out of cul-de-sacs (up the middle). The priority ofeach vehicle is to open each street in its assigned area. At the start of each storm, trucks are loaded with saltand drivers are sent to their assigned areas. Their instructions are to apply salt to all Snow Emergency Routesthen collector and arterial roads, followed by main development roads then cul-de-sacs and Dead Ends Last.So if we come through and have not been on your street it is because Cul-de-sacs and Dead Ends are LAST.We will address you as soon as our primary roadways have been treated and are safe. Salt needs themovement of traffic to be most effective; so if it seems your street has not been salted, it may just be thatthere has not been enough traffic to promote melting action.

Snow is pushed where it is most convenient and maximizes our time. We do not purposely place snow onanyone’s property. The snow is pushed to areas that maximize our time and effectiveness. We are workingas hard and as quickly as possible to open up our roadways for all.

On February 6, 2015 at 11:23 PM, EMS and Warwick Police Officers Witmanand Hueber were called to a home on Gabriel Lane for a reported patient withchest pains. When the officers arrived, they found the patient in severe distressand he subsequently experienced cardiacarrest. Officer Hueber immediately beganCPR. Officer Witman, an EMT assigned toour QRS service applied a defibrillator, andadministered a shock. Paramedics fromWarminster and Warrington arrived, andtook over patient care. As a result of thiscooperative effort, the patient was able tosurvive and recover from this most seriousmedical condition.Based on their outstanding action, which

resulted in the saving of a life, OfficersWitman and Hueber are hereby awardedthe Warwick Township Commendation forLifesaving.

SOLICITING INFORMATION

In March of 2015, the Warwick Township Board of Supervisors made significant changes to the ordinanceregulating commercial solicitation (door to door sales) within the Township. The full ordinance can be found athttp://ecode360.com/laws/WA1313. The following is a summary of several important new requirements:

• All commercial entities must obtain a permit from the Police Department beforeconducting door to door sales in Warwick Township. Permit fees can be found in theTownship fee schedule. Permits are not required for religious or charitable organizations.

• With their permit, solicitors will receive an identification badge from the Township, whichincludes their name and photograph. The badge shall be worn at all times whilesoliciting.

• Township residents and businesses may obtain a “NO SOLICITATION” sign from theTownship to be conspicuously displayed in the front window of their property if they donot wish to receive door to door solicitations. Door to door solicitation is prohibited atproperties displaying this sign.

• Any person violating this ordinance commits a summary offense. The fine uponconviction is a minimum of $375.00 plus costs.

FIRE PLACE ASHESLast winter there were several fires in the Township directly caused by improperly discarded fire place ashes. One

fire caused significant damage to a home and another exterior fire spread through brush and threatened severalhomes before being extinguished. Residents involved were long time users of wood burning fire places and theywere familiar with discarding the ashes. Even with this history, they were surprised at the amount of time that ashesretain enough energy to re-ignite when exposed to combustible materials. Days and in some cases a week, ashesretain that ability.

Several rules must be strictly enforced.

1. Never store ashes in a combustible container. A metal can witha tight fitting lid is required.

2. Never store ashes, even in a metal can, within 10 feet of abuilding, on a deck or under a deck.

3. Wet all ashes before finally disposing of them.

EMERGENCY ELECTRICAL POWER

Power failures have increased the installation of back-up electrical generators.Although they can provide excellent service during a storm or other emergency,they come with some risks with regard to the handling of gasoline and the potentialof Carbon Monoxide (CO). Here are a few safety tip if you have or are consideringthe purchase of a portable electrical generator.

1. Generators should be used in well ventilated locations outside away from alldoors, windows and vent openings.

2. Never use a generator in an attached garage, even with the door open.

3. Place generators so that exhaust fumes can’t enter the home throughwindows, doors or other openings in the building.

4. Make sure to install carbon monoxide (CO) alarms in your home. Followmanufacturer’s instructions for correct placement and mounting height.

5. Turn off generators and let them cool down before refueling. Never refuel a generator while it is hot.

6. Store fuel for the generator in a container that is intended for the purpose and is correctly labeled as such.Store the containers outside of living areas.

At the May 18th Board of Supervisors meeting an agreementwas signed with Warminster Ambulance to erect a temporarystation at the Water and Sewer Authority property on Dark HollowRoad. Both the PennDot reconstruction of Route 263 and theincreasing volume of calls and response times prompted theBoard of Supervisors to look for a solution to the impediment inservice that will result from the closing of Almshouse and York Road throughout the summer.With the coordination of many parties, the temporary station is up and running as of June 22nd.

This location will only be temporary (6 months + possible extension for 6 months) but willprovide an additional ambulance and crew and bring it all closer to an area of the Township whichwill be challenging to reach in the case of an emergency.

Supervisor John Cox led the efforts and Supervisors Algeo and Thompson are both supportiveof the project. The Board is now considering the possibility of building a permanent ambulancestation in the next two years.

REMINDERPHASE 1 ON-LOT SEWAGE VISUAL INSPECTION FORMS FOR 2015

In January 2015, the township sent letters to all households inphase 1 of the Warwick Township on-lot sewage managementprogram. These households are required to have their on-lotsewage system pumped by December 31, 2015. They must file avisual inspection form that is to be filled out by their waste hauler.We also need a copy of the receipt from their hauler. Warwick Township is requesting that anyone who is part of phase

1, return their completed forms to us as soon as possible. If youhave lost or misplaced your form, you can obtain a copy by goingto our website at www.warwick-bucks.org (permits and forms) oryou can pick them up at the township administration building.

In 2011, Warwick Township adopted the on-lot sewage maintenance ordinance to ensure basic maintenanceof on-lot septic systems in the township. Septic tanks must be pumped at intervals not to exceed three years.You only need to register for the program one time but you will be notified every three years in reference topumping your tank. Pumping your tank regularly will greatly reduce the chance of accumulated solids escapingthe tank and clogging other components, especially the drain field, which is the most critical component of mostseptic systems. In addition, pumping the tank regularly will prolong the life of any on-lot system.

WHAT IS A “HOME OCCUPATION?”A home occupation is an accessory use that is clearly subordinate to the existing residential use of

the property. There is a $100 registration fee for a home occupation, as well as a $50 annual renewal fee. Failure toregister a home occupation could result in a non-traffic citation and penalties up to and including $1,000 per dayplus court fees as determined by the District Justice.

WHAT IF I DON’T HAVE ANY CUSTOMERS OR CLIENTS COME TO VISIT ME?If no one other than family members is involved in the business, there is no display or sale of retail goods, there

are no signs, the activity doesn’t generate more sewage than a typical residence and the activity doesn’t occupymore than 25% of the habitable area of the home, the business will probably be considered a “No-impact Home-Based Business.” A permit is still required. With a proper permit, No-Impact Home-Based Businesses are allowedin all zoning districts.

WHERE CAN I HAVE A HOME OCCUPATION?A home occupation is either permitted by right, permitted by special exception, or not permitted depending on

the type of home occupation and the zoning district where the property of located. “Permitted by right” means thatif the owner applies for a permit and meets all the regulations in the ordinance, they will be issued a permit.“Permitted by special exception” means the applicant has to apply to the Zoning Hearing Board for permission tooperate that type of home occupation in that location. “Not permitted” means that a particular type of homeoccupation is not allowed in a particular district.

WHAT ARE SOME OF THE GENERAL RULES ANDREGULATIONS THAT APPLY TO HOMEOCCUPATIONS?The home occupation must be carried on wholly

indoors. The appearance of the home cannot bealtered to cause it to be different from the surroundinghomes. Home occupations cannot create noise,vibration, glare, fumes, odors, dust, or electricalinterference.

The Township will save approximately $450,000 over the next twelve yearsafter refinancing a series of bonds from 2010. The Board of Supervisors votedunanimously to refinance $4,940,000 in debt with current annual interest ratesranging from 2.25 percent to 4.125 percent. The new general obligation notehas a fixed interest rate of 2.07 percent. The refinancing also shortened theterm of the debt from twelve to ten years.

The Township will save approximately $450,000 over the next twelve yearsafter refinancing a series of bonds from 2010. The Board of Supervisors votedunanimously to refinance $4,940,000 in debt with current annual interest ratesranging from 2.25 percent to 4.125 percent. The new general obligation notehas a fixed interest rate of 2.07 percent. The refinancing also shortened theterm of the debt from twelve to ten years.

Winter Camp Registration Information

Registration for WINTER programs will begin on Tuesday, January 5, 2016. The best and easiest way to register is to go to the website for the Parks andRecreation Department (www.warwickrec.com). You must create an account before you can register for a program. Are you working out of your home? If so, here is what you need to know. WarwickTownship would like to remind residents that a zoning permit is required for all HomeOccupations.

WHAT IS A “HOME OCCUPATION?”A home occupation is an accessory use that is clearly subordinate to the existing residential use of

the property. There is a $100 registration fee for a home occupation, as well as a $50 annual renewal fee. Failure toregister a home occupation could result in a non-traffic citation and penalties up to and including $1,000 per dayplus court fees as determined by the District Justice.

WHAT IF I DON’T HAVE ANY CUSTOMERS OR CLIENTS COME TO VISIT ME?If no one other than family members is involved in the business, there is no display or sale of retail goods, there

are no signs, the activity doesn’t generate more sewage than a typical residence and the activity doesn’t occupymore than 25% of the habitable area of the home, the business will probably be considered a “No-impact Home-Based Business.” A permit is still required. With a proper permit, No-Impact Home-Based Businesses are allowedin all zoning districts.

WHERE CAN I HAVE A HOME OCCUPATION?A home occupation is either permitted by right, permitted by special exception, or not permitted depending on

the type of home occupation and the zoning district where the property of located. “Permitted by right” means thatif the owner applies for a permit and meets all the regulations in the ordinance, they will be issued a permit.“Permitted by special exception” means the applicant has to apply to the Zoning Hearing Board for permission tooperate that type of home occupation in that location. “Not permitted” means that a particular type of homeoccupation is not allowed in a particular district.

WHAT ARE SOME OF THE GENERAL RULES ANDREGULATIONS THAT APPLY TO HOMEOCCUPATIONS?The home occupation must be carried on wholly

indoors. The appearance of the home cannot bealtered to cause it to be different from the surroundinghomes. Home occupations cannot create noise,vibration, glare, fumes, odors, dust, or electricalinterference.

At the May 18th Board of Supervisors meeting an agreementwas signed with Warminster Ambulance to erect a temporarystation at the Water and Sewer Authority property on Dark HollowRoad. Both the PennDot reconstruction of Route 263 and theincreasing volume of calls and response times prompted theBoard of Supervisors to look for a solution to the impediment inservice that will result from the closing of Almshouse and York Road throughout the summer.With the coordination of many parties, the temporary station is up and running as of June 22nd.

This location will only be temporary (6 months + possible extension for 6 months) but willprovide an additional ambulance and crew and bring it all closer to an area of the Township whichwill be challenging to reach in the case of an emergency.

Supervisor John Cox led the efforts and Supervisors Algeo and Thompson are both supportiveof the project. The Board is now considering the possibility of building a permanent ambulancestation in the next two years.

REMINDERPHASE 1 ON-LOT SEWAGE VISUAL INSPECTION FORMS FOR 2015

In January 2015, the township sent letters to all households inphase 1 of the Warwick Township on-lot sewage managementprogram. These households are required to have their on-lotsewage system pumped by December 31, 2015. They must file avisual inspection form that is to be filled out by their waste hauler.We also need a copy of the receipt from their hauler. Warwick Township is requesting that anyone who is part of phase

1, return their completed forms to us as soon as possible. If youhave lost or misplaced your form, you can obtain a copy by goingto our website at www.warwick-bucks.org (permits and forms) oryou can pick them up at the township administration building.

In 2011, Warwick Township adopted the on-lot sewage maintenance ordinance to ensure basic maintenanceof on-lot septic systems in the township. Septic tanks must be pumped at intervals not to exceed three years.You only need to register for the program one time but you will be notified every three years in reference topumping your tank. Pumping your tank regularly will greatly reduce the chance of accumulated solids escapingthe tank and clogging other components, especially the drain field, which is the most critical component of mostseptic systems. In addition, pumping the tank regularly will prolong the life of any on-lot system.

FIRE PLACE ASHESLast winter there were several fires in the Township directly caused by improperly discarded fire place ashes. One

fire caused significant damage to a home and another exterior fire spread through brush and threatened severalhomes before being extinguished. Residents involved were long time users of wood burning fire places and theywere familiar with discarding the ashes. Power failures have increased the installation of back-up electrical generators.Although they can provide excellent service during a storm or other emergency,they come with some risks with regard to the handling of gasoline and the potentialof Carbon Monoxide (CO). Here are a few safety tip if you have or are consideringthe purchase of a portable electrical generator.

1. Generators should be used in well ventilated locations outside away from alldoors, windows and vent openings.

2. Never use a generator in an attached garage, even with the door open.

3. Place generators so that exhaust fumes can’t enter the home throughwindows, doors or other openings in the building.

4. Make sure to install carbon monoxide (CO) alarms in your home. Followmanufacturer’s instructions for correct placement and mounting height.

5. Turn off generators and let them cool down before refueling. Never refuel a generator while it is hot.

6. Store fuel for the generator in a container that is intended for the purpose and is correctly labeled as such.Store the containers outside of living areas.

On February 6, 2015 at 11:23 PM, EMS and Warwick Police Officers Witmanand Hueber were called to a home on Gabriel Lane for a reported patient withchest pains. When the officers arrived, they found the patient in severe distressand he subsequently experienced cardiacarrest. Officer Hueber immediately beganCPR. Officer Witman, an EMT assigned toour QRS service applied a defibrillator, andadministered a shock. Paramedics fromWarminster and Warrington arrived, andtook over patient care. As a result of thiscooperative effort, the patient was able tosurvive and recover from this most seriousmedical condition.Based on their outstanding action, which

resulted in the saving of a life, OfficersWitman and Hueber are hereby awardedthe Warwick Township Commendation forLifesaving.

In March of 2015, the Warwick Township Board of Supervisors made significant changes to the ordinanceregulating commercial solicitation (door to door sales) within the Township. The full ordinance can be found athttp://ecode360.com/laws/WA1313. The following is a summary of several important new requirements:

• All commercial entities must obtain a permit from the Police Department beforeconducting door to door sales in Warwick Township. Permit fees can be found in theTownship fee schedule. Permits are not required for religious or charitable organizations.

• With their permit, solicitors will receive an identification badge from the Township, whichincludes their name and photograph. The badge shall be worn at all times whilesoliciting.

• Township residents and businesses may obtain a “NO SOLICITATION” sign from theTownship to be conspicuously displayed in the front window of their property if they donot wish to receive door to door solicitations. Door to door solicitation is prohibited atproperties displaying this sign.

• Any person violating this ordinance commits a summary offense. The fine uponconviction is a minimum of $375.00 plus costs.

Warwick Township is making winter storm management preparations for dedicated roads to assure thehighest level of service to our residents. The following is our general snow and ice removal policy for theTownship. The policy may be adjusted to address unique situations or state of emergency designations.

To serve you better, we need your cooperation with all facets of winter storm management. We ask you toreview our policy and the additional information provided here. If you have any further questions, pleaseemail them to [email protected].

The Township’s primary objective is to make the roads under its jurisdiction as safe as reasonably possibleunder the circumstances for the traveling public. This means plowed and passable edge to edge. To minimizedamage to equipment, plow blades are not set to scrape the road bare.

We once again will be applying a brine solution to critical road surfaces prior to the first snowflake, ONLYwhen conditions are optimal for this type of application. These roadways will be selected in a manner whichbest recognizes the need to ensure safety in critical areas such as higher traffic volume areas, slopes andsharp curves. By doing this we hope to inhibit snow adhesion to roads. Ideally, we will have time to reach allof the critical areas as well as a large portion of dedicated Township roads.

The Township does not mobilize its snow removal forces for its plowing operations until a minimum of 3 ‘of snow is on the ground. Icing conditions are addressed using different criteria. Designated snow emergencyroutes will be the first areas salted and plowed within the Township, followed by collector roads, maindevelopment streets, and cul-de-sacs. For the initial plowing sequence, drivers are instructed to make onepass in each direction on the street and one pass in and out of cul-de-sacs (up the middle). The priority ofeach vehicle is to open each street in its assigned area. At the start of each storm, trucks are loaded with saltand drivers are sent to their assigned areas. Their instructions are to apply salt to all Snow Emergency Routesthen collector and arterial roads, followed by main development roads then cul-de-sacs and Dead Ends Last.So if we come through and have not been on your street it is because Cul-de-sacs and Dead Ends are LAST.We will address you as soon as our primary roadways have been treated and are safe. Salt needs themovement of traffic to be most effective; so if it seems your street has not been salted, it may just be thatthere has not been enough traffic to promote melting action.

Snow is pushed where it is most convenient and maximizes our time. We do not purposely place snow onanyone’s property. The snow is pushed to areas that maximize our time and effectiveness. We are workingas hard and as quickly as possible to open up our roadways for all.

Vehicle parking:• Park off the roadway and in your driveway. On street parking inhibits our trucks from clearing the streets. • If you live on a cul-de-sac, parking on the street makes snow removal almost impossible. • If you live on a designated snow emergency route, you may not park on the street once a snow emergency hasbeen declared.

General Removal of Snow:• Do not throw or blow the snow that you remove from your driveway or sidewalks back into the street. Thisslows the snow removal process and you could be subject to a fine.

Our primarygoal is to clear the streets for safe and accessible passage by all; we will move all snowto the curb line so YES your driveway will be plowed in, please review the drawingabove to minimize your frustration and aggravation. AGAIN the roadway being clearedis our NUMBER 1 priority. Our employees need time to do their job properly. Pleasekeep in mind that our employees also require rest breaks to ensure everyone’s safety.We do our very best to insure timely operations but we do have 60 lane miles ofroadway to address with a small crew.

As winter approaches, our thoughts turn to other activities as we plan for the annual hibernationto the indoors. This is also a good time to plan a safe hibernation for your house as well. The

constant change in the weather can have a significant effect on your house that, if left unchecked,may result in major repairs in the future.

Now is the time to inspect your house for anything that does not appear to be normal. Things tolook for include loose siding, missing or torn shingles, broken or sticking doors, missing caulkingaround windows or any other item that will leave your home exposed to the elements. Now is thetime to start addressing these items before the cold weather sets in and these items are forgotten.

You may also want to take a look at other items that are often overlooked until it is too late. Oneimportant item is your home heating system. Most people who are not on a maintenance programforget to have service performed until well into the heating season when the furnace decides to stopworking. Unfortunately, this is the time that most heating contractors are busiest and you may haveto wait for service. Avoid the headache and plan ahead.

Items such as your water heater may need your attention as well as other home appliances. Remember to check and make surewater pipes are properly insulated and not exposed to freezing temperatures. Be sure that leaves and debris do not obstruct waterflow from gutters and downspouts. Water that freezes and is allowed to back up rooftops often provides you with unwelcome leaks.The lists are endless, but remember your home is a major investment - take good care of it.

Dear Residents:

In addition to the Route 263 reconstruction project, several large development projectsare currently underway along York Road. We expect that these projects will continueto exacerbate the traffic problems currently on York and Almshouse Roads. A summaryof the projects currently under construction, approved, proposed or available fordevelopment are below:

1. A new Wawa is under construction at the intersection of York Road and Meyer Way.Other pad sites are available on this property but tenants are currently unknown. Weanticipate a fall opening for Wawa.

2. The Bridges at Warwick assisted living facility is under construction at the intersectionof York Road and Almshouse Road. We anticipate a winter partial opening.

3. The Route 263 Discount Storage facility located on Kendarbren Drive and York Roadis undergoing an expansion to add more storage units behind the existing DunkinDonuts.

4. The Jamison Carpet and Tapas restaurant have approved preliminary plans toconstruct an addition with a parking lot expansion. Final plans still require approvalprior to the start of construction (as of 6/10/2015).

5. The “Fetzer” property (in between Wawa and Car Wash Express) has sketch planssubmitted to the Township for review. The most recent proposal is a mix of differenthousing types.

6. The “Walker” property (corner of York Road and Meyer Road) is currently for saleand may be developed. No plans have been submitted to date.

7. The Lukoil property (corner of York Road and Almshouse Road) is closed andawaiting a new tenant or redevelopment. No plans have been submitted to date.

The good news is that new construction is a good indicator of a strong local economy.The bad news is that traffic and congestion will remain until the current developmentboom slows. Please be sure to make an effort to support your local businesses so theyare still here after the construction.
