EXECUTIVE SUMMARY

Overview McMaster University located at 1280 Main Street East in Hamilton, Ontario, retained Waste Check to perform a solid, non hazardous waste audit at the main campus.

Purpose The purpose of the audit was to identify, quantify and analyze the composition of the waste stream generated by the collective functional areas within the university campus; to ensure compliance with the requirements contained in The Ministry of the Environment Ontario Regulations 102/94 and 103/94; to determine the locations’ ability to reduce, reuse and recycle materials from the existing waste stream on a go forward basis; to pinpoint recycling opportunities and / or opportunities to enhance and strengthen recycling initiatives currently in place; to provide the foundation for a Waste Reduction Work Plan.

Audit Methodology McMaster University currently utilizes various sizes of front end, compactor, and roll off containers for the collection and disposal of solid, non hazardous waste throughout the campus. The waste audit took place over a three day period and was broken down into three separate locations: the Student Centre/Mills Library, the residence buildings, and the Commons. For the purpose of collecting a sample of waste from the Student Centre and the Mills Library, a designated from end truck went to the sites and emptied the waste bins. The bins contained a 24-hour sample of waste. The same process was followed to collect a sample of waste from all of the residence buildings on campus that contained a 24-hour sample; and to collect a sample of waste from the Commons, the waste compactor was emptied, and over a 24-hour period all wastes were placed in the container as normal. The compactor was then removed and emptied after the sample collection period. All of the wastes collected from the campus were brought to an off site location for audit and analysis. An overall visual survey was completed by the Waste Check audit team; bags of waste material were opened from the container and separated into commodity type and resulting sub categories. Each commodity type and sub category was weighed individually and logged by point of generation area. Waste Check audited 100% of the waste generated over a 24-hour period from each site.

Report The information contained in this waste audit report was gathered from the off site waste audit, a tour of the university, discussions with McMaster University personnel as well as an analysis of current waste management handling practices used at the campus.

CURRENT WASTE HANDLING PROCESSES AND CONTAINERS

Maintenance and facility services, including cleaning staff, continually collect wastes and

deposit the material into the available waste containers. Material generated in the commons and student centre is deposited by both McMaster Facility

Services, McMaster University Student Centre contracted custodial services, Housing and Conference Services’ Facility Services team, and the various kitchen and food tenants located within the buildings.

Waste is collected and deposited into various front end, roll off, and compactor containers; all

of which are serviced on separate schedules, dependent on volumes of waste generated at each building.

• Mills Library uses 1, 6 cubic yard front end waste container, which is emptied five

times per week by a private contractor. • The Student Centre (MUSC) uses 2, 3 cubic yard front end waste compactors. Both

bins are dumped two times each week by a private contractor. • The Residence buildings all use various front end waste containers and are emptied

six times per week by a private contractor. • The commons uses 1, 15 yard compactor which is emptied once per week by a

private contractor.

CURRENT RECYCLING INITIATIVES AND DIVERSION PROGRAM:

Current Recycling Diversion Program includes:

o Mixed Paper Fibres o Co-Mingled (Plastics, glass, aluminum and steel cans) o Cardboard (OCC) o Steel, Scrap Metals o Organics o E-Waste, Electronics o Wood

Mixed Paper Fibres are collected in 95 gallon recycling totes located throughout the

campus. The totes are emptied on a varying schedule, at least once per week, by a private contractor.

Co-Mingled Recycling (Aluminum/Plastic/Glass) is collected in 95 gallon recycling totes

located throughout the campus. The totes are emptied on a varying schedule, at least once per week, by a private contractor.

Cardboard is collected and deposited into several front end and roll off compactor

containers which are serviced on various schedules.

Steel is collected in various roll off containers, and are serviced on an ‘on call’ basis when needed.

Organics are collected in 65 gallon totes located at various buildings around campus.

The totes are emptied six times per week by a private contractor.

E-Waste is collected from various locations throughout the campus and deposited into a designated container for recycling. The container is emptied when needed, through a private contractor.

Wood (un-treated pallets, scraps) is collected from throughout the campus grounds and deposited into a 40 cubic yard open top roll off container located at the main lower compound. The container is emptied on an ‘on call’ basis when needed.

The following assumptions were applied in determining the recycling weights and resulting diversion percentage based on available service information at the time of the waste audit: Based on industry standards 1,109,657.70 kilograms or 1,109.65 metric tonnes of materials

were removed and recycled collectively from McMaster University in the 2010/2011 school year.

1. Do you have a management policy in place that promotes the purchasing and/or use of materials or products that consist of recycled and/or reused materials or products? If yes, please describe.

McMaster University does have a purchasing policy that deals with the purchase of recyclable and recycled items and products. Please see attached information, “Policy on Environmentally Green Purchasing”. The Office of Sustainability also produces an annual sustainability report, outlining objectives and current programs in place around campus to promote sustainability. The report includes initiatives such as composting programs, community clean up days, and plastic-bottle-free zones.

2. Do you have plans to increase the extent to which materials or products used or

sold* consist of recycled or reused materials or products? If yes, please describe.

McMaster’s Purchasing Policy described above includes information on and encourages the purchase of products with a higher percentage of recycled content.

* Information regarding materials or products “sold” that consist of recycled or reused materials or products is only required from owner(s) of retail shopping establishments and the owner(s) or operator(s) of large manufacturing establishments.

Please attach any additional page(s) as required to answer the above questions

COMMUNICATION TO STAFF, CUSTOMERS, GUESTS AND VISITORS

Explain how the Waste Reduction Work Plan will be communicated to employees, customers, tenants, guests/visitors and students: Communication will be posted on line and in designated common areas (employee lounges, student notice boards, other common areas) for all employees, students and guests to read, detailing the audit results and the plan to increase and continue with recycling initiatives for all functional areas of the campus. The communication will speak to the Waste Reduction Work Plan action items and objectives, and will also speak to McMaster’s goals for waste reduction, reuse, and recycling initiatives. Both documents will provide the vehicle necessary to continue towards greater diversion success. Follow up communications will be provided to inform employees, students and guests of program success, challenges and/or improvements required on a continual basis. Include recycling handling and protocols to use in new staff orientation programs and in student handbooks and welcome packages.

ESTIMATED WASTE PRODUCED BY MATERIAL TYPE AND THE PROJECTED AMOUNT TO BE DIVERTED BY THE 3R’S

*This chart will be used to guide McMaster University towards diversion goals on a go-forward basis. Though the percentage of 65% may not be reached in the next calendar year, it will be used as a benchmark towards future goals. 10% diversion is used for materials that are not recyclable in the current waste stream. 25% diversion is used for programs that have not yet been implemented, but should be investigated for the future.
