WASTE EQUITY | INNOVATIONS IN COMMERCIAL WASTE
COLLECTION
Case Wyse, M.S. Candidate in Sustainable Environmental Systems | Fall Semester 2016
August 17, 2016 | Department of Sanitation releases The DSNY Private Carting Study
…the City committed to “conduct a comprehensive study of commercial waste collection zones,” to determine “if there are substantial inefficiencies in the way waste is collected and if so, whether exclusive collection zones would reduce those inefficiencies and possibly create ancillary benefits such as improved recycling rates, working conditions, and wages.”1

How did we get here?
2. Break-up of Mafia Control | For better or worse, removed the last semblance of a zoned-style waste system
1. Closure of City’s Landfills | And incinerators raised the costs of tipping fees in the remaining landfills
3. Big Waste Enters |and follows economic paths of least resistance for installation of waste infrastructure

Intro. 495 – Waste cap on currently overburdened communities
Transition both Commercial and Residential Waste transfer from land-based to primarily marine and rail
RecommendationsIncrease data transparency
Include a facilities analysis within the VMT network analysis of The Private Carting Study
ImplementationSeek out opportunities through the bidding process of franchised zones to subsidize the higher costs associated with marine-based waste transfer
