1. PURPOSE

To provide a procedure and policy for Council staff when considering the design of waste management (waste, recycling, green and hard waste) facilities for multi-unit developments.

To provide guidelines for architects, builders, planners, developers, building managers

and land owners when designing waste management (waste recycling, green and hard waste) facilities for multi-unit developments, the plans of which have been or are proposed to be submitted to Council for planning approval.

To be used as a guide for making planning decisions in conjunction with Council’s

planning scheme, which sets out policies and requirements for the use, development and protection of land.

To ensure that all residents at multi-unit dwellings have access to waste, recycling,

green and hard waste services that are equivalent in standard to that as provided by Council to all other Knox residents.

2. CONTEXT

This procedure and associated policy has been prepared to provide a consistent and equitable standard for planning permit applications for multi unit developments in addressing residential waste storage and disposal requirements for Knox City Council.

In Knox, waste management is assessed as part of the planning permit application process for multi unit developments. This is to ensure that buildings are designed to accommodate waste storage and facilitate disposal in a manner that protects the health,

safety and amenity of residents.

3. SCOPE

This procedure and associated policy will apply to:

Council staff involved in assessing residential waste storage and disposal requirements as part of the planning permit for multi unit developments.

Personnel involved in the design of residential waste storage and disposal requirements as part of the submission of a planning permit for multi unit developments.

5. DEFINITIONS

Amenity – Benefits of a property whose existence increases the value or desirability of that property. Collection point – means the area where the waste is to be collected by the waste collection contractor. Contamination – Materials and items within a recycling process that are not readily recycled by that process. Green waste – (a) placed in green waste bin – means leaves, grass clippings, weeds, prunings,

branches, bark and any other similar materials which are no greater than 100mm in diameter and 300mm in length; and

(b) placed on naturestrip for collection – means grass cuttings and other garden waste items which Council prescribes from time to time as green waste.

Hard waste – Refuse, rubbish or waste items which Council prescribes from time to time as hard garbage. Housekeeping Service – Collection agent takes the bins from a storage area located within the property to a collection vehicle usually located in a public area such as a roadway and returns the bins to the storage area after opening.

Indemnity – A party providing services to a particular property will not be held responsible for any loss or damage to such property as a result of routine provision of services, except in circumstances where the party has been negligent or breached statutory duty. Kerbside collection – Collection of household waste, recyclable materials, green waste and hard waste that are left at the kerbside for collection. Knox Planning Scheme – A statutory document that contains policies and controls for the use, development and protection of land within the City Of Knox. MGBs – Within this document, mobile garbage bins are referred to as 80 litre to 1100 litre bins which are expressed as 80L – 1100L bins. Multi Unit Development –Two or more dwellings on a lot, including villa units, townhouses and apartment buildings.

Responsible Entity – Building Managers, Owners Corporation, care takers and land owners responsible for purchasing and/or maintenance and/or management of waste for a development. This does not include Council’s collection contractor. Storey- Part of a building comprising habitable rooms that are on the same level. Does not include basements set aside for car parking, storage, waste collection. Waste Management Plan – A document that details how waste (garbage, recyclables, green and hard waste) is to be managed and where and how the waste should be stored and collected for the life of the development. This plan ensures that issues such as space, access, amenity and OH&S are addressed appropriately for all waste services.

6. PROCEDURE

6.1 Introduction This procedure has been prepared to assist Planning Permit applicants in addressing the residential waste storage and disposal requirements of Knox City Council for multi unit developments.

The information required to support a planning permit application will be based on:

The nature and location of the proposal

The capacity of Council to accommodate the transfer of waste (garbage, recyclables, green and hard waste) materials into disposal vehicles.

The Waste Management Plan (if required).

The Planning Permit conditions (including the Waste Management Plan if required) will be used to reinforce the waste storage and disposal requirements for the life of the

development.

6.2 Knox Waste and Recycling Services

Knox City Council currently provides the following services for residential properties (see table below for Knox standard bin colours). The following collection service is to be provided as a minimum:

An 80L bin for weekly waste collection. A 120L bin is also available but this bin

attracts an additional annual rates surcharge. A 240L bin for fortnightly comingled recycling collection. An optional 240L bin user pays service for fortnightly green waste collection

(attracts additional annual rates charge). A fortnightly kerbside collection of tied and bundled green waste. Two (2) hard waste collections per year.

The service described above may cater for smaller-sized multi unit developments of 1- 3 storeys that can meet the criteria referred to in section 6.5. For larger multi storey developments referred to in section 6.5, the service will provide bins of 80L, 120L or 240L capacity for waste and comingled recyclables. The Responsible Entity will be required to purchase, maintain and arrange private collection for larger 660L and 1100L bins. The capacity requirement will be based on waste generation rates referred to section 1.2 of Appendix A and frequency of collection. Bins are required to be collected during times that accord with Council’s own waste contract requirements: Between the hours of 6:00am and 6:00pm, Monday to Friday, on arterial roads as

nominated by Council, or Between 6:30am and 6:00pm, Monday to Friday, on all other roads.

6.2.1 Council’s Fees and Charges

Council’s website http://www.knox.vic.gov.au/yourproperty/waste,rubbishandrecycling should be referred to for relevant fees and charges for waste collection services. It should be noted that engagement of a private collection contractor will not result in a reduction in Council’s rates as charged to the property. Council rates also allow for waste removal from public place litter and recycling bins and litter clearance from shopping centre footpaths, roads, parks, gardens, recreation and sporting grounds, waterways and community facilities.

6.2.2 Waste Service Council requires that all residents be provided with waste and recycling services to the standard indicated in Section 6.2 as a minimum.

6.3 Knox Local Law Knox Council’s General Provisions Local Law 2010 regulates the way waste receptacles (mobile garbage bins) are supplied and used, and waste (including hard and bundled green waste) is collected.

Full details of the Local Law are available on the Knox Council website http://knox.vic.gov.au/yourcouncil/legislationandlocallaws The provision of the Local Law should be taken into account when preparing a planning permit application or a Waste Management Plan.

6.4 Planning Permit Application Information Requirements

This section is intended to assist applicants in understanding the information that needs to be submitted with planning applications for multi unit developments. There are two stages where information is needed through the planning application process to allow Council to adequately assess the waste management aspects: 6.4.1 Planning Permit Application

The following information is needed to enable the design and operation of the waste service to be considered and for advice to be provided to the applicant.

Land use details

Waste (garbage, recyclables, green and hard waste) generation

Waste (garbage, recyclables, green and hard waste) systems

Bin quantity and size

Bin storage area or room

Hard waste storage area

Bin access, waste sorting and bin movement

Collection arrangements

Scaled drawings showing the above.

6.4.2 Meeting Planning Permit Conditions

The following information is needed to verify that the design and operation of the waste service meets Council requirements. These will be stipulated in the Planning Permit Conditions.

A detailed description of the above is provided in Appendix A.

Where a Waste Management Plan is required as a condition of the Planning Permit all of the above criteria are to be addressed.

6.5 Waste Service Storage and Disposal Requirements

This is intended to assist applicants in understanding the waste service storage and disposal requirements of Knox City Council according to the type of development. Appendix B also provides a summary of the requirements along with worked examples.

Application Type Requirements

Developments up to five dwellings (1-3 storey). Includes units, town houses, and villas with each having an area for bin storage that is at ground level (not in basement). Can be stand alone or have an adjoining garage.

Option 1 - Where bins can be collected from the kerbside

Knox standard waste and recycle services apply.

Space to be provided for at least two bins per dwelling.

Bins to be placed kerbside for collection if sufficient frontage. Need 1.7 metre length per dwelling, based on 0.3 metre bin spacing.

Eligible for hard and bundled green waste collection from kerbside.

Waste Management Plan not required.

Responsible Entity to manage storage and placement for collection.

Option 2 - Where bins cannot be collected from the kerbside

Refer options for developments of six or more dwellings (1-3 storey) for collection within the property.

Developments of six or more dwellings (1-3 storey). Includes units, town houses, and villas with each having an area for bin storage or communal bin storage areas at ground level (not in basement). Can be stand alone or have an adjoining garage.

Note - kerbside collection is generally not permitted. Council may consider allowing bins to be placed on the naturestrip if the bins can be stacked one behind the other to form two rows of bins parallel with the kerbing and do not create a sight distance restriction for exiting vehicles.

Option 1 - Where bins can be collected from within the property. Each dwelling has own bins

Knox standard waste and recycle services apply.

Storage space to be provided for at least two bins per dwelling.

Bins to be placed within the property for collection if sufficient space. Need 1.7 metre length per dwelling placed in a line at the collection point. Also collection vehicle is not permitted to reverse into or out of property.

Eligible for hard and bundled green waste collection from kerbside, for up to 15 dwellings. Must be stored on site in communal area and collected from this area if more than 15 dwellings.

Waste Management Plan required.

Responsible Entity to manage storage and placement for collection.

Option 2 - Where bins can be collected from within the property. Dwellings required to share bins.

Sharing of bins can be applied.

240 litre shared waste bins collected weekly and 240 litre shared recycle bins collected fortnightly or weekly.

Communal storage area required for bins.

Bins to be placed within the property for collection if sufficient space. Need 1.8 metre length per dwelling placed in a line at the collection point. Also collection vehicle is not permitted to reverse into or out of property.

Waste Management Plan required.

Option 3 - Where the bin criteria for Options 1 & 2 cannot be met

Collection to be undertaken using a private waste contractor for bin services.

Eligible for hard and bundled green waste collection from kerbside, for up to 15 dwellings. Must be stored on site in communal area and collected from this area if more than 15 dwellings.

Waste Management Plan required.

Responsible Entity to manage storage and placement for collection including engagement of waste contractor.

Developments of apartment dwellings contained in a multi storey building. Bin storage usually located in the basement. For developments of four storeys or more bin storage is also required on each floor or a bin chute system is to be in place.

Note- Council may consider the collection of communal bins kerbside where the bins take up no more than 11 metres of the property’s frontage

Option 1 - Where waste collection can be provided using 240 litre MGBs

Sharing of bins can be applied.

240 litre shared waste bins collected weekly and 240 litre shared recycle bins collected weekly.

Communal storage area required for bins.

Provision to be made for collection vehicle to park across or within driveway of complex to facilitate bin collection. Collection vehicle not permitted to reverse into or out of the property.

Collection contractor will walk bins from storage area to collection vehicle then return after emptying - housekeeping service, for distances less than 30 metres from intended vehicle stopping point to bin store.

Residents to transfer waste and recyclables to the storage area.

Eligible for hard and bundled green waste collection from kerbside for up to 15 dwellings. Must be stored on site in communal area and collected from this area if more than 15 dwellings and must be less than 10 metres from intended vehicle stopping point to storage area.

Waste Management Plan required.

Responsible Entity to manage storage and placement for collection.

Option 2 - Where larger bins are required

Collection to be undertaken using a private waste contractor for bin services. Typically uses 660L or 1,100L bins.

Eligible for hard and bundled green waste collection from kerbside, for up to 15 dwellings. Must be stored on site in communal area and collected from this area for more than 15 dwellings – and must be less than 10 metres from intended vehicle stopping point to storage area.

Waste Management Plan required.

Responsible Entity to manage storage and placement for collection including engagement of waste contractor and provision and maintenance of bins.

Communal area required on site for storage and collection of bins. Cannot be placed kerbside for collection.

Option 3 - Where waste collection is provided using a chute system leading to a central waste room in a basement.

Collection to be undertaken using a private waste contractor for bin services. Typically uses 660L, 1,100L, 2, 3 or 4.5 cubic metre bins.

Eligible for hard and bundled green waste collection from

kerbside, for up to 15 dwellings. Must be stored on site in communal area and collected from this area for more than 15 dwellings – and must be less than 10 metres from intended vehicle stopping point to storage area.

Waste Management Plan required.

Responsible Entity to manage storage and placement for collection including engagement of waste contractor and provision and maintenance of bins.

Communal area required on site for storage and collection of bins. Cannot be placed kerbside for collection.

Mixed Use Development incorporating both residential and commercial use within the same development

Provision of waste and recycle services by Council to commercial premises is done as an optional user pays service. Traders can elect to use the Council service or a private contractor.

Council will only consider the residential component in assessing the waste management requirements for mixed use developments. This assessment will be based on the requirements as stipulated in Section 6.5.

The Waste Management Plan should indicate what is being provided for storage and clearance of waste and recyclables from the commercial premises as this may impact on the residential collection system.

Note- The above storage and disposal requirements are relevant as at September 2015. Other Council approved arrangements may be introduced and they will be made known to the applicant at the Planning Permit Application Stage

APPENDIX A

Information Requirements

1. Required at the time of the application 1.1 Land use details

Provide a summary of the proposed development:

• Number of residential dwellings including number of bedrooms per dwelling;

• Number and floor area of commercial tenancies;

• Number of floors and basement levels;

• Names of adjoining streets;

• Dimensions of street frontages (excluding vehicle and pedestrian crossovers);

• Location of vehicle access points. 1.2 Waste generation

A calculation of potential waste generation must be prepared.

Details of Knox’s standard garbage and recycling services are provided in Section 6.2. For multi unit developments, allow 80 litres garbage volume per week for a two bedroom dwelling, 120 litres garbage volume per week for a three bedroom dwelling and 120 litres of recycling volume per week.

Provision must also be made for the storage of the following waste streams:

• Cardboard, generated by residents moving into the development and occasional

purchases of household items;

• Green waste, for developments with garden areas;

• Hard waste, for large scale apartment developments. Hard waste can be placed kerbside for up to 15 apartments. Allow 0.5 square metre storage area within the complex per apartment for greater than 15 apartments (where collected from a store).

• Commercial waste that cannot be handled by regular Council services, eg. medical waste.

1.3 Waste systems

Details of waste systems must be described in writing and infrastructure shown on the

application plans.

Systems should be designed to encourage residents to recycle materials.

Developments of four storeys or more should include facilities at each floor for garbage and

recycling, eg a twin chute system.

Details of the waste system requirements, based on the type of development, are provided in

Section 5.

1.4 Bin quantity and size

A calculation of the quantity and dimensions of bins must be made.

Applicants should use these calculations to demonstrate the adequacy of bin storage areas

and (where relevant) street frontages to accommodate bin storage and collection.

The standard approximate dimensions of waste bins are provided in Table 2.

1.5 Bin storage area or room

Details of bin storage must be provided. Bin storage areas must be located entirely within the

property and must not be visible from the street or any external public vantage point.

Bin storage areas must provide for the safe and convenient:

• depositing of waste or recycling materials by residents; and

• transfer of bins to the street or removal vehicles. The following details must be provided:

• bin room or bin area dimensions;

• bin layout;

• ventilation, lighting and security;

• vermin prevention;

• noise management measures;

• stormwater pollution prevention;

• educational signage (template available from Council)

1.6 Bin access, waste sorting and bin movement

Explain how residents will access bins, sort waste, and how bins will be transported from the bin

storage area to the point of collection.

1.7 Collection arrangements

The Waste Management Plan and application plans must demonstrate how bins are to be

transferred to collection vehicles. Plans must show the location and configuration of bins at the

point of collection.

The criteria for collection of waste by Council (from kerbside or in private property) or by private

contractor is provided as follows:

OPTION A

Council collection service from the kerbside (up to five dwellings)

Council’s standard waste collection services may be utilised where:

• A weekly garbage and fortnightly recycling collection service is sufficient to service the

expected volume of waste generated;

• The presentation of bins for collection in a single row with a 300mm gap between bins on the kerb in front of the property does not occupy more than 11 metres of the available kerbside property frontage (Bins must not obstruct driveways, laneways, footpaths and have 1 metre clearance from poles, trees, letter boxes);

• Bins can be placed on the kerb in a manner that does not obstruct sight lines of vehicles leaving the property or at adjacent intersections;

• Bins can be collected directly from the kerb without the need for the vehicle to enter private property.

OPTION B

Council collection service from within the property (more than five dwellings)

If collections cannot be undertaken from the kerbside, then buildings and access ways will

need to be designed to accommodate the transfer of materials to collection vehicles from

within the property boundaries. The Waste Management Plan will specify maximum waste

collection vehicle dimensions and these dimensions must conform with those specified in

Appendix C:

• Collection vehicles are not permitted to reverse into or out of the site, so a turning area

is required if they cannot enter or leave in a forward direction.

The following will be applied to waste collection arrangements where collections are undertaken within the property:

• Bins should not be placed in, or interfere with, access driveways, loading bays, parking

bays.

• Collection points to be identified.

• Access to the collection point must be available between 6.00am-6.00pm on collection day. Parking restriction signage required.

• Turning area to be clear of vehicles between 6.00am - 6.00pm on collection day. Parking restriction signage required.

• Residents and waste service providers should not have to walk more than 30 metres to a

communal bin storage area for waste deposition or removal (via a 'housekeeping service').

• If collecting bins from an undercover area a minimum height clearance is required of 4.5 metres.

• Waste service providers should not have to walk more than 10 metres to a communal storage area for hard waste.

• Bins to have a minimum spacing of 0.30m if placed in a communal bin storage area.

• An indemnity provided by Council is to be signed and sealed by the Responsible Entity prior to waste collection commencing on private property.

• If transfer of the bins to the kerbside for collection and retrieval (housekeeping service) is permitted the vehicle shall not remain standing on the road for more than 15 minutes.

• Hard waste collection permitted on the kerbside for up to 15 dwellings. Storage and collection required within the complex for more than 15 apartments.

• Parking of the collection vehicle for collection and retrieval of bins will only be permitted if it complies with the requirements of the Victorian Road Safety Rules 2009 (S.R. No. 94/2009).

OPTION C

Private Collection Service

Private collection arrangements will be required if any of the conditions in Option B cannot be met.

If private collections cannot be undertaken from the street, buildings and access ways will need to be designed to accommodate the transfer of materials to collection vehicles from within the property boundaries. The Waste Management Plan will specify maximum waste collection vehicle dimensions and these dimensions must conform with:

• Contemporary waste collection vehicle design; and • The application's building plans.

The following guidelines will be applied to private waste collection arrangements:

• All waste streams should be collected on the same day. • No more than one collection vehicle for each waste stream should service the

development per day. • If collection is permitted from the kerbside, collection vehicles should not remain

standing on the road for more than 15 minutes at a time per waste stream. • The frequency of waste collection per stream should be limited to once or twice weekly. • Collections to be provided between 6.30am-6.00pm Monday to Friday only.

1.8 Scaled drawings

Drawings submitted with the application must show (to a scale of 1:100 or 1:200) the location and dimensions of:

• Waste management systems – refer to 1.3 for further details;

• Bin storage areas (including bin configuration) – refer to 1.5;

• Bin collection points (including bin configuration) – refer to 1.7;

• Waste collection vehicle loading areas (where relevant) – refer to 1.7, Option B & C.

If collections within the property are required, plans must demonstrate that there is sufficient:

• Headroom (including on ramps and within basements) to allow the passage of waste collection vehicles;

• Turning space for waste collection vehicles to drive into or out of basements and/or the property in forward motion (refer Appendix C);

• Space to ensure that no part of the collection vehicle protrudes beyond the property or obstructs driveways during loading.

If collection is to be undertaken from a basement, sections must be submitted to enable an assessment of ramp gradients and clearance heights, which are to meet the requirements of AS 2890.2-2002 (Parking Facilities – Off Street Commercial Vehicle facilities).

2. Required Prior to Occupation

2.1 Responsibility for plan implementation

Nominate who will be responsible for the ongoing operation and maintenance of the Waste Management Plan and systems, eg. Building Manager, Owners’ Corporation.

2.2 Collection days and times

If Council’s collection service is to be utilised, confirm the days and hours when bins will be placed out for collection.

If a private collection service is to be utilised, confirm the days and range of hours for collection.

2.3 Health, safety and amenity

Measures to protect the health, safety and amenity of residents and the general community must be explained. Matters to be addressed include:

• Bin types and colour codes (if Council standard not used);

• Maintenance and cleansing of the storage room and bins;

• Litter management;

• Prevention of stormwater pollution;

• Ventilation;

• Vermin prevention;

• Signage (templates are available at www.sustainability.vic.gov.au).

• Provision of a levelled area at bin collection points where this is on a sloping site. Includes kerbside collection.

2.4 Waste reduction strategies

Plans should outline how residents will be encouraged to recycle materials and avoid and reduce waste disposal, ie. composting food waste, garden organics, etc.

2.5 Waste management rules for occupants

Waste management rules or guidelines should be prepared for all multi-dwelling developments outlining relevant components of the Waste Management Plan. These should be adopted by the Owner’s Corporation and displayed at the point(s) where residents access disposal

facilities.

2.6 Plan revisions

The plan must include mechanisms for future revision in the event of changes to legislation or the Knox General Provisions Local Law.

A revision of the plan may also be required if it is not being implemented to the satisfaction of the responsible authority with respect to:

• Compliance with planning permit conditions or the General Provisions Local Law; or

• The maintenance of health and amenity standards.

The collection point for waste and recycle bin should be within the confinements of development. Hard waste and green waste collection points can be on the kerbside for up to 15 dwellings

For a twenty 2-bedroom dwelling development, calculate the waste generation and number of bins required (approx. 7 waste and 20 recycle bins). The total length required at collection point is 24.3 metres, i.e. (number of bins/2) x 1.8m. Two or more collections points may be needed

Apartment complexes that include 3 plus storeys

For thirty five dwellings (with twenty five 2-bedrooms & ten 3-bedrooms), calculate waste generation and number of bins required (approx 14 waste & 18 recycle bins). For space required refer appendix A for bin dimensions and calculate accordingly.

APPENDIX C – Waste Vehicle Details

Council Waste Collection Vehicles

Council’s bin based waste collection fleet consists of “side loading” vehicles so all collections

are from the left side of the vehicle as it is driving forward. The vehicle details are provided

in the table below.

Council also has a limited number of smaller “side loading” vehicles in the fleet that are

used in difficult access locations within the municipality. The vehicle details are provided in

the table below. The use of the difficult access vehicles is subject to availability.

Private Waste Collection Vehicles

Private waste collection companies may have smaller “rear loading “vehicles where the bins

are brought to the rear of the vehicle for collection. These vehicles are suitable for collecting

bins up to 240 litres capacity. The vehicle details are provided in the table below. These are

approximate only as there are differing vehicle manufactures.
