EXECUTIVE SUMMARY

This waste management plan covers the ongoing management of waste generated by the mixed-use development located at 272 - 318 George Street, Brisbane QLD. The George Street development comprises a whole city block bounded by George Street, Ann Street, Adelaide Street and North Quay and is the largest single development in Brisbane’s history. When complete, the development will consist of three buildings, which will provide 82 levels of high rise residential apartments, 34 level hotel complex offering 5-star accommodation and services, 42 level office-tower with retail precinct, leisure centre, restaurants and bars. Currently, the site it occupied by the former 6-storey Supreme and District Court building. Waste audit and management strategies are recommended for new developments to provide support for the building design and promote strong sustainability outcomes for the building. All recommended waste management plans will comply with council codes and any statutory requirements. The waste management plan has three key objectives:

i. Ensure waste is managed to reduce the amount of waste and recyclables to land fill by assisting residents to segregate appropriate materials that can be recycled; displaying signage to remind and encouraging recycling practices; and through placement of recycling and waste bins in the retail precinct to reinforce these messages.

ii. Recover, reuse and recycle generated waste wherever possible.

iii. Compliance with all relevant codes and policies. The residential waste and recycling will be guided by the services and acceptance criteria of the Brisbane City Council. The residential waste and recycling will be collected by council’s waste collection contractor. It is recommended that retail, hotel and commercial waste management services also be provided by Brisbane City Council. To assist in the provision of well-segregated material, it is essential that this waste management plan is integral to the overall management of the development and clearly communicated to all residents, occupants and tenants of the buildings.

INTRODUCTION

The following waste management plan pertains to the completed mixed-use development located at 272 - 318 George Street, Brisbane. This waste management plan is an operational waste management plan and will address the phases of the completed development. The plan outlines measures to achieve the following objectives:

avoid the generation of unnecessary waste;

minimise the quantities of wastes generated ending up as landfill;

recover, reuse and recycle waste generated onsite where possible; and

aim to achieve Federal and State Government waste minimisation targets in accordance with regional waste plans.

For the purpose of this report the proposed development will consist of:

Multi level towers incorporating a pedestrian link and shared common areas with two levels of retail mall space (see layout below)

428 residential units (see residential mix – p7)

305 hotel rooms (see hotel mix – p7)

Podium areas of 13,804 sqm

Commercial office space of 46,162 NLA The report will deal with each building’s waste management separately within this report.

Each section of this development has been examined individually within this report however; the waste management process must be effectively coordinated between all sections for the system to work.

All figures and calculations are based on area schedules as advised by our client and shown on architectural drawings. All waste facilities and equipment are to be designed and constructed to be in compliance with Brisbane City Council - Waste Management and Resource Recovery Guidelines 2007, BCA, Australian Standards and statutory requirements. EQUIPMENT

All putrescible waste from the development will be collected in 240, 660 or 1100L MGB and deposited into portable auger compactors with 20m3 container with Council contractor servicing the residential container from the loading dock on basement level 2, weekly or as required. Council or a private waste services provider will service the commercial waste compactor. The 20m3 portable augers should be considered to ensure official load limits are met as weights anticipated are between 7 and 10 tonnes per load. Portable compactors also prevent putrescible leakage. A weight capacity of 20 tonnes is required for the collection area and access/egress. It is recommended that the residential and commercial compactors have the appropriate pathways marked for residential and commercial routes to ensure the correct waste is deposited. The compactors should also be accordingly colour coded. (See Appendix 7) All cardboard packaging generated by the residential, hotel, commercial and retail operations will be fed into a vertical baler producing a 200kg baler. Bales will be placed on pallets awaiting scheduled collection from the loading dock on basement level 2 weekly or as required. Minimum of 4 bales is required per collection. Plastic film from pallet wrapping will be collected in bins or a collection frame and baled when sufficient quantities exist. Weights for soft plastic bales are generally higher; 250 – 300 kg is the anticipated weight. (See Appendix 10 – Vertical Baler) All comingled recycling including paper bins from the office tower will be collected in 120, 240, 660L or 1100L MGB and removed from the basement level 2 loading dock by Council on the recommended collection schedule.

WASTE

This assessment of waste volumes is an estimate only and will be influenced by the development’s management and occupants’ attitude to waste disposal and recycling. CONSTRUCTION AND DEVELOPMENT WASTE

The head contractor will be responsible for removing all construction-related waste offsite in a manner that meets all authority requirements. Please refer to the separate waste management plan to be submitted for construction waste as part of the Development Application.

WASTE DEFINITION

Garbage: All domestic wastes (except recyclables and green waste) Recycling: Glass bottles and jars - PET, HDPE and PVC plastics; Aluminium, aerosol, and steel cans; milk and juice cartons, soft drink, milk, and shampoo containers; paper, cardboard, junk mail, newspapers and magazines. WASTE CARETAKER/S It is assumed that the developments management will appoint full time waste caretaker/s (assisted by maintenance personnel/cleaners) who will carry the overall responsibility for staffing and managing all waste generated by the buildings. All equipment movements in the residential, hotel and office towers are managed by the appointed waste caretakers/cleaners at all times. No residents or tenants will be allowed to transport waste or recyclables to the central waste room and loading dock; residents will transport waste and recycling to the eDiverter chutes on each residential level or the cardboard collection receptacle, tenants will only transport their waste to the areas allocated. The building manager/ cleaner duties include, but are not limited to, the following:

General maintenance and cleaning of the residential chute doors on each level (Frequency will be dependent upon waste generation and will be determined based upon building operation)

Organising, maintaining and cleaning the general and recycled waste holding areas (Frequency will be dependent upon waste generation and will be determined based upon building operation)

Educating and updating all residents and tenants on sorting methods for recycled waste into appropriate receptacles, ensuring all waste drop-off points safe and accessible to residents and tenants at all times

Organising both garbage and recycled waste pick-ups as required

Cleaning and exchanging all bins NOTE: It is the responsibility of the building manager to monitor the number of bins required for the development. As waste volumes may change according to the development’s management and occupants’ attitude to waste disposal and recycling, bin numbers and sizes may require altering to suit the building operation.

REPORTING

It is recommended that building management ensure that all waste service providers submit monthly reports on all equipment movements and weights of any waste and recycling products removed from the development. Regular reviews of servicing should take place to ensure operational and economic best practise and to assist with sustainability reporting. EDUCATION Residential Tower: Educational material encouraging correct separation of garbage and recycling items must be provided to each resident to ensure correct use of the recycling chute and to ensure an understanding of the chute’s use. This should include the correct disposal process for bulky goods (old furniture, large discarded items etc.) It is recommended that information is provided in multiple languages to support correct practises and minimise contamination in the collection MGB as well as chute blockages. It is also recommended that the developments website contain information for residents to refer to regarding use of the chute. (Note: Eureka Towers in Melbourne (91 levels) has experienced success with source separation and operations with provision of this information on their website.) Information should include:

TO PREVENT DAMAGE OR BLOCKAGE TO RUBBISH CHUTE DO NOT place newspapers, umbrellas, bedding, cigarettes, cartons, coat hangers, brooms, mops, large plastic wrappings from furniture, white goods, any sharp objects, hot liquid or ashes, oil, unwrapped vacuum dust, syringes, paint and solvents, car parts, bike parts, chemicals, corrosive and flammable items, soil, timber, bricks or other building materials, furniture, etc DOWN THE CHUTE. These items MUST be taken down to the basement PERSONALLY and placed inside the allocated garbage bins.

It is expected that leasing arrangements with the commercial offices and hotel contain direction on waste management services and expectations.

Council supplies 1100L MGB for residential waste and comingled recyclables. 1100L MGB will be transported and emptied via bin lifter into a designated residential auger compactor. Waste streams will be collected as part of Council’s residential waste service.

RESIDENTIAL WASTE MANAGEMENT SYSTEM

RESIDENTIAL WASTE HANDLING

All residents will be supplied with a collection area in each unit (generally in the kitchen) to deposit waste and collect recyclable material suitable for one days storage. Residents should wrap or bag their waste. Cardboard furniture boxes or large cardboard containers should not be included in the waste chute – a collection bin should be made available to residents to deposit this material; flattened where possible. It is suggested that the bulky goods store house this collection facility. Building management will be responsible for baling all waste cardboard using a vertical baler located in the waste room on basement level 2. Recycling must not be bagged. It is recommend that residents use a crate or dedicated bin for collecting recyclables within the allocated residential space provided to ensure correct separation before using the chute system. It is expected that residents will place clean and empty recycling items into the chute when using the recycling function. Each residential level will be supplied with a chute outlet that provides the opportunity to dispose of garbage and recyclable items. Once putrescible and recyclable waste streams are separated, the resident will carry these to the waste compartment housing the chute door and deposit bagged waste and loose recyclables using the buttons on the chute door. Residents will select a recycling or waste function button located on each chute door. Direction on using the diversion system will be prominently displayed on each chute door. The selection button moves a mechanism that guides either the waste or recycling into the correct collection bin, located in the waste room below. If residents on other levels select the same disposal function, they are able to deposit the same waste at the same time i.e. waste system – all doors will open. If commingled recycling is chosen during a waste disposal operation, the resident will be required to wait for the diverter to move from the waste bin to the recycling bin function. A wait time of three to ten seconds is the maximum time delay. The chute door will open but will not close until the diverter has returned to accept the correct waste stream. Note: if a power outage is experienced, the operation will default to garbage. The Elephants Foot eDiverter will divert waste through the chute system into an impact hopper and discharge into the garbage collection 1100 MGB. The garbage MGB will be placed on a linear track. (Optional) Full bins will be moved forward and an empty bin placed under the chute.

Sorted recycling will also travel through the chute system to the impact hopper and discharge into the 1100 MGB beneath the bottom chute (Note: recycling will not be compacted.) Again, a linear track will move full bins forward and place an empty bin under the chute. (See Appendix 7 – Linear compactor system) Full 1100L waste MGB will be transported and emptied into the designated waste compactor using the bin lifter. (See Appendix 8 – Waste Room) Council requires maximum storage area for each waste service compartment and doors are required to open outwards. OTHER WASTE STREAMS

A room or caged area must be allocated for the storage of discarded residential bulky items and should be incorporated with the waste and recycling room. The allocated space must be a minimum of 8m3. It is envisaged that bulky goods will be managed by the appointed waste caretaker/s. Disposal or recycling of hard, electronic, liquid waste and home detox (paint/chemicals) etc shall be organised with the assistance of the building caretaker. Recyclable electronic goods include batteries, equipment containing printed circuit boards, computers, televisions, fluorescent tubes and smoke detectors.

All cardboard waste from the residential apartments, retail podiums and the commercial and hotel towers will be fed into a vertical baler by building management. Bales will be stored on pallets with collections made by either Council, waste services or recycling services provider to be arranged in the future. COMPOSTING Council suggests that space should also be made available for a home unit worm farm or compost bin, to allow residents to compost their own food scraps however this is considered impractical for this development. Residents, however, may choose to install small home worm farms where practical and self manage these systems. GREEN WASTE

There will be moderate green waste generated by the building’s landscaping and internal requirements. Any green waste will be collected and removed from site by the maintenance contractor.

RESIDENTIAL WASTE CHUTES

The waste chutes for the residential building are supplied per the following specifications:

Either 600mm galvanised steel or 600mm recycled LLDPE polyethylene plastic with 2-hour fire rated doors

Galvanised steel chutes or plastic chutes are fully wrapped with 50mm poly-wool R1.3 noise insulation foil to assist in noise reduction

Chutes are fixed to each slab level with galvanised steel brackets and Dynabolts

30 mm Embleton Neoprene rubber isolation mounts under brackets on all levels

Mounting brackets are site specific to accommodate penetrations or building shafts

penetrations on each building level at vertically perpendicular points with minimum penetration dimensions of 700mm x 700mm for galvanised steel and 750mm x 750mm for plastic chutes (square or round) are required to accommodate the chute installation

Chute is supplied with a vent exiting at the top of each chute, openings for placement of fire sprinklers on every second level and wash down system.

Council and supplier require that all chutes are installed without offsets to achieve best practise operationally for the building

Two hour fire-rated (AS1530.4-2005) stainless steel refuse chute doors and throat assemblies are fitted at each required service level. All doors are fitted with a bottom hinged, self-closing mechanism, electronic lock out solenoid, connecting controls ready for wiring to diverter control box

EDIVERTER

The waste room will be supplied with an Elephants Foot eDiverter waste and recycling diversion system. Bottom chutes will direct product into dual linear systems for garbage and recycling MGB. The garbage will be compacted 2:1 however recycling will not be compacted. eDiverter specifications:

Split system body 5mm plate with two bottom out lets

Steel impact hopper for garbage and recycling products

Hopper bin feeds and containments which flow waste and recyclables directly into collection bins

Shut out door with manual over ride to close off chute fitted with fusible link

Internal diverter plate 5mm activated by a hydraulic cylinder

Hydraulic power pack with single phase 0.55kw motor and all associated connections

PLC control box in garbage room, programmed to operate diverter and lock out doors

12 core 24 volt cables mounted to the external of chute pipes

Doors fitted with electronic lock out normally closed solenoid

At each level above every chute door, four bottom operating switch board

Electric connections at each station

System connections and operation from every level - test and commission

Additional power supply is to be fitted on every 10th level

Access hatches will be supplied for every 10 levels

LINEAR SYSTEMS

The eDiverter system will divert garbage and recycling into 1100L MGB collection bins on a linear track system which will move full bins forward and replace an empty bin under the diversion discharge. Linear tracks specifications:

Floor mounted ACOUSTIC

It is recommended that the walls of the shaft area surrounding the chutes and the chute hopper system construction be built to an Rw 50 construction. This is required to ensure acoustic compliance with typically recommended noise levels. Please note that noise from garbage chutes is not regulated by the BCA. The following are acoustic criteria that are typically recommended as a satisfactory internal noise level in apartments during the use of chute systems:

Galvanised steel or recycled LLDPE polyethylene plastic chutes, as supplied by Elephants Foot Recycling Solutions (or similar): One required with eDiverter system and one linear compactor system suitable for 1100L MGB and a second linear track without compactor suitable 1100L MGB.

RESIDENTIAL COLLECTIONS

General waste 1100L MGB will be emptied via bin lifter into the waste compactor and will be collected weekly or as required as part of Councils residential waste collection.

Recycling MGB will be collected daily, Monday to Friday. On collection days, building management will be responsible for transporting the bins to the collection area on the loading dock access and egress from North Quay. (See Appendix 9 – Loading Dock)

Details of the collection strategy will need to be discussed further with Council and an action

KHI International have recommended an organic waste dehydrator with the ability to treat all wet waste including food, paper and cardboard be supplied for the hotel operational areas listed page 16. The dehydrating system should be capable of heating, storing, dehydrating and deodorising waste in a closed chamber. (See Appendix 11) The system will also treat all organic waste (vegetation) and the treated waste can be used as fertiliser, brown waste for composting and animal feed.

As the expelled air is at a temperature of 80 degrees C, the air can either ventilated directly into the atmosphere or can be directed through a heat exchanger. This can save energy to pre-heat incoming air and water for other operational purposes in the building. The dehydrator reduces greenhouse gas emissions and a waste coolroom is not required. It is important that a bin lifter be supplied as part of the dehydrator operation. As heavy wet waste will be transported from the operational areas and emptied into the dehydrating system, it is recommended that 120L MGB be used to meet manual handling requirements. Dry waste may be removed in 240L MGB and transported to the commercial waste compactor on B2. The dehydrator will reduce organic waste by up to 80%. As a recycler for the product is unknown at this time, dehydrated waste will be transported to the commercial waste compactor for removal until an alternative system is available and can be implemented. The remaining non recyclable waste not suitable for the dehydrator will be removed to the commercial waste compactor on B2 in 240L or 660L MGB and emptied using the bin lifter. GLASS RECYCLING

Option 1: As glass material in the form of bottles will account for a high percentage of the recycling waste generated it is recommended that a bottle crusher/s be installed to reduce and recycle all glass bottles generated by the hotel cafe, bars and restaurants.

As the glass generation rate is unknown at this time it is recommended that a supplier be contacted and a free trial period be negotiated with two crushers to ascertain volume.

Glass crushers may be located in key generation points with the machine depositing crushed glass into 60L MGB (capacity 20 – 25kg to meet manual handling requirements.)

Each machine should be capable of crushing 100 bottles per minute. The glass crusher should be low noise, with no need to sort glass types or remove corks, caps, straws or lemon slices.

Collection of crushed glass product on a scheduled basis should be included in the service agreement with the glass crusher equipment provider.

60L MGB will be removed by building management or nominated personnel to the dock area for collection by the appointed recycler according to the required collection schedule. (See Appendix 7 – Glass Crusher)

Option 2: All glass waste will be collected as part of the comingled recycling and collected by a recycler in 240L MGB.

Where bulk glass collections occur, 120L MGB should be used to collect and transport to the loading dock collection area due to the product weight.

COMINGLED RECYCLING

All PET, HDPE and PVC plastics; aluminium, aerosol, and steel cans; milk and juice cartons, soft drink (non glass) and milk containers will be deposited into the 240L recycling bins and taken to the dock area where the bin lifter will be used to empty into 1100L MGB. All paper, newspapers and magazines generated by guest and staff areas including hotel reception and BOH office areas will be placed in 240L MGB suitable for paper products and removed to the dock and emptied into the cardboard compactor. Cardboard boxes and sheet cardboard will be removed to the vertical baler for baling. (See Appendix 10 – Vertical baler) Building management will be responsible for collecting waste from all hotel areas including hotel retail, reception, offices, BOH; exchanging and replacing empty waste and recycling bins as well as transporting them in the main bin storage area located at the loading dock on basement level 1; for emptying into the waste compactor or placing bins in the collection area.

RETAIL PODIUM It is recommended that:

Retail tenants are supplied with waste and recycling collection receptacles or 240L MGB to be transported by building management to the loading dock collection area using the service lift

Subject to the stakeholders preference/capability (and as built constraints), bin sizes and quantities can be changed. Frequency of collections can also be increased to reduce the number of bins required on site.

All waste should be bagged and waste bins should be plastic lined

Bagging of recyclables is not permitted

All waste collections located BOH during operations and waste and recycling removed by the appointed waste caretaker to the garbage and recycling MGB at the central waste room. Bins will be loaded onto the bin lifter and emptied into the appropriate compactor bin by the building management/cleaners.

Individual recycling programs are recommended for retailers to ensure commingled recycling is separated correctly

Any food and beverage tenant will make arrangements for storing used cooking oil and for its collection by a recycler

The food and beverage operator will organise grease interceptor trap servicing

Dry basket arresters need to be provided to the floor wastes in ANY food preparation and waste storage areas.

All flattened cardboard will be collected and removed to the waste room and fed/bin lifted into the cardboard compactor.

COMMON AREAS AND TERRACES

The retail mall common areas on Podium 1 and 2, circulation areas and the residential outdoor terrace on podium level 4 will be supplied with suitably branded waste and recycling bins. Building management will monitor use and ensure bins are exchanged and cleaned. (See Appendix 3 – MGB Specifications) SMOKING

Any designated smoking areas throughout the development will be supplied with appropriate collection receptacles to prevent unsightly butt litter.

COMMERCIAL OFFICE TOWER

Each commercial tenancy and the gym area will have receptacles allocated for waste and recycling items.

As is normal practise, it is expected that the contract cleaners for each office operation and the gym area will remove bagged waste, comingle recycling and paper towels and deposit into collection MGB located in each commercial tenancy. PAPER/CARDBOARD

Work stations and copy areas are supplied with dedicated paper and cardboard collection receptacles which are emptied into 240L MGB. SECURE BINS Secure destruction bin/s will be operated on a wheel in/wheel out basis by the appointed contractor/s where required by each commercial tenancy. COMINGLE Any staff tea points will be supplied with a dedicated commingled MGB for the collection of all recyclable glass, aluminium, steel and plastic items. Staff will be responsible for sorting this material and allocating recyclables into the correct collection facility. WASHROOMS Washroom facilities should be supplied with collection bins for paper towels (if used). GARBAGE Dedicated waste bins are to be allocated for sorting and storage of general waste. All staff will be responsible for management of their general waste and storage of same. It is recommended that all commercial areas be furnished with suitable recycling and garbage receptacles appropriate for their operation. As the commercial office mix is not confirmed at this time, a generic waste generation rate has been used to cover low, mid and hi-rise levels of the commercial tower. Please note that all collection receptacles and bins should be branded with the appropriate stickers and the use of the moebius loop or similar identifying recycling equipment. (See Appendix 1) OTHER WASTE Tenants usually make their own arrangements for the disposal and recycling of toner cartridges and batteries. Disposal of hard, electronic, liquid waste and any detox (paint/chemicals) shall

be organised with the assistance of the building management/cleaners. Building management will also work to identify opportunities to expand the range of material collected and opportunities for recycling e.g. toner cartridges, mobile phones, fluorescent lamps and electronic waste and arrange for regular clearance to suit the amounts collected. If retail and commercial tenants already have their own programs in place, opportunities to collaborate in a building-based collection system to assist other tenants to become involved and reduce overall transport impacts for the site. All tenants should be updated so they know about any system upgrades e.g. new materials that can be recycled so continuing recycling and disposal streams can be addressed. Building management will be responsible for management of bin movements in the office recycling and central waste room/loading dock. Garbage MGB will be emptied in to the commercial waste compactor. Collection points on the loading dock will be nominated where waste loading operations can occur on a level surface away from gradients or vehicle ramps. The path for wheeling bins must be clear from steps or kerbs. The loading dock on basement level 1 provides Council or private waste collection vehicles adequate vehicle clearance to drive into the building to collect waste or recycling bins. Access to the approved collection point must enable all collection vehicles to both enter and exit the premises in a forward direction. Typical collection vehicle dimensions are to be confirmed with Council. Note: Council and the private waste services contractor may require a legal agreement to enter the site to undertake collections.

WASTE ROOMS

CONSTRUCTION REQUIREMENTS

The garbage room will be required to contain the following facilities to minimise odours, protect surrounding areas, and make it a user-friendly and safe area:

Waste room floor to be constructed of reinforced concrete (or other approved material) at least 75mm thick and sealed with a two pack epoxy

Waste room floor surface is flat and even

All corners coved and sealed 100mm up, this is to eliminate build-up of dirt

A hot and cold water facility provided for washing the bins

Protective galvanized metal railing must be placed around the inside wall of all waste and recycling rooms and communal bin areas at 1m above the floor and at least 50mm clear of the wall to protect the walls from damage caused by moving bins

VENTILATION

Waste and recycling rooms must have their own exhaust ventilation system exhausting at a rate of 5L/m² floor area, with a minimum rate of 100L/s minimum or permanent, unobstructed natural ventilation openings direct to the external air, not less than one-twentieth (1/20) of the floor area. Mechanical exhaust systems shall comply with AS1668 and not cause any inconvenience, noise or odour problem. ADDITIONAL INFORMATION

The purpose of this report is to document a Waste Management Plan as part of a development application and is supplied with the following conditions:

The figures presented in the report are an estimate only. The actual amount of waste generated will be dependent on the occupancy rate of the building/s and waste generation intensity as well as the building managements approach to waste management.

The building manager will make adjustments as required based on actual waste volumes (if waste is greater than estimated) and increase the number of bins and collections accordingly.

Any manual handling equipment should be provided at the recommendation of the appropriate equipment provider who will assess the correct equipment for supply.

The report will not be used to determine or forecast operational costs or prepare any feasibility study or to document any safety or operational procedures.

The portable auger compactor is the optimum technology for compacting bulky cardboard and large volumes.
