PART 1 INTRODUCTION
1.1 OVERVIEW
This report has been prepared to accompany a Development Application (DA) for a proposed
residential flat building with basement car parking. The Waste Management Plan has been
prepared in accordance to Blacktown DCP 2015 – specifically Part G (Site Waste Management
and Minimisation).
1.2 SITE LOCATION
The site is located at 9, 9A, 11, 11A Alice Street, Seven Hills. Figure 1 below displays an aerial
photo of the site.

1.3 PUROPOSE OF THIS PLAN
The Waste Management Plan accompanying the DA provides information on the waste generation
during the construction and operation of the proposed development. This Waste Management
Plan will address and demonstrate how the proposed development will deal with minimising the
waste.

There are currently four structures on the site. Two residential houses: No 9 is sheet metal clad
whilst No 11 is PVC clad. Each house has a detached granny flat at the rear.

2.2 ON-GOING MANAGEMENT OF WASTE & RECYCLABLES
Mineow Pty Ltd understand the following bin capacity per week per apartment is required by
Council:
80 litres of recycling bin capacity
240 litres of residual waste bin capacity
Bulky waste 4 m2 per 40 units
Mineow notes that the above figures were not specified in Part G of the DCP. According to the
2014-2017 Western Sydney Regional Organisation of Councils Regional Waste Avoidance and
Resource Recovery Strategy, Blacktown Council households on average generate the following:

Mineow notes that there may be an overcapacity in the bin requirements. But it will provide the
volumes required by Council.
The following table indicates the calculation of waste generated by the proposed development.
The proposed development will not contain any commercial activity. As such only one waste
storage area is required for commingled recyclables and residual waste.
Appendix 1 contains letters from four waste collection providers stating that they are able to
service the proposed design for the building.

Mineow notes that the kerbside collection is not an option for two reasons:
the frontage of the property does to allow for the bins to be placed in “a single file 1m
apart without encroaching on neighbouring properties”
The site is within 800m of a railway station, as such it is more congested than normal so
Council won’t allow residents to place Otto bins on the kerb for waste pick up.
For this reason Mineow proposes engaging a private contractor to collect commingled recyclables,
residual waste and bulky waste. There are four companies operating in the Blacktown area that
have indicated they will service the site with rear lift waste trucks less than 3.0m in height. All
nominated trucks can service, 80, 120, 240, 660, 1100 litre commingled recyclables, residual
waste bins and bulky waste. Letters confirming this are attached in Appendix 1.

PART 3 ON-GOING MANAGEMENT
The purpose of this section is to demonstrate how the development serves the purpose of
managing and maintaining the waste collection and minimisation, generated from the dwellings of
the each building.
3.1 WASTE ROOMS
A large bin room is located in B2 for commingled recyclables and residual waste bin collections in
B2. A roller door will open so that the bins can be wheeled to the truck by the contractor. Plans
showing the entire B2 are located in Appendix 1.

Residents shall drop off waste & recyclables into bins within the allocated bin room. Space has
been allowed for resident to walk between the rows of bins. There is floor space for additional bins
if required in the future for other resources.
Signage and usage labels for the garbage and recycling bins will be provided by Mineow.
The bin room has the following:
A ventilation duct to exhaust the garbage room through the building to above the rooftop;
doors openable from inside and out; and
a tap and drain for washing down the floor.

3.2 BULKY WASTE AREA
Bulky waste will be stored in B2 adjacent to the waste and recycling room. The building manager
will be responsible for scheduling its collection. Charities will be invited to recover any furniture or
other material that they deem recoverable.

3.3 GREENWASTE/COMPOSTING
Greenwaste generated on site will be collected and disposed by the maintenance contractors. An
area in the deep soil zone will be available by the building manager should residents wish to
compost.

3.4 TRUCK ACCESS
An area adjacent to the bulky waste area below in B2 has been set aside to enable trucks to
perform a three point turn and exit the basement. While parked they will be able to service the
waste and recycling bins and the bulky waste without obstructing traffic.

PART 4 WASTE MINIMISATION STRATEGIES
The owners corporation will be responsible for the education of occupants in the practices of waste
reduction/minimisation to divert waste from landfill. This will be achieved by the following:
Document and distribute details of the waste management system that is in place on site
to all tenants.
All bins to be labelled and colour coded stating types of waste that can be deposited i.e.
paper/cardboard bins, container recycling bins, garbage bins.
Signs to be erected in bulky waste disposal area with charity contact details.
PART 5 ADDITIONAL WASTE MANAGEMENT INFORMATION
The owners corporation of the proposed development shall source and enter into service
agreements for recycling, residual waste and bulky waste collection services. The building
manager will be responsible for scheduling the bulky waste collection service.
The owners corporation will be responsible for all payments and costs associated with the
recycling, residual and bulky waste collection services provided by private collection contractors.

Dear Matt I write to you in relation to the future waste collection service at the above mentioned proposed development application for the building located at Seven Hills Bingo Industries are in a position to service this site in compliance with council requirements suitable for DA approval. We have waste compactor vehicles suitable for servicing this site and all recommended equipment is compliant to Australian standards. We recommend the use of 240 litres or 660 rear lift bins for general waste and 240 litre or 660 for comingled recycling. All waste equipment will be colour coded to Australian standards. General Waste – Red and Comingle Recycling – Yellow. We have been provided with a copy of the proposed buildings sectional drawing and find that we have no issues with servicing this site in terms of height clearance and access ramp gradients with trucks of 5 to 8 m3 capacity. Collections will be weekly or as required within the service times in accordance with council regulations. All waste and recycling material will be taken to Licensed disposal and recycling facilities in Sydney. Dear Matt, We have had a look at the site plans for the Proposed Development –United Resource Management have no trouble in servicing this site with low height rear lift waste trucks. We have examined the waste truck access ramp gradients on the attached sectional drawing as well as height and clearance and confirm that we have no issues with servicing this site with trucks of 5m3 capacity. URM can pick up 7 days a week and fit in with any time restrictions imposed on the site. URM will comply with the specifications of Vehicle we send to the site. We can do all waste streams for this development. General waste, commingle and Paper / Cardboard We can supply Rubbish and recycle bins in the below sizes. We have inspected the site plans and sectional drawings for the proposed development and find that our low height rear lift waste trucks will have no issues in servicing this site once the proposed development is complete. We have also examined the attached sectional drawing and confirm that we have no access problems in servicing this site in terms of height clearance and ramp gradients with trucks of around 5m3 capacities. Wastefree can pick up 7 days a week if required and or fit in with any time restrictions imposed upon the site and comply with all other council requirements as required. Additional Safety Points: The vehicle is fitted with 4 flashing “Hazard Working Lights” The vehicle is fitted with a “Reverse warning Beeper” The vehicle is fitted with reverse camera to the driver’s cabin The vehicles will enter and exit the site in a forward direction

Wastefree has evolved into a specialized waste collection company with a total compliment of 16 waste collection
vehicles.
Wastefree prides itself on the presentation of its transport fleet, which is maintained in excellent condition both visibly
and mechanically.

Material Recovery Facility Service
Wastefree has a Material Recovery Facility (MRF) at Seven Hills.
The MRF is open to all companies and provide a cost effective way of sorting recyclables from Dry General Waste.
The Wastefree MRF achieves greater than 80% Waste Diversion from Land Fill.

Thank you for your enquiry regarding our services for the proposed apartment building at 9-11 Alice Street Seven Hills NSW 2147.
Following my site inspection I can advise you that Waste Wise Environmental can supply General Waste and Commingled Recycling services at this site. WWE can do this utilizing our MINI rear loaders which we have recently introduced to NSW. Services can be provided in 240 Litre, 660 Litre or 1100 Litre MGB’s. These bins are all plastic bins with lids and the 660 Litre and 1100 Litre bins are fitted with locking brakes.
We examined the gradients on the attached sectional drawing and confirm that we have no issues with servicing this site in terms of height clearance and ramp gradients with trucks of 5m3 capacity and over.
We only install and service, Australian made Mastec bins. Whilst being serviced the 240 Litre and 660 Litre bins only rise to the same height as the vehicle (approximately 2.08 metres), the 1100 Litre bins are raised slightly higher.
Our operator will also supply and install laminated posters for bin rooms and waste rooms on all floor levels, clarifying what goes into each waste stream to ensure maximum recycling results.
Importantly our vehicle will enter and exit the premises in a forward motion.
