Working Group Mission and Scope

The Energy Facility Contractors Group (EFCOG) Waste Management Working Group (WMWG) is chartered to leverage the expertise and experience of contractors to the U.S. Department of Energy (DOE).

The purpose of the WMWG is to seek out and promote the best management and operating practices, cost effective technologies and disposal options for all waste streams generated at DOE facilities whether destined for DOE or commercial facilities.

The scope of the working group includes cradle to grave nuclear waste management considerations including waste generation, storage, treatment, disposal, packaging and transportation.

Organization and Restructuring

On 8/14/2014 David Klaus, Deputy Under Secretary for Management and Performance called for a restructuring of the EFCOG resulting in 4 Working Groups (reduced from 12).

Thanks in large part to Jim Portsmouth and Mike Waters of the Packaging & Transportation Subgroup, Renee Echols, Vice Chair of the WMWG and others on the Leadership Team, the Waste Management WG remained one of the 4 Working Groups. 

This was due to the value placed on our products by our DOE Liaison: Frank Marcinowski, Christine Gelles, and Ashok Kapoor.

Our 2015 Work Plan was approved by Mr. Klaus, Mr. Marcinowski, and Ms. Gelles.

FY15 Key Achievements

Revised the 2015 Work Plan to reflect:

Input from February 3, 2015 Workshop & Decision with DOE to form D&D / ER SubgroupReview of DOE Standard 1120 “Integration of ESH into Facility Disposition”  Review of DOE Order 413.3B “Program & Project Management for Acquisition of Capital Assets”

FY15 Key Achievements

Assessment of NNSS Waste Generator Certification ProgramsProvide technical support to NNSA/NFO by conducting focused review of current waste generator certification program assessments (Facility Evaluations – audits and surveillances). Review Objective: assist NNSA/NFO in providing additional assurances to their State regulator and Stakeholders that accurate and adequate characterization is performed on wastes being certified to the NNSS WAC and shipped to the NNSS for disposal. (after RWAP leaves).Final Report Issued 4/20/15 concluded generator programs were thorough, technically excellent, and cover applicable regulatory and technical subjects required to ensure compliance with the NNSS WAC.

Rad Release Surveys Develop overall performance standards for use by DOE sites when conducting rad release surveys on commercial transporter equipment and vehicles Draft report under DOE-EFCOG review

Revision of Order 435.1A “Radioactive Waste Management” Provide technical support for the completion, response to comments, implementation and training associated with DOE Order 435.1A (Radioactive Waste Management) with a focus on Consolidation, Waste Classification, and Waste Incidental to Reprocessing.Provided draft presentation to assist with explanation of Waste Incidental to Reprocessing (WIR) Citation and Evaluation requirements and guidance.Provided revised definition of Spent Fuel along with guidance on classification of waste from the disposition of Spent Fuel.

FY16 Planned Achievements

“Return to Service” Radiological Contamination Limits  Complete the evaluation of realistic “return to service” radiological contamination limits for commercial equipment that has transported DOE wastes to a DOE disposal facilityDOT has issued new Regulations (HM 250) that impact this activity. Proposing new path forward to take this into account. DOE preparing consistent set of Release Criteria that impacts this as well.Attend our P&T Subgroup meeting later this week.
