One of the Saginaw County Business & Education Partnerships key initiatives is to provide wrap-around services for Community Ventures participants. Individuals who are eligible for the program have been unemployed or underemployed for a year or more.
In the past two years, 825 people have been hired through the Community Ventures program in Saginaw.
In Saginaw, 20 companies from various industries have hired Community Ventures participants. The majority of the jobs are in manufacturing and call center positions.

The Process Step 1: Engage Companies: Michigan Economic Development Corporation (MEDC) partners and identifies companies with employment opportunities that are willing to hire structurally unemployed talent. The companies’ needs are assessed and a hiring commitment is secured by contract.
Step 2: Place Talent: MEDC works cooperatively with the local talent providers to identify job-ready, pre-screened talent. MEDC contracts with the company and provides a talent development grant in monthly installments until the $5,000/per job maximum is reached. A total of 10% of the payment is withheld until the employee has worked for one year.
Step 3: Talent Retention: MEDC works cooperatively with workforce development community partners to provide additional supportive services and assist participants with job retention based on the needs identified by the company. Additional resources are available for company-identified post-employment needs. Companies report monthly on talent hired and retained for a period of up to one year.
Step 4: Career Pathway: The ultimate goal of Community Ventures is to provide participants with a career pathway out of poverty. MEDC and other community partners work cooperatively to provide additional services that include workforce readiness training, adult education and literacy.
Community Ventures Employer Benefits
Employer Talent Development Grant Participating Michigan employers receive a $5,000 talent development grant per job (or position) that is filled with a Community Ventures participant. The grant is paid in monthly installments. Wages must be at $10 or more an hour.
Examples of Annual Grant Awards Grant amount could be received based on number of jobs filled by Community Ventures participants: 5 jobs filled by Community Ventures participants = $25,000 15 jobs filled by Community Ventures participants = $75,000 25 jobs filled by Community Ventures participants = $125,000 100 jobs filled by Community Ventures participants = $500,000
Pre-Screened Talent Community Ventures works with the local talent partners to provide pre-screened job applicants.
Employee Retention Services The average retention rate for Community Ventures employees in the program’s first year was 81 percent. Support services and resources are available to help individuals hired at each company remain successfully employed.

The Great Lakes Bay Employer Resource Network is designed to respond to concerns of business owners about increasing retention of their workforces.
An Employer Resource Network is made up of a consortia of businesses that leverage and share resources to benefit all member businesses. By efficiently utilizing community supports, assistance is provided to help individuals move into economic self-sufficiency.
A key service of the Employer Resource Network is to provide a forum where employers can have discussions concerning engagement and retention strategies, as well as reducing barriers for employment.
The coaches work with employees to address work-related challenges, such as:
o Lack of transportation o Financial issues o Childcare o Housing o Stress-related issues o Drug or alcohol addictions
With knowledge of the resources and services available in the community, Success Coaches are able to make referrals to local service providers and coach employees to be self-sufficient.

Possibilities training material!
The day consisted of motivational discussions,
networking, and learning how to create major
life changes. The Saginaw County Business &
Education Partnership staff is proud to partner
with the Heavenly Realm Adult Foster Care
staff in learning how “thoughts become
things” and how much power individuals have
to reframe traditionally negative thoughts into
positive opportunities.
This workshop program is based on the book Getting Ahead in a Just-Gettin’ By World by Philip E. DeVol and teaches individuals how to better understand how our society and economy work. The Getting Ahead program is designed to help better understand people who are living in poverty or unstable situations. This workshop will help participants build economic stability for themselves and a better future for our communities.
The Getting Ahead program investigates the impact that low wages have on us and what it takes to move from a just-getting-by world to a getting-ahead world. The program will help participants get ahead of where they are now, toward a future they really desire.

MagnumCare of Saginaw is excited about partnering with Saginaw Community Ventures and the Great Lakes Bay Employer Resource Network to provide resources and wrap-around services for their employees. MagnumCare of Saginaw employs more than 120 employees on a regular basis in full-time, part-time and per diem capacities. These jobs include entry level positions such as certified nursing assistants, dietary aids, and housekeeping staff.
MagnumCare of Saginaw is a 95 bed skilled nursing facility located in Saginaw Township and provides short- term rehabilitation care for post-surgical, extended illness, or injuries. Their rehabilitation department also provides physical, occupational, speech, and restorative therapies. In addition, MagnumCare of Saginaw provides long term senior care services including dementia programming, palliative, and hospice services. MagnumCare of Saginaw is a part of Magnum Health and Rehabilitation with additional locations in Adrian,
Monroe, and Hastings Michigan. MagnumCare of Saginaw is located at 2160 North Center Rd Saginaw, MI 48603.
Nexteer Automotive Director of Corporate Affairs, Luis Canales and Saginaw County Business & Education Partnership Executive Director, Kathy Conklin spoke at Governor Snyder’s Economic and Education Summit. Canales and Conklin shared best practices about the Saginaw
Community Ventures initiative and the Great Lakes Bay Employer Resource Network. On the Community Ventures panel, Canales and Conklin joined representatives from Detroit and Flint and shared information about increasing engagement and retention rates and how companies can connect their employees with community resources.

Heavenly Realm Adult Foster Care received a 2015 Chevrolet Traverse to assist their employees with transportation to and from work.
Heavenly Realm Adult Foster Care is a 24-hour operation and many of the employees struggle to find sufficient transportation to and from work. With the lack of transportation assistance in the county, Betty quickly realized that her employees were either walking or riding their bikes and some were traveling from unsafe areas and doing so during “non-safe” hours, as identified by the local transit authority (STARS). Through a collaborative coalition of local and state agencies, including: the Michigan Economic Development Corporation (MEDC), Saginaw Community Ventures, the Michigan Department of Transportation (MDOT), the Michigan and Saginaw County Department of Health and Human Services (DHHS), MichiVan- Powered by vRide, and the Saginaw County Business & Education Partnership; the employees of Heavenly Realm Adult Foster Care now have a safe and reliable way to get to and from work.

Little People’s Daycare
A common problem for employees is finding quality childcare that is available for their children. There is a need for extended service hours so employees who work any shift can work without childcare concerns.
Davana Harrison, owner of Little People’s Daycare is a partner with Saginaw Community Ventures and the Great Lakes Bay Employer Resource Network to provide a solution to the extended hour’s childcare issue. With two locations in operation, Davana provides a fun, safe and stable environment with quality childcare. The staff at Little People’s Daycare is CPR certified and First Aid trained. They also provide healthy meals and snacks.

The Saginaw County Business & Education Partnership is a proud partner in the Community Ventures initiative and in the creation of the Great Lakes Bay Employer Resource Network. These public/private partnerships are effective because of the collaboration among the members and their key focus on employee retention and engagement.
A key component of Community Ventures and the Great Lakes Bay Employer Resource Network is to provide wrap-around services for member company employees. Wrap-around services are uniquely designed to help reduce or eliminate challenges that keep employees from being successful.
This win-win process enables employers to gain and retain engaged employees. Our community is gaining residents who can contribute to the economy and families that are becoming self-sufficient.

Saginaw Future Inc., Saginaw County Chamber of Commerce and the Saginaw County Business & Education Partnership have identified the great need for qualified
workers. Working together, these organizations are creating effective public/private partnerships to ensure a qualified workforce for our community.
