    Introduction

    Water for drinking and living is the basicright of human being and animals livinganywhere on the earth. Water right hasbeen ignored by the modern civilization inthe name of economics. Water resourcesare being abused, misused and polluted inthe name of development projects. Water is

    increasingly being privatized terming it aseconomic good. Water is a key driver ofeconomic and social development while italso has a basic function in maintain the

    integrity of the natural environment .

    Water Economics

    The implementation cost for a waterdevelopment project is justified normally bythe benefits to be arrived from the postproject situation. The cost and loss ofproperties for implementation of the projectbe recovered from the production benefitsafter the project. In the project concept

    paper the internal rate of return computedshows the rate of which the cost shall berecovered per year, within the anticipatedproject life.

    Water projects in Bangladesh

    Water projects in Bangladesh are of six majorcatagories.They are

    1.Flood control projects.

    2.Flood control and drainageprojects

    3.Irrigation projects.

    4.Flood control Irrigation and

    Drainage projects.5. Erosion control projects.

    6.Water supply and Sewerageprojects.

    Project implementation

    The local officials responsible for themanagement of water resources initiallyconceive a development project. Thismay need investigation from the localpublic. A project concept paper need toprepare as preliminary planningdocument and then it is forwarded forfeasibility study. After the study if theproject is considered feasible andfinancially viable then full projectdocument is prepared in the prescribedform for government approval.

    Feasibility of irrigation project

    In Bangladesh the irrigation projects ownedby the government are highly subsidized.

    In context of Bangladesh-

    It is an agro based country,80% of itspopulation is directly involved inagriculture.

    Its economy revolves round agriculture.

    But the irrigation system is not developedenough to meet the total requirement. Bothgovernment and private agencies are

    involved in providing irrigation by differentmethods.

    The Ganga Barrage Project The Ganga Barrage, with multipurpose aims to

    benefit the west and southwest region ofBanglaldesh.This barrage was necessitatedwhen India planned to built a barrage overGanga river at Farakka come into operation in1975 and now diverting a major quantity of theGanga lean period flow toward the Kolkata port.Due to Farakka Barrage the flow of Ganga riverinside Bangladesh has dropped significantly andmany of its branches get no water at their off-

    lakes during winter and summer. withexperience of Tista Barrge Bangladesh canconstruct the Ganga Barrage from its ownmanpower skill and technology.

    Small scale Project

    Water sector projects are implemented by theBWDB and LGED.

    BWDB small project are -

    1.Early implementation project.2.Small scale flood control Drainage andirrigation projects.

    BWDB and LGED have some rubber damprojects also in small scale for irrigation.LGED has already constructed 20 rubber

    dams.

    Management conflicts

    BWDB get the sole responsibility to developthe streams rivers lakes surface and groundwater resources by presidential order no 59of 1972.

    In late eighties LGED got involvement inwater resources development in limited scale.

    In nineties LGED took up massive progammein the water sector in the name of small salewater resources development project calming

    revival of TIP. The national water policy arrived in 1999 set

    out the modalities for managing the watersector projects, to remove such conflictsbased on the project gross area coverage.

    Cost recovery

    Cost recovery is always an important issueof water sector projects.

    LGED from its small scale project plans toreceive a sum of money as beneficiaryparticipation from the projects. This money

    amounts to 2.5% of the project constructioncost.

    Integrated Water resources

    managementThe integrated water resources management concept was

    promoted by the water activities and developmentpatterns, since the world summit on sustainabledevelopment held in Johannesburg, in September 2002.Implementation of IWRM shall need to get its threesupporting pillars right and strong.

    1.The enabling environment comprising of policies,legislation financing and incentive.

    2.The organization frameworks and their capacity.
