Mr Olufemi AYILARA

Nigeria
Engr. AYILARA Olufemi graduated with B.Eng (hons) degree in Metallurgical and Materials
Engineering from the Federal University of Technology, Akure and Masters in Business
Administration from Ekiti State University, Ado-Ekiti.
Engr. AYILARA Olufemi started his career as a Foundry Engineer at Systemax Foundry in 1999 and
later joined Cascade Nig. Ltd as Project Engineer.
In March 2007, Engr. AYILARA Olufemi was employed to Ogun State Water Corporation and served
in various capacities as Plant Manager at Owiwi Dam and Water treatment plant, Multileteral
Project Monitoring Engineer (monitoring both the World Bank Financed Project and Federal
Government Financed Project).
In December 2012, Engr. AYILARA Olufemi was nominated as Area Business Manager to
coordinate the activities of the work force ranging from Administration, Engineering, Production
and Distribution of potable and affordable water to the citizens of Ota and Environs.
He has been privileged to undergo various training courses in Leadership and Project Monitoring
including Public Private Partnership.
Engr. AYILARA Olufemi is currently a board member of the African Utility Week 2015.
He is married with children.

Mr Mohamed Osman FATHELBARI

Mr. Mohamed Osman FATHELBARI is a Chemist. He works for Khartoum State Water Corporation
since June. 2011 as Khartoum district Laboratories Manager, his responsibilities included but not
limited to, the supervision of the performance of water plant laboratories to assess water
treatment efficiency and to ensure treated water conformity with standards and guidelines for
drinking water.
Previously Mr. Mohamed Osman FATHELBAR worked for Gedarif State Water Corporation, Eastern
Sudan, as the central laboratory director for 10 years, where he established and promoted central
laboratory in the framework of the sister relationship between the city of Gedarif and the city of
Eindhoven (the Netherlands)
Mr. Mohamed Osman FATHELBARI holds a master degree in Environmental Sciences (pollution)
from Sudan Academy of Science, Khartoum (Sudan). He also possesses a Postgraduate Diploma
from Centre for International Postgraduate Studies of Environmental Management - Technische
Universität Dresden, (Germany).
Mr. Mohamed Osman FATHELBARI has a considerable working experience in water treatment and
water quality assessment And he is collaborating with many institutions and organizations in the
field of water quality in Sudan like the Water and Environmental sanitation project – Unicef ,
W.H.O, Unesco Chair in Water Resources and the public Water Corporation by facilitating water
quality training workshops and also worked as supporting (deployed staff) in Darfur emergencies
to establish water analysis laboratories and train local staff to carry out disinfection and future
monitoring in IDP’s camps.

Mr. Masige GOODLUCK is a Civil Engineer graduated with a Bachelor of Civil Engineering from
Mbeya Institute of Science and Technology in Mbeya Tanzania.
He has held several technical positions since 2008.
He is currently the Acting District Water Engineer responsible for the design of water supply
schemes and management of all water utility in the district.

Mr Ahmed Mohamed MOKHTAR Water and Sanitation Company

Mr Ahmed Mohamed Mokhtar is a chemist.
He works as director deputy of quality control & quality assurance department. He started his
career in 2006 as a chemist in one of water plants (Mansoura Plant) in Water & Wastewater
Company in Dakahlia governorate (WWCD). He was responsible for water treatment process in the
plant and carrying out the necessary water analysis in the plant's lab.
He moved to work as QA/QC specialist in labs & quality sector.
Meanwhile, he executed many training courses in the field of QA/QC at training centre of WWCD.
Mr Ahmed Mohamed Mokhtar owns vision is to achieve one day to extend quality system to cover
all WWCD’s sectors.

Mr Prince MOORE-SOURIE
GUMA VALLEY WATER COMPANY (GVWC)
Sierra Leone
Mr Prince MOORE-SOURIE holds a Bachelor of Engineering (Civil) Honours degree from Fourah
Bay College- USL.
He joined Guma Valley Water Company as an Engineer in 2000.
Since 2005, he was appointed as Operations Engineer where he was responsible for water supply
infrastructure maintenance, development and overall civil engineering operations for the
company.
In 2007, he was elevated to the position of Distribution Engineer a position he still holds. His
responsibilities include: the equitable and fair distribution of water for all operating areas,
pressure management, flow monitoring control, and water distribution management.
He is also responsible for the maintenance of the company’s water distribution infrastructure, e.g.
the transmission mains, minor trunks and valves, hydrants etc.
He is a co-project manager (under the direction of the Chief Engineer) for the construction of small
in-house expansions to the distribution network.
He has in charge as well the direction and management of all data collection, processing, analysis,
and documentation that is associated with both the developmental and operational aspects of all
main distribution and transmission facilities.

Ms Zaïnab MPAKIRABA
National Water and Sewerage Corporation (NWSC)
Uganda
Ms. Zainab MPAKIRABA has worked in various positions of responsibility within National Water
and Sewerage Corporation (NWSC) and is now the Principal Engineer, External Services
responsible for managing all contracts undertaken by the External Services Unit of NWSC.
She holds a Bachelor of Science Degree in Mechanical Engineering from Makerere University,
Kampala (Uganda) and is in the process of completing a Masters in Civil Engineerin (Environmental
Engineering specialization) from the same University. She has had additional training in
Leadership, Integrated Water Resources Management, and Decentralized Water Supply and
Sanitation from Danish Hydraulic Institute, Ramboll Natura / Swedish International Water Institute
and UNESCO-IHE Institute for Water Education respectively.
She has over 11 years of experience in planning and management of water utility operations,
developing and implementing M&E systems, performance improvement plans and design of utility
performance standards and databases, as well as business planning and implementation.
She has coordinated assignments involving situational analyses, capacity building in utility
management, NRW reduction and management among others Uganda, Kenya and Tanzania.
She has a passion for sports, has competitively played netball, volley ball, basketball during high
school and has been an active player for A1 Challenge Basketball Club in Uganda since 2000.
She is a council member of the Uganda Institution of Professional Engineers, the current Vice
President (Mechanical Division) and chair of the Finance and Administration committee for the
Institution.

Mr. Bernard PHIRI
Kafubu Water and Sewerage Company
Zambia
Mr Bernard PHIRI is a 1996 School of Technology Industrial Science graduate from the Copperbelt
University in Zambia.
Having worked in the water sector for 14 years now, he has amassed immense experience in the
field of water/wastewater purification works and services.
Currently, he is the Sewerage Manager for Kafubu Water and Sewerage Company, the position he
has held since 2010.
Kafubu Water and Sewerage Company is one of the 11 Commercial Utilities in Zambia charged
with the responsibility to treat and supply water as well as collect and treat wastewater. This
utility company is the second largest in the country and operates on the Copperbelt Province in
the City of Ndola, Town of Luanshya and District of Masaiti.
He was also involved as Project Manager for a DANIDA funded project to refurbish two
wastewater treatment plants and one government funded project to construct 351 waterborne
household toilets in one of the peri-urban areas in Ndola. He also received in 2007 an international
training on Decentralised Wastewater Treatment Solution (DEWATS) for Project Managers that
was offered by Technology for Economic Development (TED) in Maseru, Lesotho.

Mr Mustapha DUKUREH
NATIONAL WATER AND ELECTRICITY COMPANY

Mr Mustapha DUKUREH is graduated in 2003 from the High School with an outstanding result.
Before that he was awarded the Moroccan government scholarship through the Government of
the Gambia to study in the Kingdom of Morocco. This gave him the opportunity to do his
university studies in French.
In 2005, he passed the French Language entrance examinations at University Muhammed V at the
Faculté des Sciences et de l’éducation, at Souissi, Rabat. In 2007, he graduated with a Technician
Diploma in Civil Engineering at Institute Superieur des Travaux Publics, Marrakech. In 2009, I
graduated with a Professional Bachelor Degree from University Cadi Ayyad,Marrakech
Upon his return to Gambia, he got the opportunity to work with the National Water and Electricity
Company as a Civil Works Engineer, then to a Civil Works Manager and finally to the position of
Water Production Manager for the whole country where he replaced a veteran staff.
He became the youngest manager in the history of the company to date. Though very challenging,
he is very pleased to be associated with such a responsibility.
He is also responsible for Sanitation Department of the company. He becomes responsible for the
Management, maintenance and operations of all water and sanitation stations in the country,
managing over 300 staff.
He is also involved in projects managements as part of the Project Implementation unit team and
recently nominated by the company as part of the team responsible for contract evaluations.
During these years, he has attended many short term specialized training programs in Spain, USA
and Japan.

Mrs. Abosede Abibat POPOOLA
Lagos State Water Regulatory Commission
Nigeria
Mrs Abosede Abibat POPOOLA is of university of Ilorin, Nigeria. Sha has a 7yrs working
experience raging from Quality Assurance (2007-2012) to Private Executive Assistant to Chief
Executive Officer (2012-Dec 2013).
She is presently Head, Consumer Services Monitoring Unit of Lagos State Water Regulatory
Commission; the first WATER REGULATOR IN NIGERIA.
She is responsible for development and monitoring of quality of service requirements of utilities
and service providers. Her unit conducts consumer service surveys, audits of complaints handling
and dispute resolution programs of water and wastewater utilities.
She is an Enthusiastic professional, with excellent interpersonal and communication skills; cultured
on productivity, team work, goal oriented and a result driven approach to tasks.

Objective
Ensure that service levels and technology type is relevant and appropriate for the area to be
served. This is why we help to approve designs proposed by water operators for such new areas
and to contribute to the development of service monitoring strategies. I would like to acquire skills
that will enhance my ability to do this.

Mr. Paul BILLIMA
Kafubu Water & Sewerage Company Limited
Zambia
Mr. Paul Billima is currently working as the Regional Manager responsible among other thing
planning, directing and controlling the technical, commercial and general administration functions
at Luanshya Region in order to ensure efficient and effective delivery of water and sewerage
services to the people living in the Municipality of Luanshya and Masaiti District. His work also
involves administering better and effective plans in the reduction of Non-Revenue Water (NRW).
His work experience spans for over 24 years of which about 17 years has been in water and
sanitation provision. He has participated in a number of specialized trainings with different
instructions. He held different positions: he has served as Fabrication technician, Senior Assistant
Engineer, Maintenance and Operations Engineer and now as Regional Manager overseeing the
operations of Luanshya and Masaiti areas. His work life starting from the former Zambia
Consolidated Copper Mines (ZCCM) Nchanga Division, then AHC Mining Municipal Services, Nkana
Water & Sewerage Company before joining Kafubu Water & Sewerage Company after an
institution arrangement made by the Ministry of Local Government and housing to streamline the
operations of all the eleven water utilities in the Country.
He holds various qualifications a Diploma in Mechanical Engineering, certificates in water
treatment, pumping of fluids & slurries, and computer aided design (AutoCAD) among others
obtained from Northern Technical College and Copperbelt University in Zambia. He has attended
short courses in principals of management, NRW, water treatment, HIV/AIDS Counseling, budget
control & planning and automation systems at Itron in France

Mrs. Tamara NGOMA
Lusaka Water and Sewerage Company Limited
Zambia
Mrs Tamara Ngoma is a Civil Engineering professional with a Bachelor of Science Degree from the
Copperbelt University in Kitwe, Zambia. She has a Postgraduate Diploma in Integrated Water
Resource Management from the University of Zambia.
She has worked in the water and sanitation sector since 2008. She was working for Southern
Water and Sewerage Company as a Technical Manager responsible for planning, coordinating and
executing the operations and maintenance of the water and sewer network within the operational
areas of Southern Province of Zambia.
She later joined Lusaka Water and Sewerage Company in 2011 as a Branch Engineer where she
used to manage water distribution network and prepare operations and maintenance plans for
the Branch to enhance service delivery.
She was promoted as a Senior Engineer for the Peri Urban Department in 2012, a position she is
still holding.
The work involves planning and implementing internally and externally funded Water Supply and
Sanitation Projects and also providing technical support to community based Water Supply and
Sanitation Schemes in Lusaka.
Before joining the Water and Sanitation Sector, she worked for Konkola Copper Mines in 2007 as a
Projects Engineer and provided support to the core departments of the Mining Company with
regards to maintenance and construction works.

Mr Hakeem JIMOH-KUKU

Mr.Hakeem Adegbite Jimoh-Kuku is graduated with B.sc (Hons) Chemistry from University of
Lagos.Akoka-Lagos.
He started his career as trainee Quality Assurance Analyst at Nigeria Bottling Company, in 1996
and later joined Architectural Product Limited as a management trainee and was later appointed
as Quality Controller in 2005.
In April 2007, he secured an appointment with Ogun State Water Corporation as a Senior Chemist.
In December 2010, he was appointed as Head Quality Control to serve the chemist area under
Ogun Water Internally Delegated Management Contract (OGIDAMC) to coordinate the activities of
Chemist ranging from production to monitoring of final water supplied to our esteemed
consumers.
He is a student member of Institute of professional Analyst of Nigeria (IPAN).

Mr Murtala Olalekan LAWAL

Mr Lawal Murtala Olalekan holds a (B. Eng) in Civil Engineering, National Diploma in Mineral
Resources Engineering and a global certificate in Project Management thereby qualified as a
certified Project Management Professional.
He had worked in both civil design office and on construction site which had allows him to have a
wider view of Civil Engineering.
As a member of team of Engineers, he had been involved in series of projects ranging from
Construction of Star Finance Office Project for Star Finance in Victoria Island, Construction of
Conference and Exhibition Centre for Lagos Chambers for Commerce & Industry (LCCI),
Construction of series of block of Estates for Property Development Companies among others.
As an Engineer with Lagos Water Corporation (Lagos State Government), he has being involved in
series of projects Finance by development partners of World Bank (IDA) and French Development
Agency (AFD). This project ranges from: Structural Projects (Design and Construction of Building
Projects), Civil Projects (Construction of Water Treatment Plants, Reticulation of Pipe Works and
Rehabilitation and Expansion of various Facilities) and Environmental Projects (Environmental &
Social Management Plan (ESMP), Abbreviated Resettlement Action Plan (ARAP) and others.
Having realised that there is need for an enhanced performance on the job, he has being
participating in series of training to improve my capacity. Among them are Project Management,
Procurement of Works, Estimating & Tender Preparation of Works, Contract & Dispute Resolution
using FIDIC, Hydraulic & Reticulations, and Evaluation of Projects etc.
In responding to today’s environmental challenges as well as series of mitigating factors
preventing water sector utilities in Nigeria from optimal performance, he becomes a
representative of Lagos Water Corporation in the upcoming Opt Master in Water Utility
Management which will in turn enhance my capacity in contribute toward solving these
challenges.

Not only PPWSA, he had worked for a private company, CPAC Monier Co., Ltd for one year (2005~2006)
after graduated from Institute of Technology of Cambodia (ITC).
