WATER RESOURCES DEPARTMENT ORGANISED COMMUNITY
CONSULTATION WORKSHOP ON GEO-SYNTHETIC TUBE
EMBANKMENT AT PENTHA
During the course of field visit by the World Bank supervisory mission to the geo tube
installation sites at Pentha being carried out by the Water Resource Department, (PEA) of ICZM
Project Odisha, some local villagers and the people’s representatives expressed their doubt
about the effectiveness of the geo-tube embankment. The World Bank supervisory mission
observed that Water Resources Department, would organize a stake holder meeting and
explain to the community about the process and why Geo tube embankment was considered as
the most suitable solution for the severely erosion prone stretch near Pentha village. The
Mission also felt that the community needs to be informed the details about the basis on which
geo-tube embankment is chosen and how the consultant IITM(Chennai) have adopted whole
process to zero down on the geo-tube embankment. The mission also suggested that the
community should be explained by use of animated power point ppt. for their better
appreciation.

As a follow up a community consultation meeting was organized with the community groups
and local stakeholders from 46 affected villages at Gupti, Kendrapara on November 18, 2015 by
the Water Resources Department. The consultation meeting was organized to disseminate why
geo-tube embankment was considered as the most suitable option for this critical site, how the
geo-tube embankment was designed, the process of get tube embankment installation and its
long term outcome on the stability to address the erosion problem of prone Pentha region
among the stakeholders and community groups.

The meeting was organized by Aul Embankment Division of Department of Water Resources.
The SPMU Odisha representatives participated in the workshop as observers. The meeting was
attended by 60 participants from the villages likely to be benefitted i.e. Pentha, Rajnagar,
Krushnapriyapur, Gopalpur, Hariharpur, Gupti, Naranguda, Nacchipada, Bagapatia, Okilpal,
Kanafulia, Banabiharipur, Satabhaya, Debendranarayanpur, Junusnagar, Kandrapatia local
community leaders, PRI members, social and environmental activist, local NGOs.

The objective of this workshop was to explain to the participants about the reason of the coastal
erosion at Pentha based on the outcome of the Regional Coastal process Study and modeling by
IIT(M) Chennai , advantage of Geo synthetic tube embankment for addressing the severe coastal
erosion, superior embankment design and additional features adopted by the Water Resources
Department to ensure safety and security of life and livelihood of the region.

The workshop began with a brief overview of the Pentha erosion site and why this site is
critical from the coastal erosion point of view by Er. Jugal Kishore Tripathy, the nodal officer of
Water Resources Department. He informed the stakeholders that the services of the IIT Madras
was commissioned and based on the model studies they arrived at this solution, which is a soft
engineering technology. He also explained about the effectiveness of the structural design and
effect of the geo-tube embankment construction work to the stakeholders. The design was
prepared after analyzing the coastal data, erosion history and rigorous modeling. How IIT,
Madras, has come up with the structural design for the site after evaluating the technical
parameters. He mentioned that after observing the impact of two successive cyclones Phailin
and Hudhud at Pentha coast the alignment and the structural design of the embankment was

modified. The rationale behind this change was shared with all the stakeholders. He also
explained in detail about how the design of the structure of the geo-tube embankment is
superior and about the successful adoption of this coastal protection method in other parts of
the world. This is being used widely all over Europe to address the coastal erosion. He also
explained in detail about the design and why the hard structures like big armored stone
deployment would not be suitable for the site through power point presentation.

Er. Jugal Tripathy apprised the participant that the contract for geo-synthetic tube installation
at Pentha is awarded to M/s Garware Wall Ropes Ltd on July, 2013. So far, half of the
installation work is completed. The work is expected to be completed by March 2016 and the
contractor would install the geo-synthetic tubes over a length of 505 meter to dissipitate the
wave energy which could facilitate settlement of sand between the geo tubes embankment and
the coast there by formation of beach.

Thereafter Dr P.K. Panigrahy, Ocenographer of the SPMU, ICZM Project Odisha explained to the
stakeholders about the real cause of high erosion at Pentha and the constant change in geo-
morphological process in the region with reference to the study undertaken by ICZMP through
Regional Coastal Process Study. He in simple term and illustration explained to the local
communities explained that the main reason for coastal erosion near Pentha is high waves
accompanied by strong wind during monsoon. He also explained that the shallow water effect is
also responsible for sediment transportation causing instability of shoreline at Pentha. The
strong tides due to the flow of sediments in Bay of Bengal and accretion and erosion at North
and South side of the sea plays a major role in the turbulence of Pentha site. He also briefed to
the participants about the technical facts considered for selecting the geo tube embankment in
simple word. The visual aids were used for the better appreciation of the stakeholders.

After the presentations in local language floor discussion was facilitated by Shri Biswajit Sahoo,
Communication & Capacity Building Officer of SPMU, ICZMP–Odisha. He invited the
stakeholders to share their concern, views and suggestions on the geo tube embankment and
ask questions if any.

During the course of deliberation it was observed that the concern and skepticism of villagers
what the villagers had about the effectiveness and stability of the geo tube embankment was
clarified. They also expressed that their apprehensions about this new technology is cleared
after the elaborate implicit explanation and they feel much relived and confident about the
installation of geo-tube embankment. For better appreciation some statement and suggestion
made by the participants is produced below;

Shri. Siba Prasad Sahu, a local community leader of Pentha village welcomed the installation of
geotube embankment by Water resource Department under ICZM Project at Pentha. He
appreciated the initiative of the Water Resources Department by way of organizing the
consultation meeting which could clear the doubt and apprehension of the villagers about this
new technology. He also suggested that a study should be taken up by the Water Resources
Department to understand the geographic position of Barunei and Hansua river mouth along
with Agarnasi island.

Shri Sarat Chandra Tripathy, local community head of the Pentha village said he was convinced
about the durability of geo-tube embankment after participating in the deliberations. He also
shared his satisfaction on the technology adopted for the construction at Pentha after he learnt
that the same soft engineering technology has been adopted in most of the European and
American countries. On behalf of the community he thanked the Water Resources Department
for constructing additional advance line of protection across geo tube for the safety and security
of the locales.
Shri Khageswar Lenka of Gupti expressed his satisfaction about the effectiveness and the long
term benefit of Geotube embankment at Pentha. He requested that additional provision may be
made from the ICZMP

Shri Sudarshan Rout of Satbhaya endorsed that after the elaborate presentation and discussion
about the geo tube embankment the doubts, which he had in mind about the geo-tube
embankment, is clarified. He expressed his satisfaction about the technology and said that he is
confident about that the effectiveness of geo-tube work and requested the Water Resources
Department to extend similar installation in other critical erosion prone areas like Satbhaya for
its protection from sea erosion.
Bhaskar Padhy highlighted that this new technology, Pentha would protect the life, property
and livelihood of communities by preventing saline intrusion in to the paddy field. He urged the
Water Resources Department and SPMU of ICZMP – Odisha to give priorities to the local
communities in their developmental plan.

He also condemned the unnecessary criticism by some environmentalist who had made some
unfound statement that the geo tube embankment would affect the nesting of Olive Ridley
turtle. It is ridiculous in the sense that there is no beach left due to erosion for nesting of the
turtle in the critical stretch where geo tube embankment is being installed. He said that he feels
pity for the ignorance of these activists. He mentioned that these activists are raising the issue
without any basis on the guise of wildlife sanctuary. The facts remain that the geo tube
embankment will save the life and property of more than 15 villages.
The representatives from media groups urged that Water Resource Department should
organize this kind of meeting at regular interval and apprise & disseminate the progress of the
work so that the misconception and confusion about the geo tube embankment would be
averted.
The stakeholders’ consultation was facilitated by two gras root level local NGOs i.e. Pallishree
and APOWA . The key out come of the consultation meeting was that the mis concption about
the geo-tube embankment amongst the stale holders got cleared and they ralised the
advanatage of the soft engineering technology i.e. geo-tube embankment over the traditional
hard engineering.
Shri S.K. Swain, Additional Engineer of Water Resources Department thanked all the
participants and stakeholders for joining this consultation process.

The consultation meeting was widely covered by the regional media and they gave publicity to
the adoption of geo-tube soft-engineering technology over the traditional hard engineering
process by the Water Resources Department. Media reports also reflected the community’s
faith in the technology and approval of the progress work in the vulnerable site. Media reports
also highlighted the participatory community consultation process adopted in this World bank
aided project for the project execution.
