Foreword

The Water Supply and Sanitation (WSS) Working Group, under the VUFO-NGO Resource Centre, was established in 2003 to enhance the development of urban and rural WSS sector in Vietnam. The Working Group is a forum for International Non-Governmental Organisations (INGOs) and other stakeholders that meet to increase their knowledge of relevant issues related to water supply and sanitation in and outside Vietnam. Objectives of the Working Group include but are not limited to:

• Facilitating communication and information exchange between the INGO sector, multilateral and bilateral agencies, local partners, and Vietnamese authorities

• Giving those organizations working in the WSS sector a recognized forum to discuss practical program issues

• Raising the profile of the WSS sector in Vietnam• Collaborating and sharing technical expertise on WSS issues • Improving the impact of WSS activities • Sharing information on WSS policy and improving understanding of related

issues This reference document is intended to enhance these objectives. We consider it a key resource that can be utilized by all INGOs, bilateral and multilateral agencies, Vietnamese government agencies, and non government organizations who seek consultation and collaboration. Further information on the work of the Water Supply and Sanitation Working Group can be obtained through the current Working Group Coordinators, Church World Service. Comments and updates on information contained in this document can also be made through Church World Service or the VUFO-NGO Resource Centre. Brief Overview of Water and Sanitation in Vietnam

Vietnam, a country of 83 million, has a unique set of challenges in the water and sanitation sector. It has made significant progress in the past 15 years, with improved potable water delivery and improving sanitation coverage. However, the rural population continues to lag behind city-dwellers with clean sanitation facilities available to 26% of households, compared to 84% in urban areas.1 To compound problems of rural coverage, 75% of the total land area consists of highland or mountainous areas, where about a third of the population live. Water supply problems are most severe in the Central Highlands, followed by the Northwest.

The country also faces a number of natural challenges. Rainfall is highly uneven, with most of the precipitation occurring in just a few months. Though Vietnam has adequate groundwater reserves with only 5% extracted, excessive use in certain areas has led to falling water tables and salinity intrusion.2 Tropical storms and floods are also a problem, with the subsequent contamination of water supplies after a disaster, and a need for hygienic latrine facilities for evacuees.

Vietnam is a fast-developing country with a young population. More than a quarter of the population is under the age of 14, which presents challenges in the area of hygiene education. One study found that nearly all eight-year-olds using unhygienic sources of water perceived the water to be “good.”3 In rural areas, the connections between lack of sanitation, handwashing and disease transmission are not well understood.

There are two key documents useful for studying the overall direction of the water and sanitation sector in Vietnam. The National Rural Clean Water Supply and Sanitation Strategy4 discusses technical challenges facing the sector and lists national goals to the year 2020. These are:

By 2010, 85% of the rural population have access to 60 liters per capita per day of clean water and 70% have access to hygienic latrines and have good personal hygiene;andBy 2020 all the rural population have access to 60 liters per capita per day of clean water and there is universal access to hygienic latrines as well as good personal hygiene.

The Joint Government-Donor Sector Review5 is an assessment of the rural water supply and sanitation sector that identifies potential obstacles to success and makes a series of recommendations. In short, the national goals of clean water are likely to be met, but there needs to be greater emphasis on the poorest, most remote areas. In addition, development of adequate rural sanitation has been slower than required to meet the national targets and a vastly increased national effort is recommended.

Discussion of Water and Sanitation Survey Results

The Water & Sanitation Sector Reference Document 2005 was compiled based on a survey sent to NGOs, bilateral and multilateral organizations, teaching institutions, and various ministries. Contact was initiated with approximately 90 organizations believed to be involved in the WSS Sector, and responses were received from thirty seven. The work was initiated in November and advertised in December of 2005 through the NGO Resource Centre weekly newsletter. Communication with the organizations was made through telephone and email.

The activities of the survey respondents cover a large part of Vietnam. 58 of the 64 provinces in the country benefit from INGOs and other international organizations’ support (see map). In addition there are project activities in at least 19 urban centres. The intensity of WSS activities, shown by the shading on the map highlights the greater attention given by the survey respondents to the North Central Area and Median Central Area and gaps in project coverage in the Central Highlands.

The survey respondents are working in a wide variety of Water and Sanitation program areas, though there are fields of common interest to all. It is notable that most are involved in Capacity Building and Information, Education and Communication (IEC) activities. Many are also involved in Institutional Support activities, such as providing potable water supplies and sanitation to schools and health centres.

The number of beneficiaries from potable water, safe sanitation, and hygiene education in the recent twelve months is shown in the following table:

Most of the respondents have partnered with Provincial, District and Commune People’s Committees to coordinate their implementation work. At the national and provincial level there is close collaboration with the Ministry of Agriculture and Rural Development (MARD), the Centre for Rural Water Supply and Sanitation (CERWASS) and the Department of Agriculture and Rural Development (DARD).

The Reference Document does not give the complete picture of Water and Sanitation activities in Vietnam as a number of organizations were unable to respond. The most notable gap is the absence of information from several large bilateral and multilateral programs and from government ministries. In spite of these limitations this document should be a useful starting point for those interested in knowing about who is doing what, and where, in the WSS Sector in Vietnam.

Highland stream: Water source open, flowing and with few, if any, upstream villages. Water quality generally satisfactory

Specific Project Information for Most Recent Year:Project Objectives:A. Raise food security and incomes through improved techniques and diversification of agriculture activities. B. Improve the degree of nutritional and hygiene-related health.

Project Description:Construction of water supply facilities: This activity will focus on the construction of three types of water supply facilities. These facilities will improve access to potable water for 625 households. Type one will benefit the 466 households that currently access unprotected upland water sources. A protective covering and a filter will be constructed at the upland source. Water will be transported through a network of galvanized iron pipes to newly constructed communal village tanks. Types two and three will benefit 159 households that access an unprotected dug well water source within the village or an unprotected water source in lowland areas. Sealed dug wells will be constructed to shield the water source from potential contamination. Beneficiaries will contribute local materials such as sandstone and gravel, as well as labour in preparing construction sites. Smaller construction works (wells servicing < 10 households) will be undertaken by a village construction technician, while a local contractor will perform larger activities.

Training in construction, monitoring, and maintenance of water supply facilities: Three DARD, five CPC members and 52 village leaders will receive training on construction supervision, maintenance and management of water supply facilities from the construction consultant. Village construction technicians selected to construct the smaller water supply facilities will receive two days training from the consultant in construction and maintenance techniques. With initial guidance from the consultant, and monitoring by the village leaders, the technicians will then construct the facilities. The larger construction work to be undertaken by local contractors will be monitored by CPC and DARD staff. CPC and village leaders will then provide training to the 625 beneficiary households in the use and maintenance of water supply facilities. Under the coordination of the village leaders, beneficiaries will assume responsibility for ongoing care and maintenance of the facilities.

Training in nutrition and sanitation: A member of each of the 1,411 households in the five communes will each receive six days of health training. This training will be undertaken by the District and Commune Health Workers (DHWs, CHWs). It will focus on increasing community knowledge and changing behaviours that relate to nutrition and hygiene practices. A baseline knowledge, attitude, and practice survey will identify priority topics within these fields. The survey will also allow the collection of baseline monitoring data. Training will be provided through a diverse range of methods including workshops, community campaigns, information and education materials, and quiz nights. A network of village collaborators consisting of formal village-based health outreach workers and village-based WU cadre will undertake regular household visits to reinforce health messages and monitor household implementation of health practices.

Project Description:Target:For private latrines:- Poor families with children under 5 years and pregnant women- Village Health Workers and Collaborators- One person from each Commune Health StationFor public latrines:Construction of new latrines or upgrading and repair of public latrines in Commune Health Stations.

Location:25 Communes in Soc Son District in a period of three years.

Methodology:Information campaigns are organized in each Commune. Households receive information material for the construction, use and maintenance of common latrines (double-vault, septic and semi-septic latrines) as well as information on hygiene. Interested beneficiaries can apply for a fund from the project (500,000 VND for double-vault latrines and 1,000,000 VND for septic and semi-septic latrines). Households organize the construction work themselves (mainly through local builders or relatives). District Preventive Medicine Centre is supposed to monitor and provide technical assistance to the family through the staff at Commune level. For the second year, the project intends to provide specific training to sanitation practitioners (builders and health workers) to increase the awareness on environmental risks connected to improper standards of construction.

First year result:- 14 public latrines upgraded and/or constructed- 212 private latrines (109 double vault, 52 semi-septic and 51 septic)Strong points:- High participation of households in meetings organized by the project. The project supports many community-based activities related with different issues like health, nutrition, productive activities and hygiene.- Households are motivated to construct latrines and bathrooms to improve their sanitation conditions. - The majority of households can organize the work by themselves and purchase the necessary materials and equipment. Many builders involved in construction work in Hanoi are living in Soc Son DistrictWeak points: - Local people have a general knowledge and understanding of latrines but they have gaps in the awareness of appropriate sanitation standards. - The information material produced by the District Health Department for the first year is too vague and is overlooking important issues related directly with environmental hygiene. - Many households in the area are willing to construct septic and semi-septic latrines. However, the de-sludging problem is not sufficiently addressed by the local authority and few households seem to be aware of that.

Specific Project Information for Most Recent Year:Project Objectives:"For the Health of Mothers and Children Project”, conducted a baseline survey in target communes on community health practices and issues related to environmental and individual sanitation.

Project Description:The survey showed that only 3% of households surveyed had access to clean water supplies, meaning from treated water or clean water wells. The survey also proved that it was contaminated water which was the cause of child diarrhoea, for instance, clean water was believed to help decrease the rate of child diarrhoea by15% - 20%, or just hand-wash in key moments could help reduce 30% of diarrhoea cases. Clean water is a primary condition to ensure the health of a community. Water shortage or water contaminated with micro-organism was also proven to be closely related to diarrhoea cases. In a bid to help improve household water for target communities, the project in coordination with the provincial Centre for Disease Prevention conducted a survey to assess and analyze household water quality in several communes. Survey findings are expected to help find appropriate solutions and interventions so that local people would have adequate clean household waters for their daily life.

Specific Project Information for Most Recent Year:Project Objectives:• To promote and disseminate the Solar Water Micro-organism Disinfection (SODIS) technique on a demand-driven basis targeting rural households in the Central-South coastal region, the Mekong Delta and other places, where access to clean water is expected to continue to be difficult for many years to come.• To establish a network for the institutional recognition and dissemination of SODIS nationwide through the water-related public health efforts (IEC campaigns, etc), with a view to spread and sustain the method wherever people permanently or temporarily face drinking water supply difficulties.• To improve household and personal hygiene practices through the increased awareness of using hygienic latrines, encouraging habits which contribute to the protection of water, and increasing awareness of the relationship between clean water and improved health.

Project Description:The Solar Water Micro-organism Disinfection - SODIS - is a simple drinking water treatment at household level, using solar radiation and transparent plastic bottles. This treatment process of SODIS basically consists of 3 steps:Step 1: filling transparent plastic bottles completely with water Step 2: exposing the bottles to the sun for at least 6 hoursStep 3: the water is ready for consumption

The promotion and dissemination of SODIS in Vietnam will address the lack of access to potable water in very remote or difficult conditions, but also household hygiene practices. The beneficiaries are rural households in geographically difficult areas without access to potable water in the Central-South coastal region and Mekong Delta and other areas facing temporary or frequent clean water supply difficulties.

The SODIS project timeframe is 5 years, including piloting, implementation from 4th Quarter 2004 to 30/6/2009. Phase 1 Technical and Social Feasibility Study is aimed to gather the necessary support of water and health authorities, undertake social and technical feasibility studies, demonstration tests and select sites. In the implementation phase, activities on technology transfer, personal and household hygiene awareness raising and IEC will be implemented in selected areas to promote and disseminate SODIS as an alternative household method to treat water wherever it is seen as appropriate and necessary.

Project Description:The project is part of a program being undertaken by DANIDA in support of the RWSS National Strategy.The project has targeted 30 communes in 6 rural districts in the central coast of Vietnam and aims to improve livelihoods of approximately 54,000 families by increasing access among these targeted households to affordable sanitation facilities and improved sanitation practices.IDE’s efforts have focused on building non-transactional components for the sanitation market in the targeted area such as research and development for appropriate sanitation technology, capacity building for the local small scale sanitation value chain, partnerships with local community leaders and the creation of a demand driven marketing framework (communication and promotion) to stimulate demand for household latrines and encourage adoption of hygienic practices (primarily hand-washing).

Specific Project Information for Most Recent Year:Project Description: -Water and Sanitation is reflected as F (Face washing) and E (Environmental change) components which are key parts of ITI's SAFE Strategy. While the S (Surgery) and A (Antibiotic) focus on treatment of the disease, the F and E are for disease prevention. Hygiene Education/IEC aiming at behavior change has been the core of ITI's water and sanitation activities. Intensive hygiene education campaigns have been organized in all schools and communities in the program areas, which are complemented by direct communication (home visits, group meetings, class lessons etc.). IEC materials of different designs developed, printed and distributed to almost every household, village and commune.- ITI follows the principle of "software oriented" rather than the hardware support. Through IEC activities, families are motivated to build their own Water and Sanitation facilities at their own costs. The only exception is the construction of Water and Sanitation facilities at schools where ITI covers part of the construction cost (cost sharing).-Since 2004 ITI's strategy has been changed from direct intervention to the advocacy, research, planning, monitoring and evaluation. Their focus is on government partners who will be able to integrate trachoma control activities into other existing Water and Sanitation activities.

Project Description:In Ninh Thuan Oxfam is implementing a drought response project. Along with other components we are installing new open wells and rehabilitating old open wells. We provided ToT training for health workers and training courses for the Village health volunteers. They provide public health knowledge using IEC materials and Oxfam supports with household filters and water containers In Nam Dinh province, we have tested water from 100 tubewells of typhoon affected communes. According to test results communes are helping the communities to treat water. We provided training to the village health volunteers and developed IEC materials. The volunteers are organising meetings, home visits and group discussions for disseminating public health messages. We are also providing few bathrooms following SPHERE standards.

Additional Technologies Practiced:Provide Hygiene Kits to women during emergency response and following SPHERE standards for managing Watsan and public promotion.

Typical examples of WES projects include: support to commune health stations, pre-schools, primary schools and secondary schools to construct and maintain child-friendly toilets, hand-washing facilities, drinking water and waste disposal systems; and support to poor households for improving their domestic water, sanitation and hygiene situation. Good personal and environmental hygiene behaviour is promoted through activities at schools, village health clubs, agricultural extension clubs, children’s and youth groups. Also, support is provided for capacity-building for project partners and other key stakeholders for the effective development of WES services.

Intervention will focus on increasing the following safe water use behaviors:- Water treatment: Maximize Safe Water System distribution to sales outlets within project area to ensure availability and achievement of established sales targets- Safe water storage:Increase target group’s understanding of proper water storage containers and storing techniques- Safe water use:Increase target group’s knowledge and use of Safe Water System (SWS) as a safe, effective and affordable water treatment method

Project Description:PSI/Vietnam is social marketing SafWat, a branded safe water solution in the Mekong River Delta region of Vietnam, based on the urgent need for safe drinking water. The pilot program will combine social marketing of SafWat, a 150 ml bottle of 1.25% dilute sodium hypochlorite solution with a hygiene improvement campaign. Each bottle, which will be priced at approximately 4,000 VND, will treat enough water to protect a family of four for 5-6 weeks. SafWat, including the solution and bottles, will be locally produced in Vietnam, leading to in-country revenue and job opportunities. The system will be distributed and promoted as a home-based water disinfection solution, supported by a communications campaign to encourage improved personal sanitation and hygiene, including behavior such as safe water storage and regular hand washing.
