Right now I am printing off 45 pages of a court case in Georgia. A farmer had his land rendered useless. You even see complaints asking that someone analyze the sludge in other cases. Just like the 50 billion dollar Madoff Scam, thepowers-that-be just let the scams continue and getbigger.

The culture of the corruption, and cover ups forthe scams have grown to such a scale that all NorthCarolina Citizens Health and Safety are at risk fromwater quality issues.

All North Carolina water quality polices needto be investigated by a Joint North CarolinaHouse and Senate Investigation.

The perpetrators have totally ignored the intentof the funds to protect water quality in order tosteal the money, and have left over 2 million peoplethat are solely dependent on the Castle Hayneexposed to toxic drinking water.

As we only have one environment to shareand protect, the ever-increasing population in NorthCarolina currently and will continue to competefor the same water. Keep in mind that our CastleHayne aquifer also supplies 3 other states.

North Carolina is recognized as the state with2nd greatest threat of urban sprawl and the 4th fastestgrowing in population.

We have to recognize these threats and respectthe Temple of the Environment and the Funds toProtect the Environment as sacred.

With a bulletin board of post it notes detailingfacts of injustices and corruption, weneeded to somehow paste it all togetherin a form that people can identify withjust get the word out and try to explainhow scams like the Bay River SewageScam and the Sewergate Cover up arelarge and complicated by design withhundreds of facilitators.

To effectively address the massiveabuse and mismanagement by theEnvironmental Community for decadesby hundreds of facilitators of corruption,it will take a much greater awareness ofthese toxic threats and high crimes againstthe people of North Carolina, and amovement of disgust by many.

The Waterfront Sportsman Missionand Movement was defined to be the

Conscience for the Environment and Quality ofLife Issues by doing more than just bringawareness. A multi-pronged approach will beneeded, much like Mothers Against Drug Driverswill be needed to be effective.

Waterfront Sportsman Mission is to not onlyexpose, but also confront those that are taxing usunfairly, and stealing money from the Environmentand the People. Also, hold the responsible partiesand licensing authorizes libel for obstruction ofjustice for continuing to allow these terrible thingsto happen.

As the fix and cover up goes all the way to thetop, to save our health and financial well being,and the future of our grand children, we all musttake action together.

We have to kick the Money Changers out of ourTemple of the Environment, seize the pocketbooks,and suspend the NC Licenses of the Attorneys,Accountants, and Engineers who have benefitedby these High Crimes of Corruption against thePeople and the Environment of North Carolina.

We need an Environmental Conscience, notCorruption.

This completes the final chapter of Dale’s storyof how he became the Redneck Environmentalist.

At some point, his biography will be writtenbut he’s still living the story so it’ll be a while.

take a magazine and read about where yourenvironmental tax dollars really go.”

One thing that the WFS staff encountered wasthe true dismay and disbelief of so many who justcouldn’t fathom some of the examples we tickedoff. Now, quite a few did say they thought is wasjust DOT that was totally corrupt to the core butvery shocked at the thought that tax payer dollarswere being used to benefit front-end loaded highprofile real estate developments.

Which just underscores what is a truly sadcommentary of our current society - that the averageperson is so far removed from the political processand is either apathetic or worse, so thoroughlyprejudiced in their ‘party line’ way of thinking, thatthey don’t question the people they trusted enoughto vote into office.

The very best thing that could happen as a resultof these nationwide Tea Parties is that every singleperson who attended actually take a little moreinterest in the issues at hand, the policies that yourelected officials vote on (not on what they say) andwhat big contributor(s) is really influencing thelaws being passed that We the People have to liveby.

One of WFS staff members recommends “GiveMe Liberty!,” a book written by Gerry Spence, theoutspoken attorney from Wyoming. Mr. Spence hassome very interesting ideas as to how ourgovernment should be and at the end of his bookhe details out 26 ‘Dreams to Liberty.’

Rising Sea or Falling Land

A recent Charlotte Observer editorial (January23, 2009) was captioned "State must reckon withrising sea level." The editors said, quite accurately,that "Rising sea levels, regardless of their cause,threaten North Carolina's coastline." They evenacknowledged that some barrier islands "may dis-appear, the victims of storms, erosion, land sub-sidence and rising water levels."

Unfortunately their focus, indeed the focus ofall news coverage I've seen concerning the possi-bility parts of eastern North Carolina may onceagain be part of the ocean, is either sea level riseor global warming. While the editorial mentionedsubsidence in passing as shown in the quote above,

which is more than most recent reports have done,the mention was like whispering "elephant" whenone is stomping around the room and breaking upthe furniture without discussing how it got thereor what to do about it.

ing approximately nine meters of subsidence in justover fifty years in California. Then take a look atthe maps in the recently issued EPA report thatshow a 1.5 meter change in the water land rela-tionship at the coast, whether due to rising seas orfalling land, would be a serious threat to easternNC, while a 3.5 meter rise could completely elimi-nate many barrier islands (and the homes and busi-nesses thereon).

The EPA report can be viewed at http://www.epa.gov/climatechange/effects/coastal/sap4-1.html , and while it is heavy reading, if you clickon the "Sea Level Rise" map tab and then click onthe picture of the South Atlantic Coast, you'll get afascinating preview in seconds. The map of NorthCarolina shows the over 5,000 acres that will belost to the sea if there is 1.5 meters (less than 5feet) of subsidence with no other change or rise inocean levels as well as the over 3,000 additionalacres, including many barrier islands, lost to a 3.5meter (less than 15 feet) change.

Compare the map to the picture I've providedand ask yourself why state officials and the majormedia are not talking about subsidence. And if youdon't have internet access, consider these facts fromthe report: Two/thirds of the land on the Albemarle-Pamlico peninsula is less than 5 feet above sealevel. "The majority of Dare and Hyde Counties

are less 1 m (ap-proximately 3ft), above sealevel, as is a largeportion of Tyrell. . ."

And the landthat "lands" un-derwater is notthe only issue.Salt water intru-sion could be aneven greaterthreat to real es-tate values, be-cause as the re-port makes clear,while desaliniza-tion plants canbe constructed toprovide drinkingwater, salt waterintrusion can killpeat and treesand make farm-ing impractical.Die back and loss of farmland is already being ob-served in eastern NC.

Is there subsidence in NorthCarolina? According to the NCDivision of Water Resources,there is subsidence and "It is apretty good bet that land subsid-ence in the North Carolina coastalplain is due to heavy pumping ofground water from aquifers . . .Higher rates of land subsidenceare associated with higher groundwater withdrawal rates." Ofcourse, in keeping with currentpolicy, they focus on public wa-ter systems as the cause of the subsidence.

The Water Wiki project at UNC also confirmsthat there is a subsidence problem in NC. (http://sogweb .sog .unc .edu /Wate r / i ndex .php /Saltwater_Intrusion_and_Subsidence) It states:"Pumping groundwater from deep aquifers--"fos-sil water"--along the east coast creates more prob-lems than just the loss of water that took hundredsor thousands of years to get there. It also can cre-ate cones of depression that lead to saltwater in-trusion into those aquifers. And it can lead to sub-sidence <http://sogweb.sog.unc.edu/Water/index.php/Land_subsidence> of the land, eithergradually over long periods of time or suddenly,in the form of sinkholes <http://sogweb.sog.unc.edu/Water/index.php/Sinkholes>. This land subsidence interacts with rising sea lev-els to hasten the threat posed to development onthe coast by the ocean and coastal waters gener-ally."

And when were state officials first aware of theproblem? According to the former head of our

state's ground water program, "Withdrawal of about60 million gallons per day from theCastle Hayne limestone, the mostproductive unit of the principal ar-tesian aquifer of the area, began inJuly 1965 at a phosphate mine ad-jacent to the Pamlico River inBeaufort County. Within a fewmonths, the artesian head was low-ered below sea level in an area ofabout 800 square miles, and tomore than 100 feet below sea levelin the immediate vicinity of pump-ing. Under these conditions theaquifer became vulnerable to

encroachment of saline water from (1) areas ofnatural occurrence of brackish water in the lime-stone member of the aquifer; (2) leakage of brack-ish surface water through the confining beds; and(3) vertical movement of brackish water from theunderlying sand member of the aquifer.

“Don’t Play in the Sludge” & “Where’s the Sludge &Where Did It Come From” Bills Gets National Support

You do not know where the sludge is comingfrom. That is why Alabama is considering laws torestrict the application of sludge. The sludge thereis coming from New York. That is really scarybecause when Alabama says “no”, then NorthCarolina is closer to New York and Burlington has2000 acres permitted for sludge disposal.

Could we have a deeper problem in NorthCarolina? Is our Speaker of the House havingsludge applied to his farmland? If so, then howmuch money, if any, is he receiving for providinga disposal site for the sludge? Does he havemonitoring wells to test the effects of the sludge?If it is only fertilizer, why does he possibly havemonitoring wells?

These questions then raise serious concerns suchas could Synagro be selective in the sludge theyapply to his field because there are monitoringwells. Actually, the more serious question is if hehas monitoring wells, why don’t other citizens havemonitoring wells?

You see this is too serious a problem to letpolitics lock up bills in committees. Who hasauthority of moving bills to committees? Does theSpeaker of the House have the ability to influencethese bills? If he does is that not a conflict ofinterest. I think there could be some problems herefor the Ethics Committee to investigate.

It could be even deeper in that a lawyerassociated with the Speaker’s law firm could be amember of the Orange County Authority that hasthe contract for sludge disposal. In simple termsthe sludge is beginning to smell on the politicalside let alone on the field.

How can all of this happen? It is simple becauseSynagro appears at the Conference of Mayors inWashington, DC. Staff will not tell the Legislatorsabout the problems as they fear for their jobs ifthey raise too much ruckus. Another possibility isthey are stretched too thin. This may be true andthe Agricultural Department does feel that they arestretched way too thin, them we need to make sure

More Signs of Corruption

in the Bay River Sewage/

River Dunes Scam &

Sewergate Cover Up

Pamlico County is clearly the poster child ofhow existing needs of people and intent for waterquality were ignored to misappropriate Federal andClean Water Trust Funds to front load specialdevelopment projects.

Ed Causey at the Kinston, NC USDA Officesees no problem giving more taxpayer funds tothe insolvent and under investigation Bay RiverSewage. If fact, he was proud that he had approvedmore money for the corruption and cover up. WhenI spoke with Causey he was not concerned FederalFunds for the existing needs with specific intentto remove and reduce the number of septic tankson the Bay River had been misappropriated by nowGov. Beverly Perdue.

Perdue showed up at Bay River Sewage anddemanded that the prison being hooked on to housethe inmates from out-of-town or the BeverlyPerdue had promoted the James M. Adams/RiverDunes Project to steal all the environmental fundsfor 10 years. Causey was not concerned that BayRiver Sewage had been selling sewer treatmentcapacity that did not exist. Or that Bay RiverSewage was charging $12,500.00 impact fees tolow income people that were supposed to get thesewer for free and 66% of the impact was an outright kick back to River Dunes.

I bet that Causey was not aware or did not evencare that the whole town of Oriental is undermunicipal condemnation and owns no contractualsewer treatment capacity. The planned in hastedelivered in desperation move by Perdue zeroed outall the Pamlico sewer treatment capacity, so BayRiver Sewage was allowed to go up on the impactfee to cover up the farce.

Billing records and notes from McGladry &Pullen, the Bay River Sewage Auditors confirm theyconspired along with Bay River Sewage /RiverDunes Engineer Kevin Eberle of McKim and Creedand DA Scott Thomas to allow them to steal moneyfrom the unknowing out-of-town buyers and justcharged more of the $12,500.00 impact fees to kickback money to James M.Adams and the RiverDunes partners but Ed Causey gave them moremoney anyway.

Causey could care less that Human Rights andCivil Rights Advocates from around the world wereoutraged from the minute the inadequate McKimand Creed engineered collection tanks at the prisonwere hooked on to the over sold Bay River Sewagein early 2000 have malfunction from that day sincethen. The inhuman treatment of requiring theinmates to go on ‘sludge detail’ into the collectiontanks was common knowledge of the Jimmie Hicksthe Pamlico County Attorney, Tim Buck the PamlicoCounty manager, and Jenny Lassiter the PamlicoCounty Health director. As Jenny questioned moreabout inmates dumping the untreated sewer sludgeillegally in the landfill, the practice of allowing herto drink on the job was condoned by Hicks and Buck

I got the same kind ofresponse from Lisa Shell at the Clean Water TrustFund when she told me I could not get any moreCWMTF documents until I spoke with Sen. Marc.Basnight.

Things were already getting hot with the WhistleBlower in town on Bay River Sewage. The Fedswere swarming around, sending Pamlico CountyCommissioner Moore to jail for illegal dredging,the falsified water testing scam and cover up ofthe Pamlico County Water department, the localPamlico County “Ducks Unlimited” chapter werestarting to question the duck impoundments whenthe body of Ferry Scam Whistle Blower was foundfloating in the Pamlico Sound having committedsuicide (with his hands duck taped behind his back).

So the decision was made to sell all the PamlicoDrinking Water capacity to the Cutter BayDevelopment to keep a lid on things. After all,this was to protect Beverly Perdue and MarcBasnight campaign contributions to theDemocratic party for John Edwards. Who better totrust than Randy Allen, McQueen Campbell,Erskine Bowles, and Jim Hunt (the investors ofCutter Bay). So River Dunes controls all the sewertreatment capacity, Cutter Bay owns all the WaterTreatment Capacity, and the bogus kick backswould stifle all other development.

There is no plausible deniability for Hackneyand Basnight on sludge because the superconflicted Rep. Joe Hackney is getting specialconsideration for his Chatham county farm fromthe Orange Water and Sewer Authority. The seniorlaw partner of Epting and Hackney firm has beenon the DENR Environmental ManagementCommission, has represented certain RiverKeepers, and has been on the OWSA Board. TheRiver Keepers rhetoric has consistently blamed hogfarms for water contamination when in actuality,municipal sludge spreading and spills have beenthe biggest contributors to toxic watercontamination.

Even though Bill 1218 “Do Not Play in theSludge’ sponsored by Rep. Cary Allred is to protectour loved ones from major health risks of toxicsludge, Speaker Hackney just can not find time toschedule the bill. We wonder why the status quotax and steal the money Perdue/Basnightenvironmental corruption machine wants to importsludge and protect the Synagro monopoly in NCwith the knowledge that people are sick and dyingfrom this practice.

also mentioned to me that he has been asked tobreak every law for the US Government that hehas defended clients for in court, with the exceptionof murder and incest, all for the good name ofFreedom. I never asked him who’s Freedom?

With that thought, we now turn back to themasterfully orchestrated John Locke Foundationpresentation of the North Carolina Constitution.All speakers confirmed North Carolinians havemany more civil and property rights than thosedetailed in the United States Constitution andconstitutional amendments to the NC Constitutionthrough the years have continued to better definethe intent our great forefathers to protect NorthCarolinians over all rights and intent of taxation.Only in the last 25 years has there been such adisconnect in taxation and intent. North Carolinianshave been total disserved by out leaders taxing andstealing money from all North Carolinians.

Having confirmed by the panel of experts thatNorth Carolinians are supposed to be protectedbecause they have more civil and property rightsdetailed in the NC Constitution, why did the expertsdwell on the facts that the four lawyers have wastedso much time in court defending the rights of NorthCarolina Citizens? Was there a question that wasnot asked in the courthouse? Perhaps it’s thedelicate answer that the sad fact is NC Dept ofJustice has a history of wasting 100’s millions oftax dollars defending corruption within the stateinstead of protecting the taxpayers and propertyowners’ reputation as the North CarolinaConstitution specifies.

As the subject of the night was taxation and wassupposed to clarify complicated by designlegislation as it relates to the North CarolinaConstitution, the question that was not asked butwas voiced by taxpayers under the tent on thebeautiful lawn in front of the Historic Count house,we think our the politicians are taxing us to stealthe money?

As the Waterfront Sportsman has become theultimate clearing house for environment corruption,we routinely get the hard questions that people areafraid to ask because of risks of retaliation. “Dale,we know they are wasting our tax dollars to defendthe corruption in court, how are they getting bywith stealing our money to start with? Can youplease get the absolute truth out to protect us andsave our environment?”

The answer of the night that was left for the“Redneck Environmentalist” to answer on thehistoric Edenton Courthouse steps was simple - thepoliticians have used the over 150 boards ofcorruption set up by ex Gov. Jim Hunt. Theworthless and costly Board of Corruption are onlytools to ignore the intent of all laws to protect theNC Citizens, tax revenue, and the environment.

If that is not enough, specific examples exist likethe environmental corruption specialists NC Reps.Pryor Gibson and Alice Underhill, who introduceda bill that specifically detailing intent could bemodified for any reason to cover up for the BayRiver Sewage misappropriation of Clean WaterTrust Funds to protect Beverly Purdue and ex Sen./JD3B DA for. I guess if the legislators are crooks,

you should expect the judicial system to haveproblems. Maybe that is what Jack meant aboutfacts that do not get exposed in courthouse.

While on the front steps of the court house wheremany human rights have been protected, I reflectedon the night’s events. It was only fitting that athistoric courthouse after a John Locke Foundation(named for a great American forefather) functionthat also in association with the Carolina Journal,I was asked about the so-called hanging judge ofthe editors Don Carrington of the Carolina Journal.

Don has been writing about developmentalcorruption during Gov Easley’s administration. Aconcerned NC Taxpayer asked me when and whereare the paths of the Waterfront Sportsman lynchmob for the environment, and the hanging judgeeditor of developmental corruption going tointersect? Oh yes I responded they are very muchconnected and intersect. The Easley Corruption andthe Perdue Basnight corruption all tie togetherbecause the proper title to property cannot be passedwithout recognizing that the assets and liabilitiesof the environment that go with it with thetransaction.

Our joint findings of out-of-controlenvironmental corruption intersects many timeswith the Easley corruption in Gov. Beverly Perdue’sand Sen. Marc Basnight’s backyards of Pamlico,Hyde, Dare, Pasquotank, and Beaufort Counties.

If the slick buck artist would have only stolenthe money like Madoff, maybe taxpayers could getover it. But the taxpayers are left with statewidetoxic water quality problems and a smorgasbordof pandemic crisis waiting to happen fromimporting out-of-state municipal waste treatmentsludge to dilute medical and industrial waste.

The practice is so out-of-control, the naturalcarrying capacity of available land to spread sludgeon has been openly permitted several times over.Sen. Basnight has used his influence to insist over6,400 acres are permitted to spread sludge on landthat does not perk, in the FEMA Flood Zones, innitrogen rich Pasquotank County, and in the GreatDismal Swamp to import sludge from Virginia.

Sen. Basnight is routinely honored by the loonyleft, so called status quo, environmentalist, and pipesmokers from Chapel Hill, who now wonder whyhe insisted that NC Toxicologists personnel had tobe cut from 4 to 2.

A normal tool of the corruption is to cut thebudgets and personnel of investigative andenforcement departments such as the NC Dept ofState Auditor or the Ferry Mon Water testingprogram at UNC Beaufort to cover up thecontamination of the Castle Hayne Aquifer andPamlico River by the PCS Mine.

A major crop in Pasquotank County is peanuts,at same time FDA and EPA are now under fire forthe covering up sludge spreading of the systemicpeanut crisis in Georgia and pistachio crisis inCalifornia.

People are sick and dying to protect Synagro’snationwide monopoly and fund the Perdue/Basnight/ Rand/Sullins/ Devlin/Hall/Cubeta/Holman/Holloman/ Hackney EnvironmentalCorruption Machine.

It is time for all North Carolina elected officials,DENR, DWQ, DOT, DMV, Clean Water TrustFund, NC Rural Center, NC Wildlife Resources

Commission, Gold Leaf, employees and Board ofTrustees along with all Non Profits and

Universities to disclose all financial activity oractivity of sludge spreading. Robert Kennedy

himself and his Water Keepers have beenmisinforming people blaming the pork producersfor spills to cover up for municipal sludge spills

and totally ignoring sludge spreading as thegreatest threat worldwide to water quality. But he

does have an excuse, Waterfront Sportsman has thebest network of researchers in the world.

This action needs just as much attention as whenUNC and the NCAA were challenged about

licensing of products produced by sweat shopswith inhuman conditions.

Full discloser is needed of all out of state receiptsand payments to and from out-of-state
