MINUTES OF THE CITY COUNCIL MEETING

OCTOBER 19, 2015

1. The meeting was called to order by Alderman Clyde Heller, Mayor Pro Tem in Mayor Smith’s absence at 7:30 p.m.

2. The following Aldermen were present: Notheisen, Thomas, Hopkins, Trantham, Darter,

Koerber and Heller. Alderman Frederick was absent. 3. Pledge of Allegiance was led by Mayor Pro Tem Clyde Heller. 4. Correction or Withdrawal of Agenda Items by Sponsor. None. 5. Approval of Minutes as Written or Amended. Motion made by Alderman Koerber and seconded by Alderman Hopkins to approve October

5, 2015, 7:30 p.m., City Council Meeting Minutes. Motion passed unanimously with Aldermen Koerber, Heller, Notheisen, Thomas, Hopkins, Trantham and Darter voting yea.

6. Petitions by Citizens on Non-Agenda Items. Mayor Pro Tem Heller welcomed Girl Scout Troop #861 and their leaders who attended

tonight’s meeting to the aldermen, city officials and city workers for all they do for the betterment of the community. The troop leader introduced the 5th Grade Junior Troop in attendance and they handed out candy bars with specially decorated notes of thanks as part of a community service project.

Harvey Hoffmann addressed the Council with 4 questions regarding rental property wherein the Council answered: 1) On-street parking is allowed. 2) Rental occupancy is based on the square footage of each bedroom. 3) Residential on-street parking is allowed for 24 hours and 4) A private fence can be put up on easements provided a sleeve is installed for unforeseen removal and JULIE is notified.

7. Reports and Communications from the Mayor and other City Officers.

A. Report of Collector. The report is in the packet. Motion to accept the report made by Alderman Notheisen

and seconded by Alderman Koerber. Discussion. Alderman Notheisen noted the increase in collected income tax compared to last year. Motion passed unanimously with Aldermen Koerber, Heller, Notheisen, Thomas, Hopkins, Trantham and Darter voting yea.

B. Report of Treasurer. The report is in the packet. Brad Papenberg was absent. Motion made by Alderman

Notheisen and seconded by Alderman Darter to accept the report. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Koerber and Heller voting yea.

C. Report of Zoning Administrator. No report. D. Report of Director of Public Works. Director Birk was absent. E. Report of Chief of Police. Chief Trantham reported the last Senior Academy class will be this Wednesday,

October 21, 2015 with graduation @ 2 p.m. and lunch at 1:00 p.m. on the second floor of City Hall.

F. Report of City Attorney. No report.

G. Report and Communication by Mayor.

A. Consideration and Action on Resolution No. 15-16 Authorizing the Execution of the Annual Remote Support Services Agreement Between the City of Waterloo/Waterloo Police Department and the REJIS Commission.

Motion made by Alderman Koerber and seconded by Alderman Hopkins to approve Resolution No. 15-16 authorizing the execution of the Annual Remote Support Services Agreement between the City of Waterloo/Waterloo Police Department and the REJIS Commission. Discussion. Chief Trantham stated he is in favor of this agreement. Motion passed unanimously with Aldermen Koerber, Heller, Notheisen, Thomas, Hopkins, Trantham and Darter voting yea.

B. Consideration and Action on Ordinance No. 1688 Amending the City of Waterloo

Revised Code of Ordinances, Chapter 7 Business Code, Article V Raffle Code, to Allow for the Sale of Raffle Chances at Licensed Liquor Establishments by Permit. Motion made by Alderman Koerber and seconded by Alderman Darter to approve Ordinance No. 1688 amending the City of Waterloo Revised Code of Ordinances, Chapter 7 Business Code, Article V Raffle Code to allow for the sale of raffle chances at licensed liquor establishments by permit. Discussion. Alderman Notheisen stated this action was agreed upon by the Ordinance Committee with a few changes. Motion passed unanimously with Aldermen Koerber, Heller, Notheisen, Thomas, Hopkins, Trantham and Darter voting yea.

A. Consideration and Action on Farm Lease Agreement for 2.6 Acres between the City of Waterloo and Thor Lohrberg.

Motion made by Alderman Koerber and seconded by Alderman Notheisen to approve a Farm Lease Agreement for 2.6 Acres between the City of Waterloo and Thor Lohrberg. Motion passed unanimously with Aldermen Koerber, Heller, Notheisen, Thomas, Hopkins, Trantham and Darter voting yea.

B. Consideration and Action on Request for Street Closure of Main Street (between Mill

and Third), Mill Street (between Main & Market), and Third Street (between Main & Market) for the Annual Halloween Trunk or Treat to be held on October 31, 2015 from 5:00 p.m. to 10:00 p.m.

Motion made by Alderman Notheisen and seconded by Alderman Hopkins to approve the request for Street Closure of Main Street (between Mill & Third), Mill Street (between Main & Market), and Third Street (between Main & Market) for the Annual Halloween Trunk or Treat to be held on October 31, 2015 from 5:00 p.m. to 10:00 p.m. Discussion. Alderman Notheisen noted each year the annual event gets bigger and insures safety for the community. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Darter, Koerber and Heller voting yea.

13. Discussion of Matters by Council Members Arising After Agenda Deadline. Alderman Darter stated the official Google/Earth car was in Waterloo this past week taking

photos. Alderman Heller announced the Kaskaskia Trail information is up and running on the web.

14. Motion to Adjourn. Motion made by Alderman Koerber and seconded by Alderman Thomas
