1. Introduction

To meet reporting requirements for the Waterview Connection, a monthly report will be prepared and

sent to AC in the 2nd week of the following month.

This report sets out the reporting requirements for the Waterview Connection for the period November

2013.

2. Resource Consents

With the exception of Consents ARC:38325, 38326, 38327 and 38328 which relate to rock crushing and

concrete batching plant activities, all other remaining consents have been triggered by works to date.

Appendix A provides a table of all the additional resource consents obtained for the project to date.

New consents and approvals obtained for November include:

R/LUC/2013/4460 - Resource Consent for the trimming of a Liquidamber tree and the removal of a

Moreton Bay Fig tree at Unitecs site – 1 Carrington Rd;

R/LUC/2013/4534 - Resource Consent for the demolition of 27 Parr Rd South dwelling;

R/OPW/2013/4455 - Reccomendation on the Outline Plan of Works for the Southern Ventilation

Building, Control Building and Stack (No changes were requested by Council); and

Alteration to Designation: Retaining Wall 603 (Unitec).

5. Environmental Monitoring

5.1. Tree Management

Grant Sirl, Arborist – Arbor Advice Ltd (the Project Arborist) has provided the following report for the

amenity trees affected by the works;

5.2. Noise and Vibration Monitoring

Noise monitoring has been undertaken for new plant and activities since commencement of construction

in January 2012 to assess levels against noise predictions (as per the Construction Noise and Vibration

Management Plan) and confirm compliance with the project noise criteria, specifically as relates to

Consent conditions CNV.2 for noise, CNV.3 for noise from air blast and CNV.4 and CNV.5 for vibration.

The focus for noise and vibration during November has been assessment of extended works required

outside normal working hours (07.30 – 18.00hrs Monday to Saturdays), submission of Site Specific Noise

management Plans (SSNMPs) to Council and monitoring of the tunnel spoil conveyor with the

commencement of tunnelling works. Noise monitoring was undertaken under SSNMP#43 to determine

noise levels and implement mitigation measures in relation to the spoil conveyor operation. Monitoring

results are shown in Table 2.

5.3. Air Quality Monitoring

Two Total Suspended Particulate (TSP) analysers and one met mast are required in the Southern Area

(Sector 9) and one TSP analyser with met mast is required in the Northern Portal Area (sector 7) under

consent conditions AQ16 and AQ17.

Two E-BAM TSP monitors are located on site in the Southern Portal area: EBAM1 is located at 123

Hendon Avenue and EBAM2 is located near the Southern Approach Trench. The Northern Portal area E-

BAM is located outside the Waterview School grounds.

E-BAM results for November show levels below the project daily consent limit for TSP at each

monitoring site:

Southern Area (EBAMs 1 &2):

No exceedences were recorded of the daily average consent limit of 80 µg/m3.

No exceedences were recorded of the hourly average trigger level of 200 µg/m3.

A power failure occurred in EBAM 1 between 05/11/13 20:00 and 08/11/13 11:45. The power

failure was caused due to rain intrusion into a nearby electrical switch in series with the

instrument causing the switch to trip. The power failure was noted on 6 November, and was

repaired on 8 November.

A flow failure occurred in EBAM 2 between 04/11/13 09:00 and 14/11/13 11:30. The failure was

noted on 6 November and was inspected on 7 November. The equipment was restarted on 7

November at 09:30 and was operational for 30 minutes before the flow failure restarted. The

flow failure was found to be due to a pump failure; the pump was replaced on 14 November.

Northern Area (EBAM 3):

No exceedences were recorded of the daily average consent limit of 80 µg/m3.

Two exceedances were recorded of the hourly average trigger level of 200 µg/m3 in EBAM 3. The first

exceedance of 201 µg/m3 occurred on 20 November between 12:00 and 13:00. The exceedance

occurred during light winds from a southeast direction. The second exceedance of 272 µg/m3 occurred

on 21 November between 16:00 and 17:00. The exceedance occurred during light winds from a

southeast direction.

5.4. Ground Water Monitoring

Monthly monitoring for piezometers identified in Appendix A of the Groundwater Management Plan

(GWMP rev 4) is ongoing; with the exception of 2 piezometers which are still to be installed. The

piezometers are located in Ngati Whatua owned land within the grounds of Unitec and in the Dorje

Chang Institute and will be installed, when landowner approvals allow. As noted below, where a

piezometer is within a zone of active excavation twice-weekly monitoring is being undertaken.

Southern Approach Trench

Dewatering activities commenced in September 2012 when groundwater was encountered in the

excavation at a depth of approximately 9 m below ground level.

The southern approach trench extends from approximate CH10530 (to the south) to the southern portal

head wall at CH11080. Dewatering via sump pumps in the excavation and below the base slab is

occurring between chainages 10600 and 11080. Over this length the excavation has reached full depth,

the base slab has been poured and all permanent wall supports are in place.

Piezometers in very close proximity to the trench (i.e. less than 50 m distance, and inside the

construction zone) have recorded negligible change in water level since the last report.

Drawdown in the basalt and alluvium reached steady state conditions1 in March / April 2013 and

groundwater levels have since fluctuated at or about the same level in response to changing rainfall

conditions (Figure 1). Drawdown in the ECBF also reached pseudo-steady state (excluding seasonal

fluctuations) in June 2013.

As the base slab is drained we do not expect to see any recovery of these water levels; however as

maximum depth has been reached we do not expect that there will be any further significant drawdown

as a result of construction related activities.

Beyond the construction zone (> 50 m distance) piezometers have also reached pseudo steady state

conditions (excluding seasonal fluctuations, Figure 2). A slight decline in water levels was noted through

October and November but as described in more detail in subsequent sections, this is consistent with

piezometers in the wider area and is the result of seasonal fluctuations not construction activities.

Twelve (12) piezometers (BH519, BH1106, BH1107, BH1108, DH823A, BH1103, SPZ005, BH503, BH525,

DH825, DH826 and DH829) continue to have groundwater levels fluctuating about or below alert trigger

level. However this is has been the case since early 2012 and groundwater levels have again reached

steady state conditions (excluding seasonal fluctuations). As outlined in previous reports the potential

for damaging consolidation settlement is considered to be very low and groundwater levels in these

piezometers remain well above the alarm trigger levels.

Markers within 100 m of the area (generally located on control sections K, L and M) have been

specifically reviewed, with movement being within the trigger levels for these areas.

Seasonal Trends

Monitoring confirms that recorded drawdowns were exacerbated by the exceptionally low rainfall that

fell in Auckland in 2013. Total rainfall for the January to March 2013 period was less than 30 % of

normal rainfall, and during the month of January less than 10 % of normal rainfall was recorded. This

followed a dry period between September 2012 and December 2012; during this time although total

rainfall was 50 % to 80% of normal, most of the rain fell in discrete storm events therefore it can be

expected that a significant proportion of the rain would have discharged to stormwater without

recharging the aquifers. Rainfall was also well below normal in July, October and November 2013 and

this is reflected in the declining groundwater levels (typically around 1 m but in places up to 2 m) during

these periods (see Figures 1 and 2).

Rainfall in the period April to June 2013, and August to September 2013, was above normal and resulted

in increases in groundwater levels. These trends are also seen in monitoring of piezometers in the wider

Project area.

Tunnels

Tunnelling commenced on the 14th November 2013 and the TBM had progressed approximately 20 m

by the end of November. Piezometers located within 150 m of the TBM location are now monitored

twice-weekly; all other piezometers continue to be monitored monthly.

As the TBM face is still within the zone of influence of the SAT and the crown of the tunnel is not yet

below the invert of the SAT, there has been no additional drawdown below that already reported for

the SAT (above).

Northern Approach Trench

The Northern Approach Trench extends from the northern portal head wall at approximate CH13500 (to

the south) to the beginning of the Great North Road interchange at approximately CH13800. Excavation

is at or close to final depth over much of this length; the exception between ~CH13500 and ~CH13550

where there is still approximately 5 m to excavate. Active dewatering began in late August, however

pumping is intermittent (once every 3 or 4 days) and the volumes pumped are typically small (around

200 m3 of groundwater).

A decline in water levels has been observed in consent piezometers since October; however, it is

typically less than 1 m and hence of a similar scale to the seasonal fluctuations observed in piezometers

across the wider site, where there are no dewatering activities occurring, and hence is considered to be

as a result of the below normal rainfall in October and November. Drawdown is evident in construction

piezometers located within the construction zone and in very close proximity to the walls (i.e. less than

10 m from the walls) but not in piezometers located further out 10 m to 30 m.

5.5 Settlement Monitoring

Monthly monitoring of framework ground settlement markers identified in the Settlement Effects

Management Plan (draft SEMP rev4), and additional markers installed since that time continues.

The Alliance has installed 7 No. fixed deep survey benchmarks to supplement the 2nd order LINZ

benchmarks to which this survey data has historically been tied. The LINZ benchmarks are shallow and

likely to have been moving seasonally and therefore the seasonal range has been underestimated for

some markers. The Alliance has reviewed the seasonal range of movement around the Northern Area

and tunnels and this has been presented, along with updated trigger levels where appropriate, in the

updated SEMP (rev 4).

Southern Approach Trench

Surveyed ground levels have generally shown a flat or broad upward trend (around 3 mm to 5 mm)

since the end of March in response to rainfall and seasonal swelling.

The majority of markers continue to show movement within +/- 3 mm of their adopted pre-construction

minimum (i.e. within the accuracy of the survey). Six markers (M9, X12, X29, Z30, Z154 and Z155)

continue to show movement in the range of 4 mm to 10 mm however this level of movement is still

within adopted trigger levels. There is no clear spatial distribution (there are markers between these six

localities and the alignment which have shown negligible movement) and with exception of M9 all

markers have shown an overall flat or upward trend since June, suggesting that the movement is likely

to be as a result of seasonal settlement and rebound.

For two marks (Z154 and Z155) downward movements of up to 10 mm were recorded between March

and early July. These markers showed a recovery of 3 mm to 5 mm in July and August, which has since

fallen away again. These markers form a differential pair (in accordance with condition S.17);

differential settlement between the two markers is calculated to be flatter than 1/6,000 therefore the

potential for any adverse effects is considered to be negligible and all other markers in this area have

indicated movement of less than 3 mm to 5 mm (well within trigger levels). Regardless we will continue

to monitor these markers.

Differential movement between markers is flatter than 1 in 7000 in all other areas and remains well

below trigger levels, as are assessed building damage categories in the area. Markers will continue to be

monitored and reviewed weekly.

Tunnels

Markers located within 150 m of the TBM location are now monitored weekly; all other framework

tunnel markers, and selected intermediate markers, continue to be monitored monthly.

To date there is no indication of any tunnel construction related movement in the seven markers that

are within 150 m of the TBM. Three markers (K6, X12 and Z161) did show some downward movement in

early 2013, however there has been a broad flat or slightly upward trend (with minor fluctuations) since

that time (Figure 5).

In the Waterview area there are 3 ground markers (C10, Z64 and Z65) where recorded movement is

shown to be at or just below (i.e. by less than 1 mm) the consented trigger level. These markers are

more than 380 m from the nearest construction activities and there are markers between these three

movement is not related to Project activities but rather reflects background seasonal movements.

For three marks (BP12, BP15 and Z178) upward movements of up to 40 mm were recorded in May and

June, and are likely to be associated with movement of the adjacent slip (at this same time period a rise

in groundwater levels in adjacent piezometers was also noted). Some downward movement of these

markers has been recorded throughout November; however, they remain well above their minimum

pre-construction level.

5.5. Ecological, Water Quality Monitoring & Sediment Quality Monitoring: Oakley Creek

Construction phase water quality monitoring has been carried out monthly, as required by consent

conditions, with the most recent routine monitoring carried out on 15 November 2013. Pre-construction

and construction phase monitoring results are shown in Figures 7 to 12 below. Full laboratory transcripts

are available on request.

The November routine monitoring data are summarised as follows:

Turbidity and suspended solids results for all sites were similar to October 2013 results and within

the range of the baseline data collected prior to the commencement of construction.

pH was near-neutral at 4 sites and well within the accepted range that is representative of good

water quality (pH 6-9). The exception was Site WR4, which is upstream of the construction site,

and therefore not related to the Well-Connected Alliance’s works.

There were no significant differences in metals concentrations upstream and downstream of the

construction site, and measured metal levels downstream of the site were within the 'baseline'

range recorded before the commencement of construction.

Fortnightly monitoring of significant vegetation, including geraniums, continues to be carried out. All

translocation of geranium plants from areas that will be affected by the works has been completed. This

has included successful transplanting into the Diversion C area.

5.6. Contaminated Soil Monitoring

5.6.1. Site monitoring

No unexpected contamination was reported during the month of November 2013.

5.6.2. Soil disposal

Tables 5.1 and 5.2 below summarise the volume of soils removed from the southern part and northern

part of the project in the month of November respectively. The key information relating to soil disposal is

discussed below.

Approximately 37,400 tonnes of soil and 1200 tonnes of rock were removed from the project in

October.

About 70% of the soil was from the northern end of the project, mostly from the northern portal

excavation.

The rock came from excavations for the stormwater pond at Alan Wood Reserve.

About 80% of soil removed was taken to Wiri Cleanfill. Most of the soil originated from the northern

approach trenches. Only about 4% (or about 1200 tonnes) represented tunnel spoil which was

removed on 25 and 26 November 2013.

Relatively minor volumes of soil was disposed to Ridge Road Landfill and Three Kings related to the

following excavations:

o the stormwater pond and Oakley Creek Bridge construction works in the south; and

o utility diversion, piling and retaining wall construction works in the north.

Earthworks that will require contaminated soil monitoring and off-site disposal in December are

summarised below.

• Between Maioro Interchange and Richardson Road for motorway alignment and retaining wall

construction to Wiri Cleanfill/Onehunga Foreshore Project (up to January 2014).

• CY9, CY10 and CY11 (spoil building) formation works plus stream rehabilitation works for disposal to

either Three Kings Managed Fill or Ridge Road Landfill (up to January 2014).

Northern portal trench excavation for disposal to Wiri Cleanfill (up to 2014).

Piling and retaining wall construction works for the GNRI for disposal to either Wiri Cleanfill, Three

Kings Managed Fill, Ridge Road, Greenmount Landfill and/or Redvale Landfill (up to 2014).

Tunnel spoil will continue to be removed to Wiri Cleanfill .

5.7. Erosion and Sediment Control Monitoring

Revisions four and five of the Site Wide Dewatering and Pumping Management Plan were submitted to the

Auckland Council, these were approved on 26 November 2013. These revisions included Southern Approach

Trench and Tunnel Dewatering options. In addition ESCPs 114 (rev 2), ESCP 115, and ESCP 116 were

submitted to Council and approved in November.

Regular daily visits to areas of the site have been made during November 2013 by a member of the Erosion

and Sediment Control Team.

Pumping monitoring records based on the site wide pumping and dewatering plan are recorded and

maintained onsite, and are being submitted to Council for file records.

5.8. Archaeological monitoring

General archaeological monitoring of the works continues to be undertaken by the Project Archaeologists

from Clough and Associates in accordance with consent conditions and the following New Zealand Historic

Place Trust (NZHPT) Authorities:

2013/174 - General Authority for earthworks in association with Stage 3 Northern Portal Works.

2013/518 - General Authority for earthworks in association with Stage 4 Great North Road Interchange

Works.

6. Stakeholder Management

6.1. Stakeholders – local liaison activity

After the public Open day and the official launch of the TBM last month, the team have primarily been involved in planning end of year community events and keeping our neighbours well informed of works taking place on site. Interest in what is happening here in Waterview is high after coverage from the Open Day and after thousands of people came through the site last month. Events Sirens & Sounds

WCA also participated in the Sirens and Sounds Safety Festival on Saturday 23 November. This event was very successful and we had a number of people come to our stand who said they had attended the Open Day and seen Alice, which they really enjoyed. Most said they wanted the motorway to be ready earlier as it was going to make their commutes easier and faster.

Schools

Letters have been sent to all schools in Auckland (approximately 500) offering the use of the WCA’s Community Information Centre in 4 Valonia Street as a venue they can visit to learn more about the project. The aim of this exercise is to offer schools a number of ways in which they can engage with the project to learn more about what we are doing here – be it school visits to tell them about the project, etc.

Working with Owairaka School on a mural that their students have painted (WCA provided the expertise of Mandy Patmore who previously assisted us with the mural at Waterview School) which will be photographed and placed on the noise wall on Hendon Avenue in December.

Community Liaison Group

An agenda for the next CLG has also been circulated to all at WCA who will be presenting/attending on Tuesday 10 December. To be held at 4 Valonia St.

South end & Tunnel

36 properties over the tunnel alignment have been visited by the stakeholder manager in the south requesting that the WCA be able to conduct monitoring at their properties.

North end

Communicating with residents in Pt Chevalier on present and upcoming works in the GNRI. This approach has been successful as residents have not complained to date while falsework was being craned in place.

Have sent advance notice to Pt Chevalier residents of the lane closures which will occur over the Christmas holidays.

Residents in Oakley Avenue were given advance notice of footpath closures and power diversion works.

Additional local community initiatives for the month include:

Weekly construction updates – alternating each week north and south

Weekly time-slots at Waterview Coffee Project Attending monthly meeting for Neighbourhood Support in Owairaka as well as their AGM

6.2. General Communications Activity: Overview

Cancer Society November 5: representatives from the AMT and Cancer Society signed an agreement that will see the Alliance partner with the Cancer Society.

Internally: this partnership will seek to promote health and education programmes. For example, the Cancer Society offers education on cancer prevention. We will also promote awareness of fundraising for the Society’s events and causes.

Externally: we will provide information to the communities we work in on health and wellbeing as well as offer the Cancer Society a presence at all our community facing events where they can promote their cause.

Community Garden Our community garden continues to be popular with local residents, some who come daily to water the garden. The community garden is an initiative that has created goodwill towards the project that is hard to quantify. The community is appreciative of what they are learning from the garden and the team that take the time to tend the garden, and there is a sense that we are part of the community, a helpful and caring neighbour. Site Visits Site Visit Management Plan will be issued week of 9 December. This sets out a clear process for arranging and conducting site visits, health & safety and other relevant matters. Avoiding/managing clashes or too many people in one day is a key objective. The following visits were held in November:

Campbells Bay Primary School – 500 pupils Media Coverage Featured in New Zealand Construction News, Contractor Magazine, Fletcher’s RAW Magazine, the Central Leader and Western Leader.

The story in the Central and Western Leader was a story about wood that was from the removal of trees from the site, having a new life as a cabinet. The wood originated from site clearance in the south was given to Unitec who then waited for it to dry out sufficiently before a student (who coincidentally is a Fletcher employee in PNG) was given to wood to make furniture with. He made a lovely desk/cabinet which he presented to John Burden as a gift on behalf of Unitec.

Our social media presence continues on Facebook with close to 2000 ‘likes’ for the project at the moment.

6.3. Queries, Concerns and Complaints

Complaints

In mid-November, a resident was woken in the night by the sounds of the spoil conveyor which was shut down for the night following this. Since then there have been no complaints about it as testing of the conveyor was subsequently done during the day.

Two notable complaints have been received: o A resident living in Pt Chevalier close to the GNRI complained two times about noise at night.

This resident was a BOI submitter and has been asking for double glazing since before our works began. Investigations to ascertain the cause of the other incident indicate this was due to work carried out by the Causeway Alliance.

o A resident in Saxon St complained about noisy work starting in the early morning – she could see machinery working.

o Potential clashes with other projects. There have been issues in resolving which project is responsible for the complaint and at present we are working on a “joint plan” that will cover managing responsibilities for complaints generated by individual project’s works.
