The Regular Meeting of the Wayne Board of Education was held on Thursday, August 18, 2011 in the Municipal Building Council Chambers, 475 Valley Road, and an Executive Session was held at 50 Nellis Drive, Wayne, New Jersey 07470. The meeting was scheduled to begin at 6:00 p.m. pursuant to the terms of the Sunshine Law.

The meeting was called to order at 6: 10 p.m. by Mr. Donald Pavlak, Jr., Board President.

"Adequate notice of this Regular and Executive Meeting, setting forth time, date and location, has been provided in accordance with the requirements of the Open Public Meeting Act by:

1. Prominently posting a copy on the bulletin board on June 1, 2011 in the lobby of the offices of the Board of Education, which is a public place reserved for such announcements.

2. Transmitting a copy of this notice to The Record on June 1, 2011 and the Wayne Today on June 3, 2011.

3. Transmitting a copy of this notice with the Municipal Clerk on June 3, 2011.

Mr. Pavlak, Jr. advised that the Board had been meeting in Executive Session at 50 Nellis Drive for the purpose of discussing personnel, negotiations, property, and legal matters. Infonnation regarding these matters will be made public if, and when, appropriate.

RECOMMENDED ACTION: "that the Board approve out of district professional development opportunities for the 2011-2012 school year, as follows:"

Whereas, district employees and members of the Board of Education listed on the chart are attending conferences, conventions, staff training, seminars, or workshops; and

Approval of Monthly Certification Resolution - RECOMMENDED ACTION:

WHEREAS, NJ.A.C. 6A:23-2.11(c) requires monthly certifications by Boards of Education that major account/fund balances have not been over-expended and that sufficient funds are available to meet the district's financial obligations for the 2011-2012 fiscal year; and,

WHEREAS, the Board Secretary has certified that no major account has been over­expended for the month ending June 30, 2011 and that sufficient funds are available for the remainder of the fiscal year;

WHEREAS, ALL Board members have been provided with expenditure summaries;

NOW, THEREFORE BE IT RESOLVED by the Board of Education of the Township of Wayne that they collectively certify the expenditures of the district for the month ending June 30, 2011 to be within the guidelines established under N.J.A.C. 6A:23-2.11(a) , and further,

H-92-12 - person in wrong guide - reason for salary. H-98-12 - summer guidance per diem.

OLD BUSINESS:

• Mrs. Stinziano - received positive feedback on elimination of athletic/extrac­curricular fees. Thanked Mr. Ceberio for leading effort.

• Mr. Ceberio - asked Superintendent to consider having Administration at meetings so questions may be answered. Seems like Special Education services keep coming up - 1 1 % of student population is special education. Services provided are prescribed by Federal and State law. Also, school funding based on NJ Supreme Court determinations. What public does not see is that every appropriation for special education is now being brought before the Board. Not simple to bring students back; e.g. instructional space, doctor requirements, special services required.

• Mr. Mazzei - also requested that Directors and Administration be in attendance. Also requested that District Audit Report be presented at a BOE meeting in Council Chambers.

• Mrs. Hutchison - agrees about special education. That is why we need support from Trenton. Thanked public for requesting the elimination of fees; glad we are in good fiscal shape to do that.

• Mr. Pavlak, Jr. - Director of Special Services scrutinizes all services to be provided and only then is an OOD placement made if we cannot provide.

Mr. Pavlak, Jr. noted the first meeting of the month will now be on Nellis Drive.
