New Lake Waynoka Homeowners Phone Book
We are starting to compile the information to print a new Homeowners phone book. If you own a home here you will be listed with your name, Lake Waynoka address, lot number and the phone number we have on file for you. You may opt out of the phone book if you wish by contacting the administrative office and letting us know you do not wish to be listed. We will be taking input until April 1, 2014 then the book will go to the printers.
Even if you do not want to be listed please make sure we have a good contact number for you. During the resent cold we had several houses that had water pipes break and we didn’t have up to date contact information to notify the home owner. It is very important that we have current contact information on all homeowners in case of emergency.

WRWSD Board of Trustees Meeting – Mon., December 16, 2013
President Larry Doughman called the meeting to order at 6:55 p.m.
Roll Call: Present: Beresford, Buskey, Doughman, LaPlante, Purdin, Redick, Plant Supt. Culver and Mgr. Cahall. Absent: Kirk (ex.)
Minutes: A motion to approve the minutes of the December 14th Saturday meeting as read was made by Purdin and seconded by Beresford. A vote was taken and the motion passed unanimously.
Report from the Manager (Paul Cahall) and the Plant Supt. (George Culver): • The ramifications that have evolved from the failed batteries in the registers of the present water meters were
shared and discussed. Manager Cahall is now in negotiations with the manufacturer to replace the water meter ‘bodies’ which are a part of the problem. • The lagoon will be lowered again in late January.• The final draft of the 2014 WPOA/WRWSD Service Contract is just about completed. The Board will vote
on a motion to adopt the current draft of the Service Contract later.• After he shared the details the Board directed Cahall to negotiate a contract with the CPA firm which submit
ted the lowest bid to prepare the 2013 year-end financial report. The Board will review the contract and thenvote to accept its terms at the January 11th meeting.
• The Board agreed with Cahall that the issue of the sales tax charge on the new truck purchased earlier thisyear should be ‘put to bed’ since no response to the WRWSD’s correspondence has been received from theState of Ohio in over four months.
Treasurer’s Report (John Buskey): • Buskey shared the changes made to the 2014 monthly Service Contract with the WPOA: a 2% wage
increase for employees; health insurance cost increases of about 2.5% due to fees associated with the Afford able Care Act; the postage increase of one cent effective in late January; and an increase to the Manag er’s travel budget. Motion #2013-14 was made by Buskey and seconded by Beresford to adopt the WPOA/ WRWSD Monthly Service Contract. A vote was taken and the motion passed unanimously. (See Motions and Resolutions below for further details.) • Buskey then shared the revisions made to the draft of the 2014 WRWSD Budget reviewed and discussed at
the November 25th workshop meeting by the Board. Motion #2013-15 was made by Purdin and seconded by Redick to amend the 2014 preliminary WRWSD budget which was adopted in June. A vote was taken and the motion passed unanimously. (See Motions and Resolutions below for further details.)• Buskey noted that a review of the WRWSD’s capital plan would begin in January 2014.• Lastly, Motion #2013-16 was made by Buskey and seconded by Purdin to change the percentage of the fees
transferred to reserve accounts. A vote was taken and the motion passed unanimously. (See Motions andResolutions below for further details.)

Other Business Items: • Cahall presented the circumstances related to a ‘shut off’ notice which had been sent to a WRWSD customer. The Board agreed that the customer’s services should be ‘shut off’. • Buskey requested an executive session at the end of the meeting to discuss personnel.
Motions and Resolutions: • Motion #2013-14 was made by Buskey and seconded by Beresford that the Board adopt the WPOA/ WRWSD Monthly Services Contract for FY 2014 dated December 6, 2013 in the amount of $301,082.23, payable in monthly installments. A vote was taken and the motion passed with six yea votes. • Motion #2013-15 was made by Purdin and seconded by Redick to amend the 2014 preliminary WRWSD budget (adopted by Motion #2013-08 on June 24, 2013) with total income budgeted at $854,506.00, total expense budgeted at $820,869.00, and a net income of $33,637.00 per attached revised budget dated December 6, 2013. A vote was taken and the motion passed with six yea votes. • Motion #2013-16 was made by Buskey and seconded by Purdin that the percentage of the following fees transferred TO reserve accounts be changed as follows: Water Tap Fee income transferred to the Water Reserves Account is changed from 60% to 75% effective January 1, 2014. A vote was taken and the motion passed with six yea votes.
Adjournment: The executive session was held. Then a motion to adjourn the meeting was made by Purdin and seconded by Redick. All were in favor and the meeting was adjourned at 8:05 p.m.

As you will note in the meeting minutes, in this newsletter, we finished the year of 2013 under our budgets with dollars in the black. This was accomplished by all our employees, department managers, our general manager, all of the clubs & or-ganizations, you the property owner and our Board of Trustees. Let’s make 2014 even better!
Already you can see new docks replacing old ones at the Marina and Tomahawk Rec. Area. Dredging the lake, fire & EMS, the new restaurant, plus others are on our top priority list for 2014.

WRWSD Board of Trustees Meeting – Sat., Jan. 11, 2014President Larry Doughman called the meeting to order at 9:30 a.m. Roll Call: Present: Beresford, Buskey, Doughman, Kirk, LaPlante, Purdin, Redick, and Mgr. Cahall. Absent: noneMinutes: The minutes of the December 16th WRWSD workshop meeting were read. A motion to approve the minutes was made by Purdin and seconded by Redick. The motion passed unanimously.
Treasurer’s Report (John Buskey): • Everyone was encouraged to pick up a copy of the December 31st profit and loss financial statement because it is a complete summary of the incomes and expenses for the entire year of 2013. The WRWSD ended 2013 ‘substantially in the black’ and was able to ‘add significantly to both the water and sewer reserves’. • A report of statistics related to water usage from November 1, 2012, through October 31, 2013, was shared. The WRWSD produced 29,239,600 gallons of treated water during this period of time. Homeowners used 23,317,206 gallons; the WPOA and the Marina used 1,432,554 gallons; the WRWSD used 957,208 gallons at the plant; and about 3.5 million gallons were unaccounted for, most likely because of leaks which have hopefully all been repaired. The period began with 748 residential customers and ended with 752.Manager’s Report (Paul Cahall): • It was noted that bills will go out late this month because the extremely cold weather made the reading the meters difficult. The ice that formed above many of the meters had to be chipped away before those meters could be read manually. • The pump which feeds the water plant froze up, but was reopened before the tank got too low and there would have been a need to get water from Brown County Rural Water. The Board questioned if this might be a continuing issue. Cahall doesn’t believe so since it has never happened before and the cause this time was a combination of the extreme cold and the fact that the upper reservoir was low and ice got to the pump. There were no major water line breaks or other significant weather related problems.
Old Business: noneNew Business: Cahall requested that he be directed to enter into a contract with the accounting firm of Millhuff-Stang to compile the 2013 year-end financial report at a cost of $2250. A roll call vote was taken and the Board agreed unanimously that he do so.

1st Monthly Art Gathering at Lake Waynoka We would like to invite you and a friend to our first Monthly Art Gathering at Lake Waynoka at the Lake Waynoka Lodge on Monday evening, March 10th, from 6:30-9:00. We will be gathering every second Monday of every month, exploring and learning new art forms during each evening. We will be gathering to have FUN! Our first evening will be “Art on a shoestring”, a multi-media painting. During the month of December, there was an increase in traffic citations issued due to increased traffic. There was an increase in the number of beaver and deer incident complaints.
