Wehavealwaysbeenasmall,lean,andnimbleorganization,soweneverstray—evenastheworldshiftsaroundus—fromourcoremission:protectingbirdsofprey.Sinceourfoundingin1970,anunwa‐veringfocusonthisnicheinthenaturalworldhasconservednotonlybirdsofprey,butalsoawideswathoftheworld’sbiodiversity,theanimalsandhabitatthatbirdsofpreyneedtosurvive.

Ourwillingnesstobeoutinthefieldeverydayisonekeytooursuccess,pastandfuture.InMada‐gascar,nearly20yearsofhands‐ontraining,conservation,research,andworkingwithlocalcom‐munitieshaspaidoffwithspeciesrediscovered,newspeciesfound,andrealprotectionforgloballysignificantwetlandsandrainforest.IntheruggedbackcountryofArizonaandUtah,biologiststrackeachCaliforniaCondorandscreenforleadpoisoningtoensurethesurvivalofthisancientandeco‐logicallyimportantscavenger.IntheDominicanRepublicweareimplementinganinnovativetech‐niquecalled“assisteddispersal”byshiftingnestlingsofthecriticallyendangeredRidgway’sHawkfromnestssubjecttohumanpersecutiontoreleasesitesinbetterprotectedhabitat.

Dedicatedfieldworkrequiresanequallydedicatedsupportstaffandboardofdirectors.WedeeplyappreciateIanNewton’ssteadyguidanceaschairmanoftheboardthroughachallengingtransitionperiod.AndwewelcomeLeeBass,ournewchairmanoftheboard,whosebusinessexpertiseandtenureontheTexasParksandWildlifeCommissionwillseeusthroughthechallengesahead.

California Condor

Twomorewild‐hatchedcondorchicksjoinedthegrowingflockofCaliforniaCondorsinnorthernArizonain2008.Theyearmarkedamajormilestoneincondorrestoration:forthefirsttimesince1987,moreCaliforniaCon‐dorswereflyinginthe

wildthanwerebeingheldincaptivityforbreedingpurposes.Weareproudandencour‐agedbythissignthatoureffortstosavethisspecies—oncereducedtojust22individuals—aresucceeding.

InFY2008,therewere66wildcondorsinAri‐zona,whereourrecoveryprojectisfocused,

andmorethanadozenawaitingreleaseatourVermilionCliffssite.Morethan50

captivecondorsattheWorldCenterforBirdsofPreyinBoise—theworld’slargestcaptiveflock—pro‐duced11chicksthatwilleventuallyjointhewildpopulation.

Northern Aplomado Falcon

Withmorethan40wildpairsofAplomadoFalconsnestinginTexasin2008,wearegrow‐ingclosertothetimewhenthebirdcanberemovedfromtheEndangeredSpeciesList.Eliminatedfromtheirnativelandscapemorethanahalf‐centuryago,aself‐sustainingpopu‐lationappearstobeestablishedinSouthTexas.Wehavenowreleasedmorethan1,500Aplo‐madoFalconstothewild.In2008,ourcaptiveflockproduced155juvenilefalconsforcontin‐uedreleaseinWestTexasandNewMexico.

Privatelandownersareessentialpartnersinthiseffort,provingthatendangeredspeciescanco‐existwithhumans.Wealsorelyonfederalandstatelandmanagerswhoparticipateintherecoveryprogram.

Harpy Eagle

ThelastHarpyEaglebeingheldincaptivityforbreedingpurposesatourfacilityinPanamawasreleasedintoSoberaniaNationalParkonasunnymorninginJuly2008.Themomentmarkedtheendofa10‐yearpropagationeffortandthestartofanewmonitoringphase.AllHarpyEaglesreleasedinPanamaandBelizewillbetracked,somewithsatellitetelemetry,

toincreaseourknowledgeofthesemagnificentresidentsoftheLatinAmericanrainforest.Thesinglegreatestthreattothisspeciesremainshumanpersecution,specificallyshooting.

Other milestones:

• Orange‐breastedFalcon—Sevencaptive‐bredfalconswerereleasedtothewildinBelizejusttwoyearsafterthebirdsweresuc‐cessfullybredincaptivityforthefirsttimesince1980.

• PhilippineEagle—Ourpartners,thePhilip‐pineEagleFoundation,releasedacaptive‐bredmaleandarescuedfemaleincollaborationwithlocalresidents.Aneduca‐tionprogramprovidesaculturalcontextforunderstandingandrespectingtheeagleandtheimportanceofprotectingitshabitat—withanexpressedgoalofeliminatingshoot‐ingoftheeagles.

• Ridgway’sHawk—InpartnershipwiththeSociedadOrnitológicadelaHispaniola,werelocatedjuvenilesofthiscriticallyendan‐geredspeciestoprotectedprivatelandtobetterdispersebreedingpairsoutsideofLosHaitisesNationalPark.

Thechallengesofraptorconservationareimmense,yetourexperiencetellsusthatwecanachievesuccesswhenwehelpinspirelocalpeople.

Madagascar

Afteryearsofhardworkandperseverance,alargewetlandscalledManambolomatyLakeswillbeaddedtotheSystemofProtectedAreasofMadagascar.ThedesignationconserveshabitatforthecriticallyendangeredMadagas‐carFishEagleandotherendemicspecies.Fornearlytwodecades,ThePeregrineFundhastrainedandassistedassociationsoflocalresi‐dentstosustainablymanagetheirnaturalresources.WeareworkingwithcommunitiesintwootherareastoprotecthabitatfortheendangeredMadagascarSerpentEagle,RedOwl,Pochard,andotherspecies.

Texas

In2008,wehelpedenrollmorethan10,000acresofsuitableAplomadoFalconhabitatintheSafeHarborProgram,bringingthetotalto2.1millionacresinTexas,astatethatisalmostentirelyprivatelyowned.Theprogramisessen‐tialtorecoveryoftheAplomadoFalcon,whichrequiresgrasslandsteemingwithbirdlifetosurvive.TheSafeHarborwasdevelopedwith

theU.S.FishandWildlifeServiceasa“holdharmless”agreementtoreduceprivateland‐ownerconcernsoverendangeredspeciesandprovideaccesstocriticalhabitatforthefalcon.

Arizona

WepartnerwiththeArizonaGameandFishDepartmentandhuntingorganizationstoofferhuntersinnorthernArizonaanon‐leadalter‐nativetotraditionalammunitioninareas

wherewearerestoringtheCaliforniaCondor.Throughoutthecondor’srange,landownersareproudtoseetheseancientscavengersreturn‐ingtothesky.Thecondorhasrevealedtheenvironmentaleffectassociatedwiththetoxic‐ityoflead.Therecoveryofcondorswouldbodewellforotherscavengerspeciesthataresimi‐larlyaffectedbytoxicleadammunitionremains,suchasBaldEagles,GoldenEagles,andsomemammals—includinghumans.

Dominican Republic

Weconductedanexperimentalreleasein2008ofthecriticallyendangeredRidgway’sHawkinpartnershipwiththeSociedadOrnitológicadelaHispaniola.WhilethesurvivingpairsresideexclusivelyinLosHaitisesNationalPark,theexperimentrelocatedjuvenilestoprotectedprivatelandwithagoalofbetterdistributingbreedingpairsinnumerousprotectedlocations.TheSocietyandThePeregrineFunddevelopedandexecutedaconservationeducationeffortfocusedoncommunitiesaroundthereleasesites.

South America

OurresearchontheAndeanCondorandtheGalapagosHawkgrewsubstantiallywithtwonewpartnershipsandfourstudentsinEcuador.StudentsinBrazil,Colombia,Peru,andArgentinacontinuedtoreceivetrainingandgrantstofundongoingstudies.

Central America

OurcorpsofEmbera‐Wounaantechniciansandvolunteersempoweredwithnewknowl‐

edgeofraptorresearchandconservationgrewtomorethan40thisyear.Thisgroupformsthefoundationforourlong‐termstudyofHarpyEaglepopulationbiologyinDarienProvinceofPanama.

East Africa

CatastrophicwildlifedeathsfrommisuseofthepesticideCarbofuraninKenyapromptedoursupportofaKenyangraduatestudenttocon‐ductastudyonthechemical’secologicalriskstoscavengingbirds.Elsewhere,oneofourstu‐dentssuccessfullycompletedherdoctorateontheMackinder’sEagleOwlinCentralKenya,andweprovidedagranttoMakereUniversitytoevaluateraptorabundanceinUganda.

Madagascar

TheManambolomatyLakesregionisbeingprotectedasaresultofournearlytwodecades‐longpartnershipwithlocalresidents.TheinternationallyrecognizedwetlandsishometotheendangeredMadagascarFishEagleandotherspeciesfoundnowhereelseonEarth.Since2006,wehaveextendedthispartnershipmodeltotwootherregionsofMadagascartoprotectprecioushabitatforraptorsandotherspeciesthreatenedbyhumansettlementandresourceexploitation.

Since1990,ourfinancialsupport,training,andeducationofnumerousMalagasystudentsseekingdoctoral,master’s,andbachelordegreesinsciencehasresultedinthemajorityofthemgoingontoinfluentialcareersincon‐servation.

Asia-Pacific

UnsustainablepopulationgrowthandlossoftherainforestthreatenthesurvivalofthePhilippineEagle,oneofthelargesteaglesintheworldandaglobalsymbolofconservationneed.Atmost,onlyafewhundredeaglesremain,makingourworkinsupportofthePhilippineEagleFoundationessential.Ourtechnicaladviceandfinancialsupportallowthefoundationtoachievemuch‐neededhabi‐tatconservationandspeciesrestoration,andexpandsciencecapacityinthePhilippines.

InSouthAsia,wehavedetectedthefirsthintofvulturepopulationsstabilizingfollowingThePeregrineFund’sscientificbreakthroughthatresultedinthe2006banoftheveterinarydrugDiclofenac.In2004,weshowedthatthedrugwasresponsiblefortheswiftandmassivedie‐offsofvulturesinIndia,Pakistan,andNepal.Wecooperatewithnumerousgroupsmonitor‐ingvulturenumbersandweupdateandmain‐taintheweb‐basedAsianVulturePopulation

ThePeregrineFundisfirstandforemostacon‐servationorganization,butweusesciencetogatherfactsonwhichtobaseconservationdecisions.Since1970,wehavepublishedmorethan1,100scientificarticles,reports,andbooks,including57in2008.

California Condor

Ourlandmarkstudyontheeffectsofspentammunitiononwildliferaisedknowledgeandawarenessofthisissuetonewheightsin2008.Ourresearchshowedthatleadammunitionusedbyhunterssendstinyfragmentsofleadfartherintoagameanimal’sbodythananyoneknew,makinggutpilesandthecarcassesofunretrievedanimalslethalsourcesofleadforCaliforniaCondorsandotherscavengers.Allconsumersofgamemeat,evenhumans,maybeexposedtoleadfromspentammunition.

InMay2008wehostedthefirstinternationalconferenceofitskind,“IngestionofLeadfromSpentAmmunition:ImplicationsforWildlifeandHumans.”Morethen150biologists,healthprofessionals,andrepresentativesoftheshoot‐ingsportsindustrybenefitedfromthiseye‐openingexchangeofinformation.Theeffectscontinuetoripplethroughouttheworld.Food

banksrevisedmethodsfordistributingvenisondonatedbyhunters,andseveralstatesandtheU.S.CentersforDiseaseControlinstitutedtheirownstudies,illustratingtheconceptthatbirdsofpreyareoftenindicatorsofenviron‐mentalcontaminationwithimportanteffectsinpeople.

Neotropics

TheHarpyEagleDayFestivalinPanamaCitydrew6,000peoplein2008,nearlytwicethecrowdofthepreviousyear.Thephenomenalgrowthofthisevent,whichwebeganfouryearsago,buildsunderstandingandappreciationforPanama’snationalbirdwithgames,puppetshows,folkloricdancing,acostumecontest,andotherfamilyactivities.Thefestivalisakeypartofourprogramtopromoteprideandreduceshootingofthisspectacularrainforestraptor.

In2008wetrained60teachersinmethodsoffosteringconservationamongstudentsinruralschoolslocatednearHarpyEaglehabitat,bringingthetotalnumberofschoolsusingourraptoreducationguideintheirclassesto145.ADVDaboutourNeotropicalEducationPro‐gramandrelatedactivitieswastranslatedtoEnglishusingsubtitlestobroadenitsuseasaneducationalandpromotionaltool.

World Center for Birds of Prey

InJuly,wereachedarecordhighnumber(4,308)ofmonthlyvisitorstoourWorldCenterforBirdsofPrey,suggestingthatourinterpretivecentermustexpandtoaccommodatethegrowingdemandsofthepublic.Planstobuildanoutdoorcondorexhibitblossomedintoa20‐yearplanningdocumentthatoutlinesanambitiousrevisionofourvisitorfacilities.Improvementsincludearelocatedparkinglottomakewayforthecondorexhibit,otherbirddisplays,andagreengatheringspaceintheheartofourhilltopcampus.

In2008,wefascinatedlargecrowdswithnewindoorandoutdoorflightdemonstrationsfea‐turingoureducationbirds.Theseprogramsincreasethepublic’sunderstandingofthebehaviorandecologicalvalueofraptorsandgeneratelocalsupportforourconservationprogramsworldwide.

Also,weaddedaregularscheduleofpublictourstoTheArchivesofFalconrytoshowcaseoneoftheworld’sbestcollectionsofrareart,booksandartifactsrelatedtofalconryandthespectacularnewArabHeritageWing.
