"Nations are built by leaders who master their senses" – this was famously said by Kautilya. While leadership is popularly defined by external conquest of territory, wealth, or position, in the Indian context, inner conquest is the prerequisite of leadership.

Rashtram School of Public Leadership is our humble attempt to create self-aware and civilisationally-assured public leaders of India, through 3 key domains: thought leadership (academia), community leadership (civil society) and political leadership (politics) to bring about a systemic transformation in India's polity. Our lofty mission started in 2019 and we have made quick strides in the last 1-year crafting 2 flagship programmes - Rashtram Accelerator (1 year PGD) and Masters in Public Leadership (2 years), that will commence in July 2021, while we adapted our short-term executive programmes to an online mode, due to Covid 19.

As a research-driven academic institution, we intend to deepen impact on public life, through knowledge creation and the application it finds through our learners. To this end, we have developed 5 areas of practice - Civilizational Studies, Innovation in Governance, Regenerative Development, Strategic & Foreign Relations, and Wellness that allows learners the space to apply learning and engage in community, government, research projects.

At Rashtram, we recognise and value strategic partnerships towards sustainable change and this year, we went global – Rashtram got incorporated in the USA, we are collaborating with Matsushita Institute of Government and Management in Japan, while partnerships in Australia and other geographies are being explored. We have had closer engagement with government, national and international institutions of repute, that makes the coming year exciting and crucial.

Our campus will be abuzz with the entry of our 1st batch of learners from both, the Accelerator and Master's programme, allowing us to see ideas that were incubated this year bear fruit. Together, we can carry forward Rashtram's vision of 'reawakening India, elevating global consciousness'. May the grace of our gurus shower upon us.

Rashtram School of Public Leadership nurtures ‘self-aware’ and ‘civilisationally-assured’ public leaders who are nourished by Indic knowledge traditions and systems of thought. The specific focus of the school is to prepare leaders in three domains: Academia, Politics, and Civil Society.

Rashtram designs and conducts executive learning programmes, engages in research to align institutions with Indic thought, fosters an ecosystem of young leaders in India and abroad, and strategically partners with organisations across the world.

A new epoch is unto us. As with every epoch, it brings to us the opportunity of a great surge forward along with the attendant dangers of a prolonged decay, if we do not sufficiently rise up.

Our civilisation shaped many glorious epochs in the past, primarily by investing in consciousness to produce men and women of unsurpassed integrity, courage and wisdom. These great men and women have constantly renewed the ancient wisdom in contemporaneous terms to bequeath to us, the wealth of an incomparable heritage – Sanatana.

The transfer of timeless knowledge was possible through a master architecture of ideas and institutions which worked as a coherent whole. Our gurukuls, paramparas and purusharthas. Every stage of our civilisation, we see the quintessential genius of our land for cultural, political and societal design.

The inheritors of Sanatana are once again being called upon to shape a new epoch, to interpret, contextualize and change ideas and actions that elevate. And we need institutions and mechanisms to do that. Rashtram is Team VIF’s vision to build an institution that will produce intellectual, political and civil leaders to carry forward the workof Sanatana.

Identity, Stability, and Prosperity are the eternal concerns of every Nation. History is witness to the fact that all great leaps in the lives of Nations happen when leaders, armed with the legitimacy of their people, align the collective energy with the national ethos. In other words, they create coherence through a crystallised vision of Identity, Stability, and Prosperity that seeps deeply into the hearts and minds of a people.

THE POWER OF IDEAS | JNANA SHAKTI

The history of ideas is the backstory to the progress of humanity. At every turn, thinkers produced ideas that animated the imagination of the people and created hospitable conditions for change. These ideas produce ‘identity’ that gives a sense of purpose and meaning to people. It is through this process that a state becomes a nation. In the modern context, the mandate of producing ideas is given to Academic Leaders. It is up to the Academic Leaders to produce ideas that foster a holistic vision of society and humanity.

THE POWER OF WILL | ICHHA SHAKTI

The power of will is paramount to scaling ideas from the minds of a few to the hearts of many. It is this journey that confers legitimacy to the ideas and creates agency in people. Legitimising right ideas through the creation of agency leads to ‘stability.’ In the modern context, the mandate of guiding this journey and embedding nourishing ideas into the fabric of a nation is given to Political Leaders.

THE POWER OF ACTION | KRIYA SHAKTI

Action does not only serve as a catalyst for results, but generates momentum and support around it. Action when channeled into productive avenues leads to ‘prosperity.’ The state cannot create prosperity. The mandate for the state should be to create the conditions for ‘stability’ in which people can exercise the natural human genius for enterprise and creativity. The lifeblood of identity and stability needs to flow through the veins of the civil society to create prosperity. In the modern context, the mandate of driving change in communities is given to Social Leaders.

India needs transmission mechanisms in the form of institutions, to once again propagate this knowledge, and leaders who embody this knowledge and can articulate it for the contemporary context. Rashtram intends to bridge the gap between our civilisational knowledge and the leadership discourse of the country. We incubate and accelerate the journey of future public leaders of India, and populate the institutions of this country with a critical mass of committed and competent individuals who can bring coherence between the multiple realms of nation-building.

Rashtram Accelerator is a one-year residential Post Graduate Diploma in public leadership to nurture future leaders of India to produce authentic action. Rooted in the ethos of Bharat, the programme is firmly focused on nurturing leaders to solve the most pressing global problems.

The programme design envisages an immersive experience with guided learning on campus, reflections, field visits, social immersions, mentor conversations, and project work. The participants live together with the mentors and faculty for a continuous learning experience. Rashtram also provides incubation for social entrepreneurs, and encourages its 50 Learners to give form to their ideas.

All these components are seamlessly integrated to provide a holistic understanding of our socialsystems, to build character and endurance of the participants to contribute to nation-building.

Learners will receive a Post-Graduate Diploma on successfully completing the first year of the programme.

Master Of Arts In Public LeadershipThose learners interested in pursuing research can continue to their second year, where theywill be involved in an intensive guided research project. On submitting their project thesis andsuccessfully defending it, they will receive their Master of Arts in Public Leadership. They canfurther continue their studies through doctoral research programmes.

Our journey that started as Vision India Foundation in 2014 has been inspiring to say the least. The kind of support Rashtram has received from its trustees, speakers, alumni, faculty, and national and international partners is a constant source of energy. Nation-building is a multi-generation process and it is a privilege for us to be participating in this. What Bharat has in front of us is a once-in-a-millenium opportunity. OUR ROOTS

INCEPTIONVision India Foundation was launched by alumni and faculty members of various IITs in 2014. Mentored by accomplished academicians, politicians, bureaucrats, and social leaders, VIF set out to fulfil their vision of nation building through man making.

IMPACTIn its six years of operations, VIF’s Fellowship Programme has identified, mentored and supported 25+ individuals who work in political, governance and policy, education and civilisational research domains. The Center For Executive Education has curated 20+ innovative learning programmes in policy-making and governance. The Center for Good Governance offers consultation to state governments for the implementation of various governance-based projects. The Center For Strategic & Foreign Relations publishes literature on India’s foreign policy.

FUTUREWith the support and mentorship of like-minded individuals, VIF conceived the vision of creating a world-class institute for nation-building that is steeped in the ethos of Bharat: Rashtram School of Public Leadership.

EXECUTIVE PROGRAMMES

PBCPolicy BootCamp is a 21 day residential programme that focuses on India’s public policy, governance, leadership and nation-building and serves as a launchpad for aspiring public leaders, and policy enthusiasts in various domains. It delivers a holistic learning experience and mentorship to future leaders over the course of three weeks and 500 hours of learning.

GGYGood Governance Yatra is an immersive 9 day expedition programme that gives first-hand exposure to good governance models and projects, intricacies of policy in action and exposure to last mile governance leaders, role models, policy makers. It allows networking and co learning from passionate leadersworking towards nation building.

WGEWorld Governance Expedition (WGE) is a travel-based experiential programme that aims to understand governance and policy models across the world and their viability in the Indian context. It introduces international best practices in governance and public policy to a selected cohort of young leaders from India. Since its inception in 2014, Rashtram has organized WGE in the US (2016), UK (2017), Israel (2018), and Singapore (2019).

WORLD GOVERNANCE EXPEDITION

P3EPublic Policy Programme for Executives (P3E) is a 15-week immersive educational programme in Public Policy and Governance specially curated for working professionals who are aspiring to become India’s future leaders. It equips delegates with a practitioner’s perspective combining the fundamental elements of immersion, imagination, and fun-learning along with the rigour and depth of an academic programme to propel careers. The curriculum is a synthesis of contemporary theoretical models with India’s cultural, social and economic matrix. It involves direct contact with administration and policy experts.

The VIF Fellowship was launched to incubate public leaders: thought leaders, political leaders, and community leaders. The VIF Fellowship started in 2016 and since then we have incubated 25 individuals who have shown promise to become future public leaders of India. They were selected through a nationwide talent outreach followed by a rigorous selection process. The three domains of the fellowship were carefully chosen - thought leadership, political leadership and community leadership. The interaction and interplay between these leaders is essential for each fellow's success. Thought leaders produce original ideas to solve the stubborn problems of the country; community leaders pilot these ideas on the ground; finally political leaders scale them up.

The Fellowship journey has undergone a paradigm shift and has transformed into the Rashtram Accelerator Programme.

Albert Einstein was prescient in his warning that we cannot solve problems from the same level of thinking that created them in the first place. The ‘wicked problems’ of environmental destruction, poverty, migration, xenophobia, inequality, loneliness, education, public health, jobs, ageing etc do not lend themselves to simplistic solution frameworks that guided much of 19th and 20th century thinking. Critically, this problem of the global commons cannot be addressed with the philosophical and political paradigms of ‘nation-state’ that push nations to work on ‘game theoretical’ frameworks and ‘strategic considerations’ of their limited interests. The framing of the larger discourse around issues of global importance has succumbed to the fallacy of an ‘atomized’ conceptualization without a vision of the integral whole. Consequently, the policy recommendations and administrative efforts are directed towards the more tangible but tactical elements deflecting the focus away from the deeper, more substantive issues. By refraining from asking tough questions, we are mistaking movement for action and causes for consequences.

We need a new lens to look at the global challenges in an interconnected way. An approach that combines the best of indigenous wisdom and the scientific advancements in modelling and understanding complexity at scale. CIVILISATIONAL STUDIES

The Civilisational Studies Practice at Rashtram is dedicated to understanding the various branches of Indic Knowledge Systems (IKS) and to applying the IKS framework for solving the present-day problems confronting India and the world. The practice works with the aim of grounding India’s understanding of herself and of others through this framework of Indic dṛṣṭi with the conviction that it will help evolve organic leadership with a broad outlook, capable of addressing global problems using local expertise and wisdom.

INNOVATION IN GOVERNANCE

The Innovation in Governance Practice will explore ways for evolving Governance to support the existence, expression and expansion of life forms and enabling an enhanced experience. The areas include examining and advancing more compassionate and integrated Economic development models based on Artha; including the role of Vidya and human potential in areas of education; advancing work in the area of public policy in healthcare based on Ayurvedic wellness principles; redeveloping the governance systems for the advancement of arts, culture, human entertainment, as new technologies and channels proliferate; understanding the role and fundamental sources of power and working with these sources to advance civilizational values; innovating and examining ways for evolution of justice, integrating human needs for redressal and more meaningful correctional facilities and systems as human society evolves and transforms itself.

REGENERATIVE DEVELOPMENT The Regenerative Development Practice at Rashtram is dedicated to exploring and co-creating pathways for people and the planet to thrive and flourish. The Practice will give impetus to the evolution of new patterns and systems grounded in a worldview that is holistic, participatory, restorative and regenerative. The Regenerative Development Practice is anchored in the idea of लोकः समस्ताः सुखिनो भवन्तु and a reverence for the sacred and the spiritual, a central theme of the Indian culture and ethos. The practice aims to bring about a transformation in ways of being and doing at the level of individuals, organisations and the ecosystem towards compassion, care, empathy, equity and dignity for all. The approach is one of seva, service to a purpose that is beyond self.

STRATEGIC & FOREIGN RELATIONS

The Strategic and Foreign Relations (SFR) Practice at Rashtram is dedicated to strengthening India’s international relations. It undertakes extensive research on India’s foreign policy priorities and strategic concerns. SFR also works towards enhancing people-to-people relations through a series of programmes curated to cater to the strategic community in India and globally. In doing so, SFR aims at contributing to building lasting relations based on mutual understanding and amicability.

WELLNESS

The Wellness Practice at Rashtram is dedicated to understanding and applying Indic Knowledge Systems (IKS), along with insights from Yoga and Ayurveda, to help solve issues confronting India and the world. Wellness is a multidimensional state of being, based on Ayurvedic definition of Swasthya. This encompasses physical health based on balance of constitution, metabolism and processes that lead to state of emotional and spiritual well-being. Wellness thus is a paradigm that needs a shift in awareness, knowledge and self-responsibility in making conscious choices.

SHORT COURSES

The metaskills focused curriculum at Rashtram aims at total human development across the physical, emotional, cognitive, social and spiritual dimensions. The deferral due to COVID helped us refine the learning design into a bridge programme with several short courses such as Rajadharma, Self leadership, Indic models of Social Leadership, Decolonizing the Indian mind, Understanding Cultural Marxism, Vidya and Kala of Leadership. These were 4 to 8 hour courses offered through digital platforms to all our learners and spread across 2 to 5 sessions.

The International Journal of Studies in Public Leadership (IJSPL) is a double-blind peer reviewed online journal published by the Rashtram School of Public Leadership, Sonipat, Haryana, India. The journal strives for the enrichment of research in leadership studies and allied disciplines by providing a forum for research and exchange of ideas in the field of leadership studies and its pedagogy. The IJSPL is a primary source for disseminating independently refereed research articles related to leadership studies in all its varied aspects – historical, regional and situational; as well as in all spheres of public leadership – including politics, business, activism, civil society, government, academia and the mass communication media.

The Compendium, building on its first edition, is a compilation of 35 good governance case studies from across India. The cases are analysed on eleven parameters of good governance.
