Dear Friend,
My parents taught me at an early age the power of a good education, the dignity of hard work and
the importance of giving back to the community. I took these lessons to heart and dedicated my
life to advocating for and lifting up all Angelenos.
I’ve served as Chief of Staff to legendary LA County Supervisor Yvonne Burke, the 65th Speaker of
the California State Assembly, and the 1st African American President of the Los Angeles City
Council, but I am most proud to call myself a youth coach, mentor, father and grandfather.
I’m running for County Supervisor to build a greater Los Angeles for our children and
grandchildren – a Los Angeles where housing is affordable, our youth have the tools they
need to succeed and we are able to spend more time with our families and less time sitting
in traffic. Together, we can tackle the biggest issues facing our community today. I will take the
lessons I’ve learned as Speaker of the State Assembly and President of the Los Angeles City
Council to make Los Angeles an even better place to live, work and raise a family.
The following outlines my plan to bring real, positive change to Los Angeles County and your
neighborhood. I hope that you will consider my proposals carefully and that you will honor me
with your support – and your vote – on March 3, 2020.

For LA City Council President Herb Wesson, the fight to end homelessness is more than policy. It’s personal. That’s why Herb has been at the forefront of the fight to provide more affordable housing and to end the scourge of homelessness in our community. He spearheaded LA’s emergency homelessness reduction plan and led the passage of groundbreaking local Measures H and HHH to allocate hundreds of millions of dollars annually to build supportive housing and reduce homelessness. But his work isn’t done. As Supervisor, Herb Wesson will:
u Expand veteran services and build new housing so that no one who fought to keep our nation safe is forced to live on the streets.
u Create an emergency rental assistance program that provides short-term, low-interest bridge loans to prevent evictions.
uEstablish a one-stop resource center to connect those on the verge of homelessness with job-training and career assistance programs as well as low-cost healthcare and childcare services.
uExpand the Los Angeles Homeless Service Authority to include those on the frontlines of ending the homelessness epidemic, such as nonprofit advocates, academic leaders and local experts, who will be able to bring fresh ideas and commonsense solutions to the fight. uIncentivize innovative building solutions such as 3-D printing and the use of recycled shipping containers to reduce costs and make every dollar count.
uReplicate his City Council policy of building affordable housing units on under-utilized government owned property such as vacant lots and schools.
uEarmark units in market-rate developments for families in need of affordable housing.
uClose loopholes in the Ellis Act to stop developers from destroying affordable housing to build luxury apartments and create anti-displacement zones near luxury developments that contain no affordable housing units
uProvide safe housing for domestic abuse survivors.

As a father, grandfather, mentor and coach, Herb Wesson is dedicated to ensuring all children
have the opportunity to realize their dreams. As State Assembly Speaker, he authored legislation
mandating kindergarten attendance and worked to increase funding for classroom education and
teacher pay.
As the LA City Council President, Herb has worked tirelessly to expand afterschool programs and
mentorship opportunities to keep teens off the streets, in school, and away from gangs and drugs.
Herb also kick-started the $50 million renovation of the historic Vision Theatre and secured
over $150 million to refurbish and build new neighborhood parks in South LA so that our
children have safe spaces to learn, grow and play. As Supervisor, Herb Wesson will:
u Expand vocational training and apprenticeship programs for high-school students by connecting them with local unions, community colleges, and businesses.
uEstablish a standard emergency response protocol for foster children living with families who have been flagged by the Department of Child and Family Services (DCFS) so that children are immediately removed from uninhabitable and often dangerous situations.
uSupport funding for additional crossing guards and safety officers near public schools so that our kids can safely walk to and from school.
uIncrease the number of caseworkers and medical examiners at the DCFS so that each child receives the attention and high-quality care that he or she deserves.
uPartner with local schools and nonprofits to increase after-school and gang-prevention programs that set up our children for success.
uExpand access to parks and open spaces so children and families have somewhere to relax and exercise.

DREAMHerb sponsors an annual summer camp for disadvantaged youth to provide
them access to open space, outdoor activities and cultural opportunities.
Herb Wesson’s top priority as an elected official is protecting our children and families. He believes
that everyone – regardless of their race, immigration status, or background – deserves to feel
safe and secure. That’s why he hired LA’s first immigrant advocate, invested in the communities
most devastated by the war on drugs and decriminalized minor offenses like street vending to reduce
negative interactions between community members and local police. As the next LA County
Supervisor, Herb Wesson will:
u Expand community policing efforts to reduce the number of negative outcomes between police and civilians.
u Provide increased funding for law-enforcement de-escalation training to reduce unnecessary violence in mental health cases.
u Equip every LA County Sheriff’s Deputy with a body camera.
uIncrease civilian oversight of the LA County Sheriff’s Department to protect the rights and interests of residents.
uReplicate the progressive gun control policies he implemented at City Hall, such as strengthening firearm storage requirements, prohibiting the possession of large-capacity magazines and supporting legislation that bans the sale, possession or use of an assault weapon.
uReduce 911 emergency response times so that paramedics are able to save more lives. uExpand access to after-school and gang-prevention programs.
uInstitute meaningful criminal justice reform and reduce recidivism rates by ending warehousing policies and focusing on educational and job-training programs.
uCoordinate efforts to expunge convictions so that the black and brown communities hardest hit by the war on drugs have a fair shot at securing well-paying jobs.
uClean up neighborhood parks so that children and families have a safe, free place to play and exercise.
u Ensure that those in possession of narcotics have access to doctors, lawyers and social workers, who can help them enroll in drug treatment programs and connect them with other supportive services.

PROTECT
Throughout his career, Herb Wesson has made it a priority to improve public transportation
options for local residents and reduce traffic congestion and air pollution. He has been recognized
for his leadership as Assembly Speaker, where he pioneered legislation to limit greenhouse gas
emissions from motor vehicles to improve air quality in urban neighborhoods.
As Council President, Wesson has worked to expand Metro’s Expo Line and connect it to LAX. He also
oversaw the passage of the Exposition Corridor Transit Neighborhood Plan, which is expected to
add more than 4,400 new units of housing along the Expo Line, create at least 9,400 new jobs
by 2035, and greatly reduce traffic congestion by ensuring residents have easy access to public
transportation. Currently, he’s partnering with Culver City to redesign the I-10 Freeway/Robertson
Boulevard on and off-ramps to improve traffic flow in the area. As Supervisor, Herb Wesson will:
u Fight against the corporate polluters and the Trump Administration’s policies that seek to weaken laws that protect air quality. uProvide financial incentives for small businesses to “go green” and for residents to purchase eco-friendly vehicles to reduce the use of fossil fuels and limit greenhouse gas emissions.
uSynchronize traffic lights and create more protected left-hand turns to reduce congestion.
uEnsure public transportation options are accessible to South LA communities by expanding light-rail, subways and bus lines and ensuring they are clean and safe for families.
uImprove freeways, overpasses and roads, fix dangerous potholes and prohibit road construction during rush hour. u Advocate for environmental justice measures such as creating oil drilling setbacks and developing more green spaces in South Los Angeles.
uSecure safe drinking water for all residents and clean up our rivers and oceans.
u Protect communities living under the flight paths from noise and air pollution.

Herb Wesson believes that healthcare is a right and that despite the passage of the Affordable
Care Act, far too many Los Angeles residents are still without access to high-quality, affordable
healthcare. That’s why he advocated for the first Kaiser Center in South LA and fought to turn
the Baldwin Hills Overlook into a park that is used as a safe place for Angelenos to get fresh air
and exercise.
As a supporter of Medicare for All, Herb believes that no family should be left with the choice
between foregoing health care and financial devastation. As Supervisor, Herb will ensure that everyone has access to high-quality, affordable healthcare – including mental health and
addiction services – and work to:
u Expand vocational programs to train nurses, medical technicians and other healthcare professionals to ensure we have skilled, well-paid, local workers caring for our aging population.
u Increase funding for County Hospitals, including Harbor-UCLA and LAC+USC Medical Centers, to improve patient care for residents.
u Use Prop. 63 funding to offer mental health services at all county clinics and provide counseling services at all of our schools.
u Build a new children’s hospital, medical clinics and urgent care facilities within the 2nd Supervisorial District so everyone has access to high-quality, affordable care, regardless of their zip code.
u Bolster mobile clinic programs to provide care to seniors and those with disabilities or mobility issues.
u Fight the Trump administration’s war on women by supplementing Title X funding for family planning programs and all forms of reproductive care.
u Implement the ‘Angel Program’ so that anyone who surrenders their drugs and drug paraphernalia to a law enforcement officer can be taken to a safe, accredited and affordable rehabilitation facility.
u Keep tobacco products, including e-cigarettes, out of the hands of our children and teens.

Herb Wesson knows that our middle class is under attack from corporate interests and Donald
Trump’s administration. That’s why he has spent his career fighting to defend the rights of workers
and bring more working families into the middle class.
As LA City Council President, Herb Wesson made sure that local workers were hired to construct
the Metro Expo line, helped small businesses qualify for state contracts, and led the charge to
raise LA’s minimum wage to $15 an hour. Since 2010, Herb’s forward-thinking policies have led
to the creation of 13,000 new jobs in Los Angeles’ 10th Council District and a 33% increase in average
annual wages. As LA County Supervisor, Herb Wesson will:
u Continue to protect the rights of hardworking men and women by advocating for safe working conditions and dignity in the workplace.
u Fight to increase the County’s minimum wage and bring high-paying jobs back to our community so that all families can have a roof over their head and food on the table. uIncrease the number of locally owned, small businesses the County works with.
