State government has constructed the silo at a cost of Rs 30 crore under PPP mode with the cooperation of LT Foods Limited. The CM said that 24 districts of the state have been affected by untimely rains and hailstorm. Survey work is on in these districts at a rapid pace. He said that farmers will be given full compensation against loss- es. He said that special attention is being paid in the state to basic facilities like irriga- tion and power to make agriculture prof- itable. He said Congress government never gave relief to farm- ers in such hard times. MP is the first state to have distributed crop insur- ance of Rs. 20187 crore to 14 lakh farm- ers. We have made the practical parameters of ensuring insurance amount to the eligible farmers. The CM said he will approach the Government of India for making the farmer a unit of giving insurance amount by effecting requisite amendments. He observed that insurance companies collect pre- mium from the farmers and when they are in need they return only premium amount. The CM said developmental works would be deferred to give relief to the farmers as development can stay but not the farmers' lives. He said we are giving relief for loss of even Isebgol crop. For loss of vegetables, the relief amount is Rs. 26 thousand per hectare. We are amending RBC-6-4 to give max- imum relief to farmers. For loss of fruit bearing trees the amount of relief is Rs. 500 per tree and for beetle leaves it is Rs. 30 thousand per hectare. This time survey team will include officials from Agriculture, Revenue and Panchayat and rural development. This will be joint survey. The survey list will be dis- played at the Panchayat buildings. Objections regarding erratic survey will also be responded quickly. We have even increased relief for the loss of cattle heads.We are giving interest free crop loans. Cost of farming has been reduced. So far as bonus is con- cerned, farmers are being asked to give suggestions as to what format should be decided for bonus amount. He said that farming should be linked to food processing. Conventional farming should be replaced with modern meth- ods. Regarding payment of power bills, he said that why farmers honestly pay- ing the bill should suffer due to those irregular in paying the bills. Benefits of crop insurance scheme would be ensured. Short term loan will be con- verted into medium term loan and the interest amount for the period will be paid by the government.     M Shivraj Singh Chauhan has said

    that the state government will adopt

    gurating a 50,000 MT capacity steel silo at

    village Mugaliya Kot in Bhopal district on

    Saturday. State government has constructed

    the silo at a cost of Rs 30 crore under PPP

    mode with the cooperation of LT Foods

    Limited. The CM said that 24 districts of the

    state have been affected by untimely rains

    and hailstorm. Survey work is on in these

    districts at a rapid pace. He said that farmers

    Nearly one lakh workers migrated from Chhattisgarh to

    other States in the last three years in search of higher wages,

    the Assembly was informed. "As many as 95,924 people moved

    out of the State for earning more wages since 2012," Revenue

    Minister Premprakash Pandey said in a written reply to a query

    of Leader of Opposition in Assembly T S Singhdeo (Congress).

    The migration figures stood at 22,149, 27,830 and 45,945 in

    2012-13, 2013-14 and 2014-15 respectively, he said. The highest

    number of migration between 2012-15 was recorded in Janjgir-

    Champa district (29,190) followed by Balodabazar (23,005),

    Mahasamund (16,378), Bemetara (10,180), Rajnandgaon

    (9,419), Mungeli (6,346), Raigarh (625), Bilaspur (456), Balod

    (145), Jashpur (118) and Korba (62). However, no migration was

    reported from the other districts, he added.

    claimed that Chhattisgarh CMRaman Singh, his close relatives aswell as personal staff made severalcrores worth of "ill-gotten wealth"through the alleged scam in thestate's public distribution system(PDS). Party spokesperson AbhishekManu Singhvi cited "documentaryevidence", though unverified, topoint out that over Rs.34 crore weresent to the CM's house on June 8,2014, as "payment of ill-gottenwealth". Based on daily entries pur-ported to be from a diary of ShivShankar Bhatt, of the State CivilSupplies Corporation, the Congress

    postulated "unprecedented corruption"by Raman Singh, his wife and herclose relatives, state ministers as wellas the CM's personal cook, courier andaides. The PDS rice scam is a tale of"ministers, CM, CM's close relatives,CM's close personnel and staff com-pletely immersed neck deep in corrup-tion," Singhvi told the media herewhere he distributed copies of thediary entries. "But it is also a tale ofsuppression of truth, of not allowingan independent agency to inquire, ofnot allowing a CBI inquiry or an inde-pendent inquiry by a sitting SupremeCourt or high court judge," he added.Linking the Chhattisgarh scam withthe education board scam in MP,

    Singhvi described the two as an "unprece-dented web of nepotism", adding that theymade a "mockery" of Prime MinisterNarendra Modi's "exhortations on corruptionor anti-corruption".

    Earlier, the Chhattisgarh Anti-Corruption Bureau arrested 12 employees ofthe State Civil Supplies Corporation follow-ing a recovery of Rs.3.5 crore and several doc-uments that named government officials andministers as beneficiaries of the allegedscam. However, the Congress described thearrest as a "cover-up action" where the"smallest of the small fries" were madescapegoats. Among the seized documentsfrom these employees was the diary thatmentioned people with names similar to thatof the CM, his wife and her relatives.

    witnessed pandemonium withthe Opposition Congress slam-ming the BJP Government overits decision allowing the stateservice employees to attend RSScamps, alleging it was part of"saffronisation" process. Whilethe Congress members walkedout of the House shouting "saffro-nisation will not be allowed" and"stopsaffronisation", the BJPmembers countered them byshouting 'Jai Sri Ram'. Raisingthe issue during Zero Hour, AmitJogi and Satyanarayan Sharma(Congress) sought a discussion onthe issue.

    "The State Government hasallowed its employees to join theRSS. It is a question of faith inthe Constitution. How can theState Government call the RSS anon-political outfit?" Jogi asked.Supporting Jogi, Sharma andother Congress members said itwas a very serious matter and

    'saffronisation' of the administra-tion would not be allowed. Asthey kept on demanding a discus-sion on the issue, SpeakerGaurishankar Agrawal said hehad received their proposal fordiscussion and he will consider it.Unhappy with the ruling,Congress members sought animmediate discussion but theSpeaker turned down theirdemand, following which theywalked out from the Houseshouting slogans.

    Countering the Congress leg-islators, BJP MLA MaheshGagda and others then startedshouting 'Jai Sri Ram'. TheRaman Singh Government hadlast month revoked the ban,imposed before Chhattisgarh wasformed by bifurcating MP in2000, on Government employeesparticipating in the activities ofRSS, the ideological mentor ofBJP. However, the ban onemployees participating in politi-cal activities is still in force.

    2015". "It is not possible to give any deadline about

    when construction of toilets will be completed in

    schools which lack such a facility", Kashyap said. As

    Home & Jail Minister Babulal Gaur has said that23rd Forensic Science Conference focusing on crimesagainst women is a laudable initiative. He informedthat apart from effective initiatives to curb crimesagainst women, the state government has also estab-lished womens helpdesk in every police station whereonly women police officers have been deployed.

    Union minister of state for home Kiren Rijiju saidthat forensic expansion programmes could helpreduce large-scale pendency of criminal cases and alsotackle crime against women in a time-bound manner.Gaur and Rijiju was addressing the valedictory func-tion of the 23rd All India Forensic Science Conference.The Union minister also laid the foundation stone forthe new Central Forensic Science Laboratory (CFSL)in Bhopal. The new laboratory that would be con-

    structed by the National Building ConstructionCorporationat a cost of Rs 53.72 crore, would havedivisions for digital forensics, forensic DNA, narcoticdrugs, toxicology and ballistics among others. At least300 forensic science experts participated in the two-day conference themed on 'Role of Forensic Science incountering crime against women'. The conference wasorganised by the directorate of forensic science servic-es (DFSS) of the union home ministry. Gaur furthersaid that forensic science is very significant in crimi-nal justice delivery system.

    He said that forensic science techniques need tobe upgraded and made less time consuming and lesscostly. The Home Minister said that physical evi-dences are vital for criminal investigation. Importantdecisions have been taken on the basis of physical evi-dence from ancient times till date.

    income. Turning down his bail

    plea, Justice G S Solanki said that

    the applicant is "involved in a con-

    spiracy to create a forged docu-

    ment in regard to insurance poli-

    cies and other documents related

    to investment".

    The court observed that "it is

    revealed from the order sheets of

    trial courts that despite warning,

    he (Arvind) was not present in the

    court at the time of hearing of his

    bail application. Therefore, the

    possibility of his fleeing from the

    justice cannot not be ruled out".

    "The bone marrow transplantation

    could have been done before filing

    this bail application since there

    was no hurdle for him to take such

    special treatment", the court said

    in response to Arvind's plea that

    he suffers from blood cancer which

    requires bone marrow transplant

    within three months. Earlier,

    Prosecutor Pankaj Dubey opposed

    Joshi's bail saying that he has

    amassed 3,151 per cent wealth dis-

    proportionate to known sources of

    his income. He contended that

    Arvind amassed ill gotten wealth

    of Rs 43,20,23,416, which is a huge

    amount. "Thus, a different

    approach is required for considera-

    tion to grant bail to the applicant.

    While the court has already reject-

    ed the bail application of the co-

    accused dismissed IAS officer

    Tinoo Joshi who is the applicant's

    wife on October 30, 2014," he con-

    tended.

    Arvind had been absconding

    since August last year and the

    Lokayukta police made 35 futile

    bids to arrest him. Besides, the

    trial court in Bhopal had issued

    arrest warrants against him 15

    times, Dubey told the court. The

    Lokayukta police had raided the

    official residence of the Joshis and

    unearthed huge wealth amassed

    by the couple in December 2010,

    ten months after the Income Tax

    department carried out searches

    at their Bhopal residence.

    Cgarh to provide 2per cent housingquota to transgenders

    In perhaps the first such step in the country,

    the Chhattisgarh government is all set to provide

    2 per cent special housing quota in its schemes

    for transgender people. The move, which comes

    more than a year after the epic ruling of the apex

    court recognising transgender people as the third

    gender, is likely to benefit over 3000 transgender

    people in the state. In it's ruling, the apex court

    had also directed the governments to provide

    transgender people with quotas in jobs, education

    and basic amenities in line with other minorities.

    Incidentally, this year Chhattisgarh had elected

    the country's first transgender mayor, Madhu

    Kinnar (35). Madhu won the mayoral polls from

    Raigarh, beating her BJP opponent by more than

    4,500 votes in the recent MC elections in the

    state. Confirming the grant of 2 per cent quota to

    scheme, the quota would be later converted to the

    general category. Raigarh Mayor, Madhu Kinnar,

    appreciated the move for quota in housing and

    said that it would go a long way in providing

    basic amenities to transgender people.

    Chhattisgarh government had last year also

    announced to pay for the "sex change" of trans-

    gender people. Under the proposal, which is still

    to be implemented, the government had in prin-

    ciple decide to pay transgender people the cost for

    operations of their undeveloped organs for con-

    verting them into a man or a woman.

    doctors lie vacant in Chhattisgarh,

    state health minister Amar Agrawal

    told the assembly. Agrawal said 1,201

    posts of specialists doctors were sanc-

    tioned till January 31, of which 192

    posts were filled while 1,009 remain

    vacant. In a written reply to the House

    on a question from Congress legislator

    Brihaspat Singh, the health minister

    said as against 3,257 posts of staff

    nurses, 2,011 posts have been filled

    while 1,246 posts lie vacant. Singh also

    sought to know the number of posts

    sanctioned for Block Medical Officers

    (BMO), Chief Medical and Health

    Officers (CMHO), staff nurses,

    Auxiliary Nurse Midwifes (ANMs), and

    pharmacists as on January 31 in the

    state and how many of these were

    vacant. Agrawal informed the House

    that "all 163 sanctioned posts of Block

    Medical officers and all 27 posts of

    Chief Medical and Health Officers are

    vacant till 31 January this year." The

    minister said that in-charge officers

    have been deputed wherever BMO and

    CMHO vacancies are vacant. As

    against the sanctioned 6,105 posts of

    ANM, 5,539 posts have been filled and

    566 posts are vacant, he said. He said

    out of 1,197 sanctioned posts of phar-

    macists, 985 posts have been filled,

    while 212 posts are vacant. Singh also

    sought to know how many primary

    health centres and sub health centres

    are being run from its own buildings.

    The minister said that 174 primary

    health centres and 1,429 sub-health

    centres do not operate from their own

    buildings.

    Goitre major cause ofhealth concern in CgarhRAIPUR

    While the widespread prevalenceof goitre, a common iodine deficiencydisease (IDD), has become a majorcause for health concern inChhattisgarh, a recent survey hasraised serious doubts on the quality ofiodised salt being distributed by gov-ernment through its PublicDistribution System (PDS). A surveyconducted in four districts of the stateby health department and UNICEF, incollaboration with Pt JNM MedicalCollege last year, has revealed thatiodine content in the iodised salt(Amrut Namak), distributed in PDS,was less than 15 PPM, the prescribedlimit of Government of India. In fact inJashpur, nearly 50% of the 98 saltsamples collected from the PDS fellshort of the prescribed iodine limit of15 PPM. Similar was the situation inthe other districts of Raigarh, Surgujaand Bilaspur where 28.4%, 30.8% and31.8% of PDS salt samples respective-ly had iodine content less than the gov-ernment's prescribed limits. Accordingto the report, even the iodised salt soldin open market in these districts hadlower iodine content.

    The survey, conducted among chil-dren between 6-12 years of age, alsorevealed that Jashpur had the high-est prevalence for IDD. Goitre preva-lence was found to be over 5% in alldistricts. Of total 10,967 children(2,700 children from 30 schools fromeach identified district) were exam-ined for goitre. The diagnosis wasentirely based on the inspection and

    palpitations of the neck. As per thereport of the clinical examination ofthe children, prevalence rate of goitrewas highest in Jashpur (16.1%) andlowest in Bilaspur (5.3%). Datarevealed that goitre was higheramong males in Bilaspur (6%),Surguja (9.6%), and Raigarh (17.7%)whereas it was higher in females inJashpur district (17%). Iodine defi-ciency, based on urinary iodine excre-tion levels, revealed that iodineintake was lowest in Jashpur (11.5%)followed by Raigarh (64.1%), Bilaspur(65.2%), and Surguja district (71.9%).Interestingly, the survey team foundthat majority households of theseidentified districts were getting saltfrom Public distribution system(PDS). Chhattisgarh government hadintroduced a scheme of distribution of

    iodised salt through PDS, theChhattisgarh 'Amrut Namak' brandof iodised salt for those below thepoverty line. During survey it wasobserved that procurement of ediblesalt through PDS was highest inRaigarh (96.6%), followed by Jashpur(89.6%), Bilaspur (55%), Surguja(54.2%). The data also revealed thatthe overall awareness on benefits ofiodised salt was poor in all familiesacross all districts. The report hasrecommended that government regu-latory system needs to ensure avail-ability of adequately iodised salt atconsumer level for all in state toachieve universal salt iodisation. Thereport points out that low iodine con-tent in the PDS salt could be due tobulk procurement and long and faultystorage.

    bestselling book about it called 'Travels onmy Elephant'. Elephant Family wasfounded by Shand in 2002 to save theAsian elephant, especially those in India,from extinction.     Failing to get an assurance from the MP

    government on their demand for relief to

    rain and hailstorm-hit farmers, Congress

    MLAs formally called off their agitation but

    pledged that they will now reach out to vil-

    lages to mount pressure on the government

    and ensure that farmers hit by the recent

    rains and hailstorm get due compensation

    under the second phase of their protest.

    "The BJP government was insensitive to

    the problems of the farmers. Now, our MLAs

    corruption was plaguing the survey going on

    to access the damage to the crops. The lower

    rank officials of the revenue department,

    patwaris are asking for commission from

    farmers to survey their damage crops, he

    alleged. Singh further said the state govern-

    ment has turned worthless and autocratic

    and that his party MLAs will awaken it to

    ensure that farmers get relief and compen-

    sation. On being asked that out of more than

    55 Congress MLAs, only 30 participated in

    the protest, he said they didn't take part as

    they were too religious and are observing

    Navratri fast. The former state CM said that

    the protest was not called off following the

    notice served to MLAs to vacate the assem-

    bly premises by the assembly security offi-

    cials. Congress MLAs had trooped into the

    well of the House and squatted minutes

    after the one-day session of assembly to pass

    second supplementary budget for the cur-

    rent fiscal was adjourned sine die on March

    24. The Congress MLAs' demands included

    farmers within a fortnight, waiving off their

    electricity dues and suspension of recovery

    of loans from them, Rs 150 per quintal

Police said viscera sam-ples have been preserved. "Thepostmortem report says that causeof death could not be ascertained.Viscera and heart of Shailesh havebeen preserved," SeniorSuperintendent of Police (SSP)Yashasvi Yadav said. Police hadsaid that prima facie the deathappeared to be due to brain haem-orrhage or heart attack. Policemaintained that the deathappeared to be natural. A section ofmedia and some Congress leadershave raised suspicion over thedeath of Shailesh Yadav. ButShailesh's elder brother KamleshYadav, who is an Uttar PradeshCongress member, told reporters,"It is a natural death. The matter will beclear when the final report comes. We don'tsuspect any foul play." Governor RamNaresh Yadav, who is ailing, was beingtaken in an air ambulance from Bhopal toLucknow to attend the last rites of his son.

    A team of doctors was accompanyingYadav and he will be admitted to SanjayGandhi Post Graduate Institute of MedicalSciences (SGPGIMS) Lucknow for treat-ment. Ram Naresh Yadav, 86, who himselfhas been named as an accused in the scam,was admitted to Bansal Hospital a few daysback following respiratory problems. TheGovernor is likely to remain in Lucknow till

    the 13th day post-death rituals, sourcessaid. Ram Naresh Yadav has challenged inthe High Court the inclusion of his name asan accused and sought immunity.Shailesh's name had cropped up in themulti-crore scam for allegedly fixing therecruitment of 10 candidates as Grade IIIteachers.

This fol-lowed a speech by the Prime Minister on thelast Teachers' Day, wherein he had calledupon Indian scientists to actively involvethemselves in teaching in schools and col-leges. Subsequently the Ministry of Science& Technology had sent a communication totheNational Institute of Immunology (NII)through the Department of Biotechnology(DBT) on which the NII had taken a followup action. NII held consultations with theteaching community of various colleges andas of now 10 Delhi University Collegesagreed to be partners in the Science Setuprogramme. NII has formally signed MoUs

    with them today. More colleges are likely tobe recruited. The programme generated agreat deal of goodwill and excitement amongthe academic community, and will benefitboth NII and the partner institutions. Underthis programme, every permanent facultymember of NII is expected to spend at least12 hours per year in an undergraduate col-lege. NII intends to commence this pro-gramme w.e.f. the new semester startingfrom July 2015 or even earlier during thesummer vacation at the colleges as per theneeds of individual partners. Alwaysseen as a moderate in a party wheresome other leaders espousedHindutva ideology, the bachelorpolitician was often called the "rightman in the wrong party". uccess did-n't come easily for Vajpayee, who wasborn on Christmas Day in 1924 inGwalior into a family of moderatemeans. His father was a teacher.Vajpayee would later recall his earlybrush with poverty.

    Vajpayee did his Masters inPolitical Science, studying at theVictoria College in Gwalior in MP andat the DAV College in Kanpur inUttar Pradesh, where he first con-tested - and lost - elections on behalfof the Bharatiya Jana Sangh, theBharatiya Janata Party's predeces-sor. By then he had embraced theRashtriya Swayamsewak Sangh(RSS). But even as he struggled towin electoral battles, his commandover Hindi, his ability to agree-to-dis-agree, and his envious oratorybrought him into limelight in a man-ner that it could never fade away. His

    first entry into parliament was in1962 through the Rajya Sabha. It wasonly in 1971 that he won a Lok Sabhabattle. He was elected to the LokSabha seven times in all - and to theRajya Sabha twice. Vajpayee spentmonths in prison when IndiraGandhi imposed Emergency Rule inJune 1975. When the Janata Partytook office in 1977, dethroning theCongress nationally for the first time,he became the foreign minister. Thelowest point in his career came whenhe lost the 1984 Lok Sabha election,that too from his birthplace Gwalior.And the BJP he led ended up withjust two seats in the 545-member LokSabha. In no time, Vajpayee waseclipsed by his long time friend L.K.

    Advani. Although they were the bestof friends publicly, Vajpayee neverfully agreed with Advani's advocacyof Hindutva. When Hindu mobsrazed the Babri mosque in 1992, hiswas a lone voice in the Hindu nation-alist pantheon who didn't soundhappy. When Hindu hardliners cele-brated, Vajpayee was full of personalremorse and called it the "worst mis-calculation".

    It was precisely this persona ofVajpayee - one merged in Hindutvayet seemingly not wholly willing tobow to it - that won him admirers cut-ting across the political spectrum.This trait made him the prime minis-ter when BJP's allies concluded theyneeded a moderate to steer a hardlin-

    er party widely seen as pro-Hindu.Vajpayee proved to be an astutepolitician, at times seen as a states-man. He combined the compulsionsof politics with his BJP's rightwingideology but would seldom budgefrom the USP of his high ethicalpedestal. His first stint as primeminister in 1996 lasted 13 days,from May 16 to 28. The second oneran for 13 months, from March 19,1998. But he learnt his lessons fromfailures to preside over a NationalDemocratic Alliance (NDA) thattook office on Oct 13, 1999, andcompleted a five-year term. His wasthe first multi-party coalition in

    India to do so. His government testeda nuclear device in May 1998, a littleover a quarter century after the firstsuch explosion when Indira Gandhiwas prime minister. In doing this,and despite global censure, he thrustIndia into the nuclear club - untilthen restricted to a privileged few. Itwas an action that finally resulted inthe path-breaking India-US nucleardeal of 2008. In 1998, Vajpayeelaunched a widely acclaimed diplo-matic initiative by starting a busservice between New Delhi andLahore in Pakistan. Its inaugural runin February 1999 took Vajpayee toPakistan. The service was suspendedafter the 2001 terror attack on Indianparliament that nearly led to war

    between India and Pakistan. Thefreeze between the two countries,including an eyeball-to-eyeball con-frontation on the border for nearly ayear, was finally cracked in the springof 2003 when Vajpayee, while inKashmir, extended a hand of friend-ship to Pakistan.

    That led to a historic summit inJanuary 2004 with then presidentPervez Musharraf in Islamabad, aremarkable U-turn after the failedsummit in Agra of 2001. Vajapyeewas not known as "Atalji", a namethat translates into unyielding, fornothing. He could go against thegrain of his party if he saw it deviatefrom its path. There were times whenVajpayee would withdraw into ashell, due to disagreements withparty colleagues, at times forcingthem to mollify their icon.

    Vajpayee wrote several books andHindi poetry. He was a master ofpauses, an expert at evading replies,often shrugging off tough posers witha huge laugh, a cold stare or a longpause. When he stepped down in May2004 after an election that he wasgiven to believe he would win, itmarked the end of a long and eventfulpolitical career. Almost since then,Vajpayee has suffered from frailhealth, so much so that the BharatRatna was taken to his house andgiven to the bed-ridden Atalji.

    on perishables, Ministry of Food Processing

    Industries is implementing Food Mega Food Parks

    Scheme in the country since the year 2008. Financial

    Assistance upto Rs. 50.00 Crore is provided for setting

    up Mega Food Parks for creation of modern infra-

    structure facilities for food processing along the value

    chain from farm to market. Total 42 Mega Food Parks

    have been sanctioned by the Government for setting-

    up in the country.

    Currently, 25 projects are under implementation,

    Expression of Interest (EoI) was invited on all India

    basis on 10.02.2014 with the last date of 31.07.2014 to

    fill up vacancies. Ministry received 72 proposals and

    after going through a stringent and transparent

    process of scrutiny, 17 suitable proposals from 11

    States of the country have been selected and approved

    for implementation. This step of the Government will

    create huge modern infrastructure for food processing

    sector and provide impetus to the growth of the sector.

    These 17 newly selected Mega Food Parks are likely

    to attract investment of around Rs. 2000 crore in mod-

    ern infrastructure, additional collective investment of

    around Rs. 4000 crore in 500 food processing units in

    the Parks and an annual turn-overof Rs. 8000

    crore.These Parks, when fully functional, will create

    employment for about 80,000 persons and benefit

    about 5 lakh farmers directly and indirectly. The

    timely completion of these Mega Food Park will pro-

    vide a big boost to the growth of the food processing

    sector in the concerned state, help in providing better

    price to farmers, reduce wastage of perishables, add

    value to the agricultural produce and create huge

    employment opportunities especially in rural areas.

    These will also help in stabilizing prices of food prod-

    ucts and contain inflation in the country.

    Advance reservation period forbooking reserved train ticketsincreased from 60 to 120 days

    The Ministry of Railwayshas decided to increase theAdvance Reservation Period(ARP) for booking accommoda-tion in trains from 60 days to120 days (excluding the date ofjourney). Accordingly, w.e.f. 1stApril 2015 the booking in trainsfrom train originating stationswill open and remain availablefor 120 days. For instance, as on1.4.2015, for trains leaving on28th July 2015, the reservation

    can be obtained for journeycommencing on all daysbetween 1.4.2015 upto28.7.2015. There will, however,be no change in case of certainday time Express trains like TajExpress, Gomti Express, specialtrains etc, where lower timelimits for advance reservationsare at present in force. Therewill also be no change in thecase of the limit of 360 days forforeign tourists.

    Mega Chhattisgarh coal mineto boost Gujarat power output

    RaipurThe Centre has alloted Gare Palma Sector I coal mine in Chhattisgarh, having annual

    capacity to produce 55.50 million metric tonnes (MMT) of the fuel, to a Gujarat Government-run power company. Gare Palma Sector I is one of the biggest mines in the country and it hasbeen allotted to Gujarat State Electricity Corporation by the Union Coal Ministry.Chhattisgarh government spokesman said the mine's annual production capacity is enough torun power plants of 8,000 MW for the next 30 years. "At present, our total installed capacityof coal-based plants is 3,930 MW, for which we get 17.37 MMT of coal. Within the next threeyears, we have planned to set up two new plants, one at Sikka (Jamnagar district) havingcapacity of 500 MW and another at Vanakbori (Kheda district), having capacity of 800 MW," hesaid. "Thus, if we add that 1,300 MW, our total installed capacity of coal-based plants will reach5,230 MW. To achieve that capacity, we will need additional 25.82 MMT of coal. Luckily, GarePalma Sector I mine will give more than required coal to take our total capacity to 8,000 MWin future," said the government spokesman.

    here. "The sugar mills

    can produce 2,500-3,000

    MW of power from

    bagasse (a sugarcane

    byproduct) if they install

    120 kg (capacity) high-

    pressure boilers," former

    president of Indian

    Sugar Mills Association

    (ISMA) O.P. Dhanuka

    told IANS. He said now

    around 100 sugar mills

    have installed 33 kg

    capacity boilers to pro-

    duce power. Uttar

    Pradesh is leading on

    this front with 37 mills

    producing electricity fol-

    lowed by Maharashtra,

    Chhattisgarh and Bihar.

    "Most of the energy gen-

    erated from the 33-kg

    capacity boilers is con-

    sumed locally by the

    mills to run their opera-

    tions," he said.

    According to Dhanuka,

    who has himself imple-

    mented the project of

    extracting power from

    bagasse, each of the

    mills is producing about

    25 MW of power. Of this,

    10 MW is consumed to

    run mill operations and

    15 MW is supplied to

    power companies. "15

    MW of electricity per

    mill is estimated to be in

    surplus category which

    can be sold," he said.

    Dhanuka said state gov-

    ernments need to come

    forward to help sugar

    mills become "power

    generating houses" by

    providing tax holidays

    and other incentives.

    "Already state govern-

    ments are promoting the

    use of bagasse and buy-

    ing the electricity pro-

    duced. Clearance is easy

    to get as this process to

    extract electricity from

    the sugar byproduct is

    eco-friendly and saves

    the nation's coal

    reserves," he said.

    Sugar mills can be future powerhouses: Industry official

    KolkataKolkatas Jadavpur University and UKs Aston

    University with the help of international experts in opera-

    tions management are on a mission to introduce green and

    lean initiatives in Indian small and medium-sized enterpris-

    es. As part of a Rs. 5.5 crore project funded by jointly funded

    by both the universities SMEs would be trained on best prac-

    tices in the supply and value chain processes. The idea is to

    improve small and medium-sized enterprises (SMEs) per-

    formance by implementing a green supply chain manage-

    ment model which is based on sustainability. This will

    reduce wastes and costs, improve performance with minimal

    or no damage to the environment. Professor Prasanta K Dey

    of Aston Business School in Birmingham said their efforts

    are aimed at elimination of wastes, reducing cycle time, re-

    engineering the manufacturing process, improving supply

    chain effectiveness, enhancing competence of process and

    manpower by training, energy saving, incorporating reverse

    logistics systems, reducing resource consumption and

    enhancing green productivity.

    It is estimated that there are around 3.6 crore micro,

    small, and medium scale enterprises in India and we are not

    imparting some ground-breaking technology but just shar-

    ing ideas on how to do it, he said. To start with ten SME

    units have been selected in the state of West Bengal initial-

    ly with whom the experts will work for a period of 18

    months. An ambitious target of a 20 per cent improvement

    in their performance has been set up. We will also guide

    them in inventory management and demand forecasting.

    Information and communication technology can also be a big

    enabler in this. Recycling and reduction of waste is another

    important focus area, Dey said. Prior to the ongoing project,

    they did a research comparing the environmental perform-

    ance of SMEs in India and UK and found that Indian SMEs

    have more environmental targets but fewer methods in place

    for monitoring performance. The Indo German Chamber of

    Commerce and the Federation of Small Medium Industries

    is supporting the project.

    Edu policy: States raise concernover no-fail rule till Class 8

    New DelhiSome states have

    expressed concern overthe controversial no-failpolicy up to Class-VIII,saying it has led to asharp fall in academicexercise, at a high-levelmeeting on the proposedNational EducationPolicy, consultations forwhich are expected to beover by December. At ameeting of state educa-tion ministers and secre-taries here, MPEducation Minister Paras Chander Jainargued that automatic class promotion hasled to a situation where a student neitherfails up to Class VIII and nor gets promotedafter that. Automatic class promotion up toClass VIII under the policy has led to sharpfall in academic exercise and students areunable to cope up with examinations in the

    upper classes failing in the process, Jainsaid at the meeting, chaired by HumanResource Development Minister SmritiIrani. Some other states including Assam,Nagaland, Chhattisgarh and Rajasthan areunderstood to have voiced similar concerns.Reforming the school examination system isone of the themes for consultations on the

    new education policy. Talking to reporters,School Education Secretary Vrinda Sarupparried a question on the government'sstand on the issue, saying the thematicgroups are gathering views which may becomplementary or different from that issue."Essentially, everybody is talking aboutquality of education. It is a structured dis-

    cussion, not to say this has to be reverted.Quality has wide dimensions," she said.Last year a panel headed by then EducationMinister of Haryana Geeta Bukkal had rec-ommended re-introduction of class promo-tions in its report. The controversial policycame into effect with the enactment of theRTE Act allowing students to get promotedup to Class VIII regardless of their academ-ic performance.

    The participants were hopeful that thenew education policy would address theissue comprehensively. The draft report ofthe education policy would be put up beforevarious stakeholders and the CentralAdvisory Board of Education following com-pletion of the consultation process. Around2.5 lakh consultation meetings would beheld at the village level, about 6,600 meet-ings at the block level, 626 deliberations atthe district level and 3,500 meetings inurban local bodies. The government has setup a task force to monitor the consultationprocess.

    Given the challenges of building

    smart cities, a Special Purpose

    Vehicle (SPV) will be created for each city

    to be included in the Smart Cities scheme,

    said M.Venkaiah Naidu, Minister of Urban

    Development. Speaking on the smart cities

    initiative at a Conclave organized by a

    media group here, Naidu said that efficient

    deployment of human and physical

    resources is one of the objectives of the

    scheme.

    Venkaiah Naidu elaborated that the

    present deficit in physical, social, economic

    and institutional infrastructure will be

    bridged to make the cities more livable and

    drive the economic growth. He said that

    this infrastructure deficit will be bridged by

    retrofitting of identified areas of a city and

    redevelopment of areas which are not

    amenable to retrofitting to enable such

    areas conform to the norms of smart city. In

    addition, pan-city schemes like efficient

    public transport systems including ring

    roads, e-governance initiatives etc. will also

    be undertaken under brownfield develop-

    ment. Stating that present conditions in

    urban areas are in a bad state, any

    improvements in infrastructure and other

    amenities would make a difference to the

    quality of living, Venkaiah Naidu said that

    the objective of smart cities building is to

    enable such changes in a sustainable man-

    ner for long term results. Smart solutions

    will be applied to places and projects to

    enable efficient utilization of limited

    resources like land, water, power etc.

    Venkaiah Naidu said that building smart

    cities does not mean putting in place glossy

    skyscrapers. It is all about imparting a

    human face to urban development so that

    the aspirations of socio-economic advance-

    ment are fulfilled through adequate

    employment and livelihood opportunities.

    Venkaiah Naidu stressed that ICT

    solutions would play an important role

    in improving urban governance and

    enhancing the efficiency of resource use.

    The Minister said that Smart Cities and

    the New Urban Development Scheme for

    500 cities would be launched next

    month.
