By increasing the tuition, you are making college unavailable to more students. Do you think it is fair for a kid who's willingto learn to be denied that because of cost? The right to education (#26) is a human right everyone is born with. Access toeducation is indirectly blocked due to high tuition. As a Hawaii resident, I see the high cost of living. So for my single motherto not only have to pay the crazy high price of living here in Hawaii, support my brother and I, but to also have to pay evenmore for my tuition (and eventually, in the next year .. my brother's tuition) is absolutely ridiculous.

Please reconsider how your actions could have serious repercussions on families and kids who just want to learn.

Also keep in mind that Honolulu has some of the highest rents in the nation, which many, probably most students,must also pay, while the university itself as a whole isn't the most prestigious looking on a resume. Point not being that it'sa bad school, but that considering housing costs and other factors, it's important to keep tuition at a reasonable level. Ahuge number of students are international or out of state students who pay much more than in state. Campus housing isextraordinarily expensive, so frugal students living off campus must commute. This means higher costs for those studentscommuting via car, and higher dangers and discomfort for students commuting via bicycle or walking. Now, the Manoaneighborhood behind campus, in general, is pedestrian friendly. But that's a high demand low supply area for students,and higher cost usually.

This stress alone will reducemy lifespan, much less the possibility I could be maimed or killed very easily.

We want safe, comfortable, and attractive passage by way of walking and biking­­for many obvious reasons­­butincluding reducing cost of parking and driving and the subsequent environmental damage. Pay for that before doingbuilding cosmetics. The Math building that many complain about, Bilger?, the one with natural ventilation crossbreezing, trees billowing outside the windows, and birds singing­­it's my favorite building, even though my worstsubject. Stuck in high tech rooms with tinted or now windows and no natural air ventilation pumping out refrigerator coldAC, so we have to carry jackets to class­­is beyond ridiculous, a crime against students on many levels, includingpaying for that. We dress for Hawaii tropical weather and so don't need unnecessary levels of AC and don't want to payfor it with our tuition.

We who don't use the bus, athletic services, gym services, student group services, and other services that all studentspay for also must not be required to pay for those services. Those need to be individual separate costs. They are notlike paying tax that supports a congressman, fireman, or policeman who serve all. They are fees that only serve thosestudent who utilize the services. Try getting a locker at the gym: experience rudeness and a waiting list for a year ormore. Want to walk in a do a few exercises at the gym? No, change into special clothing, although you're alreadywearing comfortable clothing: easy for walking, working, biking, etc. Get stared down by the people at the front counterwhen you ask a couple questions.

I am writing this email as a Student, a Citizen, and a Native Hawaiian representative. My first question I like to askyou is why should we the people of your “future” be the ones to pay for your troubles? Why make us suffer for what welove to do in life but pay a price to enjoy living it? and lastly, What makes me different from you (The Board of Regents)? I am in my Junior year of college and cant wait to graduate but for the 2% increase to the tuition is ridiculous. I haveyounger cousins asking me what university should I go to after high school and I tell them stay home if you want, UHoffers the best programs. Especially being raised with the beaches as our play grounds who would ever leave that?! Butdreams do come to an end when your slapped with a “bill” saying seven thousands dollars of tuition to attend UH, andthats not even dorm expenses. I came to UH for three reasons. First, I am living up to my families name and building a tradition for my own futurefamily to continue. Secondly, Hawaii is home and teaching the things I acquire from UH at home is considered the bestidea ever, and lastly, UH is place for my personal “key” as the great DJ Kahled said, “there are many keys to success,find yours” I believe we the students, the future, and even the past SHOULD NOT pay a 2% increase toward OUR tuition. Weknow that YOU can make that change because that is why YOU were hired for, to help the people like us, not make usenemies. I love learning from my instructors at UH, I love hanging out with new classmates from all over the world. I don’twant them or any of us to suffer with this proposal. What makes me different from you is that I am young, hungry forknowledge, and wouldn’t mind becoming a better person than you. So please reconsider your options and talk to thestudents, and when I am “talk”, talk to all the students who attend UH, then you’ll find your answer.

My name is Pualani Pereira and I am an undergraduate student at the University of Hawaii at Manoa. I am writing instrong opposition to the tuition proposal for the academic years 2017, which seeks to increase tuition by 0­2% for bothresident and non­residents enrolled within the University system.

As a transfer student from Kapiolani Community College, my transition to UH Manoa was not an easy decision to make.Unfortunately, due to special circumstances, I alone am responsible for supporting myself, which includes paying all costsfor continuing my education. While my desire to continue my education motivated me to continue my schooling, the costof tuition posed an immediate, overwhelming problem. My ability to receive financial aid is what ensured me thatcontinuing my education at UH Manoa was possible. The remaining costs that lie upon me aside from financial aid arestill rather steep and another hurdle I’m trying to figure out how to get over. However, I know there are many out therewho are in similar situations as myself, but unfortunately are not able to receive financial aid. I cannot imagine thefinancial burden that comes upon these students which would only increase from a hike in tuition.

I genuinely believe that by getting a higher education, one is setting themselves up for their future. A tuition increase maybe the determining factor that stops someone from continuing their education. While it may only seem like a few dollars, afew dollars can quickly compound to create a significant difference for many. With the general cost of living so highespecially here in Hawaii, this could create an overwhelming financial strain for some. Aside from slimming down thefinancial possibility of one’s attendance, the stress that would arise may be far too great for some. I currently work in astudent position here at KCC, so I’m a little more understanding to the fact that the University, as with most colleges ingeneral, has some problems that need to be resolved. But primarily as a student, I’m far more aware of the directnegative implications that a tuition increase may have on students.

Not only for myself, but for all UH Manoa students, I strongly oppose the tuition increase, and ask you to seriouslyreconsider this proposal. I appreciate the time that was taken to read and understand my perspective, and hope thatwhile my thoughts alone may not make a difference they have at least sparked contemplation in regards to the cost of aneducation.

My name is Will Mauthe and I am an undergraduate student at the University of Hawaii at Manoa. I am writing in strong opposition to the tuition proposal for the academic years 2017, which seeks to increase tuition by 0­2% for both resident and non­residents enrolled within the University system.

As a single father seeking a better life situation for my family I am already struggling to pay tuition to the undergraduateprogram at UH. An increase in tuition would guarantee that I would not be able to graduate on time in 2018, and wouldhave to at least an extra semester so I could accrue the appropriate funds to pay my tuition, and would indeed put myfamily even further in debt.

Furthermore, saddling a generation with greater and greater amounts of debt for pursuing an education that shouldallow them to lead a better life is reprehensible. Imprisoning young people with debts that will take 20 years for most topay off is irresponsible to say the least, and there must be a better solution than an increase in tuition.

I am venhemently opposed to a tuition increase. If UH needs more money I say cut the athletics programs, or use allthose athletic fees you charge us to actually fund academics instead of what ever they are used for.

My name is Tressa Hoppe and I am an undergraduate student at the University of Hawaii at Manoa. I am writing in strongopposition to the tuition proposal for the academic years 2017, which seeks to increase tuition by 0­2% for both residentand non­residents enrolled within the University system.

I am a resident of the state of Hawaii, and am in the unfortunate position of not qualifying for much financial aid, but nothaving enough money to comfortably cover tuition as it is. The proposed increase would put even more financial strain onmy family and I, especially considering that I pay for housing on campus as well as tuition, in order to avoid the franklyridiculous commute from my hometown of Makaha to Manoa. Though considering the difficulty my family is having payingfor tuition and housing, I may be faced with that commute nonetheless.

I work part time on campus while also being a full time student in order to help pay for books and tuition. Working 10 to 15hours a week while also taking 17 to 19 credits a semester, has put a lot of pressure on me and has made succeedingacademically difficult. I feel I do not have as much time as I would like to focus on my studies, and am frequently moreworried about being able to pay for school than I am about how well I am doing in my classes. This has given me a lot ofanxiety concerning both my financial and academic stability. The proposed increase in tuition would force me to take fewerclasses, becoming a part time student, or even necessitate spending a few semesters as a part time student at acommunity college, which would really slow down my graduation path and make it take longer for me to get a degree and acareer in my field.

I know that I am not the only one struggling with finances, I know many other Hawaii residents who struggle to pay fortuition at UH, or who have elected to go to other colleges or go through other programs in order to avoid paying such hightuition. Education should be a right and not a privilege reserved for those who are able to pay for it, I am strongly opposedto this proposal and sincerely hope that the board of regents will reconsider, as this would be extremely detrimental to thestudents of the University of Hawaii.

I am opposing this proposal because it will put more of a financial burden on myself. I have borrowed so many loans, andby doing so, I work full­time to try to pay them off while taking 18 units to expedite my graduation because I cannot affordto keep borrowing more and more loans. I am sure I am not the only student in this predicament. As students, we aretrying to further our education to obtain a better future. It is disappointing that by trying to obtain something such aseducation, comes as such a HIGH price and SACRIFICE. Please consider that many of the UH students are not payingfor their tuition with family help, many of us are able to go to school based on our independent selves and having faiththat we will one day succeed to be able to PAY back the thousands of dollars borrowed. Please reconsider increasing thetuition increase, it will only jeopardize the future generations to come by adding more of a financial burden anddiscouraging students to continue furthering their education.

To my understanding, the students at the University of Hawai'i Manoa are over paying for tuition. I am an artist whohave been living in Hawai'i for about a year and half. I absolutely love and enjoy the culture very much. I am the firstgeneration of my family who have immigrated from Vietnam to America, and one of the first to attend college outside ofour home, Massachusetts. It is very upsetting and not encouraging for the Hawaii school system to increase our tuitionregardless of the amount of percentage. I believe in order for our community and people to evolve with the utmostknowledge and wisdom is to lower our tuition cost for all to attend school. At the moment, in order for me to attend schoolcosts over $40,000 a year. Mind you, students including myself are barely making enough income to even supportourselves, never mind paying $40K for an education. I am living out of my van in order to save money for tuition for thefollowing semesters to come and to pay off old student debt. Think of us students as if it were your own child, grandchild,future sons or daughter in laws. I am 28 years old and have been an on and off undergraduate student at UH Manoa since 2008. I am in strong oppositionto the tuition increase because it is partly the reason I am unable to finish my degree. In between working and going toschool, I found it difficult to maintain a healthy financial and academic balance whilst taking on increasing student loandebt. When I first started going to KCC in 2005, I was able to pay my tuition in full for four semesters. Since then, I foundthat the tuition costs for attending state college unbearable. I come from a single parent home. I did not get any financialsupport from my parent during college. I understand that tuition is rising all across the nation. But how can you expectyour local students to pay for increases in tuition with increasing costs of living?

Being on an island, many of us born and raised in Hawaii have very few alternatives as for school without having to leavethe island. I am strongly against raising the tuition again as you have already done so in the past few years. I urge you toplease find other solutions.

In 2011, I graduated from high school and was accepted into universities across the mainland and UHM. I chose tocontinue my education in Hawaii not only because my family was near, the availability of my degree, but also, the fact that Iwould only have to pay $3,792 for my first year tuition. For my first year I could easily take on a part­time job whileattending UHM as a full­time student. Currently, my tuition as an undergraduate RESIDENT full­time student is $5,436! This again does not include the $120­174per textbook fees. Don't believe me? I've kept all my receipts! As the tuition increases each year, I have changed fromworking 20 hours/week to 40+ hours/week just to compensate to pay for my tuition that my FAFSA does not cover.Balancing 15+ credits per semester, 40+ hour weeks, and maintaining a 3.5 G.P.A. is something unfathomable andunattainable for many. But this is the situation common amongst many of the UHM student body. Increasing the tuition over DEFERRED MAINTENANCE issues is not the responsibility of the students to pay for. Livingconditions and tuition cost is already high enough for students to pay out of pocket with the limited job availability in Hawai'i.

UHM recently posted a student survey on the quality and supportiveness of our education system. I would have loved toexpress the education quality. But I would be lying if I did not say I don't feel supportive by UHM in pursuing my career.More so, I feel like this is another obstacle I am faced with from obtaining my future.When you read this, please think about yourselves as university students. Think about your children. Attending UHMshould not have to be about worrying if your paycheck will cover your payment plan installment, it should be focused onyour next test.

Student loan delinquency rate of 11.6%

We will be elbow deep in debt before our life even begins, if not already in debt. Due to credit cards and the lack in financial educations on how to live life within a budget.We need support and education, lets not make it hard for people like you and I from getting what we need to get ahead.

If Tuition keeps raising, that number we see there will be higher than ever. We are suppose to be helping the nextgeneration become and overcome so that the torch will be passed on. Not to suffocate the young in debt. How can hopefor a better future when we are drowning in bills. The American Dream is suppose to be attainable and not to be within sight but yet, not within reach. I came here from China, with my parents to strive and not be held behind due to our new beginnings. We came here withlittle in our pockets but heart full of hope. I am the first generation to go to college. My mom has worked over 40 hour weeks to save up sothat I can live the American Dream, yet with both our incomes combined, it's still not enough to pay for four courses.Being a transfer student from HCC, the tuition was manageable and now I'm looking at $20,000 if not more in debt by thetime I finish college.

earners such as myself and other folks I've seen drop out because of the cost. Living here isn't cheap. To factoreverything in, educations VS. roof over our heads, one will win out. Personally, I can see why the need for funds is apparent, however, I do not think seeking to remove it from the pockets ofthe students and their families is the way to obtain it. As the oldest of five children, with a mom who has a middle classjob and a dad who has been seeking job stability for years now, any increase in tuition will be felt. For me, every penny isearned through hard­work and valued. To make up for insufficient funds my parents are unable to provide, I work two jobsadding up to 30 hours a week. Despite money, school is also important and special to me. Balancing my schedule hasbeen a work of art as I try to succeed in being a full­time student, pay my bills, and stay physically and spiritually healthy.My point is, it gets overwhelming. An increase in tuition would only add to my plate.

But it's not all about me.

As it is, many students and families are barely getting by and accumulating debt by the year. After all, student loans areknown to be the leading source of debt in America, exceeding the debt of credit cards. I am sure you all have seen thestatistics, but just to reiterate the magnitude of the problem, an article entitled "University of Hawaii at Manoa Loan Debt,"published by College Factual states that "37.0% of all undergraduate students at University of Hawaii at Manoa utilizefederal student loans to help pay for their college education, averaging $7,122 per year." An increase in tuition wouldonly heighten the percentage of students taking out loans and accumulating debt yearly.

To conclude, I understand the need for funds, but would like to suggest they be sought elsewhere. Adding to tuition costswill not benefit students seeking to obtain a good education. I know I am just one voice of many, but I respectfully ask foryour strongest consideration regarding my opposition. Please feel free to contact me with any other questions orconcerns. I have been attending the University of Hawaii at Manoa since the Fall of 2011 and have been receiving the mostwonderful education from the English department. However, the lack of financial support for most of us attending theUniversity makes it difficult to graduate. A lot us work at least two jobs, 40+ hours a week just to pay what we can for ourtuition. It would be hard for anyone to focus on school and get passing grades.

In addition, it really robs students who are to be future scholars and professors the opportunity to focus on research­based work. It is, to me a criminal act to rob students of the time and opportunity to receive an education they deserve inthis free country as a university student.

Again, I strongly oppose another raise in tuition when all of us who deserve this opportunity for higher education arealready struggling. I believe the legislative branch should seriously reconsider their policies and put more funds into theHawaii state education system as a whole.

I have not been in the loop on this issue until recently when receiving an email from ASUH about the proposed tuitionincreases. First off, why do this to your students? Many students are struggling to pay their tuition, books, lab supplies,and for those who are dorming at UHM, they must pay for that as well. Overall,we have to pay a large sum of money toUHM to strive for our college degrees. Hawai'i is not a cheap place to live either. It is one of the most expensive places tolive.

Think about the students' situations as well as their parents' (who may be helping with paying for school costs). Noteveryone is rich. Many of us have to turn to financial aid just to be able to attend UHM. In doing so, the amount of loanswe have to pay off increases. Also, there are many students' who have part time jobs on top of attending classes at UHM.They are under a great deal of stress having to balance both in order to pay for college.

Now think about non­residents! They pay more than residents of Hawai'i! Sure there may be programs making it so theypay a smaller tuition than the regular, but not all of them have that option.

Another note, is that there are many times when someone can't get the class they need because it fills up too quickly orthey just can't get it since they register later than others. Sometimes this can lead to students being forced to takeanother semester, a year, or longer just so they can complete their courses.

I, Natalie Kim, have 2 more years to go for my undergrad degree for Public Health. My parents are already havingfinancial problems with putting me and my brother through college, trying to earn enough money, paying for my mentalhealth medications and such, and taking care of my grandma who has dementia. If YOU increase the tuition making ithigher for students, you will be causing a great deal of distress to many students and families

After spending the last few years in community college, working extremely hard to receive my AA and transfer credits,coming to UH Manoa is a dream come true. This opportunity is one that I have been waiting for my entire life; my familylives in Maui, and have hoped that I would be able to someday live closer to them than I did in California. As I qualify forthe WUE, my tuition is $16,000 as opposed to $32,000 which is still A LOT of money. Thankfully, my father has beensaving for years and we can scrape up enough to pay for this experience, because unfortunately I did not qualify forfinancial aid (except for loans, which I would hate to use).

If my tuition were to increase, I strongly believe that this institution would lose THOUSANDS of students. College isalready so expensive, and hardly affordable (if not affordable at all) and if it cost more then that would be devastating tonot only hundreds of people, but also those that rely on students to attend this university.

Please use common sense and grace when considering this proposal because it could change so many lives. I amthankful to be able to attend this university, and am SO excited to join the campus in Fall. I hope that you can see whereI, and many others, are coming from when we beg for this increase to be considered unfair. Both my mom and grandmawere diagnose with cancer my first month into freshman year and all of their income will go towards outstanding medicalbills that were in efforts to save their life's that financial aid does not take into account or anyone for that matter. Gettingsick was out of their control but my family suffers finically and emotionally from it. My grandmas wish is for me to graduatefrom college and since I already started my schooling with UH transferring credits to a more affordable school is not idealsince the process is difficult and will most likely loose credits (money) in the process. And I also have fallen in love withHawaii and do not want to leave yet, but if tuition, which is already unfordable, increases then I'll sadly have to. Hawaiihas taught me so much about culture, race, history, aloha and even more lessons I have yet to learn, I'm not ready toleave yet. My father also got remarried a year ago with two no step sibling pursuing college so they no longer can help us becausecollege these days are ridiculously expensive. Most countries have a free college because the believe everyone has aright to an education and I know that our country is not quite there yet but raising tuition even more is a step backwardsfor the progression for students. We are this countries future, why should we be thousands dollars in debt to try to equipus with the best tools for the future? I'm an environmental science major and Hawaii has the best biodiversity in the worldto study, I don't want to have to give that up due to money I'm going to have to be paying out of my pocket and even moredue to UH decision to increase tuition when there are other means to fill the problems else where. Don't make thestudents pay for it. It's not fair nor right. We are trying to get an education we shouldn't be punished in the process. Youwill turn students like me immediately away, then what's the point to it all if you don't have students to educate? Or thestudents who want to learn won't be able to due to financial circumstances, and the ones that have the most money (theirparents) are the only ones that's deserve to have a higher education? I am a student, not a price tag to make a profit fromand believe I'm paying already more than enough for my education at UH Manoa and my tuition should NOT increase.

I recently completed my third year at UH Manoa, and although I am proud to be a part of this institution, I am highly against any increase intuition. I am a resident of Hawai'i, and since my first semester herein the Fall of 2013, tuition for both resident and non­resident students has increased once already. My parents are unable to support me financially in myacademic journey here at UH, therefore one of the main reasons I decided to attend UH, is the tuition was inexpensive (as compared to many mainland institutions), at ten thousand a year. Now however, I am paying roughly twelve thousand a year. With a scholarship, grant money, and paying roughly 25% of tuition out of my own pocket, I am still forced to take out a loan each year. I am working very hard to fully pay each loan, however, if there is a 0­2% increase in tuition, then I will be one of the millions of Americans each year who graduate from college heavily in debt.

I have two years remaining until I graduate with my bachelor's degree, and I have been diligently working to prevent walking away in my cap and gown with a degree in one hand and accruing interest in the other. Each year, I apply for financial aid and although I do receive some assistance, it is not enough. There are many students like myself who simply cannot afford an increase in tuition. To this, I hope you consider the well being of every undergraduate student before deciding on whether or not to increase our tuition. Thank you.

My name is Min Koo Kang and I am an undergraduate senior student at University of Hawaii at Manoa. I am writing thise­mail as I oppose the proposal to increase tuition by up to 2% that is planned to take effect in 2017 to 2020 for bothresidents and non­resident students within the UH system.

I understand that University of Hawaii has the need for long overdue maintenance but I do not believe that this should bedone by increasing tuition. Instead, I think it would be a good idea to decrease funding from the athletics department. It isof my opinion that the athletics department, specifically, the football department is not a necessity to the school. Our statedoes not even have an NFL team due to whatever reasoning. Most of the talented players in high school go on toapplying for schools on the mainland so investing the amount of money that we do into the football team and the athleticsteam as a whole seems unnecessary. That isn't to say to cut the department out completely but I'm just saying that theydo not necessarily NEED the amount of funding that they're receiving.

If the university is in such a financial crisis which warrants an increase of tuition the very least that can be done would beto hold an in­person mandatory meeting of all currently enrolled students as well as students that are to enroll in thecoming semesters to keep them informed about how funds are being used. The meeting would consist of the propositionto increase the tuition and the speaker would outline where the funds are going. Complete transparency and the inputfrom the student body seems absolutely necessary before making decisions such as this one to increase tuition. Withoutcomplete transparency, discussing alternatives with the student body, and making sure that everyone is properlyinformed­­as most students do not keep up with online news or updates about the school­­the decision of increasing thetuition should not be done.

Again, I am in opposition of this tuition removal without evidence that the board has explored all alternatives and came tothe decision that this was the only choice left for them. The evidence should be provided to the student­body in person.Online e­mails, bulletins, and other social media postings are not enough to ensure that students are being informed.They must be required to attend a meeting where the board members present and explain their decision­making processwhile presenting where funding is being distributed and why. Presenting this and meeting with students in person ismandatory as students do not feel as engaged or feel the need to keep up with online news and emails, it has to be donein person. Most students do not keep up with school's administration or politics, it is most of the time at the bottom of theirpriority as it's just text on a monitor. It's a different story when it's in person and they're being spoken to and informed. Wemust meet in person. This way, students can explore options of trimming funding in departments or at the very least cometo understand the reasoning other than, "we need money for 'maintenance' costs." Establishing a method of clearcommunication, transparency, and consensual agreement, the tuition should not be increased. Thank you for taking thetime to read this e­mail.

Many students at University of Hawaii at Manoa, including myself, suffer from the stress of paying for college. This includespaying for tuition, food, transportation, and textbooks. I think that increasing the tuition would be unreasonable since somestudents can barely afford to go to University of Hawaii at Manoa and many of my friends are still saving up money totransfer from community college. Two percent might seem like an insignificant number but to a resident student it's around$216 extra that we could spend on a couple weeks worth of food, a month's worth of gas, or even a ridiculously pricedtextbook that is sold in the Campus Center Store. Surely there are better ways to raise these funds in a way that will benefitboth the university and it's students rather than just taking it out of our pocket in plain view.

Yes, these repairs may be necessary, but there are definitely other ways to get the required funds which don'tinvolve hurting the people you are trying to help. I am writing in strong opposition to the tuition proposal for the academic years 2017, which seeks to increase tuition by 0­2% for both resident and non­residents enrolled within the University system.

College tuition is already a tough payment to make. Not only is it hard for families to make one payment but most familieshave multiple children which means multiple college tuitions and that makes it extremely tough to get by and affordcollege. The FAFSA doesn't give out enough financial aid to allow for these increases. I have friends who were forced todecline their acceptance because they were not able to afford college.

College is already expensive enough. My parents have 3 children going to college, which gives them 3 payments tomake. That is an unbelievable amount of money being spent yearly. Consider the amount of student debt students will bein. College is already too expensive. Don't make it nearly impossible to afford.

During my time as a student at UH Manoa, tuition has increased substantially, from just under $5,200 for tuition and fees forthe Fall of 2014, to just under $5,900 for tuition and fees for the fall of 2016. At a time when jobs accessible toundergraduates are limited, wages are kept low and the cost of living in Hawaii is ever increasing, raising tuition is a bigblow to the morale and already empty pockets of many students.

As a resident of Hawaii, I firmly believe in the progressive nature of the state and its institutions, the university being one ofthem. The goal of many progressives in this country is to reduce the financial burden that students incur during their time asundergraduates and beyond. Thus, I firmly believe that an increase in tuition is counterproductive, and counterintuitive tothe goals set by the progressives who lead this state.

For the benefit of the students, who are also your clients, and for the future of Hawaii's legacy, I humbly request that youreconsider raising the tuition during the academic years of 2017 to 2020.

It is my understanding and indeed the reality understood by all those involved that this tuition increase would beimplemented in an effort to deal with deferred maintenance costs that the university has accumulated over the course ofthe past 15­20 years. Between the UH Call Center and the numerous other non­profits and organizations on the island,the University has multiple avenues for which they could acquire the funding necessary to deal with deferredmaintenance rather than forcibly taking the money from students who are simply trying to get an education. TheUniversity simply needs to refine it's image a little and reach out to the various non­profits and donors themselves so thatit would be clear that the officials at the administrative level are taking some initiative on the matter and this would alsoserve to repair the rapport between the university and the O'ahu community which was somewhat damaged by previouspoor financial decisions (ie. Wonder Blunder, building Warrior Rec. Center in lieu of other repairs, etc.) the communitybore witness to.

Additionally, the current proposed tuition increase would solve about a third of the University's deferred maintenancecosts over the next five years which equates to roughly 10­15 year plans being explored to address deferredmaintenance. The obvious problem with this is the fact that the university still is and will be in debt during that time whichwill perpetuate the problem and make them unable to meet capital renewal (ie. the regular repairs that needs to be keptup with each year, separate from deferred maintenance). Therefore, raising tuition by 2% right now may not seem likemuch but in the minds of the administration, this sets a precedent for allowing the same process to be replicated againand again anytime there is a disparity in what is needed for the University and the total budget being allocated from thestate and from current tuition revenue. Soon the costs will end up deterring students from enrolling as it has alreadybegan to do just based off how much the cost of living in Hawai'i already is.

I appeal to the former student in each and every board of regents member as well as your instincts in the sense ofpracticality and reason when I say that I firmly oppose the proposed tuition increase. I recon we both know that it is notjustified or fair to make students pay the price for financial mishaps that resulted from fiscal choices made byadministrators of the university they happen to attend. I appreciate your willingness to listen to my testimony and hopeyou will give serious consideration to the concerns I have raised.

I will be an incoming Freshman for the Fall 2016 semester. I am an independent student and have financially supportedmyself for the last year with some assistance. It would be extremely difficult for me to pay tuition let alone pay off anyloans I would need to take in order to attain my degree. It would result in me paying for my tuition years after I hadgraduated. I again strongly oppose the increase in tuition for the academic years 2017.

Not only am I an undergraduate at the University of Hawaii, but a transfer student no less. I'm sure you can understandthat the non­resident tuition, even under the WUE (Western Undergraduate Exchange) program, poses as a financialburden for myself and my family as well as the other transfer students and their families. This financial burden isespecially applicable to my family and I since we do not come from wealth.

Furthermore, I am a student enrolled in the prestigious College of Engineering at UH. As a full time mechanicalengineering major, I deal with the daily stresses of the college's rigorous work load. Unfortunately, this is the reason Ichoose not to be employed during the semesters. It would be extremely difficult, if not impossible, for a student to retain areasonable GPA while going to school and work full­time. Additionally, I am a campus resident. Being a transfer studentliving on campus, it's rare that I receive aid from friends and family because of shipping inconveniences. Because of thisI'm constantly budgeting my spending and carefully watching for sales at supermarkets and nearby drug stores.

These are the majority of reasons I oppose the tuition increase. Although 0% ­ 2% may not seem like much, for a familyin financial strain, and I speak for all families in similar situations, a little can go a long way.

The school so far has provided me with sufficient security. The reason why I oppose is simply because, as an out of statestudent, I do believe increasing the tuition is unfair to those such as myself who have a hard time paying for school as it is.If tuition goes up, minimum wage in Hawaii still stays the same, leaving it hard to pay for school and finish classes asscheduled.

The school's maintenance has never been a concern of mine because I have not witnessed any faults with the campusas a whole. Because I am not aware of what the extra money is going to go towards specifically in maintenance I cannotprovide better reasoning. However, I do believe that the increase will deter students from providing money for schoolactivities and more.

The tuition increase will speak more volumes about a school who wants to expand rather than focusing on the studentsthey have accepted and their abilities to reasonably support their school's decisions.

My name is Angusina Campbell and I am an undergraduate student at theUniversity of Hawaii at Manoa. I am writing in strong opposition to thetuition proposal for the academic years 2017, which seeks to increasetuition by 0­2% for both resident and non­residents enrolled within theUniversity system.

Rather than raising tuition, appeals should be made to the legislature to increase the amount of money allotted to theuniversity per year. This amount has decreased every year, and the UH system cannot be expected to do more withless.

I am strongly opposed to the tuition increase.

I have been a student at UHM for about two years now. With the tuition at the moment, my family has already beenstruggling to pay for the costs of schooling. I grew up in Hawaii all of my life and it is not a secret that Hawaii's cost ofliving is already very high itself.

With the cost of tuition now, I have not seen the money being put to good use. I don't trust that increasing the tuition willmake a difference in our school based off of previous cases. At the prices we have been paying currently, I feel theschool has neglected to complete projects in which it promised to complete in the past. In comparison to other schools,our school has a TON of space for improvement. The sad part is that many locals don't always have the privilege oftraveling out of Hawaii to pursue a higher education at another college, leaving us with a limited amount of options whencommuting or staying on the island.

To bring up an example, our student population is already required to pay for the Warrior Rec Center as part of our tuitionfees, yet in reality not everyone actually uses the rec center. I don't understand why we should be required to pay forsomething we may not use. It'd be nice to keep that as an optional cost, but it's not. With every student paying for thatelement, and only a fraction actually attending the gym, can't that money be used to compensate for the proposed tuitionincrease? With today's economy, the slightest bit of money makes a huge difference.

Please consider the voices of your students and hold back on the tuition increase. Foster pride in your students first byproving to them that our money can be put to better use to improve our educational quality. Maybe then, more studentswould support the increase after realizing and understanding how our money will be used to positively benefit us.

My name is Yun Kim and I am an undergraduate student at the University of Hawaii at Manoa. I am writing in strongopposition to the tuition proposal for the academic years 2017, which seeks to increase tuition by 0­2% for both residentand non­residents enrolled within the University system.

I am sure the board is aware of the facts and have probably heard many, if not all, the statements in this testimony.Nonetheless, I must reiterate the facts. The state of Hawai'i has one of the highest cost of living in the nation, but thestate also has one of the highest median incomes in the nation. The cost of the attendance, based on this information,could be seen as reasonable, especially at a 0­2% rate of increase. An important fact that may be easily looked over isthe fact that many students (particularly in­state residents) who attend the University of Hawai'i do so because of itsaffordability. Many who attend cannot afford to go anywhere else and raising the tuition will only increase the need forfurther financial aid or student loans.

There are many arguments to both sides, but I stand to oppose to increase the tuition on the grounds that affordability iscrucial for the students who attend this institution. Thank you for reading my testimony and I hope the board makes adecision that brings about the greatest utility for all.

I am a second generation Mexican American male that has dreamed since I was a little boy of living inHawaii. Something about the island lifestyle has always intrigued me and I couldn't believe it when I finally got myacceptance letter. It was literally a dream come true for me because I specifically chose this school for its location,strong business program and most importantly, affordability. Being the first in my family to go to college is an honor Ihope to see through until the end. However, with this proposed tuition increase it will put a significant burden on myalready tight budget.

I was told as a young student in elementary, middle and high school that, there would always be money for college andthat everybody can do it. When it finally came time to start applying for grants, scholarships and loans, I could notbelieve how difficult of a time I had. I was denied from multiple private and federal institutions for financial aid and myfather is having to pull out money from his 401k retirement plan so we can cover what I have yet to find. If the boarddecides to raise the tuition I don't know what I will do. I fear the worst, because knowing that I have spent my whole lifeworking towards something and then having it taken away because of a raise in price would be crushing.

I ask you humbly, as a struggling minority middle class member of society, please do not raise tuition. The cost ofattendance was one of the biggest reasons I chose this school and an increase would hurt my family financially. Soplease, consider the loss of dreams and families that could be hurt when making your final decision.

On top of things, he has recently recovered from cancer and his health is slowlydeclining. It breaks my heart to see my father pushing himself so hard at his age, I want to get my degree in CivilEngineering so that I may bear some of the weight, to help my father live a better life before it is too late. Increasingtuition will only make it more difficult to achieve these goals.

Many of our teachers are bluntly put, not good. Some classes seem like we are not receiving the amount of education that we pay for. The facilities in schools are old and some are even broken. Our school lunches are very expensive, and honestly the amount the money we put in does not seem worth it.

I oppose the raising of the tuition because it will cause burden to the students as well as parents; the students are notsatisfiedwith the education and facilities provided here, and will cause more unrest if we have to pay even more.

Currently, I work two jobs to support myself and pay for my tuition which comes out of my own pocket. Because I ampursuing a post­baccalaureate certificate program in secondary education that charges me undergraduate tuition, I amnot eligible for financial aid and only qualify for loans. I have worked hard to save up money to attend college, but with thetuition increase, I may be unable to pursue my dreams of becoming a teacher.

There are many students who are my friends that have similar stories. The tuition increase will crush those students.According to the Star­Bulletin article published today about the tuition increase, about 75% of the student population atUH Manoa is undergraduate which means this tuition increase will rest heavily on these student's shoulders. Many ofthem like me have resorted to taking jobs that pay minimum wage to help pay for their college expenses.

I do not think this tuition increase is fair and implore the Board of Regents to find a better alternative to solve the budgetdeficits besides increasing tuition again.

College expenses are already overwhelming. I nearly dropped out of college after my first year at UHM because I could notafford the costs on my own. Thankfully my parents had decided to help me by taking out loans in their name to pay for myeducation. And here I am, blossoming into a successful young adult, soon to be entering the world, free of financial burden.

However, others are not so lucky; not everyone has the money to afford an education. Also, the cost of living in Hawaii isone of the highest in the nation. Though 2 percent may seem "small," it certainly is a huge deal to students who are alreadystruggling financially.

Furthermore, I cannot see why a tuition increase is warranted. The University of Hawaii is a large state school system as itis; there is already countless students enrolled at the various campuses. Instead, the money should be re­allocated andbudgets should be re­examined. Money can go a long way, so long as it is spent wisely and responsibly.

Thus, I strongly oppose the tuition increase. Please stop and think about the financial situation of students. By increasingthe cost of education, you would limit the kinds and number of people who can afford college.

I, Kauahi Perez, am a graduate student at the University of Hawaii at Manoa. I am writing in strongopposition to the tuition proposal for the academic year 2017, which seeks to increase tuition by 0­2% forboth resident and non­resident undergraduate and graduate students enrolled within the Universitysystem.

The reason I am especially opposed to this tuition increase is because I was not informed of this tuitionincrease proposal­­not through email nor by Ka Leo News. I know what it is like to have to pay for tuitionout of my own pocket. I had to work FOUR part­time jobs to pay for my tuition and earn money to pay billsand rent. I can only imagine the nightmare this increase in tuition will be if this does happen. Frankly, I amseverely concerned for students­­especially graduate students and non­residents­­who must pay an alreadyexpensive tuition if this tuition increase takes effect. I fear that this will cause a decrease in studentenrollment.

Anyone can go to school, but not everyone can afford school. As a non­resident Pacific Islander, the odds of graduatingfrom a 4­year institution are already stacked against me. I pay 150% of the tuition because I am a non­resident. I make upless than 5% of the student population because I am a Pacific Islander,I fall within the minority. The fact that I am a memberof a minority makes it less likely that I will graduate; that I will succeed. It makes it less likely that I will beat the statistics;that I will fall through the cracks. Not only am I a non­resident pacific islander, but I am a Micronesian citizen. I am noteligible for student loans. I am not eligible for federal work study. My ability to succeed in college is NOT based upon mygrade point average or my critical thinking abilities. It is based upon the amount of scholarship funds that are readilyavailable to me. The Federated States Micronesia is a third world country. We do not generate our own revenue. Whether Imeet scholarship criteria or not, the sole fact of the matter is that if there is no money in that purse to go around, then I maynot get enough to pay off tuition. What other options does that leave me with? Should I just drop out of school and becomeanother predictable statistic? The whole reason I am attending school is to overcome that. If the tuition costs are raised,school will no longer be an option.

Education is empowerment. Taking the right of empowerment away from me because I am a non­resident Pacific Islanderof Micronesian citizenship is an injustice not only to me but to Pacific Islanders in general. The greatest injustice of it all isthat it is not being taken away because we do not meet the standards. It is being taken away because we cannot affordthose standards. As an academic institution, I hope that new policies are geared towards making it easier for students toremain in school, and not the opposite.

I am in strong opposition because it is close to impossible to pursue a degree full time and also work to support myselfin one of the most expensive states in the country. I believe that I can make a difference, apositive impactin the world but I will not be able to if I am unable to afford going to school to finish my degree. I can give back to thecommunity as much as the University of Hawaii can give to me by allowing me to reach my potential and give me a chance to dosomething worthwhile. This is why I oppose the tuition increase so zealously. Dear Board of Regents, My name is Camryn Alexis Walker, I am an incoming freshmen at the University of Hawaii at Manoa. I am writing aproposal in strong opposition to the increasing of tuition.

As a student of the United States of America, I've come to realization that college is already EXPENSIVE. The rising costof college tuition is scary and unbelievable. Over the last 20 years, the cost of college tuition has tripled. That's $9,000 to$30,000. As a child of a single parent home with four other siblings, the cost is extremely high for us. The price is morethan a medium family income. This puts families in a difficult financial situation. Also after college students are in extremedebt and have ridiculous amounts of loans to pay off.

The idea of raising the tuition by 2% is saddening, and might cause some students to leave. Please take some time toreally think things over. Because not only do we have to pay for tuition, we still have other fees to pay for.

I watched so many of my Mexican friends go straight to a four year on scholarshipor reduced tuition and I applied for many opportunities and was turned down by all of them. Why should I have to pay fullprice when my great grandparents integrated legally? Tuition is already super high to begin with and I should not be indebt when I graduate, nor should I have to pay tens of thousands of dollars to get an education to work in the US system.

I feel it's strongly unfair for you to prioritize the profiting off students because you know you can profit off us using our tuitionto lower your deficit level. I feel however, you should focus on reorganizing your budget and not focusing it on projects thatare useless in the end such as: The Ching Complex which is still NOT completed, the WRC which had many machinesbroken not even a year after it's been built. There's also many other ways that the budget could be cut so you are notspending as much, such as cutting some of the professors pay as many of them don't deserve the pay compared to theirterrible teaching.

Overall, I feel it's strongly unfair for you to profit off your students and yet we still receive facilities that are broken down/not completed, have Professors that won't teach us properly, and have parking that is ridiculously expensive.

University of Hawaii at Manoa places great importance on sustainability. This university should be able to sustain itselfby moving funding from within the system to different areas when needed and then restoring funding to an equilibrium.Sustainability is not constant increases in tuition leading to constant requirement of external resources. Additionally, thisis a research institution, we should support research and academics which bring money into this university rather thansupporting areas which we are weak in. This is money basically being thrown away, which can be used to serve manydifferent purposes making UH Manoa sustainable financially and a stronger research institution. Requiring departments toshow progress in order to maintain current funds can potentially increase performance of this university.

As a Manoa Chancellor Scholar, I can also say that the consistent tuition raises from when I started my BS EE degree in2013 to now have significantly reduced the value of the Chancellor scholarship. I do not think that scholarships should bereducing in value (this is completely not fair), scholarships should maintain value. A scholarship that could have helpedstudents fully cover tuition and purchase books has now been reduced to a scholarship that almost covers tuition. Thevalue of the scholarship was once of full tuition and a little more money for books or savings, now the scholarship doesn'teven have the value of full­tuition. If the university cannot currently help high­achieving scholarship recipients receive thesame valued scholarship that recipients before them have received, then the least that can be done is to refrain from thistuition increase.

I am opposed to the tuition increase, and strongly believe that allocation of finances within the university should stronglybe considered rather than again bringing the burden upon students who have put their trust and tuition into UH Manoa.Thank you very much for taking the time to read my testimonial, it is greatly appreciated.
