This RFP provides instructions specific to the National Coalition Funding Stream, as well as an application form. ABOUT THE NATIONAL COALITION FUNDING STREAM The National Coalition funding stream supports advancement of the CRPD at national levels through lobbying for ratification of the CRPD/Optional Protocol or other international or regional human rights treaties protecting and promoting the rights of persons with disabilities. The stream also supports lobbying for legislative, policy, and budgetary changes to advance the CRPD; monitoring and reporting on implementation of the CRPD or other international human rights mechanisms as they relate to persons with disabilities; or following up on recommendations made by UN human rights mechanisms to States in regard to implementation of the rights of persons with disabilities (PWDs). In addition, this funding stream supports national-level coalitions to advocate for national development programs, policies, plans and budgets that aim to implement the Sustainable Development Goals (SDGs) 1

inclusive of persons with disabilities.

This stream is intended for organizations that are prominent in the disability movement at the national level. Because of the importance of joint advocacy at this level, only coalitions of three or more organizations will be funded. Applicant organizations leading the coalition should be DPOs, while partner organizations can be either DPOs or other

civil society organizations, academic institutions or development NGOs active in the promotion of human rights.

Grants for National Coalitions are disbursed to one disabled persons’ organization (DPOs2) with national scope on behalf of the Coalition. Applicant organizations are responsible for coordinating the Coalition and managing the grant. National umbrella organizations or federations are considered one organization for the purposes of this application and therefore, must form a Coalition with at least two other organizations to be eligible. Both the applicant organization and the application aim must have sub-national scope.

TARGET COUNTRIESOrganizations from the following countries are invited to submit proposals:

FUNDING AMOUNTS AND PROJECT DURATIONGrant amounts will range from USD 30,000 – 50,000 per year (USD 60,000 – 100,000 over the course of two years). Grants will support activities to be implemented over the course of two years, however grants are given one year at a time. A second-year grant will be awarded only with satisfactory completion of the first year. Grants will support activities, beginning September 1, 2020.

PRIORITY AREASDRF will consider applications from 2020 Round 1 countries in one of the following areas. Please note that all proposed legislative activities within project descriptions must be in accordance with the CRPD.3

1. Passage or amendment of specific national legislation and policies to accord with the CRPDSome countries attempt to accord all national legislation and policies prior to ratification; others harmonize laws and policies after adoption. In either case, DPOs and other civil society organizations can play an important role in advocating for legislative and policy reform to ensure the CRPD is implemented, including through legal advocacy.

Examples of possible grant proposals on this topic include but are not limited to: A coalition of DPOs working with legislators to review and revise national

legislation in preparation for CRPD ratification A coalition of DPOs working towards a disability-inclusive approach in all

relevant legislation, such as General Education or Labor Acts A coalition of organizations conducting research on how existing national

legislation relating to disability is in line (or not in line) with the CRPD 2 In DRF’s understanding of the term, “DPO,” DPOs are representative organizations or groups of PWDs, where PWDs constitute a majority of the overall staff, board and volunteers, and are well represented in all levels of the organization. It includes organizations of relatives of PWDs (only those representing children with disabilities, people with intellectual disabilities, or the Deafblind) where a primary aim of these organizations is empowerment and the growth of self-advocacy of persons with disabilities. In addition, DPOs have an understanding of disability in accordance with the social model.3 IMPORTANT: Note that DRF (or DRAF) will need to review any changes to legislation proposed by the grantee to ensure that it is consistent with the CRPD. A coalition of DPOs working to advance anti-discrimination measures on the basis of disability in the national legal framework

A coalition of DPOs and human rights NGOs working to ensure national CRPD monitoring mechanisms are established by law, in accordance with Article 33

A coalition of DPOs and legal aid organizations, working on strategic litigation to advance changes in legislation and/or the practice of law to ensure accordance with the CRPD

2. Advocacy for budgetary measures as well as regulations to implement new or amended legislation and policy promoting the rights of persons with disabilitiesOnce national legislation or policy is adopted or amended to address the rights of persons with disabilities, regulatory frameworks and budgets are needed to ensure implementation. In addition, national budgets need to take into account all citizens. DPOs can play a critical role in advising government about how best to ensure CRPD-compliance in regulations and budgets so that the lives of all persons with disabilities are improved.

Examples of possible grant proposals on this topic include but are not limited to: A coalition of DPOs petitioning government for adequate budget allocation to

support disability inclusive legislative or policy implementation at the national level. For example, advocacy for adequate budget allocation to support implementation of inclusive education policies in line with CRPD Article 24 (Education)

A coalition of DPOs advocating at the national level to influence budget priority setting to ensure disability inclusion in national planning

A coalition of DPOs demanding participation at relevant stages of national budgeting planning and approval processes, including, for example, discussions on budget allocation for social protection benefits

A coalition of DPOs working to monitor national spending on infrastructure to assess how much of the government budget is spent on accessibility. Findings from the monitoring will be used to carry out budgetary advocacy

3. Production of and/or follow up to Alternative Reports to the CRPD Committee and other human rights treaty bodies or reports to the Human Rights Council for the Universal Periodic Review (UPR)Two years after entry into force of the CRPD within a ratifying State, the State must present its first national report, using established reporting guidelines, on the baseline situation for PWDs and any advancements in CRPD implementation to the UN Committee on the Rights of Persons with Disabilities. Subsequent reports are due four years after submission of the baseline report. At the same time, DPOs and other civil society organizations may present “alternative” reports, which give a non-governmental perspective on the realities for PWDs. Once Concluding Observations are published by the Committee, DPOs and other civil society organizations can ensure that there is follow-up by government to these recommendations.

Committees of independent experts monitor implementation not only of the CRPD, but also of all core international human rights treaties. Each Committee is created in accordance with the provisions of the treaty it monitors. It is critical that DPOs join other civil society organizations in reporting to all human rights treaty bodies about the situation of persons with disabilities.

The Universal Periodic Review (UPR) is a UN monitoring process which involves a review, under the auspices of the Human Rights Council, of the human rights records of all 193 UN United Nations Member States once every four years. As with treaty bodies, DPOs and other civil society organizations can provide reports for the Universal Periodic Review of their State and follow up on recommendations made to governments.

Examples of possible grant proposals on this topic include but are not limited to: A DPO-led coalition coming together to prepare a parallel or alternative report

and other submissions to the CRPD Committee A coalition of DPOs and other civil society organizations participating in a

treaty body review process (CRPD Committee, CEDAW4 Committee, CRC5 Committee etc.) by providing inputs on the List of Issues and/or the Concluding Observations to the Committee6

A coalition of DPOs advocating for a government to present their State report to the CRPD Committee and ensuring that representative organizations of PWDs are included in consultation about that report

A coalition of DPOs and other human rights organizations coming together to advocate for State compliance with CRPD Committee concluding observations and recommendations, and to broadly advocate for changes to eradicate rights violations identified in the reports

A coalition of DPOs and women’s rights NGOs to draft an alternative report outlining the human rights situation of women with disabilities to the CEDAW Committee

4. Engagement with national government SDG focal point, civil society SDG platforms, and National Statistics Offices to ensure national action plans, programs, monitoring frameworks and data collection methods for implementing and monitoring the SDGs are inclusive of persons with disabilities and use the CRPD as a guiding documentIn the context of the SDGs, it is critical that persons with disabilities are considered and counted as a target group in national development planning and are involved at all levels of action planning, implementation, monitoring, data collection, and follow-up. The CRPD – often referred to as both a human rights and a social development treaty because of its expected impact in both areas – can be used to advocate for and guide this inclusion. The Washington Group on Disability Statistics short set of questions can be used in censuses, national household surveys and other data collection tools to collect critical data about persons with disabilities.

Examples of possible grant proposals on this topic include but are not limited to: A coalition of DPOs advocating to international development agencies,

including bilateral agencies working at national level, to include DPO representatives in their planning and monitoring processes related to the implementation of the SDGs

A coalition of DPOs participating in the national civil society SDG platform to ensure the rights of all persons with disabilities are addressed and effectively included in civil society contributions to SDG planning and prioritization

A coalition of DPOs advocating that national indicators intended to measure implementation of the SDGs are disability-inclusive

A coalition of DPOs coming together with other NGOs7 to carry out advocacy for disability-inclusive budgets to implement SDG national action plans

A coalition of DPOs advocating for inclusion of the Washington Group on Disability short set of questions in national data collection related to SDG monitoring

5. Advocacy to ensure inclusion of a disability perspective in national governmental implementation and/or monitoring of the CRPDOnce the CRPD is ratified, as mandated in Article 33, countries should establish national implementation and monitoring mechanisms, including focal points (which may be specific offices under the President/Prime Minister, various Ministries or National Councils on Disability) and coordination mechanisms. As outlined in Article 33(3), countries also need to include representative organizations of PWDs in these mechanisms. To ensure that this happens, DPOs and other civil society organizations need to advocate for active and ongoing participation of persons with disabilities in the work of these mechanisms.

Examples of possible grant proposals on this topic include but are not limited to: A coalition of DPOs advocating for the government to establish and fund

national CRPD implementation mechanisms (such as a National Disability Council)

A coalition of DPOs advocating for a national CRPD focal point or points that include representation from the DPO community

A coalition of DPOs and other human rights NGOs advocating for implementation regulations and budgets to effectively implement a national disability law

A coalition of DPOs advocating for a disability focal point within national budget and planning departments to ensure a disability inclusive approach to planning and budgeting for national programs such as education, health, justice, etcetera.

6. Advocacy to national governments to advance achievement of Global Disability Summit 2018 (GDS18) commitments8

The UK and Kenyan governments and the International Disability Alliance partnered to host a Global Disability Summit in London in July 2018, unveiling ambitious new global and national level commitments on disability inclusion. Following the Summit, the UK government provided funding via DRF for DPOs in Commonwealth countries to follow up on national government commitments. DPOs can use commitments made by their government at the Global Disability Summit alongside the CRPD and the SDGs, to advocate for government follow-through on key areas of concern to persons with disabilities.

Examples of possible grant proposals on this topic include but are not limited to: A coalition of DPOs advocating to national government to follow through on

a Global Disability Summit commitment to develop a national Inclusive Education Policy, ensuring children with disabilities can access mainstream schools by 2021

A coalition of DPOs advocating to national government to develop an action plan to implement a Global Disability Summit commitment to ensure women with disabilities can access centers addressing violence against women

A coalition of DPOs advocating to national government to train all Ministry officials about disability discrimination in line with a Global Disability Summit commitment to reduce discrimation against persons with disabilities.

7. Ratification of the CRPD and/or the Optional Protocol (OP) (where not ratified), or of other international or regional human rights treaties relevant to the rights of PWDs Ratification of international or regional human rights treaties (whether the CRPD or its OP, or the Marrakesh Treaty, or the African Disability Protocol) is an important step towards institution of human rights for PWDs. DPOs and other civil society organizations can play an integral role in advocating for adoption of treaties advancing the rights of PWDs.

All proposals should explicitly reference and promote the CRPD, as well as the SDGs. National Coalitions who work across impairment groups and with marginalized sectors of the disability community, such as persons with intellectual disabilities, persons with psychosocial disabilities, Deafblind persons, women and girls with disabilities, etc. are highly encouraged.
