Time to readjust and priorities in respect of available funding

The Cemetery Lodge 38 Ditton Road

This building is currently let to Tennent's, the windows condition was not reported to us by the agent until recently, however legally this must be a priority. The Tennant's are afraid of Covid 19, therefor don't want contractors in the property. I have managed to acquire 1 Quote for one window to be replaced with an exact replica, in wood with a 50 year guarantee. There are three Windows needing replacement. All round figure of around £9,000.

Restoration quote was around £1,000 per window. However no real Guarantee. The rot is extensive and I would recommend replacing all three Windows seen. The Same contractor will go back to inspect all Windows with the Tennant's agreement to the one contractor. The Tennant's believe the council to be wrong in needing 3 Quotes in a Pandemic situation. They fear with each different contractor their risk to the virus is higher. Possibly leaving the virus behind for them to catch.

The Council needs to decide on both issues the.

(1) The movement of the funds

(2) Suspending standing orders and going with the one contractor for replacement.

The Contractor is The Sash Window Workshop Bracknell. This company make and install then paint

Inside and outside. On movement of funds I will contact the listed buildings officer as to a formal application.

Late C19, red brick and tile two storeys two bays irregular half hipped roof end to

road with a canted bay window below and simple window above.

All other Windows have pointed arches.

The roof and guttering are on the list of roofs to be checked and guttering /down pipes cleared. A definite problem with guttering on this building.

We have used the Application sheet supplied to all of us by the Clerk and we have added a link to each application where you can access all the documents in relation to that individual application. This link will direct into a folder where you will see 2 folders as follows:

1. Full list of documents from the RBWM planning application site for your attention and review.

2. Research folder which has all the investigation documents like “Google street view” “Google satellite imaging” and any pictures that will help you see the applicants or Parish council’s investigation material used to support its comments to the Borough Planning officers. Additionally, there will be a word document that is the Lead members comments to be relayed to the Borough officers on behalf of the residents and Councilors if approved by members.

EA Group supported Community Litter-pick 25 October 2020

The EA Group helped to promote a Litter Pick organised by Wild About Datchet. Although it was pouring with rain to start, there was a great turn-out of volunteers. This was enough to create a number of socially-distanced teams to clear rubbish from around the Recreation Ground, the village centre and riverside. Encouragingly, litter-pickers included two Borough Councillors, two Parish Councillors, and members from Wild About Datchet, Datchet Neighbourhood Plan team, Datchet Village Society, and local residents. As a result of this litter-pick, our Borough Councillors are now following up rubbish and recycling issues at the Railway Station car park. This great turn-out has encouraged the organisers to consider a winter litter-pick – covid restrictions allowing.

Projects

Following the October Council meeting, the EA Group discussed the overlapping of projects. There are three specific groupings we could see, all of which will, to some degree, involve the EA Group because of their implications for our environment:

EA Group projects:

1. Solar panels on Village Hall complex (investigation agreed and underway, include Properties)

2. Tree Planting Project (investigation agreed and underway, include Grounds)

3. Environmental Awareness community project, information sharing (council agreed)

Highways & General projects (requiring Borough inclusion):

1. Train Platform extension (Borough and council currently investigating)

2. Motorway signage for Windsor exit 6 (previously discussed in council)

3. Vehicle width restrictions into village (previously discussed in council)

4. Vehicle weight limit restrictions through village (previously discussed in council)

5. Village centre one-way-system which includes pedestrian crossing points, pavement widening, easier access to all Greens, etc. (draft document produced but not discussed)

EA Group & Highways Shared Projects (requiring Borough inclusion):

1. No-idling signage - to improve air quality (DPC agreed. See also RBWM air quality report.)

2. Cycle & e-bike parking (evidence in DNP and Borough Cycle Action Plan documents)

3. Improvements to pedestrian routes and cycle routes (ditto)

4. 20mph speed zone throughout village - air quality and safety (investigation agreed by DPC)

5. Locations for electric vehicle charging points (investigation agreed by DPC)

On the draft Agenda for 9 November, Cllr David Buckley has proposed a motion to form a Highways working group. As this will cover environmental issues, it would be beneficial for the EA Group to work in tandem with this and alongside the relevant Parish departments on projects outlined above.

DATCHET POST OFFICE – update

The Outreach Post Office has been operating since Tuesday 29 September. Unfortunately, last week our postmistress was taken ill so was unable to open and residents had to either wait another week or make alternative arrangements. This demonstrates why we need to keep pushing for a permanent post office to help our local businesses and residents.

To understand of the level of need, we have been running a survey throughout September. This was available online, via Datchet Eye (Facebook), and in print, with forms in local shops. We had over 200 respondents, equivalent to roughly 10% of households, which is a good response. So far, 96% of respondents say they use or are likely to use the outreach service; 92% will walk there which is good for keeping down local traffic levels, and 98.6% want a permanent post office in the village.

There are still a few surveys to collect from local shops but I believe this is already strong evidence to support DPC funding the WI Hall to host the outreach service for the village. I will send the final results to the clerk, Katy, to provide evidence for the auditor should it be required. There will be a vote to decide whether to agree funding at this month’s meeting. In the meantime, the new lockdown restrictions mean that both the outreach and village hall will close throughout November so funding would cover from 29 Sept-20 Oct, and start again when the post office is able to re-open.

REMEMBRANCE SUNDAY - Sunday 8 November

Low-key plans for Remembrance Sunday are being formulated between the Church and British Legion. Discussions are ongoing between myself, Fr Darcy, Andrew Clemens and David Smith (British Legion), as to the best way forward and whether the event can be safely live-streamed. On Monday evening (2 November), volunteers will be putting up Remembrance Day poppies around The Green, including 15 large lamp-post poppies which I ordered and collected from RBWM.

ELLIS JOURNEY 2021 – 125th+1 Anniversary celebrations

A request has been made to council to agree a way forward concerning support of the Datchet element of the Ellis Journey event. This includes the choice of adopting it as an annual village event, similar to Christmas on the Green. An email with more detail has already been sent to councillors, in addition to information in two previous reports detailing a site-plan and potential event description. I look forward to hearing the council’s interest in and support for this prestigious event.

CHRISTMAS WINDOW DECORATION COMPETITION

As we are all aware, Coronavirus restrictions continue to change the way we progress with events. For this reason, at last month’s DPC meeting, I requested permission to proceed with a village shop Christmas Window Display Competition. This was agreed and I have now secured some prizes for the winners. First prize is a family day out on a hire boat, courtesy of Kris Cruisers, with two runners-up prizes of a bottle of Champagne funded by Windsor Vehicle Leasing. Dates and details are still to be confirmed but judging will hopefully be carried out by our local PCSO Les Bradfield, Father Darcy, WVL representative, Kris Cruisers representative and Santa Claus! Further details to follow.

DATCHET CHRISTMAS DECORATIONS SWITCH ON DATES

The Christmas decorations are now in place and will be switched on Friday evening 27th November, and the Christmas Tree will be installed on Friday 20th and switched on Saturday 28th November. Unfortunately there will be no public promotion so we can help to avoid social gatherings.

River Thames Scheme and land drainage etc.

A brief report to Datchet, Horton and Wraysbury Parish Councils.

RTS: According to RBWM – Partnership funding negotiations have failed and the River Thames Scheme will be progressed without Channel One i.e. the Datchet, Horton and Wraysbury channel. The abbreviated answer to my 27-11-2020 RBWM Council Meeting Member Question was as follows:

The current position is that borrowing a further £41.275m is unaffordable and the borrowing costs are considered unacceptable. This position may be reconsidered if a secure mechanism was in place to increase income to fund the borrowing costs. Whilst other mechanisms may be considered, reliance on the change in legislation to apply a flood levy over and above core Council Tax is considered the only viable route to provide confidence that income can be secured. With respect to securing the change in legislation, despite a verbal commitment and lobbying, the legislative change has not been enacted. The Royal Borough remains committed to the River Thames Scheme, subject to securing a suitable mechanism to fund the borrowing costs. At council on 27th February 2020, ‘… the Leader repeated the position…that we support the scheme, have committed £10M and will precept the balance if allowed…’ In parallel with the above we continue to work with the Environment Agency on alternative local solutions. In addition, approved revenue and capital funding is in place to deliver local improvements and essential maintenance to local infrastructure.

My supplementary question was as follows:

The River Thames Scheme was announced as fully funded in October 2019 and the .Gov website suggests that is still the case. Now - for the want of £42m - River Thames Scheme Channel 1 is at a standstill. There is no money – and we all know why! Since 2002 - RBWM has benefitted from the construction and operation of the Maidenhead Windsor and Eton Flood Alleviation Scheme – and in particular the - currently damaged - Jubilee River.

We have all heard about the North/South divide. Well it seems to me that there is an East/West divide here and the people in my remote Ward have yet again been marginalised and disadvantaged. My question to Cllr Cannon is – in the absence of RTS Channel 1 - by which year will the ‘alternative local solutions’ and ‘essential maintenance to local infrastructure’ give the undefended downstream villages the same level of flood protection enjoyed by Maidenhead.

I received a response but unfortunately not one that answered the question.

E-petition – The e-petition to RBWM asking that the Borough honour its commitment to the RTS now has about 650 names and needs 1,500 in order to be debated at a full Council Meeting. The petition is open and can be accessed here: https://petitions.rbwm.gov.uk/RTSfunding/

Freedom of Information Request - A Freedom of Information Request on RTS Channel 1 (ref Number 75272) has been submitted to RBWM asking for the decision making detail and copies of many documents including Officers’ reports. The full text of the request can be found here:

Request for information from Environment Agency. I have requested and am awaiting copies of all Agendas and Minutes of the Partnership funding meetings since 2015.

Another Jubilee River structural issue. The Jubilee River is out of action (again) and the Environment Agency is working on repairs at Black Potts Weir. Sub-standard water level sensing system. The EA has (eventually) accepted my assertions that some of the newly installed water level sensing systems in Datchet is sub-standard. The installations will now be upgraded. I will keep an eye on progress.

Maintenance of the local land drainage infrastructure. Very little maintenance has taken place in the D, H & W Ward over the last two years. Bearing in mind that a significant sum of money is available now I have identified a piece of amphibious equipment that (with some extras) may help with resolving the capacity problems. RBWM Flood Liaison Meeting. At the last meeting it was agreed that I would give the RBWM Officer a guided tour of the current Wraysbury Drain issues. Since then we have another Covid lockdown - consequently I will now compile and submit a written report.

Local Development including the Borough Local Plan

The probability of flooding here continues to increase steadily. I am very concerned that some Councillors and Officers continue to support additional residential development on green belt flood plain.
