Further strengthening of measures to prevent diseasescoronavirus infection at checkpoints on the state border of the Republic of Kazakhstan

In order to prevent the spread of coronavirus infection COVID-19 (hereinafter - COVID-19) among the population of the Republic of Kazakhstan, in accordance with subparagraph 1 of Article 104 of the Code of the Republic of Kazakhstan dated July 7, 2020 "On public health and the health care system" I hereby ORDER:

1. Akims, Heads of Health Departments of regions, the cities of Almaty, Nur-Sultan, Shymkent, Central state bodies, the Department of Sanitary and Epidemiological Control in Transport shall ensure:

1) carrying out activities in relation to persons arriving by flights from abroad to the Republic of Kazakhstan in the following order:

all arriving persons, when crossing the state border of the Republic of Kazakhstan, are required to submit a Certificate of passing the COVID-19 test by the PCR method, made no more than 3 days before the time of crossing the state border of the Republic of Kazakhstan (hereinafter referred to as the Certificate), with the exception of

children under 5 years of age with a Certificate from the persons accompanying them; government delegations of the Republic of Kazakhstan;

members of official delegations of foreign states and international organizations arriving in the Republic of Kazakhstan at the invitation of the Ministry of Foreign Affairs of the Republic of Kazakhstan;

employees of diplomatic missions, consular offices and representations of international organizations accredited in the Republic of Kazakhstan, and their family members;

airline crews.

restrictive measures against persons arriving on international passenger flights from abroad to the Republic of Kazakhstan will be carried out in accordance with Appendix 1 to this Decree, with the exception of

government delegations of the Republic of Kazakhstan;

members of official delegations of foreign states and international organizations arriving in the Republic of Kazakhstan at the invitation of the Ministry of Foreign Affairs of the Republic of Kazakhstan;

employees of diplomatic missions, consular offices and representations of international organizations accredited in the Republic of Kazakhstan, and their family members; airline crews;

passengers traveling in international transit will not leave the transit zone and are subject to restrictive measures at their final destination;

employees of diplomatic missions, consular offices and representative offices of international organizations accredited in the Republic of Kazakhstan, and their family members arriving in the Republic of Kazakhstan from abroad, are subject to laboratory examination for COVID-19 at the place of residence / stay. An explanation will be carried out with them about the possible symptoms of COVID-19 with the receipt of a corresponding receipt in accordance with Appendix 3 to this Decree;

2) carrying out measures in relation to persons arriving in the Republic of Kazakhstan through checkpoints across the State border of the Republic of Kazakhstan on railway, sea, river transport and road crossings in the following order:

restrictive measures against persons arriving in the Republic of Kazakhstan through checkpoints across the State Border of the Republic of Kazakhstan on rail, sea, river transport and road crossings will be carried out in accordance with Appendix 6 to this Decree, with the exception of

government delegations of the Republic of Kazakhstan; members of official delegations of foreign states and international organizations arriving in the Republic of Kazakhstan at the invitation of the Ministry of Foreign Affairs of the Republic of Kazakhstan;

employees of diplomatic missions, consular offices and representations of international organizations accredited in the Republic of Kazakhstan, and their family members; drivers carrying out international cargo transportation in bilateral and transit traffic on the territory of the Republic of Kazakhstan (no more than 2 drivers per one cargo vehicle), in the presence of a driver's license of the corresponding category and owners of cargo engaged in agricultural activities - upon presentation of documents confirming the implementation of agricultural activities (according to the list and samples of documents approved by the Ministry of Agriculture of the Republic of Kazakhstan);

members of locomotive crews; persons associated with transportation activities on railway, sea and river

transport);drivers carrying out international cargo transportation, traveling in transit

through the territory of the Republic of Kazakhstan, will undergo thermometry and questioning in accordance with Appendix 4 to this Decree;

drivers carrying out international freight transportation in bilateral traffic on the territory of the Republic of Kazakhstan (no more than 2 drivers per one freight vehicle), if they have a driver's license of the corresponding category and owners of goods engaged in agricultural activities - upon presentation of documents confirming the implementation of agricultural activities ( according to the list and samples of documents approved by the Ministry of Agriculture of the Republic of Kazakhstan);

persons associated with transportation activities on railway, sea and river transport will undergo thermometry, questionnaires in accordance with Appendix 4 to this Decree and laboratory examination for COVID-19 by PCR. After collecting material for laboratory examination for COVID-19 by PCR, they continue to follow the route to their destination. Upon receipt of a positive laboratory test result for COVID-19 from an arriving person, a specialist of the sanitary and epidemiological service assigned to the sanitary and quarantine point at the state border, information about a positive result for COVID-19 is transmitted to the regional Department of Sanitary and Epidemiological Service, on whose territory in currently there is a person who has arrived according to the itinerary indicated in the questionnaire. The specialist of the sanitary and epidemiological service, in whose territory the newcomer is currently located, notifies the health department (hereinafter - HD) and the newcomer about a positive laboratory test for COVID-19. The HD provides a medical examination of the arrived, if there are signs of COVID-19, it decides on the need for his hospitalization in an infectious diseases hospital. In the absence of signs of COVID-19, he explains to him about the possible symptoms of COVID-19 and the need to contact the Health organization upon arrival at the destination and inform him of a positive test result for COVID-19. UZ receives a corresponding receipt in accordance with Appendix 5 to this Decree. The Department of Sanitary and Epidemiological Service and the HD informs about the following of a person with a positive test result for COVID-19 and the HD at the destination of the newcomer;

3) The chief state sanitary doctor of the relevant territory, on transport, has the right to make a decision on the quarantine of passengers arriving from abroad, taking into account the emerging epidemiological situation in the region and the world.

1-1. Akims, heads of health departments of regions, the cities of Almaty, Nur-Sultan, Shymkent will determine parking places for drivers carrying out international freight transportation in bilateral and transit traffic through the territory of the Republic of Kazakhstan for eating and resting. It is not allowed to place these parking lots on the territory of cities and regional centers.

2. Akims, heads of health departments of regions, cities of Almaty, Nur-Sultan, Shymkent shall provide:

1) transportation to the quarantine hospital of citizens of the Republic of Kazakhstan who arrived from abroad without a Certificate;

2) discharge from the quarantine hospital of arrivals on the day of receiving the results of laboratory tests for COVID-19 using the PCR method.

3. The Department of Sanitary and Epidemiological Control in Transport, territorial departments of the Committee for Sanitary and Epidemiological Control, structural subdivisions of state revenue bodies at automobile checkpoints across the State border of the Republic of Kazakhstan shall provide:

1) carrying out sanitary and quarantine control with mandatory thermometry of all persons arriving from abroad at all checkpoints across the State border of the Republic of Kazakhstan

2) data processing by the questionnaire recognition system with their transfer to the Web application of the Ministry of Health of the Republic of Kazakhstan within two hours after the arrival of the flight in accordance with Appendix 2 to this Decree;

3) staffing of specialists of sanitary and quarantine points at checkpoints on the state border of the Republic of Kazakhstan with personal protective equipment and disinfectants, taking into account the round-the-clock operation;

4) carrying out sanitary and educational and explanatory work at transport control posts among carriers and passengers to prevent and prevent the spread of COVID-19;

5) organizing the placement of visual campaigns to prevent the spread of COVID-19, as well as inform passengers via loud-speaking communication on the prevention of COVID-19;

6) distribution of reminders to all citizens coming from abroad on the prevention of COVID-19 in the face of the threat of its import and distribution in the world;

7) conducting sanitary and educational work among the population using the media on the prevention of COVID-19;

8) instructing employees of checkpoints at the State Border on the prevention of COVID-19.

4. The Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan shall ensure the restriction of international passenger traffic.

5. The Ministry of Foreign Affairs of the Republic of Kazakhstan shall acquaint diplomatic missions accredited in the Republic of Kazakhstan with this Decree.

6. The Ministry of Culture and Sports of the Republic of Kazakhstan to inform tour operators about changes in the requirements for persons arriving in the Republic of Kazakhstan from abroad.

7. Airline executives shall ensure:1) not allow passengers who are not citizens of the Republic of Kazakhstan to

board the aircraft in the absence of a Certificate;2) conducting a survey of passengers and crew during the flight, including

checking the completeness of filling, in cases of incomplete filling, conduct an additional questionnaire;

3) immediate transfer of completed questionnaires, manifest and general declaration of the aircraft to the specialist of the sanitary and quarantine point at the airport of arrival;

4) observance of a safe distance between passengers (at least 1 meter) and mask mode during check-in, boarding and disembarkation from the aircraft;

5) availability of personal protective equipment (masks, gloves), hand antiseptics, disinfectants on board the aircraft;

6) during a flight in the cabin of an aircraft, restricting the movement of passengers, as well as congestion at the toilet;

7) admission to work of employees in the presence of personal protective equipment (medical masks, gloves);

8) conducting a pre-shift (pre-flight) medical examination of employees with body temperature measurement;

9) before the resumption of regular international flights, to revise the air conditioning, ventilation systems and replace filters on aircraft.

8. The head of the Department of Sanitary and Epidemiological Control of Transport shall ensure:

1) conducting non-contact thermometry of all persons arriving on international passenger flights in the arrival area;

2) in case of identifying persons with an elevated body temperature or persons with symptoms of the disease (cough, shortness of breath, shortness of breath), escort the passenger to the airport isolation ward in compliance with measures to prevent possible infection;

3) data processing by the questionnaire recognition system with their transfer to the Web application of the Ministry of Health of the Republic of Kazakhstan within two hours after the arrival of the flight;

4) sending to the territorial departments of the Committee for Quality Control and Safety of Goods and Services of information on passengers who arrived on international flights without a Certificate.

9. The Republican State Enterprise on the right of economic management "National Center for Expertise" shall ensure:

1) laboratory examination for COVID-19 by the PCR method of citizens of the Republic of Kazakhstan who arrived from abroad without a Certificate;

2) the issuance of the results of laboratory tests for COVID-19 by the PCR method within 2 days.

10. The heads of international airports of regions, Nur-Sultan, Almaty and Shymkent cities ensure:

1) routine preventive disinfection of aircraft after each flight;2) observance of a safe distance between passengers (at least 1 meter) and

mask mode during check-in, embarkation and disembarkation from the aircraft;3) current preventive disinfection of all premises of the airport terminals

involved in the disembarkation and embarkation of passengers of regular and charter flights;

4) compliance with the airport operation algorithm in accordance with the Decree of the Chief State Sanitary Doctor of the Republic of Kazakhstan dated October 23, 2020 No. 57.

11. To consider as invalid the Decree of the Chief State Sanitary Doctor of the Republic of Kazakhstan dated October 2, 2020 No. 54 "On further strengthening measures to prevent coronavirus infection at checkpoints on the state border of the Republic of Kazakhstan" and dated October 5, 2020 No. 55 "On amendments and additions to the decree of the Chief State Sanitary Doctor of the Republic of Kazakhstan No. 54 dated October 2, 2020 ".

12. I reserve control over the execution of this Decree.13. This Decree comes into force at 00:00 on October 27, 2020.

Appendix 1 to the Decree of the Chief State Sanitary Doctor of the Republic of Kazakhstan

No. 59 dated October 23, 2020

Restrictive measures against persons arriving by flights from abroad to the Republic of Kazakhstan

1. All persons arriving in the Republic of Kazakhstan arriving by flights from abroad to the Republic of Kazakhstan (with the exception of government delegations of the Republic of Kazakhstan; members of official delegations of foreign states and international organizations arriving in the Republic of Kazakhstan at the invitation of the Ministry of Foreign Affairs of the Republic of Kazakhstan; employees of diplomatic missions , consular offices and representative offices of international organizations accredited in the Republic of Kazakhstan, and their family members; persons engaged in international road transport of goods in transit through the territory of the Republic of Kazakhstan) will undergo thermometry, questioning and shall submit a certificate of passing the COVID-19 test by the PCR method made no more than 3 days before the time of crossing the state border of the Republic of Kazakhstan (hereinafter referred to as the Certificate). For children under 5 years of age, the Certificate will not be provided if the Certificate is available from the persons accompanying them.2. Arriving persons with a body temperature within the normal range, who presented a certificate, will be explained about the possible symptoms of COVID-19 with the receipt of a corresponding declaration in accordance with Appendix 3 to this Decree, they continue to follow their destination.3. Arriving persons with an elevated body temperature, regardless of the presence of a Certificate, will be subject to isolation in an infectious diseases hospital.4. Questioning of the arrived persons is carried out in accordance with Appendix 2 to this Decree;5. Arriving citizens of the Republic of Kazakhstan, persons holding a residence permit in the territory of the Republic of Kazakhstan, in the absence of a Certificate, will be subject to isolation in a quarantine hospital for 2 days for laboratory examination for COVID-19 by PCR. After receiving the results of laboratory tests for COVID-19, those arriving with a negative result for COVID-19 are explained about the possible symptoms of COVID-19 with the receipt of an appropriate receipt in accordance with Appendix 3 to this Decree. Arriving persons with a positive result for COVID-19 are hospitalized in an infectious diseases hospital.

Appendix 2 to the Decree of the Chief State Sanitary Doctor of the Republic of Kazakhstan

Algorithm for processing the data of infected and contact, for the purpose of monitoring and investigating when registering COVID-19

1. Registration of infected and contact persons for the purpose of monitoring and investigation during registration of COVID-19 is carried out using a preliminary classification:- imported cases (flights, rail transport, auto);- contact cases (from the category of close contacts of the infected);- local cases (not identified sources of infection)- identified in the framework of screening for preventive purposes.1.1 Registration of imported cases:1.1.1. Specialists of the sanitary and quarantine points of the territorial Departments for Quality Control and Safety of Goods and Services in Transport of the Committee for Quality Control and Safety of Goods and Services of the Ministry of Health of the Republic of Kazakhstan (hereinafter referred to as the UPC) conduct a survey in the COVID-19 Web application of the Ministry of Health of the Republic of Kazakhstan (hereinafter referred to as the Web application COVID-19) or on paper form, for registration of passengers arriving from other countries on paper. Passengers fill out the questionnaires on their own or with the help of UPC specialists.1.1.2. Refusal to fill out questionnaires for registration of passengers arriving from other countries / regions is the basis for bringing to administrative responsibility in accordance with the legislation of the Republic of Kazakhstan.1.1.3. When passengers fill in paper forms for registering passengers arriving from other countries, UPC employees transfer the information to the COVID-19 Web application within two hours after the arrival of the flight / train / car.1.1.4. Specialists of the territorial Departments of the Committee for Quality Control and Safety of Goods and Services of the Ministry of Health of the Republic of Kazakhstan (hereinafter referred to as TD) monitor the epidemiological situation of COVID-19 in the region, namely: collect data according to tables 1A, 1B, 2, 3A, 3B, 4 , 5A, 5B, 5B, 5G, 5D, 5E, and also enter data into the COVID-19 Web application.1.1.5. Specialists of the Public Health Administrations of cities of republican significance and regions (hereinafter referred to as the UOZ) must provide all data on the infected in the TD, according to tables 1B, 3B, 4, 4, 5B, 5C, 5G, as well as Appendix 38, as well as provide all data on contact persons in the TD according to tables 1B, 3B, 4, 4, 5B, 5B, 5G, as well as Appendix 39 to this Decree.1.2. Registration of contact cases:1.2.1. If an infected person is detected after carrying out diagnostic measures and a survey to identify contact persons, the data on the infected and contact persons is entered into the COVID-19 Web application in the "Add a patient" section in accordance with paragraphs 1.1.4 and 1.1.5 of this application.
