ACOSA as organizers of 2014 Inaugural Africa Day Celebrations in SA, “We would like to acknowledge this land that we meet on today is the Traditional Lands for the Kaurna people and that we respect their spiritual relationship with their country. We also acknowledge the Kaurna people as the custodians of the greater Adelaide region and that their cultural and heritage beliefs are still as important to the living Kaurna people today”.

Introduction

The following rules will apply in the running of Africa Day Soccer Cup featuring 8 Teams that have registered and paid registration fees before 16th May 2014. The 2014 Africa Day Soccer Cup is part of the Inaugural Africa Day Celebrations in SA being hosted by ACOSA and its key partners in community engagement and development at Adelaide Airport Stadium (Thebarton).

Therefore, ACOSA in consultation with FFSA, Life Be in It, and the SA Amateur Football League have adopted and developed the Soccer Rules for Africa Day Soccer Cup as underpinned in the FIFA Soccer rules and standards. In the spirit of the game the rules are intended to:

Facilitate efficient and effective running of the Africa Day Celebrations and its events. Participants (communities, coaches, team managers, officials, players) - individuals and/or groups should abide by these rules.

The Rules: Conducting any business at Adelaide Airport Stadium.

1). Sale of food, BBQ drinks and merchandisers

Anyone wishing to conduct any business at Adelaide Airport Stadium must first register with ACOSA and agree to meet the terms of conditions and agreement.

The sale of food and drinks (NOT ALCOHOL) for the duration of Africa Day Soccer Cup shall be allowed only to those that have paid in full and given a Licence/stand operate from by ACOSA. CLEANING: Adelaide Airport Stadium has a very good clean environment for conducting any business sales; hence each Stall/Stand has the responsibility of keeping clean their area of business. ALCOHOL will only be sold under ACOSA Licence (Not negotiable)

2). Soccer (Team Managers/Coaches & Players)

Our Referees/Assistant Referees (Linespersons) are professional in their conduct therefore ACOSA expects:

Referees to control the games they are officiating in line with FIFA laws of the game and agreed few adjustments during the Night Draw of the games, so that it fits the expectations of Africa Day Soccer Cup.As norm normally Referees/Linespersons will not officiate in games where teams from their own countries/communities are playing. In the course of officiating matches, the referee’s decision is final. This also means that referees must try to get the decisions right in the first place and they must be confident and firm with their decisions. Referees should uphold high standards, which should contribute to smooth running of the Africa Day Soccer Cup.

Referees are models of the game, therefore will conduct themselves in a professional manner. Hence, referees must make their decisions independently and should not be influenced by external bodies such as players, officials, coaches, and/or spectators.The referee(s) are responsible for their match assistants therefore; at the start of each match a referee must give instructions to the linesmen. Linepersons are there to assist the referee. The final decision rests with the referee. A referee can overrule a linesperson if necessary. When that happens, hopefully it won’t happen often, the linesperson should get on with it. He has to remember he is an assistant to the referee whose decision is final, including overruling a linesperson.Referees/linesmen are expected to be fit and be up to date with the laws of the game.Referees (and linesmen) must refrain from discussing the performance of other referees with spectators, coaches, team managers, and members of the community at large. Doing so is not only unprofessional but unacceptable. They are reminded to keep their views to themselves for the integrity of the game and referees.

3). Appointment of Referees and Linesmen

ACOSA in consultation with FFSA and SA Amateur Football League officials will appointment Referees and match officials. Coaches and Managers may be asked to give input, so that they assist with the management of their team (so discipline and mutual cooperation so that no time is wasted discussing/debating an issue. If everyone adheres to the rules this will ensure that the Africa Day Soccer Cup becomes a success for all. Match Officials must not interfere with refereeing decisions. The referee’s decision is final, this is a golden rule that must be respected and modelled to all players and supporters.

4). Registration of players

Introduction

Teams must make sure that they submitted their ACOSA Africa Day Soccer Cup 2014 Team Entry Form and Registration fees before the 16th May, 2014 a full squad of at least 23 is required including players and officials. Do this as soon as possible so as to allow the organisers to plan for each team’s welfare needs such as refreshments, water & medals.

ACOSA encourages the spirit of fairness and sportsmanship therefore, players must only play for one team and register with one team only. Before the Africa Day Soccer Cup, each team must have their Team Line up photo taken by an official from ACOSA and Managers should assist in providing photo ID per registered player on the team’s entry form. Coaches, team managers, and community leaders can assist the smooth running of the event by helping and ensuring that no player form their respective community/Association are ‘double dipping’ – playing in more than one team. ACOSA will instruct the Referees to deduct points and automatically disqualify he offending /cheating team, if it wins a match whereby a player who has played with another team participated, will lose the 3 points. The points may be awarded to the losing team. Everyone is a policeman; hence the Match Officials and players should assist in this matter.

5). Match Duration and Procedures to Determine the Winner

Introduction

All Teams are required to be at Adelaide Airport Stadium by 08:30am or even earlier (Dressed up) and team property locked up in the change rooms. ACOSA intend to have the program run on time since they will be various dignitaries from the African Diplomatic Corps from Canberra and local high profile government and Council officials around. Therefore, each team has to cooperate and manage time well. Failure by the teams to adhere to team it means their playing time will be reduced with the possibility of giving/awarding a point to the team that has been on time instead of punishing everyone .Referees under instructions from ACOSA will not wait for more than 5mins, the ready team must also be in the field in order to be award the game on walk over rule 3 points on 2 nil shoreline.

As result of time constraints our game matches will be played as:

i. Quarter Finals: –will be played 50mins in total duration (25mins each half) with at least a 10minute half time break. The winning team will be awarded 3 points. No points will be awarded to the losing team. In case of a draw, each team will be awarded 1 point.

ii. Semi Finals: – will be played 70 mins total duration (35mins each half) and a 10minutes half time break.

iii. Clear winner is needed: - In the event of a match being drawn at the end of normal time, two periods of extra time (2x 15Minutes) will follow. If

the match is still drawn at the end of extra time, the result shall be decided by penalty kicks in accordance with the FIFA Laws of the Game.

iv. Third Place-will be played a total of 50mins total duration (25mins each half) and 10mins half time break. If the teams draw they automatically go into penalty kick offs.

v. Grand Final: - ACOSA President will introduce the teams to the Guest of Honour Officials and greet the teams and officials. The Grand final will be played a total of 80MINS total duration (40mins each half) with 15mins half time break.

vi. AWARDS & MEDALS: - All participating teams will be required to line up in order of performance to be given prizes and awards from the Guest of Honour.

vii. Music and Dance-Celebration by everyone.

6). Substitution of Players

There shall not be more than six (6) players permitted to be substituted during any stage of the match. The referee and the match assistants will ensure that the substitutions are recorded correctly.

7). Cautions and send-offs

If a player is cautioned (yellow card) twice during the same match, they will be sent off, and will not play in the next game. If a player gets sent-off (red card) during a match, they will get an automatic one match suspension. The disciplinary committee, after examining the referee’s report, may decide to increase the suspension to more than one match, depending on the seriousness of the offence.

8). Disciplinary Committee

The Match Commissioners (ACOSA Rep) and the 8 Team Managers will form a Disciplinary Committee (DC). The decisions of the DC shall be final and binding.

9). Abandoning a match

In the event that a referee feels they must abandon a match because their safety and that of players and officials is at risk, they must report to the ACOSA Executive Team and DC immediately.

An urgent meeting will be convened to deliberate on the situation and make appropriate decisions. Possible decisions: award points to one of the team that participated in the abandoned match; no points awarded to either team; suspend one or both teams from further participation in the Africa Day Soccer Cup; replay the match. Note: Given the timelines and nature of the Africa Day Soccer Cup, replaying the match may not be an option at this stage.ACOSA SINCERELY HOPES THAT THE MATCHES WILL BE PLAYED IN GOOD SPIRIT SO THAT THERE WILL BE NO NEED FOR A REFEREE TO ABANDON A MATCH, UNLESS IT IS ABSOLUTELY NECESSARY.Finally, the Africa Day Soccer Cup is about showcasing African talent - celebrating African Union principles and philosophies, our cultures and heritage. All games should be played in this spirit.

10). Team(s) Welfare and Safety & Insurance

ACOSA takes the safety and health wellbeing of its members and affiliates seriously. Hence a Safety Risk Management on our part and the participating teams they will be a mobile clinic being run by St John’s Ambulance Services.

St John’s Ambulance Services will be assisted by a team of qualified Medical Experts. However, we also encourage each team to take responsibilities and duty of care of their players by working together with ACOSA should an incident happens that require urgent medical attention. NB: This is the importance of completing your Team’s Entry Form with correct details.Water and refreshments will be provided for each player and team(s).
