IntroductionThe Equality Act 2010 requires public bodies (such as the Council) to have due regard to:

eliminate unlawful discrimination, harassment and victimisation and any other conduct prohibited under the Act

PopulationIn 2017, Reigate & Banstead Borough had an estimated population of 146,383 (ONS 2017 Mid Year Estimates).

This population is projected to increase to 156,000 in 2025 (ONS 2016 population projections).

SexIn 2017 the population of the borough was 49% male and 51% female.

AgeFigure 1 shows the age breakdown of borough residents in 2017.

29,853 borough residents were aged under 16. This represents 20.4% of the population

25,059 borough residents were aged over 65 or over. This represents 17.1% of the population

Life expectancy at birth for males in Reigate & Banstead is 80.5 years. For females it is 83.9 years.

Information about ward level populations is available from the 2011 census and provided in Figure 2 and 3. Note that this data is presented on pre-2019 ward boundaries.

ONS 2016 population projections suggest that the older population will increase considerably over the next 20+ years. In total, the number of people aged 65 or over could increase from around 26,100 in 2016 to 39,300 in 2036.

Live birthsData about pregnancy and maternity is limited, however the ONS publish data about live births. Over the five years between 2013 and 2017, the average number of live births to mothers residing in Reigate & Banstead was 1,782. 1% of these were to mothers under the age of 20, 31% to mothers aged 20-29, 61% to mothers aged 30-39 and 6% to mothers aged over 40 (figures rounded therefore do not sum). According to Public Health England, the birth rate amongst under 18s is 1.2 per 1,000.

Data from the Census suggests that in 2011 there were 2,818 lone parent households with dependent children in the borough (282 where the lone parent was

male; 2,536 where they lone parent was female). Within this group, there were 908 households where the lone parent was not in employment.

Sexual orientation and gender reassignmentThere is no accurate data on the sexual orientation of Reigate & Banstead residents. Sub-national data collected by ONS via the Annual Population Survey (APS) 2013-15 suggests sexual orientation in Surrey as set out in Figure 5.

Nationally, around 2% of the population identify as lesbian, gay or bisexual. However, this figure is considerably below many estimates of the lesbian, gay or bisexual population. In 2005, the Treasury estimated that lesbian or gay people made up 6% of the population; and the charity Stonewall estimates that 5-7% of the population are lesbian, gay, bisexual or transgender. If applied to the population of the borough, this could mean a LGBT population of around 10,000 within Reigate & Banstead.

EthnicityThe majority of the borough’s population (91%) identifies as white. As shown in Figure 7, this proportion is similar to that across Surrey as a whole (90%) but greater than in England and Wales (86%).

On the basis of pre-2019 wards, Redhill East, Redhill West, Earlswood & Whitebushes, Preston and Merstham wards had the lowest % of White British residents. In terms of specific ethnicities, in 2011:

Redhill East, Banstead Village and Redhill West had the highest number of Black/African/Caribbean/Black British residents

Redhill East, Redhill West and Earlswood & Whitebushes had the highest number of Asian/Asian British residents, and residents identifying as mixed or multiple ethnic.

LanguageThe majority of households in the borough have at least one member who speaks English as a main language. In 2011, 2.4% of households did not include anyone who had English as a main language.

Marital and civil partnership statusThe 2011 Census suggested that 52% of the borough’s residents aged 16+ were married, and 0.2% were in a registered same-sex civil partnership. It might be expected that these figures have increased since 2011 as civil partnerships have become more widespread and same sex marriage has since been legalised.

In 2011, there were 11, 572 households in the borough where one person had a long term health problem or disability. Of those households, 2,112 (18%) had one or more dependent children.

The 2011 Census also collected information about residents’ caring responsibilities. 10% of the borough’s population provided some amount of unpaid care. The amount of care provided is shown in Figure 16.

In 2018, there were 3,020 Disability Living Allowance (DLA) claimants in Reigate & Banstead (source: DWP). About 38% of these were aged between 16 and 59, with 32% over 60 and 31% under 16 (figures rounded therefore do not sum).

Horley Central, Redhill West, and Merstham wards (pre-2019) have the highest number of DLA claimants.

In 2018, 105 residents in the borough were in receipt of incapacity benefit or severe disablement allowance (source: DWP).

Poverty/DeprivationThe Index of Multiple Deprivation was last published in 2019. In 2019, Reigate & Banstead borough was ranked 276 out of 317 local authorities (where 1 = the most deprived). Figure 17 shows the varying concentrations of deprivation across the borough.

Parts of Merstham are in the top 20% most deprived areas nationally for income deprivation affecting older people, with parts of Preston in the top 30% nationally.

For income deprivation affecting children, parts of Merstham, Preston and Redhill are in the top 20% of most deprived areas nationally, with parts of South Park and Woodhatch and Horley in the top 30%.

Parts of Merstham, Preston, Redhill and Horley rank in the top 30% nationally when it comes to health deprivation and disability.

Using HMRC 2014 data, as many as 10% of children in the borough may be living in poverty (defined as living in families in receipt of out of work benefits or tax credits whose reported income is less than 60% of the median income).

Information about digital exclusion suggests that in 2017, whilst the overall likelihood of digital exclusion is low, 8.2% of adults did not access online services over a 3 month period, and around 20% lack one or more basic digital skills.
