Ce qui permettra d\'avoir une vue comparative de la pratique judiciaire dans mon pays par rapport à la jurisprudence d\'autres pays notamment celle des Etats africains

Je propose \"La pratique juridictionnelle relative aux technologies de l\'information et de la communication\". Cela permettra de faire allusion aux problèmes juridiques soulevés par la société de l\'information et l\'appréhension juridictionnelle que l\'on peut avoir de ces questions dans les Cours et tribunaux. On peut citer comme exemple la fréquente falsification et les usges frauduleux de cartes magnétiques mais aussi la question de la responsabilité des informations diffamatoires sur l\'Internet.

\"La problématique de l\'accès universel à l\'information: causes et conséquences dans les Etats africains\". Ce thème pose la question de l\'accessibilité de populations africaines à la société de l\'information de façon générale, aux technologies de l\'information et de la communication en particulier. Les éléments de réponse issues de ce thème permettrons à l\'avenir d\'envisager la réduction de la fracture numérique en s\'attaquant aux causes qui en sont le fondement, mais aussi en agissant de sorte à éviter (enrayer ou atténuer) les effets qui en résultent.

There should be a clear continued emphasis that this is a collaborative effort involving ITU, UNESCO, UNCTAD and UNDP. I appreciate that the invitation includes that message.

The Action Line Forum is an excellent opportunity to focus in on substantive examples of work/projects underway to implement the full set of Action lines, and to allow the moderators/facilitators to

focus in on \"making progress\" within each of the respective Action Lines.

ensure that the workshops and events are fully representative of the broad set of activities that are underway. Care and special focus should be taken to encourage this, and to avoid focusing on the work of a single organization or entity. In developing lists of speakers, it will be important to ensure that there is diversity in the participants. This of course will require extra planning and open outreach to receive nominations for speakers.

Ideally, the name and promotion of the events associated with the Action Lines would resume a stronger identity with the Action Lines themselves, perhaps even considering calling it the WSIS Action Lines Forum. It is both important not to compete with the IGF or cause any confusion, but also, the Action Lines themselves deserve this special recognition and attention by specific reference in all materials and activities. All stakeholders will benefit from understanding the uniqueness of this special series of interrelated sessions, now consolidated into an effective and succinct period of a few days, held at the relatively same time in May, so that stakeholders can plan and schedule to participate. This could, for instance, be easily accomplished by calling these meetings the WSIS Action Lines Forum.

Outreach to businesses and business organizations who are potential speakers/participants in the May events can be facilitated as well by working through and with established business organizations who may be able to assist in reaching out to

It would be most useful for the meetings to focus on specific projects and initiatives as well as their success in implementing the outcomes of the WSIS and their corresponding action lines areas. The WSIS Action Lines Forum meetings are the time and place to exchange best practices, measure progress and build productive partnerships to achieve the action lines goals; this opportunity should not be wasted on lengthy policy discussions that are already conducted in other forums. We believe that a focus on
