Innoviris is the Brussels Capital Region agency for research and innovation. Its mission is to contribute to the emergence and support of a creative, innovative and strong regional economy that supports the creation of quality and non-relocatable jobs for the benefit of Brussels residents, that strengthens the attractiveness of the city and that is an asset for maintaining – and attracting – the talents of today and tomorrow on its territory.

Research and innovation are important factors for economic prosperity but also levers for improving the wellbeing of citizens and for the fight against climate change. In the Declaration of Regional Politics 2019 – 2024, the Brussels Capital Region Government annonced that the objective for research and innovation policies during this term will be to support exemplary environmental and social projects and innovations, hence contributing to the overall objective of environmental and social transition.

At the European level too, a major shift is taking place: the European Green Deal presented by the European Commission is the very first communication under the new college of Commissioners, and represents a clear shift towards the environmental transition. Becoming a carbon neutral continent by 2050 is the new “man on the moon” target and all public policies, including R&I, will have to play their part to reach this objective.

Today, and after three successful editions, Innoviris is pleased to announce the fourth edition of its call Joint R&D Project (formerly known as Team Up). The objective of the program is to foster collaboration between academia and industry in the Brussels-Capital Region. The program involves active participation of both academic units and industrial teams with the aim of strengthening knowledge, transferring IP from academic research to the industry and turning it into solutions that lead to new business opportunities. Companies will acquire the knowledge they lack/require, integrate the state-of-the-art and adapt the Brussels industry to the environmental and social transition, while academics will find real-world use cases to apply their findings.

Against this backdrop, this year’s call will have as theme:

The call will support the Brussels’ 2025 Industrial Plan as well as the 2019 governement policy agreement in reboosting the industrial sector in Brussels and will fall in line with the European sustainable industry strategy announced in the European Green Deal. Maintaining a strong, sustainable and circular industrial base is indeed an essential factor for prosperity:

Industry generates quality jobs at all levels of qualification;

Sustainable industry opens up new markets (e.g. introduction on the market of circular and climate-neutral products, creation of new services (repair, retrofitting, …), etc.);

Industry is a key contributor to wealth creation and productivity growth in Brussels; Industry commits a significant part of its efforts to research and innovation; The effects of industry-related entrainment and externalities are significant.

In the long term, the projects financed under the 2020 edition of this call will contribute to enrich the Region with industries which develop new modes of production, which are more efficient, but also more respectful of the environment and the local workers, who will see their working conditions improve. Increasing the intelligence of productive activities, thanks to the adoption of advanced technologies, is indeed an essential lever for integrating them into the urban fabric. The optimization of logistics flows and the advent of decentralized production, whether food production or other, are just a few examples.

In the sequel, we will then: Define ‘Industry’ and ‘Smart’; Present the mandatory (green and human) and extra targets that the projects should aim at ; Provide a series of project examples.

Industry

We consider Industry as the production and exploitation of tangible assets and goods.

Smart

We define Smart from a technical point of view. Should be considered smart all productive activities making use of one or several of the 10 technologies listed hereafter:

Artificial Intelligence and Computer Vision; Edge Computing ; Digital Twins ; Blockchain ; Location Technologies ; Sensors and Internet of Things ; Advanced Detection Technologies ; Advanced Manufacturing Technologies (e.g. Additive Manufacturing) ; Advanced Robotics ; Advanced Human-Machine Interaction (HMI) and Extended Reality (XR), i.e. Augmented Reality (AR),

Mixed Reality (MR) or Virtual Reality (VR).

Targets

Among the 6 attributes that qualify the industry of tomorrow, the projects must contribute to at least one of the following ones:

Green increase circularity (by reducing, reusing and recycling materials within the production processes but also by integrating production processes in circular sequences), increase collaboration with local (industrial) partners and promote local value chains, increase resource efficiency (reduce the material, energy and water consumption), reduce pollutant emissions ;

Human enhance Occupational Health and Safety (OHS) standards (safety, health, and welfare), as well as the workers’ overall wellbeing.

Projects can also aim at achieving progress towards one or several of the other attributes listed bellow:

Efficient increase productivity and efficiency through optimization, automation or predictive maintenance ;

Zero-Defect minimize product defects and process errors. Target first-time-right ;

Zero-Delay provide lean manufacturing, reduce lead time, offer optimized delivery ;

Fully customizable offer customized product/services down to lot size n=1, build more flexible, self-learning and adaptive production systems ;

The level of progress targeted in the project must be quantified. A series of KPIs (Key Performance Indicators) must be defined in order to evaluate the success of the project. These KPIs must follow the SMART principles (specific, measurable, achievable, relevant and time-bound).

Besides the business and societal valorization aspects, the project should also lead to significant academic valorization (publications, …).

Hence, the following figure summarizes the structure of the call. A project should make use of one (or more) of the 10 technologies to target at least one of the mandatory attributes, and eventually additional ones, that define the industry of tomorrow. The expected applicants are the producers and managers of tangible assets and goods themselves, as well as their service providers.

Examples

Drones which analyse the soils and preserve the environment

Soil analysis by drones brings high added value to the exploitation of agricultural land: precision, yield and preservation of the environment. In order to improve and optimize the management of agricultural lots, PIXAERO offers very high precision maps that provide farmers with precise cartographic information in time and space. They know best where the soil needs special attention, when to harvest, etc.

A monitoring robot to reduce rework in the construction sector

In the construction sector, it is estimated that nearly 20% of every construction project is rework, making the construction industry both inefficient and wasteful. In order to tackle this challenge, Scaled Robotics developed an autonomous robot equipped with a laser scanner. This robot can travel autonomously across the construction site taking scans of his surroundings, create detailed maps of the site, and compare them to the BIM model. This allows to verify the quality of the build, track errors and catch mistakes. This site monitoring robot thus helps tracking the progress of the construction project and provides actionable information for site managers to prevent costly errors.

Developement of an exoskeleton to improve workers’ wellbeing and working conditions

Sprains and strains account for nearly 30% of work injuries. These injuries are directly related to (harsh) working conditions and cause painful symptoms (mostly on the back, shoulders and knees), as well as a reduction in the employee's abilities. For instance, in car assembly plants, the shoulder is the most affected joint (due to intensive work above head level) and is also the longest to return to full functionality.As a response, exoskeletons gradually emerge in the industrial sector and are intended to prevent injuries caused by repetitive motions. For example, the company SuitX offers a modular solution that reduces muscle effort by 80% on the shoulders, 60% on the back and allows to maintain a crouched position indefinitely.Despite great progress in the design and development of exoskeletons, there are several challenges yet to be addressed. The major challenges lie in the areas of actuator design, brain-to-machine communication and intent detection, mechanical interface design, and intuitive control.

Increasing productivity through predictive maintenance enabled by IoT and digital twins

The company *Pump my ride* operates dozen of pumps in its facilities accross the continent. These pumps contain parts such as valves, seals, plungers, that are very expensive. Therefore, the company wants to prevent failures by predicting them in advance, which, in turn, help reduce downtime. They also want to identify faults that develop in these systems and get insights into what parts may need repair or replacement. This also helps them better manage their inventory.By using digitals twins connected through the Internet of Things, the company is able to get an up-to-date representation of its physical assets in operation. They developed data-driven degradation models that enable them to estimate the remaining useful life of the pumps. The models are constantly updated using the data from the pumps measured by different sensors such as pressure, flow and vibration. This use of predictive maintenance helps the company save nearly 50% of the pumps' maintenance cost, and reduces the rate at which pumps are discarded, as they can now focus on the repair of the critical components only.

Bio-based 3D-printed glasses

The Danish startup Monoqool offers durable 3D printed glasses in lightweight materials. The glasses are made within 24-hours, without soldering or screws.Thanks to innovative and high-tech production methods, the glasses and frames match on one side the dimensions of your face, and on the other your shape, color and size preferences. The glasses are designed digitally. The model is then transferred to the printer and hardened with a laser. The raw material used for printing is fully renewable: polyamide powder from beans. The process is repeated layer-by-layer until the frame is finished. Finally, the glasses are polished and dyed to ensure a perfectly designed product. The glasses weigh just 4 grams, ensuring a comfortable fit.

Using combined detection technology and AI to improve waste sorting

At a waste sorting plant, a near infrared light detection device has been installed to identify and sort plastics, paper, wood and other materials by material type at high volumes. However, the unit was seeing a significant quantity of steel cans with fiber labels which were identified as paper and thus were being ejected by the optical unit. With the addition of an AI-based optical sorter, Max-AI, these cans are identified and the firing signal is suppressed. Not only is Max-AI able to identify this material, but it is able to do so at speeds of 600 fpm on the optical feed belt. With this combination of technologies, purity of the sorted streams increased dramatically as did the recovery of both fibers and ferrous cans.

Iot and Blockchain in Pharma Logistics

How can you transport temperature-sensitive pharmaceuticals through the regular parcel channel and be sure that the medication is viable when it reaches its destination? To address the competing goals of compliance and efficiency, Swiss Post developed a new generation of ThermoCare boxes that can be shipped in the regular parcel channel. These boxes have adapatable insulating properties, so they can be configured based on the predicted weather conditions along transit road. The challenge with a passive solution is knowing whether the medication has been maintained with the required temperature band throughout the journey. For this, Swiss Post developed an innovative monitoring solution using blockchain and Internet of Things. The solution works by inserting a sensor into the ThermoCare box, which monitors the temperature of the medicine in transit. Temperature data is stored using a blockchain service, where it can be used to verify compliance by quality managers, insurers and customers. With this technology, the need for dedicated refrigerated transporters is removed, while the local postal mail channels that are already in place are promoted.

Using sensors and machine learning to improve a building energy efficiency and air quality

At the BBVA’s headquarters in Madrid, 50 000 sensors were installed to detect and collect data about the status of the facilities, the environmental conditions and the level of occupation. The data collected were first used to ensure the proper management of the facilities. Once the complex was up and running, an energy and facility management software based on AI was conceived and developed. Using the data collected by the sensors and interpreted by the algorithms, the lighting, air conditioning and heating systems are controlled. For example, when there is sufficient natural light coming into the work areas, the lamps near the windows adapt, reducing the light they emit. Sensors measuring the temperature in different areas of the complex determine what time is most appropriate for the air treatment units to be turned on, while CO 2 sensors are used to

determine whether the air treatment units should let air in from outside or re-circulate it from within. Thanks to the combination of sensors and AI, 102 savings measures have been implemented, achieving a reduction of energy consumption between 12 and 15 percent since 2015, in a building that in itself is already efficient. Furthermore, increased indoor air quality was achieved, offering occupants a healthier and safer workplace.

Eligibility conditions (as from the Project Outline stage): The project must involve at least one research organization (university, university colleges or research

center) having at least one head office in the Brussels-Capital Region AND one company whose relevant R&D activities are based in the Brussels-Capital Region;

The project may thus involve the participation of more than one research organization and more than one company. However, the balance of efforts (person-months) between academia and industry must respect a 1/3 – 2/3 balance; i.e. the sum of efforts of all partners from academia or industry must not be greater than 2/3 the total efforts of the project;

Companies must be in an healthy financial situation as defined by EU legislation (cf. http://eur-lex.europa.eu/legal-content/EN/TXT/PDF/?uri=CELEX:32014R0651 p19, §18);

Companies must demonstrate their ability to finance their share in the project; Companies must have fulfilled their obligations in the context of previous support initiatives allocated

by the Region; Projects must fall within the scope of the defined call topic; Expected outcomes of the project must have a favorable impact for the partners in the Brussels Region

(jobs, expertise, etc…).

Work program and Funding: Academic teams are expected to perform world-class research activities while companies are expected

to put the research results into practice; Project duration must be between one and three years; Funding rates are given by the following Table:

Since writing a solid full proposal is time and resource consuming and may constitute a barrier to entry, Innoviris is making available a Connect subsidy to cover part of the associated costs. This subsidy amounts to a maximum of 7500 Euros per partner (with a limit of 25.000 Euros per consortium). We encourage companies to dedicate part of this subsidy to investigate the IP aspects of the collaboration. Only consortia submitting a full proposal will receive the subsidy. Interested partners will fill in the Connect application form in annex of this document.

Evaluation Criteria:

Innovative character of the project ; Excellence of the research program, contributions beyond the state-of-the-art ; Quality of the execution plan (work program, methodology, expertise of the teams, planning); Level of technological transfer from academia to industry and synergies between the partners; Valorization of the project outcomes from a business perspective ; Impact of the project outcomes on economical and societal challenges of the Brussels Region.

Schedule:

3rd February 2020: Launch of the call for project outlines; 3rd March 2020: Optional : Innoviris organizes a matchmaking event to help form consortia and sketch

project ideas. This event will also be the occasion for potential applicants to get answers to their questions and interact with advisors from Innoviris. See the Innoviris website for further details and registration.

Based on the evaluation, Innoviris will recommend that the Brussels Government fund the best ranked projects as allowed by the budget allocated to the call.

Between 1st February 2021 and 1st June 2021: projects start.

IP strategy:

In an open innovation program, it is fundamental for the partners to engage early in negotiations on the IP (intellectual property) aspects of their project. Innoviris asks the applicants to have agreed on a high level IP strategy at the time of the project outline submission. Furthermore, a signed consortium agreement will have to be submitted together with the full proposal. The consortium agreement should set the framework for a successful project implementation. It is a private agreement between the partners, which sets out rights and obligations amongst themselves, and does not involve Innoviris. Amongst others, the agreement will define the way an academic partner will be remunerated in the case of an actual IP transfer to an industrial partner.

General Context:

In order to encourage the teaming up of academic partners with enterprises to set up interesting R&D projects in the domain of The Industry of Tomorrow: green, human and smart, Innoviris offers the possibility to cover parts of the costs associated with their preparation. A maximum amount of 7.500€ can be granted per partner in the consortium (with a total cap of 25.000€ per consortium) in order to cover the personnel costs of the person(s) in charge of discussing, negotiating and writing the proposals, but also, if needed, legal advice on IP issues.

Process:

The application form for setting-up Joint R&D projects must be submitted to INNOVIRIS together with the project outline form by May 4th, 2pm;

If your Projetc Outline (PO) is selected and the consortium is invited to introduce a Full Project Proposal (FPP), your CONNECT grant will be accepted upon submission of the latter. Should no FPP be submitted, the partners will not be eligible for the CONNECT grant, and the costs incurred in the phase between PO and FPP will not be covered; Your CONNECT request will also be automatically denied if your Project outline is not selected.

Each partner of the consortium can submit a CONNECT form, and the consortium shall ensure that the maximum amount does not exceed the limit;

The CONNECT grant covers the period between the submission of the Project Outline and the submission of the FPP;

The expenses covered can extend to the day on which the final project proposal is submitted to Innoviris, i.e. the Full Proposal deadline of the Joint R&D Project call;

Cost statements shall be provided alongside the FPP;

For companies only: As this subsidy is considered as a de minimis aid, a sworn statement shall be introduced alongside the CONNECT form (See Annex 1).

Admissible costs cover:

staff costs incurred in the context of setting up the project, subcontracted legal advice on IP.

Only expenses incurred after Innoviris has issued a positive decision on the Project Outline and after submission of the Full Proposal will be covered.

Staff costs:These include expenses relating to the remuneration of the team in charge of setting up the project (local coordinators, researchers, etc.). The applicants must distinguish between employees (1.1) and self-employed workers (1.2). The average man/month cost shall be considered as an average of the unit cost for the different members of the team (local coordinators, researchers, etc..) of the specific partner. Each amount must be calculated on the basis of an average of costs, meaning that salary fiches or invoices must be submitted at the stage when expenses are verified.

General costs:This is a fixed amount to cover additional costs incurred as a result of the setting-up of the project (secretariat, bookkeeping, telecommunications, inspections, travel in Belgium, etc.). The fixed amount is set at 10% of the amount for salaried staff costs (1.1).

Sub-contractor costs:These costs cover the expenses linked with legal consulting services in order to solve IP questions during the preparation of the project.
