Statistical data about poverty for the period 2006-2010/Source: Eurostat

The at-risk-of-poverty threshold is defined as 60% of national median equivalised income. The median income is the amount that lies in the mid-point of the recorded incomes. In order for the equivalised median income to be calculated, the first adult (aged over 14) living in the household is considered as 1 unit (1 person = 1 unit). A weight of 0.5 units is given to every additional adult. A weight of 0.3 units is given to each child aged under 14. Eventually, in order to calculate the income of any household member, the household’s total disposable income is divided by the sum of the aforementioned weights (which is called “equivalent size”). Therefore, the same amount of equivalent income is attributed to every household member, irrespectively of gender or age.

It should be stressed that with the exception of Roma-targeted programs, Greece does not hold ethnically based data, either during the national census or while registering with the municipal rolls. As a result of this, there is not a precise, official number of the Roma population as such. In that sense, any reference to their number, whether for drafting projects of social integration or not, depends on Roma’s self-identification or presumed Roma origin.

It is noted that the category entitled “other certificates” refers to school certificates, health certificates in case of applicants’ or their family-members’ disability, certificates on fiscal benefits etc, whereas any descending percentages regarding possession and submission of E1 and E9 documents (tax and property invoice respectively) is explained by the exemption from an obligation to file tax returns for persons with low income and those who do not possess any property, respectively.

PROGRAMME AND OTHER CONVENTIONS BETWEEN EKKA-MHSS-BODIES

1. A policy contract was signed between EKKA, MHSS and the civil non-profit society “ARSIS” Social Organisation for Youth Support to address urgent cases of children and adolescent victims of any form of abuse, neglect, trafficking etc., in three (3) buildings of the EKKA Guesthouse at Oreokastro, Thessaloniki. The contract expired on 16 February 2009 and its renewal is pending.2. A policy contract was signed between EKKA, MHSS and the non-profit association HAMOGELO TOU PAIDIOU for the operation of guesthouses for the temporary accommodation of children in conceded buildings of the Municipality of Kareas, Attica, and at Finikas, Thessaloniki. The contract expired on 12 July 2010 and its renewal is pending.3. A policy contract was signed between EKKA, MHSS and the NGO ELLINIKI MERIMNA OF VOLOS for the operation of a guesthouse for the temporary accommodation of women and children at risk, who face insurmountable survival problems. The contract expired on 18 December 2009 and its renewal is pending.4. A policy contract was signed between EKKA, MHSS and the NGO PRAKSIS (Development, Social Support and Medical Cooperation Programmes) for the operation of the EKKA guesthouse for abused women at Kalamaki, Attica. 5. A policy contract was signed between EKKA, MHSS and the Municipal and Social Policy Organisation of the Municipality of Chania (ΟΔΗΚΟΙΠ) for the operation of a short-stay guesthouse for the support of vulnerable social groups of the Municipality of Chania. The contract expired on 10 August 2010.6. A policy contract was signed between EKKA, MHSS and the Greek Red Cross for the operation of a social guesthouse for homeless in Athens. The contract will expire on 8 August 2012.7. A gratuitous loan has also been concluded between EKKA and the International Society for Family Support (DESO) for the operation of a guesthouse for accommodating and assisting women victims of abuse and exploitation and their children. The contract will expire on 31 December 2010.
