Stichting voor Volkshygiëne Wit Gele Kruis Aruba is pleased to submit this proposal for your review. We look forward to partnering with CEDE Aruba to provide a creative and sustainable project for the community of Aruba. This project has short and long term goals targeted especially for youths (ages 15-19), parents and teachers. Aruba is number 71 worldwide in teenage pregnancy with over 72 cases in 2018. Several factors play a role, especially the phenomenon of older men. Teenage pregnancy can lead to several financial, mental, social and emotional consequences. The objective of this project is to bring knowledge to the target group and eventually the community of Aruba in an interactive, creative, innovative and sustainable way concerning the phenomenon of teenagers dating older men. The outcome will be measured through monitoring and evaluation using survey after each workshop and at the end of the program.
Our proposal requests 10715,- florins in funding to obtain professionals, manpower, workshop materials, facilities, tools and new media gadgets.

Abstract
The department of Teenage Mother Consultant at Stichting voor Volkshygiëne Wit Gele
Kruis is seeking a grant to fund a sustainable, creative and developmental project for the
upcoming 2020-2021 school year. The main goals are to annually decrease the percentage of
teenage pregnancies in the Aruban community that are directly caused by teenagers (ages 15-19)
dating older men. Furthermore, to also educate and give parents and teachers the right tools
tackle this phenomenon. In 2018 there were 72 teenage pregnancies on the island. Globally
Aruba is ranked at number 71 with 23 per 1000 women between the ages of 15 to 19. The main
focus is on the phenomenon of dating older men and the consequences this may have on the
individual. Our objectives targeted at teenagers are to develop a six week workshops on topics
related to teenage pregnancy such as, self love and sexual relationships an innovative, creative
and sustainable way. To design a one hour course given twice a month for four months on sexual
health and healthy intimate relationships. In addition, to develop an awareness campaign.
Objectives targeted at parents and teachers is to design an online platform, develop a five week
workshop with tips and tricks on how to communicate and educate the child on the topic and to
initiate a monthly parent support group. We want to see a decrease in teenage pregnancy but also
positive changed behaviors and awareness in the community regarding this topic. The outcome
will be measured through monitoring and evaluation using survey after each workshop/course
and at the end of the program. Funding in the amount of 10715,- florins will help us achieve the
above mentioned goals and objectives and bring social change.

Introduction
Each new year the first born baby on the island of Aruba is published in all newspapers
and social media, commonly known and named as the “baby of the year”. In 2016 this was no
different, however what caught the public's attention was the fact that the media published the
age of the mother (January 2016, Noticia Cla). The mother of this baby of the year was a young
girl in her early adolescent years, 15 years old to be exact. Not only was it shocking to see it
publicly, but it was also shocking to see that the father was more than 5 years older than the
underaged mother. If the media had not published her age, it would have been just another baby
of the year. However, because of the young mother’s age different perspectives, views and
arguments came to arise and were discussed in the community regarding teenage pregnancy.
When looking at the different social problems of any country, one can look at the
different causes and effects that they have on the country and how that impacts the social sphere.
Teenage pregnancy in Aruba is no different. There are different causes to teenage pregnancy
such as, a lack of education, accessibility to contraceptives amongst the youth, lack of parental
involvement and the taboo that surrounds sex and sexual education. Another problem that is
often overlooked in the Aruban community is the number of teenage girls that date older men
which may/can lead to teenage pregnancy. We term an older man pursuing someone much
younger than himself as “puyito killer”1 which is a common word in the language, Papiamento,
of Aruba. According to Stichting voor Volkshygiëne Wit Gele Kruis Aruba’s annual report
(2018), a teenage mother is a girl between the ages of 11 and 19. However, this project proposal
is based on pregnancies that occur amongst adolescents between the ages of 15 to 19. According
to WGK this is the age group were most teenage pregnancy occur.

In this project proposal the following will be discussed: an introduction including social
planning and social development, needs/ problem statement, goals and objectives,
implementation plan, timeline, line budget, evaluation plan, sustainability and references.
Social Planning and Social Development
In order to create a sustainable solution for the phenomenon of teenagers getting pregnant
by older man/ puyito killer it is important to first define social planning and social development.
Social planning is defined as “rational problem-solving strategy aimed at combating community
problems” (Geerman, 2019, slide 7). When talking about social planning there are several
procedures to be taken into account. According to the dictionary of social work (Baker, 2004, p.
452), these procedures usually include designating some individuals or organizations to collect
the facts to identify and analyze the problem. An interview with Stichting voor Volkshygiëne
Wit Gele Kruis Aruba was conducted in regards to their department Teenage Mother
Consultant . This interview was conducted to gain knowledge and receive information on the
department and how they portray and combat the so-called issue of “teenage pregnancy” on the
island. The group also analyzed and assessed the agency by using the SWOT method. This was
to evaluate the strengths, weaknesses, opportunities and threats of the agency regarding the issue.
Strengths that WGK obtain are; a broad social network with other organizations and agencies
and a specialized department of TMC dedicated to teenage pregnancy. Furthermore,
opportunities that WGK obtain is the long standing history in the Aruban community with
exclusive services and prevention programs. The information obtained at Famia Planea
highlights the services and products provided for the teenage community of Aruba. For example,
products such as contraceptive pills, injections, morning after pill, spiral, pregnancy test,
condoms. In addition, they provide information through workshops on sexual transmitted

deseases prevention, sexual health, relationships and sex education. To compare the teenage
pregnancy phenomenon within the regional and international context a desk research has been
conducted. In addition, a small focus group with teenagers ages 15 to 19 will help determine the
factors in dating older men/ puyito killer. Furthermore, another procedure of social planning is to
delineate alternative courses of action and make recommendations to those empowered to
implement them. As future social workers it is important to familiarize with social planning
because it is one of the important methods of social work practice and to eventually bring change
to the community. Social planning is generically to describe the planning of social services or
efforts to improve the quality of life in communities. In addition, there are several basic
principles of social planning which where taken into account for example, citizen engagement,
community development, working together, inclusion, learning and action (Geerman, 2017, Slide
10).
Social development is “improving the well-being of every individual in society so they
can reach their full potential. The success of society is linked to the well-being of each and every
citizen” (New Nouveau, Brunswick Canada, 2009). Looking at these terms, one can conclude
that the aim of social planning is a set of values, techniques and skills to solve problems for the
betterment of the community and quality of life which relates to social development. “Values of
social planning and social development are to increase civic engagement and empowerment,
collaboration, increase effectiveness and efficiency of services” (Geerman, 2019, slide 11). An
example of recent social development is the housing project for teenage mothers at Casa Cuna.
Social development is a topic that several agencies on the island need to take into consideration
to bring development and sustainability in the community. By focusing on providing education
and information through intervention and prevention programs to the Aruban community on the

different aspects and the current issue of teenage pregnancy we can decrease the ratio of teenage
pregnancy on the island.
Profile requesting agency
‘Stichting voor Volkshygiëne Wit Gele Kruis’ was founded in Holland in 1923 by
Catholic priests. In 1942 it reached Curacao and by 1959 it was established on the island of
Aruba. The mission of the department Teenage Mother Consultant is to offer professional
support to teenage mothers between the ages of 11 and 19 through their vision of providing
prevention and curative interventions. The aim is to provide a safe and healthy environment for
the teenage mother and her baby. Wit Gele Kruis offers different services, such as home, parent,
child and maternity care, sexual education, dietician and courses and consultations (for future
parents). Most importantly, the department of TMC works specifically and only with teenage
mothers. The entirety of Wit Gele Kruis has a total of around 90 employees. Unfortunately,
Monique Giel-Labad is the only employee who works in the teenage mother consultant
department. This may bring issues when looking for possible personnel to work on the
implementation of this project. Despite that fact, there is a strong collaboration and support of
the TMC throughout Wit Gele Kruis and its director. That could be looked at as a strength when
looking for personnel for this project. The TMC department has strong community ties and
collaborative relationships with different groups in the community (such as different elementary
schools, Kiwanis Palm Beach, Fundacion Anti Droga Aruba, Famia Planea Aruba and Telefon
pa Hubentud). Wit Gele Kruis TMC department works with different school social workers when
regarding their participants/ clients. Furthermore, they collaborate with Voogdijraad, Department
of Social Affairs and Bureau Sostenemi, Consultorio pa Asuntonan di Adicion, Casa Cuna and
doctors. As far as financial track records, Wit Gele Kruis is a respected and reputable

organization throughout the Aruban community. In addition, WGK is best known in the
community. The above mentioned aspects are great value to this project because with a reputable
name and collaboration with other partners this project can gain more attention and value.
Organizations that have a collaboration with WGK can bring more awareness and spread the
information in the community. Furthermore, different organizations can partner up with WGK
and this can lead to a more valuable project for the community. One great example is the
collaboration between Kiwanis Palm Beach and WGK on the Sexual Education Program “Biba
amor”.
As mentioned above, due to the fact that Wit Gele Kruis is known in the
community of Aruba they have a broad social network and collaboration with different
organizations and agencies on the island. The department of Teenage Mother Consultant is the
the main department on the island that is working directly with teenage mothers and also
providing various services to the participants. Because of all the above mentioned reasons, we
believe Wit Gele Kruis Aruba and especially the department of Teenage Mother Consultant is
the best fit for this project.
Need Statement
The nature and extent of the need/problem
In 2018 there were 72 teenage pregnancies on the island and of the total pregnancies for
that year, teenage pregnancy made up for a total of 6% of all pregnancies. According to The
Situation of Children and Adolescents in Sint Maarten of 2013, girls reported that the main age
that they started to become sexually active were between the ages 12-15. Although this report
does not give statistics, it does state that girls become sexually active between 12-15 which can
lead to teenage pregnancy. According to the United Nations Population Fund of 2019, the

birthrate for girls from the Latin American and Caribbean countries between the ages 15-19 is 62
per 1000 live births in 2018. And finally, according to The Health of Adolescents in the Dutch
and British Overseas Caribbean Territories of 2016, a total of 13.7% of teenagers ages 15-19 that
were a part of this study (from the countries of Aruba, British Virgin Islands, Cayman Islands,
Montserrat, St. Eustatius, and St. Maarten) had caused or experienced a pregnancy. The median
age that teenagers started being sexually active was 13.2 years old.
Although Aruba has a lower ranking than most of these regional statistics when it comes
to the number of teenage pregnancies, globally according to the World Bank, Aruba is ranked at
number 71 with 23 per 1000 women between the ages of 15-19 becoming pregnant. Aruba is
ranked higher than countries such as Switzerland (3 per 1000), Japan & The Netherlands (4 per
1000), The United Kingdom (13 per 1000) and the United States (20 per 1000). Aruba is not far
off from the United States, but when taking the resources into consideration, Aruba lacks the
services in order to provide adequate care to this group. An indicator to this statement is that Wit
Gele Kruis is the only foundation in Aruba that has a section dedicated to working with teenage
mothers and working around prevention of teenage pregnancy. In October of 2019, Wit Gele
Kruis, together with Casa Cuna opened a Tienermoeder huis which is a housing project where
four teenage mothers are able to be housed and live independently with their child/children.
These are two examples of how their are not enough provisional services to aid this group
effectively.
Factors contributing to the problem or conditions
There are different contributing factors to teenage pregnancy in Aruba and according to
Morin (2019), some of these risk factors are a lack of sexual education in the school systems
starting at an appropriate age, the availability to contraceptives and peer pressure. Aruba’s

religious background could also be a contributing factor to the taboo around sex and teenage
pregnancy. According to the Wit Gele Kruis website, more factors leading to teenage pregnancy
in Aruba are for example, the free use of drugs and alcohol, negative home environment, wanting
to experiment and peer pressure (Wit Gele Kruis Aruba, 2018). Since 2000 Wit Gele Kruis
realized that there was an issue with teenage pregnancy on the island and they wanted to educate
the public on this issue (Wit Gele Kruis Aruba, 2018). Aruba is moving towards a more sexually
educated young population by introducing the program in 2018, Biba Amor, which is a sexual
education program given to students in elementary schools. Moreover, foundations such as,
Famia Planea have been providing information and contraceptives since 1971 (Famia Planea
Aruba, 2019).
Furthermore, the arising problem in the Aruban community is the presence of older men
dating younger women (in this case, younger women is being referred to as teenagers between
the ages of 15-19), which can lead to teenage pregnancy. In literature and spoken language, there
are different terms used to describe these types of men. In Aruba, there is a term in Papiamento
to describe an older person pursuing someone much younger than themselves. This term is
“puyito killer” which translates to chick killer. An older term used to describe older men
pursuing young women is “Chubato” but because puyito killer is more widely known in Aruba
nowadays, the term “puyito killer” will be used for this project.
In the english vocabulary, there are different terms to describe this phenomenon. Each
term differs in some way however, from its counterpart. An example of this are the definitions of
‘Loverboy’ and ‘Sugar daddy’. These two terms both refer to older men dating younger woman
but have a different meaning. The offical definition of loverboys according to Wit Gele Kruis
(2018) is “a man who, through seduction techniques, manipulation, blackmail and violence

grooms a teenage girl to work for him in prostitution and other illegal sectors”. The definition of
a ‘Sugar daddy’ is “a rich and usually older man who buys presents for or gives money to a
younger person, especially a woman, usually so that the younger person will spend time with
him and have a sexual relationship with him” (Cambridge Dictionary). While both of these terms
look at relationships between older men and young girls, this project is focussed on terms such as
‘Rhino men’ and ‘Manthers’. ‘Rhino men’ and ‘Manthers’ are older men who pursue younger
women (Davey, 2009). Both of these terms are forms of slang and are not used officially (they
are not found in most dictionaries). This may be part of the problem. The fact that there is not a
concrete word/ term for men who specifically target younger girls is alarming, considering its
frequency (in the Aruban context, it is the number of teenagers who became pregnant by men
much older than themselves).
According to the American Psychological Association dictionary, ephebophilia is a term
meaning “sexual attraction to and arousal by adolescent children, usually early adolescents who
are just going through puberty”. Not all older men who date younger women suffer from
ephebophilia, some men see dating younger woman as an opportunity rather than being a
psychological problem. A reason why this phenomenon is potentially dangerous is that young
girls from broken homes who are looking for love and affection are often easy target because
these girls are most likely to be miseducated and may have self-esteem issues that often results in
doing what the puyito killer requests. Lastly, teenage girls and grown men are in two different
stages in life (both mentally and physcially) and according to the U.S Department of Health and
Services (2019) “some older partners may want to have sex before an adolocent is
developmentally and emotionally ready”.

As above mentioned, in 2018 the number of births by teenage mothers was 72. The ages
of these teenage mothers range from 15-19. The ages of the fathers however started at age 17 and
went all the way up to age 52. There were 19 teenage fathers from the 72 (from the ages 17 to
19). That means that 59 fathers were not teenagers, and although the age of a 19 year old teenage
mother and a 20 year old father are very close, mentally these ages do make a big difference
because a 19 year old girl is far more developed than her male counterpart of 20 years of age. It
is also not certain at what ages these couples are pairing, meaning that one of the 15 year old
teenage mothers could have gotten pregnant by a man who was 52. This is a problem due to the
following reason; although it is not illegal for a girl who is 16 to have sex, according to the law,
she is unable to carry the responsibilities of being a mother (a legally adult of age 18 and up
would have to become the legal guardian the child). It is also an issue because these men are
looking for girls who are vulnerable enough to have sex with them. These girls are vulnerable
and uneducated about the true intentions of these men (they believe they are in it for love, this
also relates to the self-esteem and home and social environment of the teenage girl). By
informing the public, you are not only empowering young girls, but also those around them to be
vigilant and aware of the intentions of these men. It is also important that we educate young boys
that young girls and women should not be seen as sex objects rather they be seen as an equal
who cannot be won, overcome or manipulated for their own personal gain.
Looking at this phenomenon around the world and in the region there is a great concern
for the rise of underage girls in union with older men. UNICEF estimetas that by 2030 there will
be over 20 million underage girls in child marriage or union in latin america and caribbean alone
(2019). The concern with this issue is that girls under the age of 18 are at risk of being deprived
of immediate and long-term opportunities that ultimately affect the fulfillment of their rights

(Unicef, 2019). This phenomenon is relevant and demonstrates how the relationships between
olden men and younger girls are experienced globally and regionally. Furthermore, the
prevalence of this phenomenon is linked directly to adolescent pregnancy rates (Unicef, 2019).
Meaning a union or marriage between a girl and a puyito killer is almost certain when the girl
becomes pregnant. The danger of this trend is that like in Aruba, these young girls are at risk of
greater vulnerability because they often do not finish their education, are often doomed to
poverty and the continuation of depending on men are more likely to prevail. Other concerns are
the domestic violence, risk of sexual transmitted diseased, emotional and physical abuse Unicef,
2019).
Although most of the caribbean region and latin america has laws agianst child marriage
and or union, these are not effective. Main reasons for this may be cultural acceptance, poverty,
lack of education and failure to enforce the laws. Legally in Aruba, a marriage can only take
place between two consenting adults (ages 18 and older) according to article 1:31 lid 1 from the
Civil Code of Aruba (Burgerlijk Wetboek Boek 1, 2014, p. 89). However, there is the possibility
for a young girl to marry at the age of 16 according to article 1:31 lid 2 (Burgerlijk Wetboek
Boek 1, 2014, p. 89), if the teenager is already pregnant and has the consent of her parents. This
here is an issue in itself because it illustrates that the under age girl has already engaged in sex by
which she became pregnant. Most notable is data shows that most teenage pregnancies are
caused by an adult male. Most of the Caribbean and Latin America region has sign the children
rights treaty which includes the abolision of child marriage. However there is a continues
increase of child marriage and or unions. There is a general concern for relationships between
teenage girls and puyito killers around the globe as these have devastating effects on the
community and especially on the development of young girls.

Impact of the problemWhen an adult man has sexual relationships with teenage girls, getting pregnant is not the
only consequence. According to The World Bank (2012), “part of the negative outcomes
attributed to teenage pregnancy might be due to the absence of opportunities and the poor
educational and economic opportunities that teen mothers are facing”. They also explain that
when the mother is a teenager, there is a higher risk of maternal mortality, fetal death and infant
mortality. Another consequence of having a sexual relationship with a Puyito Killer is the chance
of getting a sexual transmitted disease because most of the time a Puyito Killer has been sexually
active for a long time already and has been exposed to these diseases. According to the Central
Bureau of Statistics (2013), “the males in the age group 25 to 44 years are the most affected by
syphilis followed by the age category 45 to 64 years”. They also explain that “males are
accounted for the most reported cases of gonorrhea” and that regarding the acquired
immunodeficiency syndrome (AIDS) which is caused by human immunodeficiency virus (HIV),
“more than 30 percent of the registered cases from 2000 to 2010 are born in Aruba and 70
percent of the cases are male” and that from the average of 35 new cases of Hepatitis B yearly
most cases are in males (p. 57 - p. 61). According to the American Pregnancy Association
(2019), there are sexual transmitted infections that are curable and some of them incurable with
the risks of infertility, stillbirth, premature birth, genital cancer etc. for the mother and can result
in being a carrier, pneumonia, blindness, congenital syphilis, mental and physical problems etc.
for the baby. Lastly, Sodi (2009) explains that teenage pregnancy is associated with distressing
psychological symptoms like loneliness, feeling stressed and inadequate, as well as being
associated with some depressive symptoms including sad feelings, suicidal thoughts and
irritability. He also explains that one could expect pregnant teenagers to be hampered in their
development when compared to teenagers who are not pregnant.

The impact of this problem does not just affect young girls, puyito killers can also affect
other individuals including the family members of both the Puyito Killer and the teenage girls
and the Aruban public in general. Although young girls being in contact with puyito killers does
not necessarily lead to teenage pregnancy, it is a risk factor that these young girls face and that
the Aruban public needs to be aware of. Teenage pregnancy as a result of a relationship with a
puyito killer can bring many issues, such as financial, mental, social and emotional problems.
Families may struggle financially to support a newborn, teenage girls may have to drop out of
school due to the lack of public resources and services, they may lose contact with friends and
family and become alienated. In addition, young mothers may also have to deal with postpartum
depression and because they are still developing, this may be even more severe for them.
Promising approaches for improved result
To tackle the issue of teenage girls getting pregnant by a puyito killer, the Aruban public
has to first understand what the problem is, what are the causes and what the consequences are,
which means that our community should be educated on this topic and how it looks like from all
angles. To start, parents should be informed and taught that they need to provide a safe and open
environment for their teenage daughters for them to be comfortable enough to be able to express
themselves to the parents so they feel validated and worthy, this way there is no need for teenage
girls to turn to older men to get the attention that is supposed to be provided by their parents.
Next to this, young boys should also be educated on how to treat girls and women as equal
human beings and not as sexual objects this way they will grow up with different norms and
values which will minimize the chance of them growing up and becoming a puyito killer.
Another approach would be exposing the puyito killers, let the community know that they exist,
what they do and who they are. Tackling the vulnerable group of young girls would also reduce

conversation about what is happening within the community and shed light on why validation is

Goals and Objectives
When relating teenage pregnancy with social planning and social development it is
important to also evaluate the needs assessment to further come up with possible solutions. In
order to develop creative, sustainable and achievable solutions two goals were established, each
including three outcome objectives. In order to have developed these goals and objectives the
outcome objective template was used describing the goals, objective outcome, and the outcome
process. The outcome process will be specifically elaborating on the time, target, result, criterion,
and responsibility. Furthermore, with these goals and objectives, a project will be developed to
further create possible sustainable and creative changes in the Aruban community regarding
teenage pregnancy. In the following tables the two goals and outcome objectives will be
illustrated.

Design a one hour course given twice a month to 240 teenagers of 4 Aruban secondary/high schools, ages 15 to 19 for 4 months (8 total sessions) which will focus on educating and bringing awareness to the importance of sexual health (Sexual Transmitted Diseases and teenage pregnancy) and healthy intimate relationships.
2. Time: In a time-frame of 4 months students will receive twice a month a one hour course based on a variety of topics regarding sexual health and healthy intimate relationships.
Target: Target at least 4 secondary/high schools in the Aruban community.
Result: Teenagers ages 15 to 19 will be informed and aware of the importance of the topics mentioned in the objective.
Criterion: Make this course part of the secondary/high schools’ curriculum and accessible for this specific

Design a poster and distribute this in all public areas and on social media platforms to actively target the Aruban community that will make parents, teachers, teenagers, children, and people in general aware of the importance of teenagers engaging in safe dating; building and having healthy intimate relationships; and the consequences of dating older men.
3. Time: In a time-frame of one month the stated objective must be developed to then start promoting it.
Target: To target parents, teachers, children, teenagers and the Aruba public in general.
Result: The Aruban community will be conscious about the importance of teenagers dating safely, building healthy intimate relationships, and taking into consideration the possible consequences of dating older men.

Besides this, these groups will have a group leader and co-leader to guide the parents/group member through the suggested topics stated in the objective and to also provide full support when needed.

The implementation plan and timeline is based on the project’s goals and objectives that
were mentioned above. For each objective there will be a well established plan consisting of the
needed resources/inputs; a list of the project activities and timeline; the expected (amount)

tables, the implementation plan for this project will be further elaborated/illustrated along with
the needed timeline to execute the stated objectives.

→ Month 2, Class 4 of the course “Sexual Health” will be given. This consists of introducing teenage pregnancy and the consequences that this may have on the teenage mother/father, on their education, family members and on the baby itself.
→ Month 3, Class 5 of the course “Sexual Health and Intimate Relationships” will be given. This consists of an introduction to safe sex with a detailed explanation on the contraceptives and how to use them, in order to prevent Sexual Transmitted Diseases as well as teenage pregnancy.
→ Month 3, Class 6 of the course “Sexual Health and Intimate Relationships ” will be given. This consists of elaborating on how to recognize a positive/healthy or negative/unhealthy intimate relationship and why to avoid certain relationships.
→ Month 4, Class 7 of the course “Sexual Health and Intimate Relationships” will be given. This consists of a step-by-step interactive process on how the participants or students can develop and engage in establishing a healthy intimate relationship by themselves.

Objective 3: Initiate a weekly parent support group for the whole secondary school year in order for them to have the space and accessibility to share concerns, ask questions, and exchange advices from parent-to-parent regarding the importance of sexual education; building healthy intimate relationships; and understand the different developmental changes teenagers may experience through their adolescence and adulthood.

1. Preparatory activities:➢ A classroom should be booked at the secondary/highschool every friday
depending on how many parents registered. One session will support 10 parents meaning that 40 parents will be 4 nights, each in one week.
➢ The session would take 1 hour and should be at a time where parents can attend after their work which is why afternoon would be crucial. Because of this it will take place from 6:00 pm to 7:00 pm.
➢ An invitation should be sent to the parents by email explaining the purpose and meaning of the parent support group. In addition an attendance list will be attached to facilitate the registration process.
➢ With the registration list groups of 10 will be made and the registered parents will be informed through email on which date their session will be held

Being able to express yourself about topics that are not commonly elaborated on in the community gives the parent a relief and possibility to better their relationship with they children and be involved in the child’s life and decisions. Once the parents are aware of the steps and are able to guide their children, the possibility of their children being in a healthy intimate relationship and making positive choices will increase.

Objective 1: Develop a once-a-week, 45 minute workshop for secondary/high schools
teenagers (ages 15 to 19) for a period of 6 weeks based on themes, such as self-love, self-respect,

better understanding of their own personal emotions and feelings and how this could lead to

Indicators:
- The topics used for the formulation of the discussion content from the desk research conducted from 5 scholarly articles by social workers; the findings will be introduced in a presentation meeting held with the professionals in the social service agencies, the schools directors, school teachers and staff.
- The fourth grade of the four secondary/ high school implementing the workshops with the cooperation and collaboration of the stakeholders that are active in the social service agencies (Famia Planea, Wit Gele Kruis Aruba, social workers and Heart-centered Leadership Foundation) and school staff will be the pilot test and will dictate the implementation and continuance execution the workshop for five years.
- The two meetings with professionals will be conducted in order that the parties involved to ensure that the workshops’ description, roles and responsibilities are understood and assigned for the execution of the workshops.
- For the school year a schedule is formulated to guide and inform the involved parties mentioned during the workshop.

This method for analysis will be used in all objectives.
Social worker ethical and professional norms:
Competent:The social worker must be able to operate from a non-biased perspective, must have multi-cultural skills and nonjudgmental during all interactions with all the participants in the process of the workshops.
Consent:The social worker must have recorded consent of the mentioned parties that will assist and collaborate.The social worker must be able to collect the consent of the students/ participants that will be participating in the workshop.

Objective 2: Design a one hour course given twice a month to teenagers age 15 to 19 for
4 months (8 total sessions) which will focus on educating and bringing awareness to the

understand and learn how to maintain a healthy sexual and intimate life.

The students have increased awareness, understanding, are educated and exposed with the information and methods in order to achieve and maintain healthy sexual and intimate relationship in their course of life.
Indicators:
- Increase the understanding capacity and involvement of the confirmed participation of the assigned parties and school staff of the course content to fully execute the workshop effectively and efficiently.
- Each service agency that will participate at the themed workshop delivery will have their topic (one) related to their area of expertise.
- The amount of students on the attendance list expected derive from the collection of parental consent of minimum of 75 percent of students that will participate in the six themed workshop delivered at secondary/ high schools will be recorded and controlled by the social workers.
The secondary/ high schools have adopted and implemented the course in their school year curriculum for the fourth grades after the execution of the workshops.

Results of the survey that has been collected by the school teachers or staff to the students (participants) at the end of each workshop.
Results of the data from the focus group on the impact and effectiveness that the workshop have on the students/ participants from the teachers and staff observation of each workshop.
The results collected of the observation report from the professionals’ of services agencies on the need, upcoming themes and effectiveness of the presented concept of the sixth workshops in order to make a concrete course for the curriculum.
Survey will be conducted at the end of each themed workshop which is the total amount of four survey. The students will evaluate if information illustrated in the workshop had added value, was beneficial and its necessity.

Objective 3: Develop an awareness (advocacy) campaign in the form of a poster and
distribute this in all public areas and on social media platforms to actively target the Aruban
community that will make parents, teachers, teenagers, children, and people in general aware of
the importance of teenagers engaging in safe dating; building and having healthy intimate
relationships; and the consequences of dating older men.
Outcome:
To have well informed Aruban community through distribution of information on diverse tactics to stimulate and illustrate the importance of teenagers engaging in safe dating; building and having healthy intimate relationships; and the consequences of dating older men including eradicating this practice and acceptable behavior in the Aruban context of teenagers dating older men and pregnancies that developed through this act.
Indicators:
- Percentage rate of 65 percent of the Aruban members which there is no specific age limit; the desired target groups are the teenagers and adults in the community. Aruban community should be aware and informed of the practices and behaviors of teenagers dating older men and teenage pregnancies as a result of dating older men.
- The secondary/ high schools have adopted and implemented the sexual educational course in their school year curriculum for the five years.
- Decrease/ reduction of the numbers of teenagers that are pregnant due to the engagement with older men “Puyito Killers” in the Aruban region by 10 percent in two years.
- The target is the percentage 65 percent of Aruban public that had received the poster and increase their understanding capacity of the concept of “Puyito Killers”.
- The production and distribution of these posters in 55 to 65 percent in the schools, social services organizations, public places and organizations.
- The introduction of the online poster on social media at 6 o’clock pm to be viewed by the Aruban viewers , the media tool (Facebook or Instagram) will illustrated the amount of

- The topics used for the formulation of the website’s content is from the desk research conducted by social workers. The content is to collect statistical data, real-life testimonies (anonymous), and prevention strategies based on the topic of teenage girls dating older men along with other evidence-based factors that contribute to teenage pregnancy in Aruba which the duration process is one month.

Frequency of data collection and timeline:
During the month of August 2020 and July 2021 the attendance list will be collected to review the interest of the parents that is present during each support group sessions with the duration of 8 months.
Sustainability
In order to make a project sustainable, there are three different aspects that have to be
taken into consideration which are, financial, community and organizational sustainability. The
aspect of financial sustainability looks at how a project will be able to be executed on a financial

level and also to be repeated in the future. The aspect of community sustainability looks at how
important and legitimate the project is for the community. Lastly, the aspect of organizational
sustainability looks at if the organization itself will be able to last for years (Wieners, n.d). To
analyze the project and its sustainability on these three domains, different factors need to be
taken into consideration. The factors are who is the main funding agent for this project and will
these agents be continuous funders or will WGK have to look for a funding means elsewhere.
Another factor that needs to be taken into consideration is the relevance of the topic within the
Aruban community. Does the topic have a relevant goals for future generations or is it a project
that can only be implemented once. And finally, will WGK last long enough to partner up with
other foundations to be able to implement and execute this project for years to come.
Looking at the financial aspect of any project can be the most difficult. There has to be a
guarantee agreement between the organization who is executing the project and the body who is
funding the project. There is a possibility to collaborate with other funding agencies such as
Viana Charity Foundation, Brenchi Arends Foundation or AHATA but in this case, Centro pa
Desaroyo Aruba would be the main source of income for this project. The main goal is to
educate the community and bring changed behaviors regarding this topic. Workshops and
courses will be implemented in the secondary schools of Aruba and this shows the importance of
this project and the positive input it has on the community of Aruba. That is why it is important
to have collaborations that may be able to cover costs and see the importance to implement this
project. This project could become sustainable through the financial collaboration of different
organizations/foundations but especially with Centro pa Desaroyo Aruba.
The community aspect of this project is evident. Analyzing the number of teenagers
becoming pregnant by puyito killer alone is a clear indication as to the importance of this project

for the Aruban community. The project will be able to be implemented for years to come.
Teenage pregnancy is a social issue that can be minimized but not completely eradicated. As a
society, Aruba can support the younger generation in their social and emotional development
towards maturity. The same statement can be applied to the social issue of puyito killer. The goal
is to create awareness and educate the Aruban public specifically teenagers, teachers and parents
in Aruba surrounding the dangers of dating a puyito killer, but more importantly why is it
important to love and respect yourself. These lessons and topics will always be important when
teaching young students, specifically girls throughout generations.
Lastly when looking at the organizational aspect of sustainability in this project, the
different agencies on the island that are directly involved in this project need to have an
established history and a deep rooted connection within the community so that they are able to
carry out the project for years to come. WGK has been serving the Aruban community since
1959 and Famia Planea has been educating the Aruban community about sex and providing anti-
conceptions since 1970. Both of these agencies have been established in the Aruban community
for over 109 years, are well trusted in the community and play a key role in their respective
fields. Neither of them show signs of closing, meaning they will be able to implement this
project on a long term scale.
